Abstract

This study examines the effectiveness of preservation in Kampung Tugu as a Cultural Heritage Area by the North Jakarta City Administration Cultural Sub-Department. The purpose of this study is to determine how the North Jakarta City Administration Cultural Sub-Department strives for the effectiveness of preservation in the Kampung Tugu area which is experiencing degradation. The method used in this study is a qualitative research method by analyzing data using the theory of effectiveness with 5 appropriate indicators, namely Appropriate Policy, Appropriate Implementation, Appropriate Target, Appropriate Environment, and Appropriate Process. This study found that preservation in this area based on Law Number 11 of 2010 concerning Cultural Heritage has not been effective due to degradation in the area and other conflicting policies also apply in the same area, namely the Regulation of the Governor of the Special Capital Region of Jakarta Province Number 31 of 2022 concerning the Detailed Spatial Planning Plan for the Special Capital Region of Jakarta Province. With the findings in this study, it can be used as evaluation material for policy makers and policy implementers in order to determine the status of Kampung Tugu which can then develop this area effectively according to the specified policy. However, this research has not been able to provide the views of policy makers regarding the preservation problems experienced by Kampung Tugu so that further research can add new perspectives from policy makers regarding the problems that occur in Kampung Tugu. Abstract

This paper investigates the Russia-Ukraine conflict as a nexus of historical legacies, ethnic nationalism, and US-Russia geopolitical contestation, rooted in the aftermath of the Soviet Union’s dissolution. By synthesising historical analysis, policy documents, through a mixed-methods framework, the study positions the war as a proxy struggle shaped by competing globalist and irredentist agendas. Four interconnected drivers emerge: Russia’s resurgence as a counterweight to US-led unipolarity; NATO’s eastward expansion as a catalyst for Russian security anxieties; energy geopolitics influencing regional dependencies; and de-Russification policies amplifying ethnic tensions in Ukraine’s divided sociopolitical landscape. The findings revealed the conflict transcends Ukraine’s sovereignty, reflecting broader systemic rivalries where external powers exploit historical grievances – such as Soviet-era identity fractures and contested territorial narratives – to advance strategic aims. These dynamics have entrenched Ukraine as a battleground for ideological and resource dominance, fuelling ultranationalism and internal discord. The analysis highlights the interplay between structural forces– great-power competition, alliance militarisation – and localised factors, including memory politics and economic disparities, which collectively hinder diplomatic resolution. The study critiques the humanitarian consequences of proxy warfare, particularly civilian displacement and infrastructural collapse. It further underscores the role of digital disinformation and economic sanctions as hybrid tools of modern conflict. Abstract

The purpose of this study was to determine how the implementation of the food security program in Simbang Village, Pamboang District, Majene Regency. The analysis used Soren Winter's theory by identifying several key variables that can influence the success of the implementation of a program, namely the policy formulation process, the organizational behavior of the implementing actors, the behavior of bureaucrats at the lower level (Street Level Bureaucrats) and the response of the target group. This study uses a qualitative-descriptive method, where data analysis involves collecting open data based on general questions and information analysis, as well as writing short notes during the study. The results of the study indicate that the implementation of the food security program in Simbang Village, which is sourced from village funds in 2024, has been carried out well. Of the four key variables that influence the success of the food security program implementation in Simbang Village, the third variable is related to the street-level bureaucracy which is dominant in determining the success of the implementation of the food security program. The conclusion of this study, the Simbang Village government provides freedom for food security program activities in Simbang Village in achieving the welfare of the local community. Abstract

The 2024 Indonesian presidential election marked a significant shift in political engagement, particularly among young voters, who leveraged digital platforms and fandom culture to promote their preferred candidates. This study explores the K-popification of Anies Baswedan’s campaign, a phenomenon where youth-driven political participation mirrored K-pop fandom dynamics, transforming traditional electoral strategies. By utilizing Philip Niffenegger’s 4P Model of Political Marketing which involved Product, Promotion, Price, and Place, this research examines how Anies Baswedan's campaign evolved into a fan-centric movement that increased visibility, engagement, and voter mobilization. The study employs a qualitative case study approach, analyzing social media content, grassroots initiatives, and digital activism strategies that framed Anies Baswedan as an "idol-like" figure. Findings suggest that youth engagement in political campaigns is shifting from passive participation to interactive, community-driven movements, facilitated by social media’s algorithmic power. This research contributes to the growing discourse on political marketing, fandom activism, and digital youth mobilization, highlighting the blurring boundaries between entertainment culture and electoral politics. However, the phenomenon appears largely confined to younger, digitally active demographics and may not resonate with older or rural populations who are less engaged in online platforms. Future studies should explore the potential of translating such digital movements into broader, offline civic engagement to assess their long-term impact and inclusivity.

