There is distrust and suspicion between the community and the nagari government in managing village funds. The nagari tool argues that the community does not care about managing village funds if the funds do not directly touch the community. While the community does not understand the village fund program and has very little curiosity about the distribution of village funds. According to residents, village funds are only for nagari devices and for the people around them and the development that has been done is considered not to come from village funds. Communication solutions to these problems include providing more understanding to the community of the Nagari government. They should more often disseminate information about village funds and programs that will be implemented to the village community. Those who work as nagari devices should be people with adequate education and ability to deal with problems related to village funds, for example the ability to prepare village fund reports or provide good services and information to the community. The community should care about the village fund program and the development program that will be implemented, participate in the village meetings held.

Seasonal unemployment is one type of unemployment caused by certain seasons in the countryside. This type of unemployment is one of the social pathologies that have direct implications for the people in Danasari Rural. The socio-spatial community of the village has an agricultural sector which is a lot of choice. When seasonal unemployment is alleviated and with the existence of the agricultural sector, it should be the initial foundation for the creation of sustainable development. Sustainable development departing from rural areas. Village, in this case village food becomes National food. This means that villages are able to supply food for their regions and are able to provide sufficient food for national food needs. At a certain point National food can compete in the Global Level; Global food supply and no more dependence on food supplies from outside countries.

Evidence-Based Policy and Pratice (EBPP) is something complex related to planning, implementation, and evaluation. Although the government and organization are seen as not having the capacity to implement it, the underlying problems can be identified. This article proposes a dimension of capability that might underlie practical improvements in EBPP. This framework addresses a spectrum of implementation problems at the organizational and individual levels that are vital for an evidence-based approach in the context of policy and practice.

This article discusses Minangkabau male identity politics in response to the widow's stigma. The method of collecting data are interview and observation. Minangkabau is a society that adopt a matrilineal system. The lineage, management and utilization of inheritance are in the hands of women. The present of men like abu di ateh tunggua (second lead and weak). This condition maked the man use identity political and maked stigma for widows in their social life. Man strengthen their position as palang pintu for widows. Man used maota dan malapau as tools to grow up their position. (This study uses the concept of stigma by Parker (2016).

The diversity of religions found in the New Koto Nagari does not lead to inter-religious conflict. This is because the local people preserve local traditions that are derived from the habits of their elders. Harmonious relations between religious communities are created through the practices of local traditions of village consultation, village clean, celebration of as-syuro day, kenduri and commemoration of August 17. Local tradition serves as a special mechanism that can prevent the community from possible conflicts between religious communities and is able to clean up the chaotic community atmosphere. Local traditions contribute to resolving several inter-religious conflicts, such as: Conflict of establishment of Kosta Beach church and widening of the terrace of the Mahakaraya Holy Family church, conflict of pig breeding in Jorong and Jakarya Mahakarya, and conflict in organizing blood donor activities in the Holy Family Mahakarya church.

This study aims to describe and analyze the process of drafting the message, the process of delivering messages, receiving the message itself for the public and finding obstacles and proposing communication in the form of providing information in the West Sumatra Police Public Relations environment. This research was conducted using qualitative methods. Public Relations in other terms also called Public Relations (PR) is the main branch in the study of communication science. Communication skills are the main things that must be developed both academically and in operational activities. In the world of Public Relations (PR) communication is the main expertise that must be owned by a public relations officer, with the communication expected to have similarities between the organization and the public and the formation of favorable public opinion, so that public relations in West Sumatra Police can promote how the process of communication is objective, trusted and participation.

