Abstract

Village fund management in Indonesia faces persistent challenges related to transparency and accountability, with corruption in the village fund sector amounting to IDR 233 billion across 154 cases in 2021 alone. This study aims to examine the influence of information digitalization, budget participation, and village apparatus competence on the accountability of village fund management in Padalarang District, West Bandung Regency. A quantitative approach was employed, using primary data collected through structured questionnaires distributed to 81 village officials and community members involved in village fund management across ten villages. Multiple linear regression analysis was conducted using SPSS. The results indicate that information digitalization, budget participation, and village apparatus competence each exert a positive and significant effect on accountability, both individually and simultaneously. Budget participation contributes the largest partial effect at 31.7%, followed by information digitalization at 21.7%, and village apparatus competence at 13.9%. Collectively, the three variables explain 67.3% of the variance in accountability. These findings lend empirical support to the Technology Acceptance Model, Participatory Budgeting Theory, and Human Capital Theory in the context of village-level governance. The study contributes a multi-factor empirical framework to the literature on village fund accountability and recommends that village governments prioritize genuine community participation throughout the budget cycle, strengthen digital infrastructure, and enhance apparatus competence through regular training and equitable compensation

Abstract

The implementation of Hospital Information Systems (HIS) has become a strategic priority for healthcare organizations seeking to improve service quality, operational efficiency, and clinical decision-making. Despite substantial investments in digital health technologies, many hospitals continue to encounter challenges in achieving effective HIS implementation due to differences in users’ perceptions of system usefulness, ease of use, and digital competencies. Understanding these factors is essential to ensure successful adoption and sustainable utilization of hospital information systems. This study aimed to examine the effects of Perceived Usefulness and Perceived Ease of Use on Hospital Information System implementation, with Digital Literacy serving as an intervening variable. A quantitative study with a cross-sectional design was conducted among 154 healthcare professionals who actively used the Hospital Information System at RSU Pekerja, Jakarta. Data were collected using a structured questionnaire and analyzed through Structural Equation Modeling (SEM) with AMOS software to evaluate both direct and indirect relationships among the study variables. The results demonstrated that Perceived Usefulness and Perceived Ease of Use significantly influenced Digital Literacy and Hospital Information System implementation. Digital Literacy also had a significant positive effect on system implementation and partially mediated the relationships between Perceived Usefulness and implementation, as well as between Perceived Ease of Use and implementation. The structural model explained 61.6% of the variance in Hospital Information System implementation (R² = 0.616), indicating satisfactory explanatory power. These findings highlight that enhancing users’ digital literacy strengthens technology acceptance and contributes to more effective implementation of hospital information systems. Hospitals should therefore invest in continuous digital literacy training, user-centered system development, and organizational support to optimize the adoption and long-term sustainability of digital health information systems.

Abstract

This thesis aims to analyze the implementation of the Government Agency Performance Accountability System (SAKIP) policy and its implications for organizational performance accountability at the Central Office for Drug and Food Control (BBPOM) in Medan. This study was motivated by the fact that the Government Agency Performance Accountability (AKIP) score of the BBPOM in Medan remains in the “BB” category and has not yet reached the national target of the “A” or “AA” categories. The research method used was descriptive qualitative, with data collection techniques involving in-depth interviews and documentation. The research analysis utilized George C. Edward III’s policy implementation theory, which encompasses four main variables: communication, resources, disposition, and bureaucratic structure. The results indicate that SAKIP implementation remains suboptimal, particularly regarding the understanding of outcome-based performance, limitations in human resource competencies, and the lack of a strong performance-based work culture. Additionally, coordination and consistency in procedure implementation remain significant challenges. This study concludes that improvements in AKIP scores are largely determined by the overall quality of policy implementation; therefore, strengthening organizational capacity and sustainable performance management is necessary.

