Abstract

Indonesia telah menjadi negara pihak pada konvensi Chicago sejak tahun 1950. konvensi ini pada prinsipnya sangat menjunjung tinggi kedaulatan negara atas wilayah ruang udaranya. Akan tetapi menyadari resiko yang besar dari transportasi udara dan untuk kepentingan bersama masyarakat internasional, dalam beberapa hal konvensi membatasi kebebasan negara dalam mengatur lalu lintas transportasi udara. Negara harus patuh pada jalur-jalur penerbangan yang diatur dalam enroute charts International Civil Aviation Organization (ICAO) serta siapa yang diberi kewenangan untuk mengawasi dan mengatur lalu lintas penerbangan disuatu kawasan melalui penetapan Flight Information Region (FIR). Hampir setara dengan usia kemerdekaan Indonesia, ruang udara Indonesia di wilayah Kepulauan Riau dikuasai dan dikendalikan Singapura,hal ini di karenakan kita dinilai belum mampu mengelola FIR sendiri untuk ruang udara diatas Kepulauan Riau. Penelitian ini bertujuan untuk menganalisis implikasi perjanjian internasional mengenai pendelegasian FIR penerbangan diatas wilayah udara Kepulauan Riau kepada Singapura. Metode yang digunakan pada penelitian ini adalah deskriptif kualitatif, pengambilan data dilakukan dengan cara wawancara mendalam, teknik analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian ini adalah bahwa Pendelegasian tersebut tentu menimbulkan beberapa kerugian-kerugian terhadap negara Indonesia yaitu Dibidang Keamanan masyarakat Kepualauan Riau dan dibidang ekonomi, Perdagangan dan investasi. Karena itu perlu adanya “political will”dari pemerintah untuk mengupayakan pengambilan kembali FIR Kepulauan Riau yang didelegasikan kepada Singapura

Abstract

ABSTRAK Persampahan di Kota Ternate menjadi masalah baru yang menjadi ancaman bencana khususnya di Kelurahan Makasar Timur, sampah menjadi perdebatan masyarakat yang dipersoalkan terkait tumpuan serta genangan sampah yang dimungkinkan berasal dari kelurahan yang berada dihulu atau berasal dari kelurahan target itu sendiri yaitu Kelurahan Makasar Timur. Kegiatan reklamasi pantai yang tidak efektif berdampak pada genangan air yang terakumulasi dengan sampah tersebar diberbagai sudut kelurahan target. Oleh sebabnya permasalahan penelitian dilakukan untuk mengidentifikasi sumber utama penyebab sampa dan luas sebaran sampah di Kelurahan Makasar Timur, yang di analisis menggunakan Geographic Information System (GIS) dengan data citra google earth dan survey lapangan. Hasil penelitian teridentifikasi bahwa penyebab utama persampahan di Kelurahan Makasar Timur, dinyatakan bahwa bukan atau tidak berasal dari kelurahan dihulu atau kelurahan sekitar kelurahan target. Hal tersebut tentunya berdasarkan data jaringan drainase sebagai media pembawa sampah ternyata tidak berpotensi sampah dan terdapat satu sungai mati (barangka) yang membentang memotong Kelurahan Makasar Barat, beberapa meter dari kelurahan target masuk ke dalam sungai. Analisis Geographic Information System (GIS) mengidentifikasikan dua blok tumpuan serta genangan sampah yang tersebar dengan masing-masing luasan pada blok A, seluas 4.49 Ha dan blok B, seluas 1.28 Ha. Komposisi sampah didominasi plastik dan sisah makan yang dibuang tidak pada tempatnya akibat dari ketidak sadaran masyarakat yang menyebabkan persoalan utama di Kelurahan Makasar Timur.

The development of information technology also developed in line with thedevelopment of human civilization. The development of information technology is veryhelpful, one of which is the internet. The use of the internet has developed into anappropriate means to convey information that is fast, effective and accurate. Abstract

Information system is a system within an organization that meets the needs of processing dailytransactions, supports operations, is managerial and strategic activities of an organization and providescertain external parties with reports needed in inventory management which includes managing data inand out, data borrowers of goods and data including the condition of defense equipment that is stillsuitable for use or damaged conditions still use journal books and still rely on Microsoft office. Based onthe above problems, it is necessary to design and manufacture an inventory information system andreport technical conditions in the KRI environment that can assist in the creation, implementation anddevelopment of an inventory information system, avoiding errors in storing data files of goods, the personin charge of the inventory can quickly present data on the condition and readiness of the ship as materialfor reports for the head of the department to the commander and facilitate reporting and newcommander's policies and reporting to the unit. The technical condition report is an official regulation inorder to carry out routine technical reports of all levels at the KRI level with the aim of reporting the ship'sreadiness both inventory reports and ship material reports as routine technical instructions carried out bythe top command level ranks in order to prepare all ships preparedness for assignment military and nonmilitary.Keywords: Inventory Information System, Technical Condition Report.

