Abstract

Public information disclosure (KIP) has been mandated by law since 2008 in Indonesia, which indicates that every citizen has the right to information. This has also been done by countries that implement open government data. The implementation of KIP has not met expectations, as evidenced by the fact that not all districts/cities have information management units, there are still provinces with uninformative and uninformative status, and information disputes are still high. Obstacles such as the change of leader, the mechanism of knowledge that is shared between staff in each management unit has not been evenly distributed, also the utilization of information technology has not been optimized. The potential for the sustainability of public information management could be threatened with discontinuation. In fact, information that is easy, cheap and fast with optimal management is needed by the community. The solution offered in this research is a socio-technical approach, in which aspects of infostructure, infoculture and infrastructure. In order to find the indicators needed for each socio-technical aspect, the soft systems methodology was used, so that a conceptual model of the sustainability of public information management was built. Based on the criteria and sub-criteria indicators found, the Analytic Network Process (ANP) is used to determine the main objective of the need for sustainable management of public information. The results show that the objectives of sustainable information management are based on four priorities. The results of data processing show that from the socio-technical approach the highest priority is technology, followed by the quality of human resources and organizational culture, followed by infrastructure and information management processes. Meanwhile, the priority goals for the sustainability of public information management are firstly that information is available accurately and on time, followed by maintaining the right to public information being fulfilled, increasing public trust in the government and improving the quality of state apparatus performance.

The Directorate General of Treasury (DJPB), Ministry of Finance, has developed a system that is integrated with all work units (Satker) of central government agencies throughout Indonesia, named the Institutional Level Financial Application System (SAKTI). The purpose of this study is to measure how successful the implementation of the SAKTI web full module which is in the phase II trial phase at the Ministry of State Secretariat is, as well as to analyze the factors that influence the success of using the DeLone and McLean (2003) Information System Success Model approach. The sample selection method used is a non-probability method using purposive sampling technique and getting as many as 98 respondents in this study. The results of the analysis using Partial Least Square- Structural Equation Modeling (PLS-SEM), show that system quality and information quality have a significant positive effect on user satisfaction, while in this study service quality has no effect on SAKTI web user satisfaction. This study also provides empirical evidence that user satisfaction has a positive and significant effect on the SAKTI web in terms of user perceptions of the system's ability to contribute which has an impact on improving its performance. The results of the Fit Model test in this study showed a good fit based on the SRMR value of 0.065. Meanwhile, based on the NFI value, it can be concluded that the fit of the model in this study is 74%.

Abstract

The aims of this study is to find out the managemet Information System (SIMPEG) Policy at the Medan City Personnel and Human Resources Development Agency. This study use qualitative research. The result of this study shows that 1.          The implementation of the SIMPEG Policy in the Regional Personnel and Human Resources Development Agency in Medan City has generally been carried out well. However, it is necessary to develop the SIMPEG where it is hoped that the SIMPEG will be developed with android programming so that employees will get more service convenience. Barriers in the Personnel Management Information System (SIMPEG) at the Regional Personnel and Human Resources Development Agency of Medan City can be seen from 4 aspects, namely communication, resources, character of Implementor Institutions, and bureaucracy. The communication aspect shows that it has been carried out well as evidenced by the lack of even almost no miscommunication in the implementation of SIMPEG to employees at the Medan City BKDPSDM. The resource aspect shows that the facilities and infrastructure in BKDPSDM are quite complete, but there are shortcomings where employees often have to wait for the existing equipment to function optimally. Human resources also show that the human resources owned by the Medan City BKDSDM are also very supportive for SIMPEG to run. For the character aspect of the implementor, it seems that it is still not supportive for SIMPEG to run optimally. Both superiors and subordinates in BKDPSDM should have a good level of commitment, so that each individual can continue to do his or her job happily and without feeling pressured. The bureaucratic aspect shows that this aspect has also been carried out well and is the reason that SIMPEG is very good to be implemented.

Abstract

The need for environmental information disclosure on the activities of companies classified as "reactive" or companies with the PROPER assessment category in blue at this time, prompted this study to try to investigate the factors that could influence it. The level of effectiveness of loans in an effort to increase the rate of return on asset performance is the point of view in this study. This study aims to test the hypothesis of a measure of environmental information from the Indonesian Environmental Reporting Index. This study used 18 companies as samples with the PROPER-blue category. The results of empirical testing prove that the level of loan effectiveness has a negative and significant effect on the extent of environmental information disclosure and the rate of return on asset performance has a positive and significant effect on the extent of environmental information disclosure. The implications of the results of this study are expected to be a reference for better disclosure of environmental management.
