Abstract

Poverty remained a significant issue in Java's economic development, despite the island being the center of national growth, which continued to face disparities in regional welfare. This study aimed to analyze the effects of the Human Development Index (HDI), Open Unemployment Rate (OUR), and Population Growth Rate (PGR) on the percentage of poor population in Java Island during the period of 2017 to 2023 by employing a panel data regression method and a quantitative approach using the Fixed Effect Model (FEM). The study revealed that the Human Development Index (HDI) and Population Growth Rate (PGR) had a significant negative impact on poverty. In contrast, the Open Unemployment Rate (OUR) had a significant positive effect. This indicated that improvements in quality of life and population productivity reduced poverty, whereas higher unemployment increased it.

Abstract

Sambak Village, recognized as a Proklim Lestari awardee, continues to face challenges in managing non-recyclable plastic waste with low market value, which often ends up in open burning practices that harm the environment. This community service program introduces an innovative solution through the development of the Sambak Village Waste Bank by integrating circular economy principles with the application of low-emission incinerator technology for paving block production. The activities were implemented through capacity building, tutorials, and mentoring sessions involving local residents, waste bank managers, and micro-entrepreneurs. Plastic waste was processed using an incinerator fueled by waste cooking oil and used lubricants, producing semi-processed by-products that were then utilized in paving block manufacturing. Program implementation encouraged community participation in waste segregation, technical training, and collaborative production, while monitoring and evaluation highlighted significant improvements in institutional governance and reduced environmental impacts compared to traditional burning. Beyond technical outcomes, the initiative enhanced community awareness, fostered behavioral change toward sustainable waste management, and opened economic opportunities through the commercialization of paving blocks. This program illustrates an effective model of community empowerment that transforms plastic waste into value-added products, reinforcing Sambak Village as a pioneer of environmentally friendly and climate-resilient practices.

Abstract

Despite government efforts, including initiatives like cash transfer programmes, food assistance schemes, and the existence of micro, small, and medium enterprises (MSMEs), poverty remains a persistent problem in Indonesia. Previous studies have yielded conflicting results on the extent to which MSMEs impact poverty reduction efforts. This study examines the effects of micro and small-scale industries on poverty levels in Indonesia, with a particular emphasis on regional disparities between Java and non-Java provinces, as well as between Western and Eastern regions. The analysis utilises panel data from 34 provinces spanning the period from 2017 to 2023, employing panel regression models. The findings indicate that growth in output and employment within small and micro industries is linked to higher poverty levels, suggesting that structural limitations, including low productivity, restricted access to capital, and the prevalence of enterprises focused on survival, hinder their effectiveness in reducing poverty. Research in the region shows that the negative consequence is more apparent in Java and Western Indonesia, primarily due to population pressures and existing wage systems. Unemployment has a significant impact on increasing poverty levels, whereas economic growth helps to decrease them. The Human Development Index (HDI) showed no statistically significant effect. In summary, the research indicates that micro and small enterprises have not yet demonstrated efficacy in poverty alleviation in Indonesia.