Multinational Corporations (MNCs) undoubtedly have an important contribution to the development of national economy of a particular country. Indonesia is not without exception. Nevertheless, many experts are critical on the negative effects brought by MNCs. This study is set to survey the extant literatures on the impact of FDI/MNCs on Indonesian economy. Based on the critical review of these literatures, the study suggets that MNCs might bring both favorable and unfavorable impacts on the national economy of Indonesia. The economic spillovers, technology transfer, and boosting trade performance are mostly higlighted favorable impacts. The involvement of MNCs in the country’s economy is considered to be an easy way or short-cut for the government to engineer economic growth. On the other hand, MNCs are also considered harmful to the country’s economy. Some of mostly highlighted negative impacts of MNCs are creating dependent development, limited technology transfer, labor exploitation, encouraging government collusive practices, and environmental damage.

Budgeting process is a political activity that is the monitoring tool for society toward government. This process will involve various elements which have an interest in the budget arranging process. They are not only Executive element, but also Legislative. The purpose of this research is to analyze the dynamics of Allocation Budget Contestation of Direct Expenditure in Arranging Local Income and Expenditure Budget (APBD) of Sungai Penuh Town in 2012. This research is descriptive research by using a qualitative approach. The location is chosen to help the researcher to understand the problem of research. The location is determined purposely and based on the problems that happened in the field that related to Political Budget in Arranging Local Income and Expenditure Budget process of Sungai Penuh Town in 2012. The Location is in the Government of Sungai Penuh Town and around the society. Triangulation technique is chosen in this research because it uses some data from interview and documentation. According to Principal and Agent Theory, there are 4 stages in the budgeting process. They are Executive planning, Legislative Approval, Executive Implementation, and Ex-pose Accountability. Based on the result of this research, Dynamics of Allocation Budget Contestation of Direct Expenditure in Local Income and Expenditure Budget of Sungai Penuh Town are: 1) there is a Mutual Coordination Relationship between Executive and Legislative in Arranging Local Income and Expenditure Budget process. It stars from composing General Budget Policies–Provisional Budget Priorities and funding Level (KUA-PPAS) and Integrated Work Plan and Budget (RKA) and the agreement between Mayor and Sungai Penuh Legislative. 2) In interdependence, there are political domination and transaction among institutions in arranging until determining Local Regulation. Domination is between Executive and Legislative. 3) Negotiation (Lobbying) evidence in Executive and Legislative relationship. Legislative doesn’t have an authority to make work plan, but Legislative can change the budget even they can change the program that they want. It makes negative negotiation happens.

The role of interpersonal communication in public services is very important to support the quality of public services in each agency, especially in government agencies. With the optimal role of interpersonal communication in public service, the information conveyed by communicators to communicants regarding knowledge and understanding of procedures or the process of making passports, will make the service process effective. This study used descriptive qualitative method. From the research conducted, conclusions have been drawn, interpersonal communication that occurs between the officers of the Immigration Office and passport maker, is well established, where the passport maker can understand and understand the information related to the passport-making process, which starts with registering online using the application and inputting data based on the applicant's NIK, then set a date choice for the collection of materials as well as the schedule of interviews and photos. The applicant also easily knows how much it will take to arrange a passport and how long it will take to get a passport book.

Ecotourism is developed in accordance with the existing potential and natural conditions based on 3 (three) main principles, namely efforts to conserve natural resources, environmental education for the community, especially tourists, and empowering the surrounding community. The three main ecotourism destinations in Pariaman City are Angso Duo Island, Turtle Breeding and Mangrove Forest. The research is aimed to describe ecotourism activities and identify its impact to economy of pariaman local poeple in Pariaman City. The study used survey methods with qualitative and quantitative approaches. Data on the implementation of ecotourism is obtained through in-depth interviews with key informants (key informants) consisting of managers, tourists and communities using qualitative descriptive analysis. In other hand, the data related to the impact of developing ecotourism on the economy of the Pariaman local poeple is obtained through surveys of respondents consisting of pariaman locel poeple who owned economic activities both directly and indirectly with ecotourism activities using quantitative descriptive analysis. The results showed that Ecotourism activities in Pariaman City had not yet been managed according to this principle as well, but the existence of destination ecotourism had shown a positive impact on the economy of the pariaman local poeple.
