Abstract

The Implementation of the Apparatus Development Competency Training Program in 2019 is a recommendation from the results of the evaluation of the same Program as stated in the Regulation of the Head of LAN RI Number 2 of 2019 concerning ASN Competency Development Training. An indication of the new pattern in the 2019 program concept was found in the methods adopted and technically practiced by Widyaiswara who acted as the facilitator who no longer played a role in instructing and dictating certain knowledge material but rather facilitating, not teaching. On the part of the participants, the classroom learning mechanism is accompanied by field activities in their respective institutions related to the tasks carried out

Abstract

This research aims to determine (1) Teacher strategies in the process of instilling social values against the dangers of promiscuity at SMAN 4 Soppeng, (2) Teacher actions towards students who have fallen into promiscuity at SMAN 4 Soppeng. In order to achieve this goal, the researcher used this type of research, which is qualitative research using a descriptive approach, therefore, in order to achieve a research goal, data collection techniques were used, namely observation, interviews, documentation. The informants for this research were 3 teachers consisting of a Guidance Counseling teacher, a Social Studies teacher who was also the homeroom teacher and a Civics Teacher and 3 students. The research results show that: (1) The teacher's strategy for instilling social values is to form discipline towards students, communicate well, teach the importance of mutual respect, and provide an understanding of religion. (2) The actions given by the teacher are able to create awareness for students even though these actions are not as expected. Actions taken by teachers include taking approaches to provide warnings or advice that can create awareness for students. Therefore, the role of a teacher in instilling social values at school has been applied to students. Keywords: Strategy, Action, Awareness

Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi Kurikulum Merdeka Belajar di sekolah dasar Kota Makassar dengan menggunakan pendekatan kajian literatur berdasarkan teori evaluasi implementasi William Dunn (2003). Kurikulum Merdeka Belajar, yang diperkenalkan sebagai upaya reformasi pendidikan, dirancang untuk memberikan fleksibilitas dan responsivitas dalam proses pembelajaran. Namun, keberhasilan implementasi kurikulum ini sangat bergantung pada berbagai faktor kontekstual, proses, dan hasil yang dicapai. Metode penelitian yang digunakan adalah kajian literatur, yang melibatkan pengumpulan dan analisis data dari berbagai sumber primer dan sekunder, termasuk dokumen kebijakan, buku, artikel jurnal, dan laporan penelitian terbaru. Kajian ini mengevaluasi konteks lokal, proses implementasi, hasil yang dicapai, keterlibatan stakeholder, dan dukungan kebijakan dalam pelaksanaan Kurikulum Merdeka Belajar di Kota Makassar.Hasil penelitian menunjukkan bahwa faktor kontekstual seperti perbedaan kondisi geografis dan sosial-ekonomi mempengaruhi implementasi kurikulum. Selain itu, proses implementasi menghadapi tantangan terkait dengan pelatihan guru dan dukungan administratif. Evaluasi hasil menunjukkan adanya variasi dalam pencapaian hasil belajar siswa, yang dipengaruhi oleh berbagai aspek, termasuk keterlibatan orang tua dan dukungan kebijakan pemerintah daerah. Penelitian ini mengidentifikasi bahwa keterlibatan stakeholder dan dukungan kebijakan merupakan kunci keberhasilan implementasi kurikulum.Berdasarkan temuan ini, disarankan agar implementasi Kurikulum Merdeka Belajar di Kota Makassar mempertimbangkan faktor-faktor kontekstual secara lebih mendalam, meningkatkan pelatihan dan dukungan bagi guru, serta memperkuat keterlibatan stakeholder dan dukungan kebijakan. Penelitian ini memberikan wawasan penting untuk perbaikan dan pengembangan kurikulum yang lebih efektif di masa depan.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan sistem zonasi dalam penerimaan peserta didik baru (PPDB) pada tingkat Sekolah Menengah Pertama (SMP) di Kota Makassar. Kebijakan zonasi, yang diadopsi melalui Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 14 Tahun 2018, bertujuan untuk menciptakan pemerataan kualitas pendidikan dan mengurangi kesenjangan sosial. Metode penelitian yang digunakan adalah kajian literatur yang melibatkan analisis mendalam dari berbagai sumber akademis, laporan pemerintah, dan studi empiris. Hasil penelitian menunjukkan bahwa kebijakan zonasi memiliki dampak positif dalam meningkatkan partisipasi pendidikan dan keterlibatan orang tua, serta mengurangi migrasi siswa antar daerah. Namun, masih terdapat tantangan seperti resistensi orang tua terhadap sekolah non-favorit, ketidakmerataan fasilitas dan tenaga pengajar, serta kesiapan infrastruktur. Implementasi kebijakan ini memerlukan komunikasi yang efektif, alokasi sumber daya yang adil, komitmen kuat dari pelaksana kebijakan, dan struktur birokrasi yang adaptif. Kesimpulannya, meskipun kebijakan zonasi memiliki potensi besar untuk mencapai pemerataan kualitas pendidikan, keberhasilan implementasinya bergantung pada kolaborasi yang baik antara pemerintah, sekolah, dan masyarakat serta dukungan berkelanjutan dan penyesuaian kebijakan berdasarkan hasil evaluasi lapangan.

