Abstract

This study aims to analyze teachers' responses to the convenience and ease of use of Merdeka Mengajar Platform and evaluate its impact on teaching skills and professional competence of teachers in Gowa Regency. This research also identifies the obstacles faced and the level of teacher satisfaction with the platform as part of the digital transformation of education. The method used is descriptive quantitative with survey techniques through a Likert scale questionnaire. The research was conducted in Gowa Regency involving teachers from various levels of education as respondents. Validity test was conducted through Pearson correlation analysis, while reliability was tested using Cronbach's Alpha. Data analysis was conducted using descriptive statistics. The results showed that teachers responded very positively to the convenience and ease of use of the PMM, with high ratings on the aspects of appearance, navigation, and feature relevance. PMM is proven to improve pedagogical skills, teaching confidence, and creativity in using ICT. However, significant barriers still arise in the form of limited internet networks, devices, and time. The implications of this study suggest the need for policy interventions related to improving digital infrastructure and ongoing technical assistance training to support the continued use of this platform in the national education ecosystem.

Abstract

This study aims to evaluate the performance of the Online Single Submission (OSS) system implemented by the Investment and One-Stop Integrated Service Office (DPMPTSP) in Bantaeng Regency. Using a qualitative research approach, data were collected through observation, interviews, and documentation to assess the effectiveness of OSS implementation based on five key performance indicators: input, process, output, results, and benefits. The findings highlight that the existing facilities and infrastructure at the DPMPTSP Office are adequate to support the implementation of OSS. The licensing procedures facilitated by the OSS system have been designed to enhance public service delivery, simplifying previously complex processes. However, several operational challenges remain, particularly in optimizing technology use and user understanding of the system. Licenses processed through the OSS framework are typically completed within one to three days, demonstrating efficiency and responsiveness, although this depends on the completeness of the required documents and the users’ capacity to navigate the system. The implementation of the OSS system has successfully achieved its intended objectives, including improving public service quality by integrating structural factors such as technological advancement, regulatory frameworks, and standard operating procedures (SOPs). Functional factors, including improved user capacity and skilled human resources, further contribute to the system's success. Additionally, the OSS system has significantly enhanced transparency, convenience, and speed in licensing services, making it a vital tool in the modernization of public administration. Despite these successes, the study identifies several obstacles in the implementation process. Key challenges include limitations in technological infrastructure, inadequate operational resources, and inefficiencies in inter-agency coordination, which hinder the full potential of the OSS system. Supporting factors, such as effective cross-agency coordination, are critical in ensuring data synchronization and seamless service delivery. Overall, the implementation of the OSS system in Bantaeng Regency has positively impacted public service quality. However, achieving maximum performance will require stronger investments in resource allocation, infrastructure upgrades, and more robust collaboration across government agencies. Abstract

This study examines the implementation of E-government through the New Normal Online Campus Research Information System (NENI SILINCA) at the Investment and Integrated One-Stop Service Office (DPMPTSP) of South Sulawesi Province. It aims to identify both the supporting and inhibiting factors affecting the system's role in enhancing the efficiency, transparency, and accessibility of public services. The study adopts a descriptive qualitative approach, employing data collection methods such as observation, interviews, and documentation. Data were analyzed through the processes of data condensation, data display, conclusion drawing, and verification. The findings indicate that the implementation of NENI SILINCA has contributed positively to public service delivery. The system enables students to process research permit applications online, thereby streamlining administrative procedures and reducing operational costs. Transparency is significantly improved, as users can monitor the progress of their applications in real-time. From the policy content perspective, NENI SILINCA promotes digital transformation in public services by providing faster and more convenient access. Nonetheless, several technical obstacles remain, including system errors, unstable internet connectivity, and ambiguity in document requirements for students conducting research outside their home region. From the implementation context perspective, the success of this initiative is influenced by political commitment and institutional capacity. The leadership of the Governor and the Head of DPMPTSP plays a pivotal role in ensuring the system’s effectiveness. Cross-sector collaboration with educational institutions and technical teams also facilitates clearer task division and coordination. Key enabling factors include strong regulatory support, the technical team’s readiness, and policy socialization efforts. However, limitations such as inadequate outreach and frequent network disruptions continue to pose challenges. Therefore, enhancing technological infrastructure and adopting more effective communication strategies are essential to ensure the optimal and sustainable implementation of NENI SILINCA as a digital innovation in public service.

Abstract

This research aims to identify and describe the process of implementing motor vehicle tax incentive policies in increasing local revenue in Makassar city along with supporting and inhibiting factors. Descriptive qualitative research type. Data collection techniques through observation, interviews and documentation. The data analysis technique includes data condensation, data presentation and conclusion drawing. The results showed that the implementation of the policy of providing motor vehicle tax incentives in increasing local revenue in the city of Makassar has not been carried out properly and has not gone according to theory. This can be seen from Edward III's theory which is used to see the successful implementation of tax incentive policies, showing that the indicator (1) communication has not run optimally. This can be seen from the distribution of communication related to the policy of providing motor vehicle tax incentives is still lacking, (2) resources, running optimally. This can be seen from the quality of the ability of staff who know their authority and good facilities so that they are very helpful in implementing the policy. (3) disposition, running optimally. This can be seen from the appointment of bureaucracy and incentives running according to the rules in force. (4) bureaucratic structure, running optimally. This can be seen from the clear fragmentation of the SOP in implementing the policy, as well as explaining the impact of the implementation of the tax incentive policy on local revenue.