Abstract

Information systems and technology are currently developing rapidly, so computers can beused as security tools automatically with the addition of Radio Frequency Identification (RFID)technology. Sattahti security personnel in the detention room are required to always be ready to carryout security, supervision within the scope of the detention room. So far, Sattahti personnel inconducting surveillance and guarding detainees in and out of the room still use padlock locks so thatsecurity is less than the maximum, meeting SOP standards so that some detainees have a chance toescape, so that Sattahti personnel cannot properly monitor prisoners because there is no regulatingsystem detention rooms are better IT-based. Based on the above problems, it is necessary to designand build a detention room security information system using RFID technology. So that every sattahtipersonnel can be accessed in the security system information system database of the detention room.This is very helpful for sattahti personnel in the process of guarding detainees. This system can do anautomatic lock along with the time for each personnel who bring prisoners in and out of the detentionroom, by using serial communication from a personal computer (PC) to a microcontroller (reader RFIDstater kit ID-12 LA) so that it will read the identity card (tag) RFID) every person. This detention roomsecurity information system is useful to accelerate and facilitate personnel in changing duty pickets tothe next personnel regarding the whereabouts of all the strength of the prison guard personnel atSATTAHTI.Keywords: Information on detention room security, RFID.

Abstract

Image processing shooter-based Information System is very useful for STTAL, which has a visionto become a center for the development of defense science and technology in the field of military,maritime and reliable seas at the regional level in realizing the independence of the main weaponssystem.STTAL has the mission of organizing higher education programs to produce human resourceswith Indonesian character and personality, based on science and technology that are of high quality andrelevant to the defense needs of the military, maritime and marine departures. In carrying out its duties asan educational institution, STTAL also carries out its obligations as the Indonesian National Army. So withthat STTAL often hold short barrel or pistol shooting exercises. In a series of short barrel or pistolshooting activities, each process of recording values is still carried out visually, that is by looking directlyat the target and counting manually, so that it takes a lot of members of the shooting committee and takesa long time in recording values. We design a application of image processing information system basedshots which can be used in shooting exercises to facilitate all members in carrying out shooting exercisesat STTAL. In this application the shooter can see firsthand the value of the shot obtained so that it canconcentrate fully in carrying out a shooting exercise. In this application also makes it easy for the head ofthe shooting committee to make a report to the commander quickly and accurately, for the commander tosee first hand the results of the shooting practice and it's easy to take a decision on shooting practice.Keywords: Value Marker, Shooting, Image Process.

Abstract

Abstrak Teknologi Informasi dan Komunikasi (TIK) dan perdagangan memiliki keterkaitan untuk mendukung pencapaian efisiensi pasar melalui pengurangan biaya, peningkatan promosi dan penciptaan kerangka distribusi. Penelitian ini bertujuan untuk menganalisis dampak pengembangan TIK pada perdagangan bilateral antara Indonesia dan mitra dagangnya di negara-negara ASEAN. Penelitian ini menggunakan kerangka Model Gravitasi dengan data panel periode 2010-2017, dengan estimasi model random effect. Sampel yang digunakan adalah sembilan negara anggota ASEAN yang merupakan mitra dagang Indonesia. Hasil kajian menunjukkan bahwa, TIK memiliki dampak yang positif dan signifikan terhadap volume ekspor Indonesia ke negara-negara ASEAN. Variabel lain seperti PDB riil Indonesia and mitra dagang ASEAN serta populasi mitra dagang juga berpengaruh positif dan signifikan. Sementara jarak dan nilai tukar riil memiliki pengaruh negatif dan signifikan terhadap ekspor Indonesia ke ASEAN. Berdasarkan hasil penelitian ini, beberapa implikasi kebijakan antara lain, Indonesia dapat mengembangkan kemitraan perdagangan strategis dengan negara-negara yang memiliki ukuran ekonomi besar dan telah mencapai pengembangan TIK yang tinggi seperti Singapura dan Malaysia, sehingga dapat meningkatkan volume perdagangan ke ASEAN terutama untuk produk-produk berbasis TIK. Kata Kunci: Teknologi Informasi dan Komunikasi; Perdagangan Bilateral; Indeks Pengembangan TIK (IPTIK); Model Gravitasi Abstract Information and Communication Technology (ICT) and trade have a relationship to support the achievement of market efficiency through cost reduction, increase promotion and distribution framework creation. This study aims to analyze the impacts of ICT Development on bilateral trade between Indonesia and its trading partners in the ASEAN countries. Using an extended panel gravity model framework and panel data models for the period 2010–2017 employing a random effect model estimator. The sample includes nine ASEAN member countries as Indonesia’s trading partners. Results indicate that ICT Development has positive and significant impacts on Indonesian export volume toward ASEAN countries. Other variables such as Indonesian RGDP, partners’ RGDP and population have a positive and significant effect on Indonesia export to ASEAN. Meanwhile, distance and real exchange rates have a negative and significant effect on Indonesian export. Based on estimation results, some policy implications can be derived. For instance, Indonesia may develop strategic trading partnerships with countries that have a large economic size and have achieved high levels of ICT development such as Singapore and Malaysia, in order to increase Indonesian trade volume to ASEAN countries, especially on ICT based products. Abstract

