Abstract

This study aims to analyze the implementation, constraints, and optimization strategies for the use of the e-Kinerja application in improving employee performance at the Wajo Regency Personnel and Human Resources Development Agency (BKPSDM). The background of this study stems from the need for local governments to strengthen accountable, transparent, and digital-based apparatus governance as part of the bureaucratic reform agenda. The focus of the study is directed at three main problems, namely: (1) how the e-Kinerja application is implemented in Wajo Regency, (2) what are the constraints and challenges faced in its use, and (3) what is the strategy of the local government through BKPSDM in optimizing the use of the application. This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation studies of seven key informants consisting of structural officials, technical staff, and e-Kinerja application users. Data analysis was carried out interactively through the stages of reduction, presentation, and drawing conclusions. The results of the study indicate that the implementation of e-Kinerja in Wajo Regency has run quite well and contributed to increasing the accountability of ASN performance. However, several obstacles remain, such as limited internet access, unequal digital literacy, weak leadership supervision, and civil servants' perceptions that do not fully understand the strategic value of this system. To address these issues, the BKPSDM implemented an optimization strategy that included civil servant training and mentoring, strengthening regional regulations, improving digital infrastructure, and integrating the personnel system with other platforms such as SIMPEG and electronic attendance. Overall, the innovation of administrative technology through e-Kinerja has proven to be able to improve the effectiveness of performance management and encourage bureaucratic transformation towards a professional, adaptive, and data-driven regional government.
