Abstract

Public health units in provincial government need competent, trustworthy, and service-oriented civil servants, yet placement, development, and promotion are still often based on administrative considerations rather than systematic mapping of performance and potential. This article formulates talent management strategies to improve employee performance in the Public Health Division of the Lampung Provincial Health Office and examines them from the perspective of Islamic community development (Pengembangan Masyarakat Islam). The study used qualitative library research. Data were drawn from books, journal articles, regulations, and primary Islamic sources, and analyzed through descriptive content analysis. The results show eight strategies: key position and competency mapping, performance–potential talent mapping, competency-based placement, targeted development, career and succession planning, retention and rewards, culture and leadership strengthening, and information systems with continuous evaluation. The strategies are mapped onto the Ability–Motivation–Opportunity (AMO) framework, grounded in the Islamic values of amanah, justice, consultation, excellence, and cooperation, and formulated into six research propositions. Talent management is framed as a form of amanah, and public health employees as facilitators of community empowerment. The conceptual model still requires empirical testing.

Abstract

This article examines Human Capital Management (HCM) as a long-term investment in the quality of police personnel and positions that investment within the framework of Islamic community development (pengembangan masyarakat Islam), using the Lampung Regional Police (Polda Lampung) as its context. The study applies library research with a descriptive-qualitative approach and content analysis of 18 academic sources and three regulations. Human Capital Theory, the Resource-Based View, the human resource architecture, Islamic human resource and work-ethic literature, and the principles of Islamic community development are synthesised into a framework of five investment pathways: education, training, career development, leadership, and spiritual and moral guidance. The evidence shows a positive association between training, competence, and performance, but it comes from cross-sectional, single-unit designs, and training transfer and leadership recur as weak points. For Polda Lampung, the only traceable data concern spiritual guidance, rated “good” in 2024 in a single qualitative study. The article proposes a conceptual pathway from personnel investment to Muslim community outcomes, six testable propositions, and a data agenda; it does not assess the actual condition of Polda Lampung.

Abstract

The Indonesian National Police (Polri) has adopted talent management as a merit-based career development instrument, yet the links between its stages, personnel competence, and professionalism at the regional police level, and their relevance for the development and empowerment of Muslim communities, remain under-theorised. This article synthesises public-sector and police talent management literature to build a conceptual framework linking Polri’s talent management stages, competence, and professionalism, extends it with an Islamic community development and empowerment perspective (amanah, al-qawiyy al-amin, shura, ta’awun, and maqasid al-shariah), and assesses its relevance for Lampung Regional Police. A qualitative-descriptive library study using document analysis and thematic analysis of a purposive corpus of 37 sources, complemented by a normative-conceptual reading of primary Islamic sources; it is not a systematic review. The literature is fragmented and context-sensitive; documented practice diverges from the normative design (seniority-based mentoring, education-position mismatch, limited participant motivation); and no study testing the integrated chain at Lampung Regional Police was found. A conditional conceptual model with six propositions and a research agenda are proposed. Findings are literature-based and do not empirically describe Lampung Regional Police.
