Abstract

Abstract : The research is to know whether Facility (Computer, Office Working, Transportation, Electricity)influence to civil servant performance (work process, working condition, time in work, number of mistakes,amount in job type, job quality, punctuality, ability Work, evaluating ability.) At the Education Office ofSoutheast Minahasa District Under guidance. Where the data has been collected to 22 orga pimpinaan tosubordinate results o, 837 expressed relationships influence very strongly. Utuk determine the amount ofthe contribution (coefficient determinant coefficient determinant) Effect of work facility, on theperformance of civil servants in the office of Education Department National Minahasa Southeast result of70% and the remaining 30% is determined by other variables not examined by the author. Abstract

ABSTRAK : Under Regulation No. Manado City . 04 of 2008 that the Department of Hygiene and Manado City is implementing elements of success in the field of regional autonomy and landscaping to perform basic tasks in the field of local government affairs cleanliness and landscaping . In carrying out this task then set policies ( programs and activities ) , among others, is in the field of hygiene management . Issues to be addressed in this study is how the performance of the organization and Sanitation Department Manado City in hygiene management policy implementationThe research method used was a qualitative method . Levels of organizational performance seen from three aspects , namely : ( 1 ) effectiveness , ie whether hygiene management policies that have been defined and implemented to achieve planned performance targets , (2 ) efficiency , ie whether the resources used by the organization to achieve the best possible results , and ( 3 ) Responsiveness , ie whether the problems that arose related to the implementation of hygiene management tasks can be solved quickly and effectively . Data sources / informants consisted of 15 people consisting of structural and operating staff employees at the Department of Sanitation and the city of Manado . Collecting data using interview techniques . Analysis of data using qualitative analysis techniques interactive modelBased on the results of the study conclude : ( 1 ) Performance Department in the implementation of hygiene management policy effectiveness from the aspects already showed a good level / high , (2 ) performance management policy of the Department in the implementation of hygiene from the aspects efficient use of budgetary and human resources are better / high , but in the use of infrastructure / facilities ( equipment ) is less efficient , and ( 3 ) Performance Department in the implementation of hygiene management policies seen from the aspect of responsiveness showed a good level / high .Conclusions based on these results it is necessary that the suggestions put forward to improve the performance of services in the management of hygiene need additional facilities such as garbage collection carts , trash bins and countainer , and facilities / infrastructure management of sanitation / solid waste such as garbage trucks and cars for structuring ekscavator landfill . Also needs to be done or improved cooperation with the private sector in the management or other staholders cleanliness of the city .Keywords: performance, policy implementation, management of hygiene.

Abstract

This study aims to determine the role of local governments in promoting Tanjung Baong tourismobjects in Soasio Village, Galela Subdistrict, North Halmahera Regency, which is reviewed in planningin promoting an object and implementing and evaluating. Promoting tourism objects aimed at attractingtourists who come by sebap that there must be clear information and the government must also have astrategy to influence tourists to be interested and interested in visiting these attractions. Abstract