Abstract

The rapid development of technology has an impact on changes in human behavior in carrying out all activities. Activities that were originally carried out manually have transitioned into electronic, digital, and virtual forms. Along with the times, changes will always lead to something new, or commonly called innovation. The present study constitutes a qualitative study that aims to describe the innovation of the Stunting Awareness Group in efforts to reduce stunting rates in Mallusetasi District, Barru Regency. Data collection in this study was conducted through observation, interviews, and documentation. The informants involved were the Head of the Social Services Department, the Head of the Health Service, the Family Hope Program (PKH) Facilitator, the Stunting Awareness Group (Mpok Darti), and mothers who have toddlers. The results showed that the advantage of this innovation is the one-day, one-egg program; several agencies in Barru Regency that are competent according to their respective competencies collaborate to reduce the stunting rate in Barru Regency. Compatibility in the Stunting Awareness Group innovation to reduce stunting rates in Barru Regency is in accordance with the fulfillment of children's nutritional needs, namely eggs that contain protein. Complexity in the innovation of the Stunting Awareness Group to reduce stunting in Barru District is the lack of awareness and attention of parents about child nutrition, lack of environmental cleanliness and housing that can make the living environment less comfortable, poor availability of clean water and sanitation, and other things. The innovation of the Stunting Awareness Group to reduce stunting rates in Barru Regency is considered triable due to the collaboration with stakeholders involved in addressing stunting. The innovation of the Stunting Awareness Group in Barru District can be observed because there is monitoring from local governments such as the Head of Sub-District, Head of Village, Family Hope Program (PKH) assistants, and the Stunting Awareness Group (Mpok Darti). The intended evaluation, such as checking body weight, height, head circumference, and abdominal circumference in toddlers every month, and the results will be compared with before the implementation of this program innovation.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan pengetahuan pedagogik konten (PCK) mahasiswa calon guru di jurusan Matematika, Universitas Negeri Makassar dengan memperhatikan beberapa indikator yakni pengetahuan materi, pengetahuan pedagogik, dan pengetahuan terkait peserta didik. Subjek penelitian ini adalah 45 orang mahasiswa yang telah memprogramkan mata kuliah-mata kuliah terkait materi matematika dan mata kuliah-mata kuliah pedagogik termasuk microteaching. Pendekatan pada penelitian ini mencakup pendekatan kuantitatif dan pendekatan kualitatif. Data pada penelitian ini dikumpulkan dengan cara memberikan beberapa pertanyaan kepada subyek yang mengukur pengetahuan pedagogik konten mereka pada topik geometri di tingkat sekolah menengah dan mengadakan wawancara yang bersifat semi-terstruktur. Dari hasil analisis kuantitatif deskriptif, dapat disimpulkan bahwa 77,78% subyek mempunyai PCK pada kategori sedang. Sedangkan 22,22% subyek berada pada tingkat PCK yang rendah. Secara eksplisit, kebanyakan subyek tidak memiliki pengetahuan yang baik pada topik-topik geometri dan hanya menerapkan teknik pedagogik yang sedikit. Selain itu, kebanyakan dari mereka tidak mempunyai pengetahuan tentang peserta didik yang bersifat komprehensif. This study aims to describe the pedagogical content knowledge (PCK) of pre-service teacher in mathematics department, Universitas Negeri Makassar by taking into account of the indicators i.e., their content knowledge, pedagogical knowledge, and knowledge related to learners. The subjects of this study were forty five students who had already programmed mathematics subject matter courses and pedagogical courses including microteaching. The types of the research used are quantitative and qualitative approaches (Mix Method). The data were collected by giving the subjects questions measuring pedagogical content knowledge in the topic of geometry in secondary school and conducting semi-structured interviews to them. The results of the quantitative analysis suggest that 77.78% of subjects had PCK levels that are in mediocre category, and 22.22% of the subjects still have PCK levels that are in the low category. Explicitly, most subjects don’t have good understanding of certain geometry topics as well as they simply use less pedagogical techniques. Moreover, most of them do not tend to have knowledge of learner comprehensively.

Abstract

This study aims to analyze the implementation, constraints, and optimization strategies for the use of the e-Kinerja application in improving employee performance at the Wajo Regency Personnel and Human Resources Development Agency (BKPSDM). The background of this study stems from the need for local governments to strengthen accountable, transparent, and digital-based apparatus governance as part of the bureaucratic reform agenda. The focus of the study is directed at three main problems, namely: (1) how the e-Kinerja application is implemented in Wajo Regency, (2) what are the constraints and challenges faced in its use, and (3) what is the strategy of the local government through BKPSDM in optimizing the use of the application. This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation studies of seven key informants consisting of structural officials, technical staff, and e-Kinerja application users. Data analysis was carried out interactively through the stages of reduction, presentation, and drawing conclusions. The results of the study indicate that the implementation of e-Kinerja in Wajo Regency has run quite well and contributed to increasing the accountability of ASN performance. However, several obstacles remain, such as limited internet access, unequal digital literacy, weak leadership supervision, and civil servants' perceptions that do not fully understand the strategic value of this system. To address these issues, the BKPSDM implemented an optimization strategy that included civil servant training and mentoring, strengthening regional regulations, improving digital infrastructure, and integrating the personnel system with other platforms such as SIMPEG and electronic attendance. Overall, the innovation of administrative technology through e-Kinerja has proven to be able to improve the effectiveness of performance management and encourage bureaucratic transformation towards a professional, adaptive, and data-driven regional government.
