Jurnal Studi Komunikasi (Indonesian Journal of Communications Studies), one of the journals published by Faculty of Communications Science Dr. Soetomo University, was established in January 2017. Jurnal Studi Komunikasi a double blind peer-reviewed journal, explores critical and constructive inquiries into a wide range of fields of study on Communication Science that include culture, religion, media, gender, public policy, development, environment, disaster, and tourism, with emphasis on interdisciplinary approaches: Communication Studies. It addresses issues with multi-perspectives view. Each volume of the journal discusses a specific theme based on “Call for Papers”, through which scholars, from diverse disciplines, are invited to contribute. Jurnal Studi Komunikasi published on March, July, and November.

Abstract

It is generally considered that knowing one language is not enough in this era. People need to learn a second language in addition to their mother tongue to meet the demand of today’s life as many of them are becoming a part of multilingual society as well as to face the globalisation. This paper aims to demonstrate the reasons of people learning a second by looking at the several goals they want to achieve in current situation and link it to the second language learning in education context. Subsequently, it also provides some criticism against the majority of English language teachings that set native speaker’s competence as the ultimate goal and highlights the concept of L2 user as a new paradigm and its implication to second language learning.

Abstract

Television is a mass communication media that is still in demand by the public to get information and entertainment. Although the era of cyber that grows social media is in sight, but television is the audiovisual media is the easiest convergence so that in the future any television remains connected to social media. Therefore, television will be a priority medium for the industry to market its products or services. Along with that television became the trust of the traditional health care industry to market its products and services. While some of the traditional health care industry is suspected of violating government regulations that prohibit its existence to publish and advertisement. The Indonesian Broadcasting Commission has the responsibility and authority to oversee the availability of such advertisements because the law authorises them. But apparently, the supervision is not effective, proven advertising of traditional health services increasingly rampant in television. This is because the KPI does not have the authority to impose sufficient sanctions to broadcasters so as to create a deterrent effect. Besides, it turns out that advertising from traditional health services is the primary income currently for television media, especially local television. The government is also facing a similar dilemma to impose severe sanctions because traditional health services still have a place in society. There needs to be a law-level regulation that can accommodate the problem

Abstract

 This research aim to show the internet from cyberthopia perspective to discribe that the dogma in the society such as technologi as man extenions, It is not entirely true. To support this research,  ten indonesian statrtup women, with income hundreds of millions per month, were chosen as the main object in this research. Furthermore, the results of this study show that the Internet has blurred the gender boundary between femininity and masculinity. The statement of the existence of a man is no longer fully valid with the great success that has been achieved by these ten business startup women as economic agents of the family without releasing identity as a female figure.

Abstract

The public information disclosure policy has entered its 7th year of implementation since it was enacted in 2008 and began to be implemented in 2010. As with other procedures, monitoring and evaluation are required in the application so that the policy implementation does not deviate from the expected. In this Jokowi administration era, the ideas to realise open government are getting closer to the support of the development of information technology. But how is it implemented in the area? This research wants to photograph the implementation of public information disclosure policy in East Java, consisting of 38 districts/municipalities and 56 units of regional apparatus. The results of this study indicate that for the district or city government, the implementation of this information disclosure policy has been an encouraging development, but not so with the Regional Device Work Unit. Likewise, the Information Management and Documentation Officer also experienced progress although there are still shortcomings in the implementation of its duties.

Abstract

Culture has a dominant role in supporting the tourism sector of a region.. Likewise with the District of Banjarnegara that embodies the vision and mission related to culture through the implementation of Dieng Culture Festival that crowned as one of the three most popular Indonesian cultural festivals in the world. Dieng Culture Festival which is full of cultural meaning as the essence of a cultural communication process. This qualitative research uses constructivism paradigm to give an overview of cultural meaning in Dieng Culture Festival series. Data to support this study were compiled from interviews with Dieng cultural activists and literature review. The result of this research is the whole series of events in Dieng Culture Festival communicating the Javanese culture in general with the added local wisdom of the typical Dieng community, which is influenced by the growing beliefs in the surrounding community.
