ICT industry becomes a driver of change, many sectors that can change not only from the telecommunications sector. ICT developments are spurring the digital economy enables sectors that had previously been in the safe zone, being threatened because of the presence of substitute industry that has begun to emerge. Trend to date, some companies use Internet-based applications to support the marketing of their products. Not only on the promotional activities featuring products that are known by consumers, even some companies use Internet technology to support transactions, such as the sale of products to consumers. Innovation and competition to push toward creative destruction, there is a long lost services and value added is replaced by the presence of ICT innovation. The government must be present and ready to anticipate the changes that may occur due to the development of ICT, which grew rapidly at the policy level. The study is qualitative and done through the study of literature and focused discussions involving experts and stakeholders concerned. the results of this study are as advice on policy will be taken by the government to the ICT industry sector forward in the face of the rapid innovation of ICT.Industri TIK menjadi driver dari suatu perubahan. Banyak sektor yang dapat berubah dan tidak hanya pada sektor telekomunikasi. Perkembangan TIK yang memacu terjadinya ekonomi digital memungkinkan sektor-sektor yang sebelumnya sudah dalam zona aman, menjadi terancam karena kehadiran substitusi industri yang sudah mulai bermunculan. Tren terbarui, beberapa perusahaan menggunakan aplikasi berbasis internet untuk mendukung pemasaran produknya. Tidak hanya pada kegiatan promosi yang menampilkan produk supaya diketahui oleh para konsumennya, bahkan beberapa perusahaan menggunakan teknologi internet ini untuk mendukung kegiatan transaksi, misalnya penjualan produk kepada konsumennya. Inovasi dan kompetisi memungkinkan untuk mendorong ke arah creative destruction, ada layanan lama yang hilang dan nilai tambahnya tergantikan oleh kehadiran inovasi TIK. Pemerintah harus hadir dan siap mengantisipasi perubahan-perubahan yang mungkin terjadi karena perkembangan TIK yang semakin pesat pada tataran kebijakan. Kajian bersifat kualitatif dan dilakukan dengan melalui studi literatur dan diskusi terfokus yang melibatkan para pakar serta pemangku kebijakan terkait. Hasil kajian ini dapat dijadikan sebagai rekomendasi untuk kebijakan yang akan diambil oleh pemerintah dalam sektor industri TIK kedepan dalam menghadapi pesatnya inovasi TIK.

This study aims to investigate the potential of media photography as a means of support in an event practice, analyze photography as data source in identifying the event practice, explore photography as documentation that helps in event execution, examine photography as visual language that supports the event management. From the case of an event organized by Anugerah Bambu Indonesia 2013, results from the study finds that photography has an added value as a data source, documentation, and visual language. This study proves that the theory EMBOK by Silvers, who categorizes photography as information management for event management, a theory which can be accounted for.

Implementation of policy-based electronic attendance in BBPPKI of Makassar causing the need for the role of information systems or applications in order to facilitate the management and the supporting data form filling absence electronics report. Application design is done through several stages of data collection with a literature study to read the rules or policies regarding the implementation of an electronic attendance, data analysis using modeling tools such as document flow chart, data flow diagrams and system design that includes database design, design system output and input design of the system. The results of the design is expected to produce an application that is able to simplify the management of electronic attendance especially in preparing and supporting data by filling out the form more simple, fast and accurate.Pelaksanaan kebijakan pengisian daftar hadir berbasis elektronik di BBPPKI Makassar menyebabkan perlunya peran serta sistem informasi atau aplikasi guna mempermudah dalam hal pengelolaan dan pengisian form data pendukung laporan absensi elektronik. Perancangan aplikasi ini dilakukan melalui beberapa tahap yaitu pengumpulan data dengan studi kepustakaan dengan membaca aturan-aturan atau kebijakan mengenai penerapan absensi elektronik, analisis data dengan menggunakan alat bantu pemodelan seperti bagan alir dokumen, diagram arus data serta desain sistem yang meliputi desain basis data, desain keluaran sistem serta desain masukan sistem. Hasil dari rancangan tersebut diharapkan mampu menghasilkan sebuah aplikasi yang mampu mempermudah pengelolaan absensi elektronik khususnya dalam menyiapkan dan mengisi form data pendukung dengan lebih simple, cepat dan akurat.