Abstract

This study aims to examine the implementation of Corporate Social Responsibility (CSR) policies based on Human Rights (HR) in large companies, as well as the challenges faced in their implementation. Although many companies claim to have CSR policies that prioritize HR principles, this study finds a significant gap between the written policies and the practices on the ground. The findings indicate that while these policies are outlined in annual reports or corporate policies, their implementation is often hindered by internal and external factors, such as weak oversight, cultural resistance, and the misalignment between the company's financial goals and its commitment to HR protection. This study also identifies that companies tend to focus more on short-term profits, which results in CSR policies based on HR often becoming a mere formality with no significant impact on workers and communities. Based on these findings, the study suggests the need for improved internal and external oversight, better resource allocation, and the adaptation of policies to the local social and cultural context so that CSR policies based on HR can be implemented more effectively. This study provides important contributions to understanding the challenges companies face in implementing CSR policies based on HR and offers practical recommendations to improve their implementation on the ground

Abstract

This study examines the impact of transformational leadership style and work motivation on employee performance within the General Bureau of South Sulawesi Province. Employing a quantitative research method, data was collected through a structured questionnaire distributed to 113 respondents. The analysis was conducted using Structural Equation Modeling (SEM) to evaluate the relationships between variables. The findings indicate that transformational leadership significantly influences employee performance by creating an environment that fosters innovation, collaboration, and goal alignment. Leaders who demonstrate a clear vision, inspire their teams, and attend to individual needs positively affect the productivity and efficiency of employees. Similarly, work motivation is shown to have a strong and positive effect on employee performance. Motivational factors, including recognition, opportunities for professional growth, and a supportive work environment, encourage employees to excel in their roles and achieve organizational goals. The results further suggest that when both transformational leadership and work motivation are combined, their impact on employee performance becomes even more significant, highlighting the importance of a balanced approach in leadership and motivation. This research highlights the critical role of leadership and motivation in public administration, especially in enhancing the overall performance of government institutions. The study suggests that investing in leadership development programs and motivational strategies can lead to improved employee outcomes and organizational effectiveness. Recommendations for policymakers and managers include providing regular training for leaders, fostering open communication channels, and implementing reward systems tailored to employees' needs. Furthermore, this study contributes to the existing literature by emphasizing the synergistic effects of transformational leadership and work motivation in a public sector context, particularly in Indonesia. By addressing these factors, organizations can adapt to the dynamic demands of public administration and deliver better services to the community. Future research could explore other variables, such as organizational culture or job satisfaction, to provide a more comprehensive understanding of the determinants of employee performance.