Abstract

This study aims to analyze the characteristics of football fans in Medan City, the views of football fans toward TVRI before obtaining the FIFA World Cup 2026 broadcasting rights, and the expectations of football fans toward TVRI as the holder of the FIFA World Cup 2026 broadcasting rights in the context of intrapersonal communication. This study employed a qualitative method with a constructivist paradigm and a descriptive exploratory approach. Data collection techniques were conducted through in-depth interviews, observation, and documentation involving football fans in Medan City selected using purposive sampling. The results show that football fans in Medan City access football content more frequently through social media, streaming platforms, and collective watching activities rather than conventional television. Before obtaining the FIFA World Cup 2026 broadcasting rights, TVRI was perceived as less modern, less attractive, and lagging behind private television stations and digital media. However, TVRI was still considered to have advantages in providing free access and broad coverage for the public. The expectations of football fans toward TVRI were formed through intrapersonal communication processes influenced by media experiences, personal perceptions, and hopes for improving broadcast quality. Football fans expect TVRI to provide modern, stable, easily accessible broadcasts and to compete with other media platforms in broadcasting the FIFA World Cup 2026.

Abstract

This study examines the implementation of Information and Communication Technology (ICT) in teaching mahārah al-kalām (Arabic speaking skills) at MTsN Pacitan. The problem addressed is the limited oral communication proficiency among students despite conventional grammar-based instruction. A qualitative descriptive design was adopted to investigate how ICT tools such as learning management systems, video-conferencing platforms, and multimedia-based speaking tasks support student engagement and oral language development. Data were collected through classroom observations, interviews, and document analysis, and were analyzed thematically. The findings indicate that ICT promotes greater interaction, authentic communication practice, and learner confidence, while also supporting differentiated instruction. However, challenges remain in teacher digital competence, infrastructure readiness, and structured task design. The study concludes that ICT integration provides a viable innovation for strengthening Arabic speaking pedagogy in Islamic secondary schools and highlights the need for sustained professional development and system support. These results contribute to ongoing efforts to modernize Arabic language teaching in Indonesia.

Abstract

The purpose of this study is to determine how promotions and information transformation influence customer choices for financing services at PT FIF Group Medan II Branch. Information transformation through social media, websites, and applications is crucial due to the evolution of consumer behavior that increasingly relies on digital channels for information seeking. This research methodology is a quantitative associative strategy with accidental sampling. Fifgroup clients are the research population, and the Slovin method is used to calculate a sample size of 78 respondents. Multiple linear regression is used to analyze the data and determine how each independent variable affects the other variables. The research findings indicate that although the promotion variable (X2) has a positive influence on the consumer decision variable (Y), the information transformation variable (X1) also has a positive influence on that variable. From the combination of each variable, it can be concluded that information transformation and promotions have a positive influence on consumer decisions because the F-value = 42.683 is greater than the F-value = 3.12 and the significance value = 0.000 is smaller than the α value = 0.05. SPSS V26 software is used to process data statistically.

Abstract

Kata kunci : Merek, Kemasan, Informasi produk, Iklan, Minat beli Abstract: This study examines the influence of brand, packaging, product information, and advertising on purchase intention for Bin&Bun's bakery products in Surabaya. The research is motivated by the declining sales of Two of Us, a small bakery using Instagram-based pre-order, caused by poor marketing management, contrasting with Bin&Bun's integrated digital strategy. Primary data was collected through an online survey from 320 purposively selected respondents familiar with Bin&Bun. Multiple linear regression analysis using SPSS version 27 revealed that all four variables simultaneously exert positive and significant effects on purchase intention. Product information emerged as the strongest predictor, followed by packaging, brand, and advertising. The R Square value indicates that these four factors jointly explain most of the variance in consumer purchase intention. These findings confirm that consumers prioritize comprehensive product details and packaging appeal over brand reputation or advertising alone. For Two of Us, this suggests that recovery should begin with benchmarking Bin&Bun's approach, focusing first on enriching product information and upgrading packaging before pursuing brand registration and consistent social media promotion.