Tudang Sipulung is one form of communication the group consisting of several similar groups. As a group communication affects the decision-making process, the formation of attitudes and human behavior in accepting a decision outcomes that have been formulated. The results of these formulations will encourage increased agricultural productivity towards achieving food security in the economic field. One of the policies lead to food sovereignty is intensification, extension and sophistication in the field of agriculture. To achieve food sovereignty it necessary to have a model or concept in handling. This study describes the extent to which the formulation of Tudang Sipulung as a communications group that can share information in all fields. The results of this study are expected to contribute to the realization of food security in accordance nawacita program. The approach used is qualitative descriptive approach. The location of this research in Sidenreng Rappang. The study population was set at 15 respondents based stratification of respondents as key informants. Primary data obtained from key informants through in-depth interviews. The results showed that Tudang Sipulung as a communications group that can share information on other groups.Tudang sipulung merupakan salah satu bentuk komunikasi kelompok yang terdiri dari beberapa kelompok sejenis. Sebagai komunikasi kelompok sangat berpengaruh terhadap proses pengambilan keputusan, pembentukan sikap dan perilaku manusia dalam menerima suatu hasil keputusan yang telah dirumuskan. Hasil rumusan tersebut akan mendorong peningkatan produktivitas pertanian menuju tercapainya ketahanan pangan di bidang ekonomi. Salah satu kebijakan menjurus kedaulatan pangan adalah intensifikasi, ekstensifikasi dan sofistikasi di bidang pertanian. Untuk mencapai kedaulatan pangan tersebut diperlukan adanya suatu model atau konsep dalam penanganannya. Kajian ini menjelaskan sejauh mana hasil rumusan tudang sipulung sebagai komunikasi kelompok yang dapat berbagi informasi pada semua bidang khususnya bidang pertanian tanaman pangan di masa datang. Hasil kajian ini diharapkan akan memberikan sumbangsih terhadap terwujudnya ketahanan pangan sesuai program nawacita. Pendekatan yang digunakan adalah pendekatan deskriptif kualitatif. Lokasi penelitian ini di Kabupaten Sidenreng Rappang. Populasi penelitian ditetapkan sebanyak 15 orang responden berdasarkan stratifikasi responden sebagai informan kunci. Data primer diperoleh dari informan kunci melalui wawancara mendalam (depth interview). Hasil penelitian menunjukkan bahwa tudang sipulung sebagai komunikasi kelompok yang dapat berbagi informasi pada kelompok-kelompok lainnya.

Conditions in the communities along the border are generally poor with a low level of welfare and living in isolated areas. One effort to improve the economy of the border area communities is through the empowerment of micro, small, and medium enterprises (SMEs). The presence of information technology (IT) to change the way in the business by providing new opportunities and challenges for the development of SMEs. The purpose of this study was to describe the use of IT in the development of SMEs. The method used in this study is a mixed methods of data collection and data analysis as well as a mix of quantitative and qualitative approaches through several phases of the research process. the results of this study, can generally be described that the use of IT among SMEs in Belu relatively popular in the community, both in terms of the ability of businesses to operate computers and in terms of accessing the internet. However, if viewed from the use of computers and the Internet to support the management or the management of their SMEs in general is still relatively low. The results also clearly illustrate that the issue of SMEs educational level is highly correlated with their ability to utilize IT as a means of supporting the management of SMEs.Kondisi masyarakat di sepanjang perbatasan umumnya miskin dengan tingkat kesejahteraan yang rendah dan tinggal di wilayah terisolir. Salah satu upaya meningkatkan perekonomian masyarakat wilayah perbatasan adalah melalui pemberdayaan usaha mikro, kecil, dan menengah (UMKM). Hadirnya teknologi informasi (TI) mengubah cara dalam bisnis dengan memberikan peluang dan tantangan baru bagi pengembangan UMKM. Tujuan penelitian ini adalah untuk menggambarkan pemanfaatan TI dalam pengembangan UMKM. Metode penelitian yang digunakan dalam penelitian ini adalah mix method yaitu pengumpulan data dan menganalisis data serta perpaduan pendekatan kuantitatif dan kualitatif melalui beberapa fase proses penelitian. Hasil penelitian ini, secara umum dapat digambarkan bahwa penggunaan TI di kalangan pelaku UMKM di Kabupaten Belu relatif sudah memasyarakat, baik dalam hal kemampuan para pelaku usaha mengoperasikan komputer maupun dalam hal mengakses internet. Namun jika dilihat dari pemanfaatan komputer dan internet untuk mendukung pengelolaan atau manajemen UMKM mereka pada umumnya relatif masih rendah. Hasil penelitian ini juga sangat jelas menggambarkan bahwa persoalan tingkat pendidikan pelaku UMKM sangat berkorelasi dengan kemampuan mereka memanfaatkan TI sebagai sarana pendukung pengelolaan UMKM.

