Abstract

Cost efficiency in small-scale housing projects remains a critical challenge in construction planning. This study introduces a novel integrative approach by combining a precision-based Pareto analysis with a multidimensional Value Index evaluation within the framework of Value Engineering (VE). A case study was conducted on a residential project by CV. Majas in Banjarmasin. Three dominant cost items—wall, concrete, and woodwork—were identified using a quantitative ΔC and ΔP formula, marking an advancement over conventional Pareto analysis. Alternative evaluations were based on five functional criteria: strength, weather resistance, aesthetics, ease of installation, and maintenance. Results indicate that VE implementation reduced total project costs by 3.08% without compromising quality or functionality. The most efficient alternatives included lightweight concrete blocks, ready-mix concrete K-225, and meranti wood. The key novelty lies in the measurable and function-oriented cost optimization model that combines quantitative cost classification with functional scoring, providing a more objective and applicable decision-making tool in construction cost management. These findings contribute to the development of more rational and replicable cost planning strategies for similar residential projects.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur Desa Kandangan Baru, Kecamatan Panyipatan, Kabupaten Tanah Laut dalam menyusun Rencana Anggaran Biaya (RAB) pembangunan jalan usaha tani. Latar belakang kegiatan didasarkan pada rendahnya kemampuan teknis aparatur desa dalam perencanaan anggaran yang berpotensi menghambat efektivitas pembangunan dan akuntabilitas pengelolaan dana desa. Metode yang digunakan adalah learning by doing melalui tahapan identifikasi kebutuhan, penyampaian materi, serta praktik langsung penyusunan RAB berbasis Analisis Harga Satuan Pekerjaan (AHSP) dan Standar Nasional Indonesia (SNI) dengan bantuan Microsoft Excel. Hasil kegiatan menunjukkan adanya peningkatan signifikan pada aspek pengetahuan dan keterampilan peserta, yang ditunjukkan melalui perbandingan nilai pre-test dan post-test. Peserta tidak hanya memahami konsep dasar RAB, tetapi juga mampu mengaplikasikannya secara praktis dalam perencanaan proyek jalan usaha tani. Peningkatan kemampuan ini berkontribusi terhadap penguatan tata kelola pembangunan desa yang lebih transparan, efektif, dan akuntabel. Dengan demikian, pelatihan teknis berbasis praktik terbukti efektif dalam meningkatkan kompetensi aparatur desa. Kegiatan ini juga memberikan dampak strategis dalam mendukung optimalisasi pemanfaatan dana desa serta meminimalkan risiko kesalahan perencanaan anggaran di masa mendatang.

Abstract

Indonesia has abundant biodiversity, yet its utilization is still limited to traditional consumption and has not been widely developed into economically valuable products. The leaves of galingale (Cassia alata) contain flavonoids, alkaloids, and tannins that are beneficial as antibacterials and antifungals, while the moringa leaves (Moringa oleifera) are rich in antioxidants, vitamins, and minerals beneficial for skin health. One local wisdom of the Kalimantan community is the pupur babigi, a traditional powder made from natural ingredients, which is now being abandoned due to the influx of modern cosmetic products. This community service activity aims to: (1) increase public knowledge about the contents and benefits of galingale and moringa leaves, (2) train the community in making pupur babigi, and (3) encourage the creation of micro-enterprises based on herbal products. The methods include preparation, socialization, practical training, mentoring, and evaluation, involving 25 participants (housewives and youth from the community). The results show an increase in participants' understanding from 20% (pre-training) to 85% (post-training). All participants were able to produce pupur babigi of good quality, and 80% expressed interest in developing the product as a business. In addition to skills transfer, this activity also raised collective awareness about the importance of utilizing local natural resources for economic empowerment.

Abstract

The effectiveness of road infrastructure development depends heavily on procurement quality through electronic tendering mechanisms. Within the Electronic Procurement Service (LPSE) system, competition intensity and bidding efficiency are theoretically the primary determinants of tender outcome quality. However, no empirical study has specifically examined both factors in regional construction markets with unique geographical characteristics such as Banjarmasin City. This study aims to analyze the effect of competition intensity and bidding efficiency on road project tender outcomes in the Banjarmasin City LPSE for the period 2016–2023, both partially and simultaneously. A sample of 30 work packages was selected through purposive sampling from the Banjarmasin City LPSE portal. Analysis was conducted using multiple linear regression with a robust standard errors approach. The results indicate that competition intensity has a positive and significant effect (α = 10%), while bidding efficiency has a negative and significant effect (α = 5%) on tender outcomes. Simultaneously, both variables significantly influence tender outcomes with a coefficient of determination of 19.66%. These findings suggest that tender outcomes are not solely determined by the number of participants and price rationality, highlighting the need for a more comprehensive procurement approach in evaluating tender competition quality at the regional level.
