<![CDATA[This study develops an integrated strategic leadership model for improving madrasah quality by synthesizing strategic management, transformational leadership, spiritual leadership, and Islamic values. Prior research has generally examined these four perspectives in isolation, leaving no comprehensive framework capable of explaining sustainable institutional transformation in Islamic educational organizations. Using a Systematic Literature Review guided by the PRISMA 2020 protocol and a Qualitative Evidence Synthesis approach, this study analyzed peer-reviewed publications (2020–2026) indexed in Scopus, Web of Science, and reputable SINTA-accredited sources. Thematic synthesis identified eight interrelated strategic dimensions—Islamic Core Values, Strategic Vision, Spiritual Transformational Leadership, Strategic Planning and Governance, Human Capital Empowerment, Learning Organization, Continuous Quality Improvement, and Madrasah Excellence—which are integrated into the Islamic Values-Based Strategic Spiritual Transformational Leadership Management (SSTLM) Framework. The study formulates eight strategic propositions (SP1–SP8) and a five-stage implementation roadmap. Theoretically, the framework repositions Islamic values as a strategic organizational capability rather than a merely normative attribute, extending Resource-Based View, Dynamic Capabilities, and Values-Based Leadership perspectives. Practically, it provides school leaders, foundations, and policymakers with a diagnostic and implementation tool. ]]>
