This article examines Human Capital Management (HCM) as a long-term investment in the quality of police personnel and positions that investment within the framework of Islamic community development (pengembangan masyarakat Islam), using the Lampung Regional Police (Polda Lampung) as its context. The study applies library research with a descriptive-qualitative approach and content analysis of 18 academic sources and three regulations. Human Capital Theory, the Resource-Based View, the human resource architecture, Islamic human resource and work-ethic literature, and the principles of Islamic community development are synthesised into a framework of five investment pathways: education, training, career development, leadership, and spiritual and moral guidance. The evidence shows a positive association between training, competence, and performance, but it comes from cross-sectional, single-unit designs, and training transfer and leadership recur as weak points. For Polda Lampung, the only traceable data concern spiritual guidance, rated “good” in 2024 in a single qualitative study. The article proposes a conceptual pathway from personnel investment to Muslim community outcomes, six testable propositions, and a data agenda; it does not assess the actual condition of Polda Lampung.
