Abstract

Development in the village is very important, because the majority of Indonesian citizens live in rural areas. So far Kemendesa has not seen any governance factors in assessing IDM differences in a village. Kemendesa only sees in terms of economic, social and environmental factors. This study aims to look at the extent to which governance factors in producing different village indexes develop. The results of the study indicate that there is a positive contribution to the factors of village governance towards the final results of the village index building. This can be seen in terms of the factors of the government of the Tumpang Village, Malangsuko Village and Pulungdowo Village, both involving the village community in the policy making process, for example in the preparation of the Regional Budget, Making Village Regulations or other activities. But the fundamental differences between the three villages are at different levels of community participation. In the village, overlapping communities is more participatory compared to the villages of Malangsuko and Pulungdowo.

Abstract

The village Kalesang Program is a government business of Buru Regency to improve the lives of the village community with participatory planning patterns that come from the government and society. The Kalesang village includes the planning and implementation of Village development conducted jointly between the Government and the village community. This research is a qualitative study aimed at describing the implementation of the village's Kalesang program as a poverty alleviation instrument in rural communities. The research location focuses on Lala, Namlea and Marloso with the consideration of different social-economic characters with other villages in Namlea subdistrict. The number of informants interviewed was 45 people divided into communities, village apparatus and community leaders. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously. The results showed that the village's Kalesang program was able to become a development instrument and empowerment that was able to foster cooperation from the Community and government to plan and implement development and to keep watching it Through active participation. The end goal of the village Kalesang in the form of poverty testing made easy in the frame of harmonization and synergy between the government and the community to cooperate in resolving the problem of Village development.

Abstract

Bupolo Maghrib Mengaji Movement is a form of social community movement initiated by the Buru’s Government with the Ministry of Religion of Buru Regency as an effort to spend maghrib time and to avoid the Buru community from the negative impact of technological developments and make the movement as a media to achieve pluralism. This research is a qualitative study which aims to describe the implementation of the Bupolo Maghrib Mengaji Movement in Namlea District, Buru Regency. The research location was focused on Namlea District with consideration of the density and heterogeneity of the community. The number of informants who will be interviewed was 25 people who were taken purposively. The technique of analysis used by Miles and Huberman in the form of data reduction, data presentation, and conclusion drawing. The results showed that the Bupolo Maghrib Mengaji Movement received a positive response from the community where the initiation carried out by the community was able to become an instrument of achieving harmonization of community life to maintain and to remind each other in spending Maghrib time. Also, the sectoral mapping of community activities in the Bupolo Maghrib Mengaji Movement raises two components namely moral and ethics which functioned to foster and maintain pluralism in Namlea District. Pluralism is an important basis for living tolerantly in a society that is different from tribes, groups, religions and customs.

Abstract

This research aims to analyze the programs and challenges faced by UNICEF in restoring and improving clean water and sanitation services in Banda Aceh. This research is descriptive with data collection techniques in the form of documentation studies. The results showed that the UNICEF program was rehabilitation of drinking water installation maintenance, design and reconstruction of water pipelines, water supply in rural areas, rehabilitation of sewage treatment plant installations and increasing PDAM capacity. Meanwhile, the challenge faced is that Aceh is an area that has been in conflict with the central government for 30 years because of the separatist movement (GAM). However, this is not a big challenge because both parties signed a 2005 peace agreement; the ongoing process of decentralization; there is a transition to recovery towards sustainable development.

Abstract

This study aims to, understand, describe and analyze the perspectives / views of the Tablighi Jamaah Nanggalo District, Padang City on the simultaneous selection of the Governor and Deputy Governor of West Sumatra in 2015. This study uses a conceptual, historical and case approach. Based on previous research, the average Tablighi Jamaah has preached by instilling anti-political ideology. But another side shows that the growth rate of the number of pilgrims is always increasing. If this phenomenon continues to develop, it is assumed that it will have an effect on the continued decline in voter turnout. The results of this study indicate that the political perceptions of the Jamaah Tabligh in Nanggalo Subdistrict have been divided into two, some of which have been directly involved and some are still surviving, not active in politics. This is based on several factors such as the diversity of social backgrounds and the diversity of religious understandings.

