Abstract

Sebuah penelitian memperkirakan belanja teknologi informasi di seluruh dunia sampai dengan akhir tahun 2016, diperkirakan mencapai USD 2,4 triliun dan akan mencapai USD 2,7 triliun pada tahun 2020. Sayangnya dengan belanja yang tersebut, investasi TI seringkali tidak memberikan manfaat sesuai yang diharapkan organisasi, karena investasi hanya fokus pada aspek teknologi dan kurangnya pemahaman bagaimana teknologi dapat mendukung organisasi, baik dari dari sisi strategis ataupun operasional. Untuk memastikan strategi TI dengan strategi bisnis dapat berjalan selaras, diperlukan pemimpin yang mampu dan memiliki kompetensi yang tepat untuk mengelola TI suatu entitas bisnis atau organisasi. Pemimpin ini harus memiliki kualifikasi di bidang manajerial dan teknologi. Figur pemimpin ini dikenal dengan Chief Information Officer (CIO).

Abstract

Di wilayah Kecamatan Bantul, seorang warga disebut sebagai keluarga miskin berdasarkan beberapa aspek seperti aspek pangan, sandang, papan, penghasilan, kesehatan, pendidikan, kekayaan, air bersih, listrik maupun jumlah jiwa. Aspek-aspek tersebut akan digunakan sebagai atribut dalam proses clustering. Masing-masing atribut memiliki nilai yang akan diolah. Penelitian ini dikerjakan menggunakan seleksi atribut information gain sebelum proses clustering untuk melihat atribut mana yang sebenarnya berpengaruh dan tidak, sehingga hanya atribut yang berpengaruh saja yang akan digunakan, metode Fuzzy C-Means untuk clustering penduduk miskin dan Xie Beni untuk menentukan jumlah klaster terbaik. Hasil penelitian menunjukkan penggunaan information gain dengan threshold 0.0001 untuk clustering dengan menghilangkan atribut penghasilan memiliki hasil cluster yang sama dengan menggunakan atribut penghasilan. Pengujian terhadap 23, 500, 1000 dan 1313 untuk jumlah cluster 2, 3, 4, 5, 6 dan 7 menunjukkan bahwa nilai dari Xie-Beni Index terkecil adalah 5 dengan nilai 0,1343, sehingga cluster yang paling optimal adalah 5.

Abstract

Citizen sentiment is essential to evaluate the support toward government program. In 2015, Indonesian government proposed an acceleration program on re-alignment on Flight Information Region above Natuna area. Since then, primary of discussion is often be held as a formal or informal event. The data collected from 210 respondent, which consist of pilots, military staff, ATC staff, and academician. Furthermore, this study uses TF-IDW weighting technique to cluster the argument as positive, neutral, and negative sentiment. The result shows that most of Indonesia aviation community (75%) argue that FIR management should base on sovereignty and safety. Moreover, FIR issue under economic, national security and management shows significant positive respond (>90%) while FIR management under Singapore shows a negative response (100%). The result indicates that the aviation community supports the national program Natuna FIR re-alignment.

Abstract

Communication skill in English is regarded important nowadays. People need to have good English communication skill to express their feelings better. Some Indonesian students find it quite difficult to communicate well in English. One of the aspects that needs to master well is vocabulary aspect. Vocabulary does not consist of vocabulary only, but it also includes parts of speech, such as verbs, nouns, pronouns, adjectives, adverbs, conjunctions, and prepositions. Preposition as one of the parts of speech plays significant role in communication, but some Indonesian students face some difficulties in applying it. The subject consisted of 22 students of Information Technology study program. This study is a case study in nature by using combination of quantitative and qualitative approaches in analysis. In analyzing the data, some steps were used. First, the writer analyzed the correct answers of the students and categorized them into the suitable profile. And the last, the writer analyzed the problems faced by the students of using prepositions. The result of the study showed that most of the Information Technology students (63,64%) achieved satisfactory grade in using prepositions. The average percentage of the students’ correct answer was 75,64% in which it showed that the students were on the average achievement in using prepositions. It could also be concluded that some students still found difficulties in applying the correct prepositions because they did not clearly understand the difference among the prepositions. More practice is regarded necessary to make the students’ mastery to use prepositions better.

