Abstract

Islamophobia written by Karen Armstrong, John L. Esposito, Imam Abdul Malik Mujahid, et al (published by Mizan in 2018) explains how Islamophobia still afflicts some groups, including Westerners (Americans and Europeans). The causes are the materialization of the phenomenon of terrorism, ISIS, and wahabism which are considered as radical. Such representations are established by the mass media. The definition of Islam in the Western media is closely related to the distortion of meaning, sentiment and stigma. Though, some write objective defense for Islam.

Abstract

Surabaya memiliki banyak persoalan Penyandang Masalah Kesejahteraan Sosial (PMKS). Keberadaan Tenaga Kesejahteraan Sosial Kecamatan (TKSK) atau sukarelawan sosial yang dibentuk oleh Kementerian Sosial memiliki peran sentral dalam pemberantasan persoalan ini. Pada 2016, saat Command Center 112 diluncurkan Pemerintah Kota Surabaya, dengan pemanfaatan teknologi komunikasi dan informasi, TKSK juga diberi akses untuk bisa menerima informasi dari sana. Yang menarik, TKSK di setiap kecamatan memiliki hubungan baik dengan yang ada di kecamatan lainnya. Jadi, mereka bisa saling membantu saat menjalankan tugas.   Kata Kunci: Teknologi, Komunikasi, Sukarelawan, Pemerintah Kota Surabaya

Abstract

Artikel ini mengupas salah satu kebijakan Pemerintah Kota Surabaya untuk mengatasi persoalan kemiskinan, melalui perluasan lapangan kerja. Caranya, dengan meluncurkan KORIDOR, Co-Working Scape, yang merupakan fasilitas dan sarana bagi masyarakat, untuk mengembangkan kemampuan di bidang industri kreatif berbasis digital. Kebijakan ini diharapkan dapat mencetak para pengusaha yang bakal merekrut tenaga kerja. Program ini berwujud penyediaan fasilitas dan sarana berupa tempat yang representatif, komputer, internet, serta pendampingan bisnis digital berupa pelatihan-pelatihan intensif dari para ahli. Pengamatan yang dilakukan memakai metode kualitatif dengan pendekatan studi kasus. Teori yang dipakai dalam melihat fenomena ini adalah kebijakan publik. Juga, dengan melihat keselarasan kebijakan ini dengan maqâsid al-syarî’ah, yang merupakan konsep perlindungan agama, jiwa, akal, keturunan, dan harta tiap anggota masyarakat. Pembangunan ekonomi untuk mewujudkan al-‘adalah al-iqtishodiyah melalui pengembangan industri kreatif berbasis media digital dapat memberikan perlindungan pada lima aspek maqâsid al-syarî’ah. Mayoritas intelektual muslim berpendapat bila upaya pembangunan ekonomi termasuk dari Jihad fi Sabilillah. Sementara penggunaan media digital, selama tidak melanggar hukum prinsip transaksi dalam Islam, diperbolehkan dan ini merupakan bentuk keterbukaan Islam terhadap perkembangan ilmu pengetahuan dan teknologi.

Abstract

This article discusses one of the public policies implemented by the Surabaya Library and Archives Service. This policy takes the form of documentation-based archiving on social media which is carried out in the Gendis Sewu program. The social media platforms used are websites, YouTube, and an application called "Taman Kalimas". Gendis Sewu is the Storytelling and Writing Movement Sewu, a training that is held every week in “Taman Bacaan Masyarakat” (Community Reading Parks) spread across 31 sub-districts throughout Surabaya. This storytelling and writing training has a target of "sewu", sewu in Javanese means a thousand. The program's target is thousands of children and teenagers whose literacy skills continue to be developed. The theories used are public policy, technological determination, maqasid Sharia, also reinforced by the concept of Sustainable Development Goals. The method used is qualitative with a literature study approach. This study explains how the implementation of this policy in society is seen from an Islamic perspective. The results of this research: 1) Archiving policies based on social media documentation are in accordance with principle stages such as planning, implementation and evaluation; 2) This kind of digital archiving is in harmony with a number of Sustainable Development Goals points where it occurs more effectively, efficiently and environmentally friendly; 3) This innovation has the spirit of Islamic teachings, seen from the concept of maqasid sharia al-ammah, which has an excellent service orientation for citizens.

