Abstract

This study aims to analyze the implementation, constraints, and optimization strategies for the use of the e-Kinerja application in improving employee performance at the Wajo Regency Personnel and Human Resources Development Agency (BKPSDM). The background of this study stems from the need for local governments to strengthen accountable, transparent, and digital-based apparatus governance as part of the bureaucratic reform agenda. The focus of the study is directed at three main problems, namely: (1) how the e-Kinerja application is implemented in Wajo Regency, (2) what are the constraints and challenges faced in its use, and (3) what is the strategy of the local government through BKPSDM in optimizing the use of the application. This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation studies of seven key informants consisting of structural officials, technical staff, and e-Kinerja application users. Data analysis was carried out interactively through the stages of reduction, presentation, and drawing conclusions. The results of the study indicate that the implementation of e-Kinerja in Wajo Regency has run quite well and contributed to increasing the accountability of ASN performance. However, several obstacles remain, such as limited internet access, unequal digital literacy, weak leadership supervision, and civil servants' perceptions that do not fully understand the strategic value of this system. To address these issues, the BKPSDM implemented an optimization strategy that included civil servant training and mentoring, strengthening regional regulations, improving digital infrastructure, and integrating the personnel system with other platforms such as SIMPEG and electronic attendance. Overall, the innovation of administrative technology through e-Kinerja has proven to be able to improve the effectiveness of performance management and encourage bureaucratic transformation towards a professional, adaptive, and data-driven regional government.

Abstract

This study aims to examine and explain the implementation of the Regional Student Education and Training Center (PPLPD) policy at the Youth and Sports Office of Makassar City, as well as to identify the supporting and inhibiting factors affecting its implementation. This research employs a descriptive qualitative approach. Data were collected through observation, in-depth interviews, and documentation, while data analysis was conducted using data condensation, data display, and conclusion drawing techniques. The findings indicate that the implementation of the PPLPD policy at the Youth and Sports Office of Makassar City has not yet been fully optimal. Several aspects—namely communication, implementers’ attitudes and commitment, organizational environment, clarity of policy size and objectives, political factors, and recruitment—have been implemented effectively. This is reflected in clear program communication, professional conduct of implementers, strong stakeholder support, well-defined performance standards, neutral policy execution, and transparent and fair athlete selection mechanisms. However, challenges persist in terms of resources, bureaucratic structure, and funding. These limitations are evidenced by budget constraints, sports facilities and infrastructure that have not fully met the ideal requirements for athlete development, and the lack of consistent formal coordination mechanisms. Therefore, strengthening resource capacity, improving bureaucratic coordination structures, and increasing funding allocation are necessary to enhance the effectiveness and sustainability of the PPLPD policy implementation in improving student-athlete performance in Makassar City.

Abstract

This study aims to analyze the role of mediators in resolving industrial relations disputes at the Makassar City Manpower Office using Ralph Linton’s Role Theory (1936), which emphasizes four key dimensions: role expectation, role performance, role conflict, and role clarity. The research employs a qualitative descriptive approach to obtain an in-depth understanding of mediator performance and institutional practices in dispute resolution processes. Data were collected through field observations, semi-structured interviews with mediators and relevant stakeholders, as well as document analysis of official dispute records and applicable regulatory frameworks. Data analysis was conducted using qualitative techniques, including data reduction, data display, and conclusion drawing. The findings indicate that mediator effectiveness is strongly influenced by the alignment between stakeholder expectations and actual role performance. Mediators are required not only to understand their formal duties and authority, but also to demonstrate professionalism, neutrality, and effective communication skills when facilitating negotiations between employers and workers. Role conflict mainly arises from institutional constraints, high workloads, and divergent interests among disputing parties, which can hinder the mediation process. Nevertheless, clear legal frameworks, standard operating procedures, and institutional support contribute significantly to maintaining role clarity and reducing role conflict. Overall, the study concludes that the integration of role expectation, role performance, effective management of role conflict, and role clarity enables mediators to perform their functions more professionally and effectively. Strengthening these dimensions is essential for sustainable governance.