Abstract

Abstract— Bloom's Taxonomy is a classification system that is used to define and distinguish the level of cognition (thinking, learning, and understanding) human diverse. The initial purpose in making taxonomy is focusing on three main domains of learning, which is cognitive, affective, and psychomotor. Nowadays, academics identify cognitive levels of Bloom of a question manually. However, only few academics that can be identify the cognitive level correctly, so most of them made a mistake to categorize questions. K-Nearest Neighbor (KNN) is a simple but effective method for categorization cognitive level questions on the Bloom's Taxonomy, however KNN has high dimention of text vector. In order to resolve these problems, the Information Gain (IG) method is needed to reduce dimention of text vector. Several experiments were conducted to obtain optimal architecture and produce an accurate classification. The results of 10 experiments on the Question Bank dataset with KNN obtained the biggest accuracy is 59,87% and the biggest kappa is 0,496. Then on KNN + IG obtained the biggest accuracy is 66,18% and the biggest kappa is 0,574 It can be concluded that the classification level cognitive questions on Bloom's taxonomy using KNN + IG method is more accurate than the KNN method only.Intisari— Taksonomi Bloom merupakan sistem klasifikasi yang digunakan untuk mendefinisikan dan membedakan tingkat kognisi (berpikir, belajar, dan memahami) manusia yang berbeda-beda. Tujuan awal dalam pembuatan taksonomi adalah memfokuskan pada tiga domain utama dari pembelajaran, yaitu kognitif, afektif, dan psikomotorik. Saat ini, kalangan akademisi mengidentifikasi tingkat kognitif Bloom sebuah pertanyaan secara manual. Namun, hanya sedikit akademisi yang dapat mengidentifikasi tingkat kognitif dengan benar, sehingga sebagian besar melakukan kesalahan mengkategorisasikan pertanyaan. K-Nearest Neighbor (KNN) merupakan metode sederhana namun efektif untuk kategorisasi tingkat kognitif soal pada taksonomi Bloom, namun KNN memiliki dimensi vektor yang besar. Untuk menyelesaikan masalah tersebut diperlukan metode Information Gain (IG) untuk mengurangi dimensi vektor teks. Beberapa eksperimen dilakukan untuk mendapatkan arsitektur yang optimal dan menghasilkan klasifikasi yang akurat. Hasil dari 10 eksperimen pada dataset Question Bank dengan KNN didapatkan akurasi terbesar adalah 59,97% dan kappa terbesar adalah 0,496. Kemudian pada KNN+IG didapatkan akurasi terbesar adalah 66,18% dan kappa terbesar adalah 0,574. Maka dapat disimpulkan klasifikasi tingkat kognitif soal pada taksonomi Bloom dengan menggunakan metode KNN+IG lebih akurat dibanding dengan metode KNN saja.Kata Kunci — Klasifikasi, Taksonomi Bloom, K-Nearest Neighboor, Information Gain

Abstract

Purpose: Due to the upgrade of technology, it has swapped the methods of controlling human beings in companies. In this context, finding the elements influencing the success of the HRIS in ABC manufacturing (Pvt) Ltd was the current research motive. Research methodology: The study design was deductive and quantitative. Moreover, primary data with Scale questionnaire was utilized for data gathering. 30 executives were selected in ABC manufacturing (Pvt) Ltd have directly dealt with the HRI System. Further, data analysis did through regression analysis. Results: The results confirmed that the success of HRIS was significantly impacted by the internal environmental elements and the external environmental elements. Also, found that internal environmental factors have the highest influence on the success of HRIS compared with the rest. Limitations: The respondents chosen for the study were 30 in one single company. Instead, the researcher selected two determinants only. Contribution: The researcher is motivated through this study because electronic, personal applications are now highly concern in local companies. The research findings can apply to organizations in third-world profiles to boost their HRI systems' efficacy. Abstract

The need for an easy and fast information system is a demand that must be answered in the current management of oil palm plantations. Application Development of Palm Oil Land Management (APLKS) based on Information System Interactive Map is one way to answer these demands. This research was conducted at Palm Oil Plantation of Tinjowan, North Sumatera Province. The purpose of this research is to know the accuracy of mapping and application of Palm Land Management Application (APLKS) in Tinjowan Palm Oil Plantation. The method used in this research is descriptive qualitative. Data collection technics used are documentary studies, direct observation, and application development. The analysis result shows that the level of Overal Accuracy (overall accuracy) mapping is 94,64%. The results of application implementation measurement indicate that this application is very helpful for companies in palm oil land management especially in the ease and speed of information access location and condition of plantation.