Abstract

Population administration is an integral part of public services that are important in maintaining the administrative order of the country and providing basic rights to citizens, such as the right to identity and access to other public services. In Indonesia, Population Administration is strictly regulated through various regulations to ensure the accuracy and validity of population data, as well as to provide easy access for citizens to obtain population documents such as identity cards (KTP), birth certificates, and other documents. The main regulations governing population administration include Law No. 23/2006 on Population Administration, which is then strengthened by various implementing regulations. This study aims to describe the strategy of improving population administration services at the Population and Civil Registration Office (Disdukcapil) of Bulukumba Regency. This research uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. Data analysis was carried out with the stages of data condensation, data presentation, and conclusion drawing and verification. The results showed that the strategy of improving population administration services at Disdukcapil Bulukumba Regency can be analyzed through five strategic variables, namely: (1) Plan, which has been well organized, can be seen from strategic planning which includes cooperation with sub-districts and the provision of services at the sub-district office to facilitate community access. (2) Ploy (tactic), which is shown by the application of digitalization to speed up the process of verifying population data and improve communication between employees, so that services become more efficient. (3) Pattern, which has been well coordinated through the implementation of services in accordance with Standard Operating Procedures (SOP), although there are still complaints related to injustice in services that prioritize relatives. (4) Position, which reflects Disdukcapil's efforts to position itself as an institution oriented towards community satisfaction by presenting digital-based service innovations. (5) Perspective, which still requires improvement, especially in improving fairness and certainty of service completion time, as highlighted by the community. Although there are several challenges in implementing the service strategy, Disdukcapil Bulukumba Regency continues to conduct periodic evaluations and utilize digital technology to increase the effectiveness of population administration services. With the right strategy, it is expected that services will be more efficient, transparent and responsive to community needs.

Abstract

In addition to analyzing the supporting and impeding elements, the purpose of this study is to determine how successfully Village Fund utilization improves community welfare in Lalabata Village, Barru Regency. The study used a case study methodology in conjunction with a qualitative approach. Observation, interviews, and documentation were used to gather data, which were then analyzed using the steps of data condensation, presentation, and conclusion drawing. The results show that Lalabata Village's usage of village funds is thought to be fairly successful. This effectiveness is reflected in the implementation of priority programs, including the construction of farm roads, drainage systems, bridges, wells, market and tourism development, stunting prevention, and social assistance. These programs were designed and implemented participatively through village deliberations, ensuring that community needs were well accommodated. The village government also applied principles of transparency and accountability. Reporting was carried out through public billboards and village forums, while involving the community in planning, implementation, and monitoring processes. Capacity building for village officials and the provision of supporting facilities further strengthened program sustainability. However, several obstacles remain, including delays in fund disbursement, inadequate infrastructure, extreme weather conditions, and unresolved land grant processes. These challenges affected the smooth execution of some development activities. On the other hand, the efficient administration of village funds was made possible by auxiliary elements such as government policy, information system use, and village official training. Although technical and administrative improvements are still required, Lalabata Village's Village Funds management is generally seen as being fairly effective in enhancing community welfare.

Abstract

This study aims to examine the development of Waburi Park as a tourist destination using a holistic approach that considers social, economic, cultural, and environmental aspects. The main focus is the identification of key factors related to marketing and promotion, accessibility, tourism areas, and human resources. A descriptive method with a qualitative approach was employed, using in-depth interviews with stakeholders. Case studies were conducted on selected tourist destinations chosen for their natural and cultural potential. The findings indicate that effective promotion, particularly through digital platforms, has a significant impact on increasing tourist visits. Moreover, accessibility—including transportation infrastructure and connectivity has proven to be a crucial factor in enabling tourists to reach destinations. Proper management of tourism areas, including the development of facilities and environmental sustainability, also contributes to enhancing the tourist experience. In addition, the competence of human resources in the tourism sector, especially in service delivery and communication skills, strongly influences the quality of services received by visitors. This study recommends stronger synergy among the government, industry stakeholders, and local communities to improve promotion, accessibility, and tourism area management, as well as to strengthen human resource capacity in order to achieve sustainable tourism development.
