Abstract

This study analyzes the implementation hurdles of regional performance reporting in Tangerang Selatan City by examining the emergence of an ontological gap between formal accountability documents and operational realities. A qualitative case study approach was employed using a Relational Qualitative Database in Microsoft Access to analyze narratives from 35 informants representing policy makers, policy implementers, evaluative stakeholders, and service users. The analysis was guided by Hamdi’s policy implementation theory, focusing on the dimensions of Productivity, Linearity, and Efficiency. The findings reveal that the regional reporting ecosystem is characterized by structural fragmentation, administrative fatigue, and a temporal paradox in which reporting deadlines precede the finalization of national datasets. These conditions encourage the practice of cocoklogi (retrospective data matching) and generate “Quantum Loops,” where performance indicators exhibit artificial leaps to satisfy compliance requirements. Consequently, an ontological gap emerges between the administrative reality represented in performance reports and the substantive reality experienced by citizens and practitioners. The study concludes that accountability functions more as a ritual of compliance than as a mechanism for organizational learning and recommends the establishment of a single source of truth to improve data integration and accountability quality.

Abstract

This study aims to analyze the implementation and governance of the Free Nutritious Meal Program (MBG) as a public service policy in North Sulawesi Province. The MBG program is a strategic social policy aimed at improving students' nutritional well-being and strengthening local governments' role in providing basic public services. Given the region's diverse geographic and social characteristics, evaluating policy implementation is important for assessing the effectiveness of local government programs. This study uses a quantitative approach based on the Importance-Performance Analysis (IPA) method. Data were collected through a questionnaire completed by 420 respondents, including school principals, teachers, and program managers, across 15 districts/cities. The study's results indicate that all MBG Program indicators are highly important; however, performance gaps exist in distribution timeliness, menu variety, and suitability for local tastes. These findings confirm that the effectiveness of the MBG Program is greatly influenced by the quality of policy implementation and cross-sectoral governance at the regional level.

Abstract

This study aims to analyze the impact of the food self-sufficiency policy on family resilience, identify existing barriers, and formulate adaptive strategies to sustainably strengthen family resilience. This study used qualitative methods and was analyzed using NVivo 12 Plus. The study's findings indicate that although the food self-sufficiency policy in Indonesia has successfully maintained rice availability and reduced food insecurity in some regions, its impact on family resilience remains limited. Inequality in nutritional consumption, the high prevalence of stunting, and the large proportion of household expenditure on food indicate that focusing on production quantity is insufficient to address the issues of nutritional quality, affordability, and equitable access to food. Barriers such as dependence on rice, limited logistical infrastructure, the socio-economic conditions of smallholder farmers, and weak price stabilization exacerbate these conditions. Therefore, adaptive policies based on food diversification, farmer protection, nutrition education, and strengthened distribution.

Abstract

This study aims to analyze the digital transformation of post-disaster public service management in East Lombok Regency, identify its enabling and constraining factors, and formulate optimization strategies to improve service effectiveness, transparency, and quality. The study employed a qualitative approach with an inductive orientation. Data were collected through semi-structured interviews, observation, and documentation involving seven informants, consisting of four government informants and three community informants. The findings indicate that digital transformation has progressed through the existence of 78 public service websites across 33 regional government agencies, the strengthening of digitally based administrative services, the establishment of the Public Service Mall, and the disaster-sector service platform managed by the East Lombok Regional Disaster Management Agency (BPBD). However, this digitalization remains more evident as an expansion of service channels than as an integrated post-disaster service workflow. Inter-agency coordination has developed, yet it has not matured into effective service orchestration. This study argues that the principal challenge of post-disaster digital transformation in public service delivery lies not in the absence of technology, but in the uneven development of process integration, organizational alignment, cultural adaptation, and institutional capacity. These findings underscore the need for cross-agency data and service integration, strengthened institutional governance, the development of hybrid service delivery models, and improved digital literacy and public trust in digital services

Abstract

This study examines the administrative law challenges arising from the use of automated public decision-making in local government in Indonesia and proposes an algorithmic rule of law framework as a normative basis for its regulation. The study employs normative legal research using statutory, conceptual, and comparative approaches. The legal materials analyzed include Indonesian laws and regulations concerning governmental administration, electronic-based government systems, personal data protection, and artificial intelligence policy, as well as selected European Union instruments as comparative references. The findings show that Indonesian law has provided a general foundation for digital government, but it has not yet specifically regulated the status, limits, and accountability of algorithmic systems in administrative decisions that affect citizens’ rights and interests. The main legal problems include the unclear boundary of algorithmic legality in public decision-making, the absence of a specific due process framework for automated decisions, the lack of integration between personal data protection and algorithmic accountability, and the risks posed by black-boxing and unequal digital capacity across local governments. In response, this study offers a reconstruction of the algorithmic rule of law framework, which includes a clear legal basis of authority, risk classification, meaningful human oversight, intelligible reasoning, audit trails, administrative remedies, and external supervision. These findings underline that local government digital transformation must remain firmly grounded in the rule of law, accountability, and administrative justice