Abstract

This article discusses the process of applying infographic criteria by the Sub-Department of Law and Public Relations of the Directorate General of Horticulture (DG Horticulture) as a medium for delivering information to the public. The results of the study showed that there were nine criteria for the process of applying the standards in a collection of good quality infographics at Sub-Department of Law and Public Relations of the Directorate General of Horticulture before infographics could get disseminated to the public. Where in the nine criteria application process, each criterion explains how to focus the media on delivering information that is interesting and easily understood by the public

Abstract

The availability of Medical Record Laboratory to support Medical Record education is one that the education provider should prepare. In addition, education providers should also organize the usage, instrument provision, HRD provision and clear planning and objectives.The present research used evaluation topic on the existence of Medical Record Laboratory at the Diploma 3 Program for Medical Record and Health Information, MIPA Faculty, Gadjah Mada University. This topic was used by considering the Government Regulation on education provision, especially Medical Record Education (The Regulation of Minister Health Number 1192/Menkes/Per/X/2004) as thinking base. Data were taken from initial survey that the Laboratory was considered as not maximally performed. Base on instrument availability, this laboratory had no complete instrument, especially manually data processing completeness. Moreover, in fact, the usage and planning on this facility had not been well organized, while there was mostly high demand on the usage. To this end, evaluation was highly required for future progress. Evaluation was gradually performed. First was evaluation on input related technology, human resources, costs, facilities and management. Second was evaluation on process related to whether the planned activities had been completed or not. Third, evaluation on inputs related to attitudes, norms and skill knowledge of those involved in the laboratory (staffs, students, and stakeholder).The present research exploited descriptive method with qualitative approach using single data variable (the existence of Medical Record Laboratory at the Diploma 3 Program for Medical Record and Health Information Gadjah Mada University). Data were collected using source triangulation approach through data cross-checking with fact from other sources. Data analysis was performed by comparing data taken to the existing standard (Government Regulation and theory). To simplify discussion, data were discussed based on principle elements of health services, among others, including: inputs, process, and outputs.Evaluation on the existence of laboratory was presumably exploited to consider future development and management as expected that this Laboratory could be taken as example for medical record management in hospitals.

Abstract

AbstrakEkstraksi  informasi  merupakan suatu bidang ilmu untuk pengolahan bahasa alami, dengan cara mengubah teks tidak terstruktur menjadi informasi dalam bentuk terstruktur. Berbagai jenis informasi di Internet ditransmisikan secara tidak terstruktur melalui website, menyebabkan munculnya kebutuhan akan suatu teknologi untuk menganalisa teks dan menemukan pengetahuan yang relevan dalam bentuk informasi terstruktur. Contoh informasi tidak terstruktur adalah informasi utama yang ada pada konten halaman web. Bermacam pendekatan untuk ekstraksi informasi telah dikembangkan oleh berbagai peneliti, baik menggunakan metode manual atau otomatis, namun masih perlu ditingkatkan kinerjanya terkait akurasi dan kecepatan ekstraksi. Pada penelitian ini diusulkan suatu penerapan pendekatan ekstraksi informasi dengan mengkombinasikan pendekatan bootstrapping dengan Ontology-based Information Extraction (OBIE). Pendekatan bootstrapping dengan menggunakan sedikit contoh data berlabel, digunakan untuk memimalkan keterlibatan manusia dalam proses ekstraksi informasi, sedangkan penggunakan panduan ontologi untuk mengekstraksi classes (kelas), properties dan instance digunakan untuk menyediakan konten semantik untuk web semantik. Pengkombinasian kedua pendekatan tersebut diharapkan dapat meningkatan kecepatan proses ekstraksi dan akurasi hasil ekstraksi. Studi kasus untuk penerapan sistem ekstraksi informasi menggunakan dataset “LonelyPlanet”. Kata kunci—Ekstraksi informasi, ontologi, bootstrapping, Ontology-Based Information Extraction, OBIE, kinerja Abstract Information extraction is a field study of natural language processing by converting unstructured text into structured information. Several types of information on the Internet is transmitted through unstructured information via websites, led to emergence of the need a technology to analyze text and found relevant knowledge into structured information. For example of unstructured information is existing main information on the content of web pages. Various approaches  for information extraction have been developed by many researchers, either using manual or automatic method, but still need to be improved performance related accuracy and speed of extraction. This research proposed an approach of information extraction that combines bootstrapping approach with Ontology-Based Information Extraction (OBIE). Bootstrapping approach using small seed of labelled data, is used to minimize human intervention on information extraction process, while the use of guide ontology for extracting classes, properties and instances, using for provide semantic content for semantic web. Combining both approaches expected to increase speed of extraction process and accuracy of extraction results.