Abstract

The social capital found in the community in Waplau Village of Buru Regency grows and develops in line with the achievement of fulfilling the necessities of life. The relationship of cooperation in the distillation of oil from eucalyptus leaves is built among landowners, tenants, renters, and receptors so that social capital is built with participation, trust, cooperation, and reciprocity become the norm which continues to be maintained. This research was conducted based on the preference for the implementation of the eucalyptus oil refining process in Waplau Village as an effort to gain profits and fulfill household needs. The research location was focused in Waplau Village considering the number of eucalyptus oil workers which was more dominant compared to other villages in Buru Regency; the research samples were eucalyptus landowners, land tenants, rental workers, and collectors. The researcher uses primary data obtained from the results of observations and direct interviews with informants. The data analysis method used proposed by Miles and Huberman and Spradley. The results showed that social capital is an indicator of the success of eucalyptus oil workers in achieving goals. The social capital aspect has a strong relationship with the existence of landowners, tenants, and rental workers, as well as working groups among anaconda, leaf sequencer, cook and laborer in completing the task of refining oil so that social capital is able to become an instrument for eucalyptus oil productivity in Waplau village.

Abstract

The enactment of Law Number 6 Year 2014 in the course of government in Indonesia requires the Head of Sub-District, Village Head, Village Head and village / urban village apparatus as leaders, who deal directly with village / urban village communities to work together in an integrated and integrated manner to guard and implementing Law Number 6 Year 2014 and other laws and regulations in order to realize prosperity. This research is a type of research library using secondary data. This research is conducted by using qualitative methods and is done through an inductive approach, namely an approach that departs from things specifically for conclusions or general matters. The results of this study indicate that the Village Government is the administration of government affairs and interests of the local community in the system of government of the Unitary State of the Republic of Indonesia. The Village Authority is the implementation of the Village Government, the application of Village Development, Village community development, and community empowerment. Village income comes from the village's original income, the allocation of the State Revenues and Expenditures, part of the results of regional taxes and retribution from the Regency / City, Village fund allocation from the Regency / City balance fund, assistance finance from Regency / City and Province APBD, grants and donations, as well as other legitimate village income. They are building positive relationships between the sub-district head and the village head and village head in welcoming fiscal to village decentralisation and empowerment strategies and building public trust as an effort to strengthen village governance in improving community welfare.

Abstract

This research analyzes the value of integrity and professionalism for the election organizers by Padang City KPU through Technical Guidance as an HR development program for election organizers in the Election of West Sumatra 2015 Election. Researchers assume, if the Election organizer Technical Guidance is not managed well, it will have an impact on the weak understanding of the election organizers on the procedural procedures for electoral work and the election organizer's rules. This study uses a qualitative approach, data collection using in-depth interview techniques for 22 informants and supported by documentation studies. The research data was processed and analyzed descriptively, using Mozafard and Scedler's theory of Electoral Governance. The results showed that the Governance of Technical Guidance by the KPU of Padang City had not run as expected, both at the rule making level and the application rule level. But at the level of Adjudication KPU Padang City has done several steps to settle. The effectiveness of Technical Guidance is considered low because there are several weaknesses found: 1.) Achievement targets and material content have not been balanced between procedural work and the formation of the election organizers' attitudes; 2.) There has been no effort to increase the capacity of competent resource persons; 3.) Learning methods, duration of time, training places and other supporting facilities have also not received special attention by the KPU of Padang City. For better management of Technical Guidance, KPU is advised to have a comprehensive curriculum and technical guidelines.

Abstract

This study aims to determine the effect of motivation on mathematics learning achievement of students at Namlea 1 Middle School. This research is a form of research "Ex Post Facto" which is a research model that aims to examine the events that have occurred. The subjects in this study were all students of class VIIa of Middle School 1 Namlea, totaling 30 people. Data collection techniques using observation techniques, questionnaires and study documentation. Quantitative data analysis was carried out using statistical tests through three stages, namely the stage of data description, the prerequisite test phase of analysis and the stage of testing the hypothesis. Based on the results of the study note that the level of motivation and learning achievement of eighth grade students at Namlea Middle School 1 is categorized high. Associatively, the motivating factor has a positive and significant effect on mathematics learning achievement in class VIIa State Middle High School 1 Namlea.

Abstract

The study aimed to find out about the implementation of the Public Prosecution Corruption Act in the case of issuing property rights certificates in the Teso Nilo National Park Forest area and to find out the accountability for the issuance of certificates of ownership in the Teso Nilo National Park Forest area. This research was conducted using the normative legal analysis method. Based on the results of the study it was found that the application of the Corruption Crime Act by public prosecutors in the case of the issuance of ownership rights certificates in the Teso Nilo National Park HPT forest area was tried by a judge by justifying the actions taken by the defendant, but not a corruption but instead This is an administrative error whose authority is to try, namely the State Administrative Court (PTUN). This is of course unfair by not giving sanctions according to the defendant's reparations, and judges should be able to pay attention to the rights of the accused, as in progressive law law enforcement officers should be progressive or have breakthroughs so that the law is always active to give effect deterred according to the mistake made.