Abstract :Pada dasarnya setiap perusahaan yang didirikan mempunyai harapan bahwa kelak dikemudian hari akan mengalami perkembangan yang pesat didalam lingkup usaha dariperusahaannya dan menginginkan terciptanya produktivitas yang tinggi dalam bidangpekerjaannya. Untuk mewujudkan operasinya, sebuah perusahaan memerlukan beberapa faktorproduksi yaitu alam, tenaga kerja, modal dan keahlian. Dimana keempat faktor tersebut tidak dapatberdiri sendiri, melainkan harus saling mendukung untuk mencapai tujuan secara efektif danefisien . Dan diantara keempat faktor utama tersebut faktor tenaga kerja atau manusia dalam haliini adalah karyawan, merupakan hal yang terpenting karena manusia merupakan pemakai danpenggerak serta penentu segala aktivitas yang ada di perusahaan. Oleh karena itu keberadaan suatuperusahaan yang terbentuk apapun baik dalam skala besar maupun kecil tidak terlepas dari unsursumber daya manusia.Penelitian ini menggunakan metode analisis regresi liner berganda. Variabel bebas adalahLingkunga Kerja (X1) dan Disiplin (X2) serta variabel terikat Komitmen Organisasional (Y3). Datapenelitian ini menggunakan data primer dalam bentuk kuesioner. Responden yang diteliti berjumlah30 orang. Untuk pengujian hipotesa dilakukan secara simultan dan parsial. Variabel LingkunganKerja dan Disiplin secara parsial berpengaruh signifikan terhadap Komitmen Organisasional.Variabel Lingkungan Kerja dan Disiplin secara simultan berpengaruh tinggi terhadap KomitmenOrganisasional terbukti dengan nilai koefisien determinasi R2 = 0,856. Variabel Lingkungan Kerjadan Disiplin secara simultan memiliki hubungan cukup kuat dan positif terhadap KomitmenOrganisasional.

Abstract

Vilage health post is a community based health effort that serves as a forum for the health of rural communities. The purpose of this study was to find out how to manage the Village Health Post in Poniki Village. This study uses descriptive qualitative research methods. Data collection techniques used were observation, interviews, and data collection with documents to see how the management of Poskesdes in Poniki Village. This researcher uses four indicators, namely: planning, organizing, actuating, and controlling. Based on the results of research on the Village Health Post stated that the immature planning resulted in the Poskesdes not running according to their functions, there was no action from the Health Office to advance the Poskesdes in Poniki Village, and lack of supervision from the Health Office to each village health post. The village has many Poskesdes which until now have not run. It can the be said that the management of the Village Health Post in Poniki Village is still not good.Keywords: Management, Health Post, Village.

Abstract

This research aims to determine the effectiveness of land and building taxcollection in the village of Kamanga Dua, Tompaso Subdistrict. By applying thedescriptive-qualitative method, this research uses the types of primary and secondarydata, then the data is obtained using interview techniques and field observations. Afterand collected then analyzed using percentage analysis techniques to see the effectivenessof UN collection then interview data were also analyzed using interactive techniques.The results showed that: (1) Land and Building Tax Collection in Kamanga DuaVillage, Tompaso Subdistrict, Minahasa District was categorized in principle "Not yeteffective" or successful with an average achievement of 100 percent per year from thetarget set at 30,150 million rupiah on average per year. (2) The ineffectiveness of UNcollection in 2017 is caused by several things, including the transition of the UNmanagement from the central government to the district / city government so that taxofficials have not had time to effectively disseminate information to taxpayers and thereis an assumption that UN revenue is not fully utilized for the benefit of regionaldevelopment and even the impression of being misused by certain individuals. It isrecommended that in order to achieve the UN acceptance target in the village ofKamanga Dua, Tompaso Subdistrict, Minahasa District, the ability of UN collectionofficers who have adequate skills is needed, the government is advised to conduct specialtraining for UN collection officers. In order to optimize UN revenues so that they canachieve the set targets, the village government needs to disseminate information to themandatory UN whenever there are changes to the UN collection policy.Keywords: Effectiveness, Collection of Land and Building Taxes

