Abstract

Artificial Intelligence (AI) is increasingly transforming tourism by enabling personalised experiences, optimising operations, and supporting sustainable destination development. While extensive research has explored AI applications in advanced economies, studies remain limited in emerging contexts such as Indonesia. Addressing this gap, this study investigates how AI adoption can accelerate tourism destination development in Indonesia, a country with rich natural and cultural assets but significant digital, infrastructural, and governance challenges. Employing a qualitative strategic management approach, this study integrates SWOT–TOWS analysis and expert panel validation to identify internal and external factors influencing AI readiness. The findings position Indonesia in the Strength–Opportunity (SO) quadrant, suggesting that AI technologies—such as recommendation systems, virtual storytelling, and predictive analytics—hold significant potential for destination differentiation and sustainability. However, persistent barriers include low AI literacy, fragmented data systems, and regulatory limitations. The study contributes theoretically by contextualizing Innovation Diffusion Theory and Smart Tourism frameworks within a developing economy. Practically, it offers a strategic roadmap for inclusive and ethical AI adoption in tourism. Future research should explore quantitative modeling, cross-country comparisons, and the development of tourism-specific AI governance frameworks.

Abstract

Despite the proliferation of Community-Based Tourism (CBT) as a sustainable development tool, its long-term viability remains precarious due to structural fragility and external disruptions. This Systematic Literature Review (SLR) investigates the institutional arrangements underpinning CBT resilience in Southeast Asia, addressing the gap between normative participation and actual sustainability. Guided by PRISMA 2020 protocols, the study synthesizes 34 high-impact, Scopus-indexed articles (2020–2025) through a rigorous three-stage coding process: open, axial, and selective. The findings demonstrate that CBT sustainability is not an inherent byproduct of community participation but an emergent institutional process. We propose a novel conceptual advancement: the CBT Institutional Resilience Framework, integrating three interdependent pillars: collaborative governance, social entrepreneurship, and institutional harmonization. This framework shifts the theoretical focus from utilitarian participation toward "Institutional Commoning," anchored in Adaptive Governance Theory. The synthesis reveals a triadic logic: while collaborative structures provide the foundation for multi-stakeholder risk-sharing, social enterprise models function as the essential economic engine for self-reliance. Crucially, institutional harmonization is identified as the vital mediator required to mitigate policy fragmentation and the digital divide. By bridging the gap between national regulations and local sovereignty, this study situates "local ownership" as an emergent outcome of institutional alignment. These findings offer a theoretically grounded roadmap for transitioning from donor-dependent projects to resilient, community-owned entities in post-crisis tourism landscapes.

Abstract

Indonesia's Law No. 18/2025 marks a decisive shift from a quantity-driven framework to a quality-focused "Tourism Ecosystem." However, the governance consequences of this deregulation remain under-theorized. Employing a critical socio-legal approach and systems theory, this article contrasts the 2025 reform with Law No. 10 of 2009. The study identifies a "Regulatory Grand Bargain" producing a "Tight-Loose Governance Paradox." Specifically, the state trades structural decentralisation—achieved by abolishing the single-bar industry association—for functional intensification through mandatory Competency Certification and strict carrying-capacity limits. While this architecture advances sustainable tourism, it exposes vulnerabilities: an "orchestration deficit" in intersectoral coordination and the risk of social exclusion for community-based actors. To mitigate these unintended outcomes, the study recommends establishing a digital orchestration platform to enhance policy coherence and implementing affirmative certification subsidies to ensure equitable participation across the new tourism ecosystem.

Abstract

This study examines the demographic, behavioral, and spatial dimensions of domestic tourist mobility in the Greater Bandung Area, Indonesia. Using a mixed-methods design, data were collected through field-based surveys, direct observation, and participatory group research conducted at multiple tourism destinations, including Farmhouse Lembang, Kawah Putih, Gedung Sate, and Grey Art Gallery. A total of 180 respondents participated in the study. Analytical interpretation combines Leiper's Tourism System framework with concepts from human geography, particularly spatial interaction and the production of tourism space. Findings reveal that domestic tourists are predominantly young (18–25 years), female, unmarried, and either students or early-career workers with limited travel budgets. Their trips are typically short, spontaneous, and driven by recreational, culinary, and aesthetic experiences shaped by social media. Spatial analysis identifies a radial mobility pattern, with Bandung City functioning as both a tourism hub and a transit node connecting peripheral destinations such as Lembang and Ciwidey. The study also highlights the digitally mediated construction of tourism space, where online representations and social interactions create hybrid zones that merge everyday life with tourist consumption. This research contributes to the understanding of urban–regional tourism systems in emerging economies by integrating behavioral insights with spatial analysis. It underscores the need for sustainable transport planning, digital engagement strategies, and equitable development across underutilized peri-urban destinations.

Abstract

Pasar Sisi Walungan Cika-Cika Dago merupakan destinasi wisata kuliner berbasis komunitas di bantaran Sungai Cikapundung, Bandung, yang dikelola oleh Komunitas Cika-Cika. Berdasarkan studi pendahuluan melalui Google Maps Review, ditemukan keluhan terkait kualitas pelayanan, terutama aspek bukti fisik, akses, dan daya tanggap pengelola. Namun, belum terdapat kajian yang secara khusus mendeskripsikan kualitas pelayanan pada destinasi wisata kuliner berbasis komunitas ini berdasarkan lima dimensi kualitas pelayanan. Penelitian ini bertujuan untuk menganalisis kualitas pelayanan berdasarkan dimensi Tangibles, Reliability, Responsiveness, Assurance, dan Empathy. Penelitian menggunakan metode deskriptif kuantitatif dengan pendekatan SERVPERF yang mengukur persepsi terhadap kinerja aktual pelayanan. Data diperoleh melalui kuesioner kepada 120 responden berusia minimal 17 tahun yang pernah berkunjung dalam satu tahun terakhir dan dianalisis menggunakan statistik deskriptif. Hasil penelitian menunjukkan kualitas pelayanan secara keseluruhan berada pada kategori Sangat Baik dengan rata-rata 4,23. Dimensi Reliability memperoleh nilai tertinggi sebesar 4,38, sedangkan Tangibles memperoleh nilai terendah sebesar 3,81 dan menjadi aspek yang paling memerlukan perbaikan. Keterbatasan penelitian terletak pada objek penelitian yang hanya berfokus pada satu destinasi dan pengukuran yang terbatas pada persepsi aktual pengunjung. Pengelola disarankan meningkatkan fasilitas fisik secara bertahap serta mempertahankan pelayanan yang ramah, sopan, dan personal. Penelitian selanjutnya disarankan mengkaji loyalitas pengunjung, khususnya niat berkunjung kembali dan merekomendasikan destinasi.
