Abstract

Public service is a tangible manifestation of the state's function in meeting the needs and basic rights of the community but, in practice, public services in Indonesia still face various challenges such as rigid bureaucracy, low quality of services, and weak coordination between institutions. The ecological approach to administration exists as a new paradigm that emphasizes the interrelationships between bureaucratic structures, the social environment, culture and Natural Resources.The development of public services through an ecological perspective in Indonesia emphasizes the importance of conformity between the bureaucratic system and the conditions of the social environment in order to create adaptive, participative, and sustainable public services. This method used is a descriptive qualitative study by examining a variety of legal literature, as well as the practice of service innovation in some in Indonesia.Public service innovation based on ecology administration is able to create harmony between government, society and the environment and encourage the creation of adative governance and responsive to local needs through this application to strengthen collaboration across several sectors.

Abstract

Penelitian ini mengkaji implementasi regulasi Persetujuan Bangunan Gedung (PBG) sebagai pengganti Izin Mendirikan Bangunan (IMB) dalam kaitannya dengan aksesibilitas hunian layak bagi Masyarakat Berpenghasilan Rendah (MBR). Tujuan penelitian adalah untuk menganalisis implikasi transformasi regulasi pasca berlakunya UU No. 11 Tahun 2020 tentang Cipta Kerja terhadap pemenuhan hak atas hunian yang legal dan aman bagi kelompok marginal. Metode penelitian yang digunakan adalah hukum empiris dengan pendekatan sosiologi hukum. Data dikumpulkan melalui studi dokumen terhadap regulasi terkait dan pengamatan terhadap pola kepatuhan MBR di lapangan. Hasil penelitian menunjukkan bahwa peralihan sistem perizinan ke berbasis digital (SIMBG) dan pengetatan standar teknis sesuai PP No. 16 Tahun 2021 menciptakan hambatan aksesibilitas yang signifikan bagi MBR. Faktor penghambat utama meliputi tingginya biaya non-retribusi untuk jasa konsultan teknis, kerumitan prosedur administratif digital, serta rendahnya literasi hukum masyarakat.

Abstract

Penelitian ini bertujuan menganalisis urgensi regulasi perizinan apotek dan pedagang besar farmasi (PBF) sebagai instrumen legalitas dalam sistem distribusi obat di Indonesia. Di tengah transformasi digital, pemerintah menerapkan sistem OSS-RBA untuk menyederhanakan birokrasi sekaligus memperkuat pengawasan berbasis risiko. Metode yang digunakan adalah yuridis normatif dengan pendekatan perundang-undangan dan analisis literatur periode 2020–2026. Hasil penelitian menunjukkan bahwa legalitas PBF melalui sertifikasi CDOB serta izin praktik apoteker menjadi pilar penting dalam mencegah peredaran obat ilegal. Meskipun OSS-RBA meningkatkan transparansi, masih terdapat kendala pada sinkronisasi data dan kesiapan infrastruktur digital di daerah. Penelitian ini menyimpulkan bahwa kepastian hukum perizinan farmasi berperan tidak hanya sebagai kontrol administratif, tetapi juga sebagai perlindungan hak atas kesehatan, sehingga diperlukan penguatan sinergi antar lembaga guna menjaga integritas distribusi obat secara nasional.

Abstract

Route permit and road permit policies in coal transportation constitute an important part of transportation governance and sustainable development in Indonesia. Sustainable development emphasizes a balance between economic, social, environmental, as well as legal and governance aspects, as reflected in Article 33 paragraph (4) of the 1945 Constitution. In practice, coal transportation management still faces various challenges, such as environmental pollution, road infrastructure damage, and weak supervision and compliance with licensing regulations. This study aims to analyze the legal basis, government supervision, and the role of licensing policies in achieving sustainable transportation. The method used is a normative juridical approach by examining laws and regulations, including Law Number 22 of 2009 on Road Traffic and Transportation, Presidential Regulation Number 95 of 2018 on Electronic-Based Government Systems, and Government Regulation Number 96 of 2021. The results show that route permits function as an instrument for controlling transportation operations; however, their implementation still faces internal and external obstacles, such as limited supervision and low public participation. Furthermore, the application of digital technology through electronic-based government systems and participatory approaches in policymaking can enhance the effectiveness of supervision and policy legitimacy. Therefore, strengthening regulations, improving supervision, and integrating sustainable development principles in coal transportation management are necessary to create a safe, efficient, and environmentally friendly transportation system.