This study aims to determine the effect of budget participation to managerial performance SKPD Talaud Islands, to determine the effect of motivation budgeting on managerial performance SKPD Talaud Islands, To know the job relevant information budgetary against Managerial Performance SKPD Talaud Islands, to know the Policy Formulation budget of the Managerial performance Talaud Islands, to determine the influence of delegation of authority budgeting on Managerial performance SKPD Talaud Islands, to determine jointly the effect of budget participation, motivation budgeting, job relevant information budgeting, policy budgeting, delegation of authority budgeting on managerial performance SKPD Talaud Islands. The population in this study was 105 respondents from 35 SKPD in Government Talaud Islands. Samples were selected using purposive sampling method, as many as 105 employees / officers who have served as Secretary, Head of Finance and Head of Planning / Program for primary data tested were from 105 respondents are already established. The analytical method used is multiple linear regression analysis and before the data is processed first tested using the classical assumption test. As for the process of research data using SPSS version 15.0. The results showed evidence that budget participation, motivation budgeting, job relevant information budgeting, no significant effect on managerial performance. And research shows evidence that the policy of budgeting, delegation of authority budgeting significant effect on managerial performance. Dissemination methods of tsunami Information in Cilacap uses voice and siren. There are some constraints on the methods, especially in social aspects for particular society. Utilization of electronic information board is one of alternative solutions that can be offered to the society in responding tsunami information or warning. In this paper, a wireless electronic information board is designed to display the tsunami disaster warning visually. In normal condition or when there is no disaster, the information board can be utilized to display the information about evacuation procedure. The proposed electronic information board is implemented in multicolor using three sets of LED dot matrix panel P10 which have 32 x 16 pixels resolution and is controlled using microcontroller. The result showed that this device was capable to show the tsunami information such as “Status Awas”, “Status Siaga”, “Status Waspada”, and “Evacuation Route”.

In this study, we developed a document for managing Information Technology suppliers in hospitals. This document is used to ensure the proper management of IT suppliers in the hospital. Products and services in Information Technology have characteristics and specifications that are always up to date, making it difficult for non-IT people to understand. Hospitals whose main business in the health sector is often lack of human resources who understand IT. Observations and interviews were conducted in Indonesian hospital, to identify the characteristics and problems in supplier management. Control Objectives for Information and Related Technologies (COBIT), Information Technology Infrastructure Library (ITIL) and government regulations on supplier management were reviewed and combined as a benchmark and guidance on how supplier management activities are carried out. The result of the process is a Standard Operating Procedure (SOP) document. The parties involved in the supplier management process have evaluated the SOP document. From the results of the study, it is known that currently, the hospital is still focused on procedures procurement of goods and services that are government regulated. This study proposes some new activities that are not currently done by the hospital.

Information Technology (IT) governance has been emerging as a central issue in many organizations. This is because IT governance is key to realizing IT business value. Past studies have focused on the three aspects of IT governance, namely, structural capability, process capability and relational capability. At the same time, some studies have suggested that IT governance process should be viewed as a learning process rather than a problem solving process. Based on this scenario, the role of knowledge and knowledge based processes should be the central focus of IT governance. As a learning process, IT governance effectiveness can be determined by how much impact IT governance practices has influenced on decision-makers’ thinking and actions. In this case, knowledge capacity absorbed from IT governance experience reflects a certain level of organizational learning (OL) achieved which later influences the level of IT governance performance. Since studies that adopt this perspective is lacking, this paper proposes a conceptual framework based on absorptive capacity approach for an IT governance performance model in the higher education. The paper contributes theoretically by extending the knowledge of IT governance by exploring a new perspective on OL.

As the world changed into the digital era, it surely affected the educational field where the curriculum also developed. The latest curriculum used in Indonesia called as Curriculum 2013 (Kurtilas) which was the product of a long discussion within the ministry demanded the integration of Information and Communication Technology (ICT) in educational field. This study was intended to explore the implementation of Curriculum 2013 (Kurtilas) in the aspect of Mindset Refinement where isolated teaching and learning system was changed into learning in a networking way in which learners can gain knowledge from anyone and from anywhere that could be reached and obtained through the use of technology. This study analyzed ICT-oriented tasks reflected in two English textbooks. Qualitative study is conducted to analyze the skill focus, hardware used, software used, and activity types found in both English textbooks through document analysis. The result shows that both books were different in developing skill focus when formulating ICT oriented task in which one of them was only focusing on the speaking and writing skills. The use of hardware was mostly centered on computing and communication equipments. In case of the software used, the result showed that both books mainly focussed on the use of office and multimedia software. Both English textbooks were different in the frequency of the software used for assisting students in doing ICT oriented tasks as the differences between both textbooks in formulating the activity types.
