Abstract

Intellectual Property Rights (IPR) and information technology are two things that are closely related. In the current digital era, IPR is becoming increasingly important because of the easy dissemination of information and creative works via the internet. However, this opens up opportunities for IPR violations such as the distribution of personal data and information. For this reason, this research aims to find out how personal data is legally protected for intellectual property rights owners based on the Information Technology Law. This research includes normative legal research where the subject matter or purpose of this research is regulations, legislation and other legal materials. In Indonesia, Article 25 of the ITE Law provides the legal basis for dealing with intellectual property violations related to electronic transactions. This provides a legal basis for intellectual property rights owners to take action against violations of electronic transactions. Article 25 of the ITE Law regulates the protection of intellectual property rights, including copyrights, patents, trademarks and others in electronic transactions. However, the act of misuse of personal data on social media is not related to the personal data of the copyright owner. Therefore, it is important to develop a balanced intellectual property rights policy regarding personal data and harmonize legal regulations to avoid duplication between different regulations. Protection of personal data of intellectual property rights owners, especially in the digital realm which continues to develop.

Abstract

The utilization of information technology as a tool that is widely believed to facilitate business processes within organizations is inseparable from challenges related to information security threats. According to the 2024 cyber incident report issued by the National Cyber and Crypto Agency (BSSN), data exposure threats accounted for 58.34%, with most incidents originating from the government administration sector. Humans are considered the weakest link in information security; therefore, the primary effort to improve security can begin with measuring the level of security awareness. Among the various work units within BPKP, Pusinfowas, as the central information technology management unit, is considered an appropriate sample for evaluation and is expected to contribute to improving information security awareness across other units. This study employs the Human Aspects of Information Security Questionnaire (HAIS-Q) model to measure the level of information security awareness among employees at Pusinfowas. The HAIS-Q model consists of three dimensions—knowledge, attitude, and behavior—and seven focus areas: password management, email use, internet use, social media use, mobile device use, information handling, and incident reporting. The results indicate that employees’ information security awareness is at a “Good” level, with scores ranging between 80% and 100% across all HAIS-Q dimensions and focus areas.

Abstract

The process of borrowing and returning books in some school libraries is still carried out manually, resulting in slower service times and a higher risk of data recording errors. Therefore, a library information system is needed to improve transaction efficiency and data management accuracy. This study aims to develop a web-based library information system integrated with a webcam-based barcode scanning feature, eliminating the need for additional scanning devices. The research employs a Research and Development (R&D) approach using the Waterfall model, which includes the stages of requirements analysis, system design, implementation, and testing. System evaluation was conducted using Black Box Testing, transaction time efficiency analysis, data accuracy measurement, assessment of lighting intensity on webcam-based barcode scanning performance, and usability testing using the System Usability Scale (SUS). The results indicate that all system functions operate properly. The system reduces the average transaction time from 72.06 seconds to 24.48 seconds (66% efficiency improvement) and increases data recording accuracy from 60% to 100%. Webcam-based barcode scanning performs optimally under lighting conditions of ≥150 lux. The usability evaluation achieved a SUS score of 85.8 (excellent). However, system performance is still influenced by lighting conditions and camera quality. Future research may focus on enhancing the system by incorporating image processing techniques or alternative identification technologies to further improve scanning accuracy.

Abstract

This study aims to analyze law enforcement on strengthening state intelligence in an effort to counteract information system hacking as a form of cybercrime that has an impact on national stability and security. The research method used is normative juridical with a legislative and conceptual approach, through a study of relevant regulations such as the Law on Information and Electronic Transactions as well as provisions on state intelligence and cyber defense. The results of the study show that strengthening the state intelligence function, both through increasing the capacity of early detection, coordination between institutions, and optimizing the legal apparatus, is a crucial factor in preventing and overcoming information system hacking. However, there are still challenges in the form of limited resources, regulatory harmonization, and cross-sector collaboration. Therefore, continuous synergy is needed between law enforcement officials, intelligence agencies, local governments, and the community to strengthen the cybersecurity system as part of protecting state sovereignty in the digital era.