Abstract

Abstract : This study aims to determine how the development of educational infrastructure (SMA / MA) and the role of local government in terms of infrastructure (infrastructure) education in secondary school (high school / MA) in Tidore Islands.The method used in this research is descriptive qualitative method. The study was conducted at the Department of Education, 4 high schools (SMA / MA), drawn from 26 schools in Tidore Islands and community education observers, thus the total number of informants is 11 people, while collecting data using interview techniques, techniques analysis used is qualitative analysis interactive model of Miler and Huberman.Based on the results of the study it can be concluded that: openness or transparency of school in terms of development, so that the circumstances in which every person associated with the interests of education in schools can know the process and the results of school policy, it is, do not lie, do not cheat, honest, and open to public about what is done by the school. This openness is indicated in decision-making, planning and implementation of activities, the use of the budget and so on, which always involves the relevant parties as a means of control in order that development is not hampered because of the openness or transparency. Based on the results of research it is recommended suggestions: increasing dedication / contribution of stakeholders for education in schools, either in the form of services (thought / intellect, skills), moral, financial, and material / goods. empower the existing capabilities in the education stakeholders to realize the goal of education. enhance the role of stakeholders in the provision of education in schools. ensure that all decisions and measures taken truly reflect the aspirations of stakeholders and make the aspirations of stakeholders as commander for the implementation of development education in schools. The school must mobilize community participation in the form of anything that is relevant in the implementation of school programs, both physical and non-physical form in order to increase the participation of people divided into two categories, namely participation in the form of financial contribution and participation in the form of thought and effort.Key words : The role of Government, Education Infrastructure Development

Abstract

Abstract : Empowerment is etymologically derived from the word "power" which means strength or ability. So empowermentcan be interpreted as a process toward empowerment, or process to get power / ability / ability, and or process of power / power/ ability from party that have power to party which less or not helpless Sulistiyani (2004: 77). Empowerment of farmer groups isa model of empowerment that the direction of development favours the people. Farmer groups are basically the main actors ofrural development. This research uses descriptive method of qualitative approach. This study describes the data obtained fromthe results of research on the Empowerment of Vegetable Farmers Group in Kakaskasen II Subdistrict Tomohon DistrictTomohon North. In qualitative research, data collection is done by observation, in-depth interview and documentation. Basedon the results of the study concluded that the empowerment of vegetable farmer groups seen from three indicators categorizedis good enough. Seen from the development (enabling) vegetable farming groups are quite good, seen from farmers who havebeen able to develop their farm business. In strengthening the potential or power (empowering) vegetable farming groups havebeen good, because the farmers have been able to increase the potential or power that is owned by directly practice in the fieldand are willing to accept new things in the field of agriculture. For the independence of the vegetable farmer group is goodenough, because there have been efforts from farmer groups to establish a farmer group that they run. In order for assistanceprograms from the Agriculture Agency to the vegetable farming group in Kakaskasen II to run well, this issue becomes animportant note for the Government through the Agriculture Office to provide the targeted assistance and socialization in theavailability of such assistance. In Developing and Strengthening Potential or Power For the members of farmer groups andfarmer groups, the group of farmers should be upgraded to be able to develop farmer groups in a positive and competitive wayin the agricultural world. Abstract

ABSTRACT: Policy implementation of structuring organization subdistrict government as defined in PP. Numb. 41 years 2007 about equipment organization of the region and PP. Numb, 19 years 2008 about subdistrict, be expected can realize effectiveness of subdistrict governance. But the reality showed that subdistrict governance notoptimallyeffective. In connection with that problem then this research intending to know how to policy implementation of structuring organization government of Subdistrict Pasan, and to know what if that policy implementation has been to able increased effetiveness of subdistrict governance. This research using qualitative method. Data sources/informant taked from elements government apparatus of subdistrict and the peoples Subdistrict Pasan, totally 15 people. Data collection used interview technic. Whereas data analyze used analyze qualitative the interactive model from Miles and Hubernan. Research results showed : (1) organization government Subdistrict Pasan already laid out according with the resolve PP.41/2007 and PP.19/2008, but largely the structural position (section head) unfilled from definitive official because deficiency ofqualifiedstaffedforthe job. (2) effectiveness of subdistrict governance not optimally views from level ability and successly carry out program/activities implement of task general governance and implementation of regional autonomy becomes the scope of government’s duty subdistrict. Based on that research results get a conclusion the policy implementation of structuring organization of subdistrict government has been expect or increased effectiveness of subdistrict governance, but not optimally. Based on conclusion research results recommended that positions structural (section head and sub section head) empty of government at Subdistrict Pasan immediatelyfilled by the staff meet of terms.
