The ability to read the Qur’an is an essential competency in Islamic religious education. However, students demonstrate varying levels of proficiency in articulating Arabic letters, applying tajwid rules, and reading fluently. This condition presents a challenge for Qur’anic learning at MTsN 3 Jombang and highlights the need for a systematic and sustainable instructional program. This study aims to analyze the implementation of the At-Tartil Program and the efforts undertaken to improve students’ Qur’anic reading quality at MTsN 3 Jombang. The study employed a qualitative approach with a case study design. Data were collected through observation, interviews, and documentation and analyzed using the Miles and Huberman model, comprising data reduction, data display, and conclusion drawing. The findings indicate that the At-Tartil Program involves planning, instructional implementation, evaluation, and habituation of Qur’anic reading. The learning process applies the 3M method, consisting of listening, imitating, and observing, supported by repeated practice and periodic assessments. These efforts contribute to improvements in students’ reading quality, particularly in letter articulation (makhraj), the application of tajwid rules, and reading fluency. The program’s implementation is supported by teacher competence, systematic instructional methods, and institutional support from the madrasah. This study highlights the importance of structured and continuous Qur’anic learning programs in improving students’ reading quality at the secondary education level.