Abstract

Artikel ini membahas tentang salah satu akun Instagram yang dikelola oleh nahdliyyin, sebutan untuk kader atau simpatisan Nahdlatul Ulama/NU (organisasi Islam terbesar di Indonesia), Gerakan Nahdliyyin Bersatu atau GNB. Media sosial GNB, termasuk Instagram, di masa Pilpres 2024 sibuk mengunggah konten-konten kampanye mendukung pasangan Anies Baswedan dan Abdul Muhaimin Iskandar. Saat ini, Instagram GNB bertransformasi menjadi media komunikasi dakwah Islam. Studi ini bertujuan mengungkap bagaimana komunikasi dakwah diimplementasikan di Instagram GNB. Teori yang digunakan dalam kajian ini adalah Komunikasi Dakwah (Azyumardi Azra) dan Sosioteknologi (Rully Nasrullah). Metode yang digunakan dalam kajian ini adalah analisis konten kualitatif. Hasil penelitian ini menunjukkan bahwa Instagram GNB memanfaatkan simbol-simbol nahdliyyin dalam konten yang diunggah. Simbol yang dimaksud antara lain, kiai atau pengasuh pondok pesantren; pesantren; dan acara-acara khas nahdliyyin semacam ziarah kubur dan haul (peringatan hari wafat para pemuka Islam). Dalam konten-konten tersebut, disertakan pesan-pesan dakwah atau ajakan berbuat baik. Studi ini menyimpulkan bahwa media dan agama, dalam hal ini Islam, memiliki hubungan yang erat di era kekinian. Faktanya, umat Islam memanfaatkan media mutakhir, termasuk Instagram, untuk menyebarkan pesan-pesan dakwah atau kebajikan. Kata Kunci: Media; Islam; Gerakan Nahdliyyin Bersatu; Dakwah; Instagram

Abstract

Following the COVID-19 epidemic, digital transformation in public services has emerged as a strategic imperative. This study looks at how the Surabaya City Government's digital innovation in the employment sector, the ASSiK (Arek Suroboyo Siap Kerjo) application, is managed through communication medium. This study examines how user experiences with ASSiK are framed as a kind of technology, spiritual values, and social interaction using a qualitative approach and phenomenological approaches. The study's findings demonstrate that ASSiK serves as a two-way public communication platform that is inclusive, transparent, and flexible in addition to being a digital job recruitment platform. The principles of Maqasid Sharia in Islam, particularly the protection of life (hifz al-nafs), property (hifz al-mal), and reason (hifz al-‘aql), are in line with this innovation, which also helps to achieve the Sustainable Development Goals (SDGs), particularly goal 8 on decent work and economic growth. The results of the study show that ASSiK is a symbol of moral and welfare-focused public policy in addition to being an administrative tool. In order to enhance the ethical aspect of public service in the age of technological revolution, this study suggests incorporating Islamic principles into digital innovation governance.

Abstract

This study discusses one of the policies implemented by the Surabaya City Government. The policy is the utilizing online application SAYANG WARGA (Surabaya Citizen Service and Assistance System) to collect data on community health conditions. This data collection is real-time or factual, because it involves cadres who come from among the residents themselves. In the context of this research, SAYANG WARGA is not only about the applications, but also about interventions carried out by City Government to follow up on findings. Thus, SAYANG WARGA innovation is discussed using a number of theories: public policy, technological determination, Maqasid Syariah, and the concept of Sustainable Development Goals of United Nation. This study is qualitative research with a literature review approach. Research data comes from books, print and online literature, as well as mass media documentation. The results of this study show; firstly, SAYANG WARGA is a participatory public policy. It involves legislatives members and the public, through social media, to participate in monitoring. Secondly, the City Government policy is done to provide public services, in line with the challenges of the new media era. Thirdly, this policy is general, in accordance with the principles of Maqasid Syariah Al-Ammah, in the aspect of protection for: soul, mind and offspring. These three things are closely related to a person's physical health condition, which is the focus of the policy. Fourthly, SAYANG WARGA is in line with two points of Sustainable Development Goals, such as: Good Health and Well Being; and Sustainable Cities and Communities.

Abstract

This study aims to analyze the implementation of the Peken e-commerce program run by the Surabaya City Government, reviewed from the perspective of Maqasid Syariah popularized by Ibn Asyur and the Sustainable Development Goals (SDGs) outlined by the United Nations (UN). Peken is a digital economic innovation designed to empower local MSMEs, increase their competitiveness in the digital market, and support sustainable economic development. This study uses a qualitative method with a literature study approach to explore the relevance and suitability of Peken policies with the principles of Maqasid Syariah and SDGs. Based on the perspective of Maqasid Syariah, the Peken program is in line with the maintenance of wealth (hifzh al-mal), life (hifzh an-nafs), and public welfare (al-maslahah al-‘ammah). This program not only provides wider economic access for MSMEs, but also creates economic and social stability for the lower classes in Surabaya. From the SDGs perspective, “Peken” supports no poverty (SDG 1), decent work and economic growth (SDG 8), and reduced inequality (SDG 10). The results of the study show that the implementation of Peken supports both sharia and global development goals by providing an inclusive and sustainable platform for MSMEs, strengthening local economic growth, and providing broad social benefits. This study emphasizes the importance of integrating digital economic policies with ethical values ​​and sustainable development to achieve overall community welfare