Abstract

This research aims to develop innovative information services to strengthen decision-making in climate change mitigation through a scoping review and bibliometric analysis (ScoRBA). A systematic search of the Scopus database identified 1,214 publications from 2009 to 2023, with 383 meeting inclusion criteria. Using the patterns, advances, gaps, evidence, and recommendations (PAGER) framework, this research provides a transparent synthesis of evidence on climate information services (CIS). The analysis reveals four major thematic clusters: i) emerging technologies and innovations, ii) climate and environmental studies, iii) information systems and decision making, and iv) context awareness and applications. Technologies such as service-oriented architecture (SOA), internet of things (IoT), and cloud computing are key enablers for improving CIS accuracy and efficiency. Evidence shows that these technologies have been successfully applied in agriculture and aquaculture across Vietnam, Bangladesh, and Australia. North African countries have adopted IoT-based water management systems to address water scarcity, while India employs similar technologies to optimize agricultural resources. Integrating local knowledge with scientific data—particularly in Africa, Southeast Asia, and South America—has proven essential for effective adaptation strategies. This research advances theoretical and practical understanding of CIS, offering evidence-based insights to guide the development of adaptive and equitable climate information frameworks.

Abstract

This research examines the legal tension between the state’s interest in tax collection and the protection of bank customers’ privacy rights under two regimes: Law No. 9 of 2017 on Access to Financial Information for Tax Purposes and Law No. 27 of 2022 on Personal Data Protection, alongside bank secrecy provisions in Law No. 10 of 1998. The expanded authority of tax authorities to access financial data aims to enhance transparency and compliance but risks infringing privacy rights. Using a normative juridical method with statutory, conceptual, and case approaches, the study analyzes key legal sources, including the 1945 Constitution and Constitutional Court Decision No. 102/PUU-XV/2017. The analysis applies the principle of proportionality, as well as theories of legal protection (Philipus M. Hadjon) and legal certainty (Gustav Radbruch). Findings indicate that legal protection for bank customers remains largely formal and lacks substantive safeguards. Broad access by tax authorities is not matched by clear mechanisms of oversight, accountability, and legal responsibility. Normative overlap between tax disclosure rules and personal data protection obligations creates legal uncertainty for both financial institutions and customers. The study concludes that regulatory harmonization is necessary to resolve these conflicts. It recommends establishing an independent supervisory body and strengthening accountability frameworks to ensure a proportional balance between effective tax enforcement and the protection of citizens’ privacy rights. Penelitian ini menggunakan metode hukum normatif dengan pendekatan perundang-undangan, konseptual, dan kasus. Bahan hukum primer meliputi UUD NRI Tahun 1945, UU No. 9 Tahun 2017, UU No. 27 Tahun 2022, serta Putusan Mahkamah Konstitusi No. 102/PUU-XV/2017.

Abstract

Requirements analysis is a critical phase in the development of information systems, as it significantly influences the overall success of a system. However, traditional approaches to requirements analysis are often performed manually and are prone to errors, inconsistencies, and inefficiencies. The advancement of Artificial Intelligence (AI) provides new opportunities to improve the effectiveness and automation of this process. This study aims to analyze the integration of AI in requirements analysis using a Systematic Literature Review (SLR) approach. The review follows the PRISMA 2020 guidelines and examines relevant studies published between 2020 and 2025. A total of 14 selected articles were analyzed to identify commonly used AI techniques, evaluate their effectiveness, and explore existing challenges. The results indicate that various AI techniques, including Machine Learning, Deep Learning, Transformer-based models, and Large Language Models (LLMs), have been widely applied in requirements analysis tasks such as classification, ambiguity detection, information extraction, and prioritization. These techniques demonstrate improvements in accuracy, time efficiency, and consistency compared to conventional methods. Despite these advantages, several challenges remain, including data imbalance, limited model generalization, lack of explainability, and limited validation in real-world industrial environments. Therefore, further research is needed to enhance the reliability and applicability of AI-based approaches in practical settings.