Each state should maintain their sovereignty as a whole, especially on their territory which includes air, land and sea. However, Indonesia has not been fully sovereign in its airspace. For instance, Air Traffic Control (ATC) is still controlling flight identification zones in Western Indonesia, such as Serawak, Tanjung Pinang, Malacca Peninsula, Natuna and Riau Islands. This was a threat because when the Indonesian Armed Forces aircraft on patrol and training had to report to the Singapore ATC, economically it also required Indonesia to pay fees to Singapore if it passed through the area.This research aims to shows the Indonesian interest in taking over the Flight Information Region (FIR) in a bid to safeguard the sovereignty of Indonesia. The method in this research is qualitative method that describes and explains research problems related to the topics discussed and triangulates methods and data. This research uses the concept of national interest, where the state has ability to protect and defend its national interests sovereignly by making various policies.The results of this research show that the interest of Indonesia is to fully maintain their sovereignty by making Law No. 1 of 2009 concerning about Aviation and Government Regulation No. 4 of 2018 concerning Security of the Republic of Indonesia Airspace, improving human resources and technology. On an international scale, efforts continue to be made through the International Civil Aviation Organization (ICAO) so that the FIR managed by the Singapore ATC can be managed by Indonesia. Thus, any diplomatic and foreign aircraft security clearance processed through the Indonesian government. Keywords: National Interest, Sovereignty, Air Sovereignty, Territory Control Abstrak Kedaulatan setiap negara harus dijaga secara keseluruhan, pada konteks ini adalah kedaulatan wilayah yang mencakup udara, darat dan laut. Namun Indonesia belum berdaulat dalam udara sepenuhnya. Bagian barat Indonesia, seperti Serawak, Tanjung Pinang, Semenanjung Malaka, Natuna dan Kepulauan Riau dalam mengelola zona identifikasi penerbangan dikuasai oleh Air Traffic Control (ATC) Singapura. Hal ini menjadi ancaman karena saat pesawat Tentara Nasional Indonesia dalam patroli maupun latihan melapor ke Singapura, secara ekonomi juga mengharuskan Indonesia untuk membayar biaya kepada Singapura jika melewati wilayah tersebut. Tujuan penelitian yaitu menunjukkan kepentingan Indonesia dalam mengambil alih Flight Information Region (FIR) sebagai upaya untuk menjaga kedaulatan Indonesia. Metode dalam penelitian ini yaitu metode kualitatif yang mendeskripsikan dan menjelaskan permasalahan penelitian terkait topik yang dibahas dan melakukan triangulasi metode dan data. Penelitian ini menggunakan konsep national interest yaitu kemampuan negara dalam melindungi maupun mempertahankan kepentingan nasionalnya secara berdaulat dengan mengeluarkan berbagai kebijakan. Hasil penelitian ini, kepentingan Indonesia adalah menjaga kedaulatan sepenuhnya dengan membuat Undang-Undang No. 1 Tahun 2009 tentang Penerbangan serta Peraturan Pemerintah No. 4 Tahun 2018 tentang Pengamanan Wilayah Udara Republik Indonesia, meningkatkan sumber daya manusia dan meningkatkan teknologi. Pada skala internasional terus dilakukan upaya melalui International Civil Aviation Organization (ICAO) agar FIR yang dikelola oleh ATC Singapura dapat dikelola oleh Indonesia sehingga izin diplomatik dan izin keamanan pesawat asing melalui pemerintah Indonesia. Abstract

Integrated Academic Information System (iRaise) adalah salah satu sistem informasi yang ada di UIN SUSKA Riau yang memiliki peran penting dan menjadi salah satu aset untuk mendukung segala aktivitas akademik di UIN SUSKA Riau. Penelitian ini bertujuan untuk menganalisis dari sisi usability  System iRaise  terhadap pengguna mahasiswa. Instrumen yang digunakan pada penelitian ini adalah Use Questionnaire yang memuat variabel utama yaitu Usefulness, Ease of Use, Ease of Learning dan Satisfaction, dimana masing-masing dari variabel akan diuraikan menjadi suatu paket pernyataan dalam bentuk kuisioner dengan menggunakan skala Likert. Perhitungan statistik dilakukan dengan menggunakan dengan  SPSS  dan  Ms. Excel. Hasil pengukuran menunjukkan persentase variabel Usefullness=63,68%, Ease of Use = 68,25%, Ease of Learning 62,87%, dan Satisfaction 77,03%. Hal ini dapat disimpulkan bahwa tidak terdapat permasalahan yang berarti pada iRaise.
