Abstract

The distribution of Covid-19 social assistance has caused vertical conflicts between the village government and its people. This problem occurred all over Indonesia, including in Blitar Regency, where the village heads gave up and asked for advocacy from the District Parliament (DPRD). This study aims to identify the problem in the distribution of Covid-19 social assistance faced by the village government in Blitar Regency. Critical paradigms are used as the basis for finding problems, while the research approach used is qualitative with a case study. The results showed that the problems in the distribution of Covid-19 Social Assistance in villages in Blitar Regency are divided into two, the accompanying problem in each social assistance and the derivative problem resulting from the social assistance distribution processes. Theoretically, most of the distribution of the covid-19 social assistance are experiencing deliberative problems which means the absence of deliberation. Elaboration on the recommendations made by the village government, the analysis of theories, and relevant studies refers to the alignment towards deliberative democratic methods, because this method hints at the management of social assistance that is more participatory, transparent, and oriented to the value of justice.

Abstract

This article discusses the role of local elites in stimulating community participation in various development programs. As is well known, the Serut Hamlet area in Bantul Regency is fostered by private institutions, while the Blue Lagoon Tourism Village is a village that grows for the benefit of the community's economy. This is where the challenge of empowerment will emerge, namely the many activities that only end in a momentary 'project'. By using a qualitative approach in the form of case studies, our study shows that the contribution of the elite in the empowerment process can be said to be quite large. As it is known, the formal elite, in this case the head of the tourism village management and the hamlet head, are the owners of sufficient power to open and close access to empowerment activities. This is reinforced by the ability of the elite to "care for" the sustainability of activities through various means, namely optimization and mobilization. This elite ability is what makes it a determining factor in the success of community empowerment projects.

Abstract

The purpose of this study is to determine the types of social media platforms used by proponents and opponents of vaccination. This research employs a qualitative approach, analyzing social media hashtag data with Q-DAS (Qualitative Data Analysis Software) and Nvivo 12Plus. This study finds that: First, social media was used to spread both sides' narratives and content. Second, social media relation tends to be quite strong, but the pro-side is stronger than the contra-side. Third, the narration on both sides uses hashtags and a single word to spread the influence.  They were used for vaccination issues on two sides of the issue.  This research limitation, like this study concentrating exclusively on social media data, excluded digital data like the phenomenon on social media only. The recommendation for the following research is: Try to understand the social movements opposing or promoting vaccination in Indonesia and compare them to other Asian countries. Keywords: vaccine; policy; social media.

Abstract

Decentralization policy in Indonesia has been expanded to the level of the  village since 2015. The main purpose of this policy is to improve the performance of village government in providing more effective public service and efforts to poverty alleviation in rural areas. The authors argue that social capital, governance practices, leadership capacity, and resources can be important factors influencing the performance of village government. However, knowledge about to which extent village governments present their actual performance concerning  social capital, governance practices, leadership and resources is  still not sufficient yet. Using survey data conducted in 2015, this study aims to describe the early state of village government performance and examines links among social capital, governance practices, leadership capacity and resources with village government performance. The survey has selected 10 villages representing upland and lowland areas in Banyumas Regency, Central Java Indonesia. From each village, we choose 30 community leaders to express their opinion on our variables. Data is analyzed by descriptive statistics and ordinal regression since it was an  ordinal scale. The result shows that village governments still have a good ability to formulate strategic planning, to realize development outcomes relevant to community needs, to utilize public participation in decision-making stages, to develop community organization capacity and to empower villagers.

Abstract

This study explains the performance of election organizers in implementing the 2020 regional election during the COVID-19 pandemic. This type of research is descriptive qualitative. This study's data comes from important scientific journal papers and reliable Indonesian mainstream media news sources like tempo.com, kompas.com, lokadata.id, Republika.co.id, tribunnews.com, and CNN Indonesia. The study's findings suggest that election organizers have no plans to postpone the simultaneous regional head elections scheduled for December 9, 2020, for the simple reason of ensuring the people's constitutional right to be elected and vote. It is impossible to predict when the COVID-19 pandemic will stop. The government does not want task executors to lead the areas. During the simultaneous regional elections on December 9, 2020, misinformation and coordination errors occurred between the government and the Election Supervisory Body, and the task force for the acceleration of handling COVID-19.

Abstract

The purpose of this research is to know inhibiting factor in e-government implementation in local government. This research was conducted in DPMPTSP West Java using qualitative descriptive methods. E-Government is the use of information and communication technology in the administration of government.  The results of the study show that the success of e-government implementation is influenced by inhibiting factors in organizational change. These factors arise from internal and external the organization itself. The use of information technology in licensing services at DPMPTSP West Java through online licensing has been done since 2014. The results of the study show that people prefer to use licensing manually compared to online. This can be seen from the submission of recommendations for the use of KBU space. In 2015 only 11 of the 386 applicants used the online facility. In 2016 only 35 of the 528 applicants used the online facility. In 2017, none of the 551 applicants used the online facility (Karniawati: 2018). First, internal factor. The habit factor from within the DPMPTSP West Java institution is the habits that develop in the environment of the DPMPTSP West Java apparatus. These changes were made to improve service to the people. Effective leadership is needed to revitalize an organization and facilitate adaptation to a changing environment. Second, external factors. These are habits that develop in society. The community prefers to use the services of brokers in processing permits. The provision of online licensing facilities is an effort made by DPMPTSP West Java in eliminating the habit of using brokers. The goal of the online facility was to minimize the occurrence of direct physical contact between the applicant community and officers to avoid collusion. This is an effort to prevent the practice of corruption, collusion and nepotism. Keywords:  inhibiting factors; e-government implementation; local government.

Abstract

The emergence of ethnic politics begins with the growth of awareness that identifies them as belonging to a particular ethnic group or group. This awareness then gave rise to group solidarity and a sense of nationality. In the context of local political dynamics in Makassar City, it is inevitable that there will be a struggle for ethnic identity politics in the struggle for the throne of power. This research method uses a qualitative-exploratory approach with a phenomenological approach, namely exploring the phenomenon of ethnic identity politics in the struggle for the throne of power in Makassar City. Data analysis using Nvivo 12 Pro qualitative research tools. The results of the study show the phenomenon of ethnic identity politics in the Makassar City Election as seen in ethnic political attacks on political communication [original Makassarese] and [immigrants] during the 2018 Makassar City Election. The victory of an empty city in the 2018 Makassar mayoral election has been described as a democratic victory. for the little people and the defeat of the local political elite. This can trigger the growth and widespread practice of ethnic identity politics in the upcoming Pilkada in Makassar City. The birth of resentment from local political elites, which is reflected in the attacks of identity politics through political communication [We are 100% Makassar, while he is 100% Gorontalo] will exacerbate political and social instability in the Makassar City area. Therefore, the maturity of the local elite is needed to create local political qualities. This political maturity will have an impact on improving the quality of politics and making local political battles more productive and healthy.
