Abstract

This study explores how green diplomacy is operationalized through the integration of local wisdom and Local Ecological Knowledge (LEK) within the human resource development programs of the Organization for Industrial, Spiritual and Cultural Advancement (OISCA)–Indonesia. The research is situated within the limited scholarly discussion on the role of cultural values and LEK as normative and practical foundations of international environmental cooperation, which is often framed through technocratic and one-way knowledge transfer models. This study investigates how the Javanese of Memayu Hayuning Bawana and LEK are internalized within OISCA–Indonesia's environmental and agricultural training programs through a Nusantarazation approach. Using a qualitative case study design, the research draws on semi-structured in-depth interviews (n=2), field observations, and document analysis, with thematic analysis and source/method triangulation applied to strengthen validity. The findings indicate that green diplomacy in OISCA–Indonesia functions not only as a means of transferring technical knowledge but also as a space for exchanging values and ecological perspectives. The exploratory contribution of this study lies in illustrating how local wisdom can serve as a foundational framework for green diplomacy, enabling more contextual, culturally rooted, and sustainable human resource development. Future research with expanded samples across multiple sites is required to validate these initial insights.