Abstract

Violence against women and children in West Java Province remains a serious social issue. To address this, the West Java Provincial Government launched the “Jabar Cekas” program as a preventive measure through community participation, socialization, and education. This study aims to analyze the implementation of the program in Bandung Regency using a qualitative method. The research was conducted in mid-2024. Data were collected through interviews, observations, and document analysis. The findings indicate that the program has successfully raised public awareness; however, it still faces several challenges. Human resource limitations, such as a shortage of field personnel, and non-human resource constraints, particularly limited funding, have led to a focus only on areas considered most urgent. In addition, coordination among institutions such as the West Java Provincial Government, the Bandung Regency Government, Hikari School, Pasirjambu Sub-District, Cukanggenteng Village, and community association (rukun warga) 11 remains suboptimal. The study recommends strengthening human resource capacity, allocating funding more evenly, and improving inter-agency coordination to enhance the long-term effectiveness of the program. Locality aspects such as social and economic conditions and culture are crucial in the effort to prevent violence, as implemented in Jabar Cekas.

Abstract

Environmental issues are a major issue faced by various countries in the world, which requires policies to address climate change and carbon emissions. This study aims to explain the implementation of green politics in Asian countries and understand the role of the state in promoting green politics in Asia by comparing it with the European model. The research method uses a systematic literature review (SLR) through three important stages, namely (1) PICO (2) Prism Flowchart, and (3) Data extraction and analysis. The results of the study found that the implementation of green politics in Asian countries has different policy variations, ranging from the Green Silk Road policy, the elimination of nuclear energy, the Emissions Trading System, SSTC and CASE, urban green space policies, reforestation, and strengthening regional cooperation with UNEP. The role of the state in green politics in Asia functions as a regulatory state that compiles, unifies, and enforces rules, while the European state model functions as an orchestrating state, namely a state that plays a role in facilitating cooperation with non-state actors.

Abstract

In recent years, the concept of the digital twin has garnered increasing attention from scholars due to its capability to represent physical objects, systems, or processes in the real world through digital or virtual replicas. This technology has been widely applied across various sectors, such as healthcare, agriculture, engineering, transportation, infrastructure, manufacturing, transportation, and energy. However, its application within the tourism sector remained relatively limited. Accordingly, this study aimed to systematically explore the application of digital twins in tourism by examining academic literature, governance frameworks, and future policy implications. The findings revealed that digital twin research in tourism had progressed slowly but potential for significant growth in the future. The governance of digital twins in this sector underscored the importance of policy development and appropriate system design, as well as technological and human resource support. The advancement of this technology also needed to be directed toward supporting sustainable and inclusive tourism through cross-sectoral collaboration. The optimized implementation of digital twins was expected to offer real-time depictions of current conditions and enable the prediction of tourist site behavior and operations when applied effectively.

Abstract

The COVID-19 pandemic has exposed the limitations of crisis governance in countries in the Global South, particularly regarding health capacity, the effectiveness of civilian institutions, and national preparedness. Under these conditions, the military has once again become a prominent actor in crisis management, demonstrating a significant shift in civil-military relations. This study aims to analyze patterns of military involvement in the COVID-19 response by conducting a comparative study between Southeast Asia and Latin America, two regions with a history of military intervention and diverse political characteristics. The research method used is qualitative-descriptive with a document analysis approach, encompassing policy reports, academic articles, international institutional data, and research publications on civil-military dynamics during the pandemic. Through this comparative approach, the study identifies three main patterns of military involvement: limited technical support, balanced civil-military collaboration, and a fully military-led response. The results show that countries such as Vietnam tend to implement relatively effective coordinated collaboration, while Brazil, Peru, and the Philippines exhibit a strong tendency towards militarization of public policy. These findings confirm that while military involvement increases short-term effectiveness in logistics, mobility control, and healthcare provision, it carries long-term risks of increasing state dependence on military institutions. This research emphasizes the need for strengthened civilian capacity, clearer boundaries for the military's role, and accountability mechanisms as part of a whole-of-government approach to maintain a balance of power in future crisis governance.

Abstract

This study was conducted to determine the implementation of the climate village program in Kayu Ara Permai Village, Sungai Apit District, Siak Regency. The research method used was descriptive qualitative. Data collection techniques were based on observation, interviews, and documentation. Both primary and secondary data sources were used. The results indicate that the community climate program has developed not only in one hamlet but also in other hamlets. However, further development is needed to achieve overall recognition. Furthermore, involvement from the private sector through environmental businesses and community empowerment is still needed.