Abstract

This study explored democracy and resurgence of coups in Africa: the implications for the African Union. The major focus is on reasons why there is a sudden reoccurrence of military coups in Africa and what spurs their successes and/or failures so far in the region. Using the secondary data collection method, the study identified the major causes of occurring coups in Africa and also using the regime security theory, the reasons for the spiraling effect of military coups in Nigeria was found to be similar in most of the countries that recently engaged in coups and countercoups. Furthermore, the theory provided for mostly the successes in these countries and why they would always succeed. The study went further to account for the efforts made by the African Union and other economic organizations in the region to reduce the spread of coups in Africa. The study concludes that the African Union and other related economic organizations also end up having some form of political and economic interests in remaining in power for their own selfish gains hence the cycle of resurgence of military coups in Africa. Abstract

A donor relationship with civil society organizations (CSOs) is a relationship that is characterized by dependence caused by unequal power relations. This research aims to explore the importance of solidarity in the context of the sustainability of the Indonesian women's movement in the midst of this problem. Unlike previous studies, this study used the practice of vigilant eco-love in analyzing solidarity within the women's movement. In its approach, this study used a reflective thematic analysis method that emphasized themes in qualitative data obtained through semi-structured in-depth interviews. Interview participants were four figures who were significantly involved in the women's movement in Indonesia. This study identifies three themes: 1) donor neo-colonialism within CSO in Indonesia, 2) the vulnerability of CSO workers in sustainability issues, and 3) the importance of vigilant eco-love for sustainable women's movements. The study argues that the vigilant eco-love practice is the key to answering questions regarding the sustainability of the women's movement and the vulnerability of workers amidst the attack of donor neoliberal colonization. Nonetheless, the study has key limitation in the form of limited number of participants. Future studies might benefit from widening the pool of participant to donors and intermeary donors, as well as exploring the aspect of power relations between CSOs and their resources. Abstract

This study aims to analyze public perception of women's political participation in the 2024 legislative election in Palu City, focusing on two constituencies: Dapil 2 and Dapil 4. A qualitative descriptive approach was used, with data collected through in-depth interviews, observation, and literature studies. Thirty informants, including male and female voters, were purposively selected. The findings reveal that Dapil 2 holds a positive perception of female candidates due to their active engagement in social initiatives and structured campaigns, while Dapil 4 reflects a more negative perception due to low visibility and male dominance. Local socio-cultural factors significantly shape these perceptions. The study recommends inclusive campaign strategies and gender-based political education to enhance women's political participation at the local level. Abstract

The book Mining in the Asia-Pacific: Risks, Challenges and Opportunities, edited by Terry O’Callaghan and Geordan Graetz, offers a compelling and timely contribution to the study of extractive industries in one of the world’s most dynamic and contested regions. Mining in the Asia-Pacific is not merely an economic activity, it is a deep political, ecological, and cultural process that shapes the trajectories of states, communities, and environments. Drawing together a wide range of contributors, the volume presents a nuanced understanding of how the mining sector operates across multiple scales: from local land-use disputes to transnational commodity chains. O’Callaghan and Graetz, both scholars from the University of South Australia, frame mining not just as an industrial operation but as a site of ongoing contestation between competing logics, developmentalism, environmentalism, sovereignty, and capital accumulation. Organized into four thematic parts, Theorizing Risk in the Mining Industry, The Major Resources, The Major Issues, and Mitigating Risk, the volume offers a comprehensive structure that guides readers from conceptual reflections to empirical case studies. This format is effective in gradually unpacking the layered nature of mining-related risks. The first section lays a theoretical foundation by problematizing the notion of risk itself, drawing on interdisciplinary approaches from political economy, geography, and environmental studies. The middle sections delve into specific resources (such as coal, gold, and rare earths) and specific issues (including governance, Indigenous rights, and social activism). The final section turns to strategies for risk mitigation, such as regulatory reform, technological innovation, and community engagement, suggesting pathways toward more sustainable and equitable extractive practices.

Abstract

This study aims to identify the shifting forms of community perceptions of juvenile delinquency over time (case study in Mulyoagung Village). Juvenile delinquency according to the community is a social problem that is considered as intimidation equivalent to social deviation, but over time the perception of the community has changed the way of thinking about juvenile delinquency. This research was conducted using a purposive sampling method with a qualitative research approach. The data collection methods used were observation, interviews, and documentation involving the community and adolescents as research subjects. The results of this study identify that there is a change in people's perceptions of juvenile delinquency, where according to the community, juvenile delinquency is currently very concerning due to various factors such as environmental factors, family factors, social factors, and friendship factors. The community responds to juvenile delinquency in different ways, based on research this is seen with the difference in age among the community. This has a negative impact if the community ignores the existence of juvenile delinquency in the social environment, therefore the community plays an important role in maintaining social stability. Abstract

This study aims to map the development of research and scientific publications related to strategies to improve the quality of human resources in Indonesian government administration. This research uses the Sytematic Literature Review (SLR) approach by following the PRISMA protocol and analyzing 64 relevant scientific articles from the Dimension database, published in 2013-2024. The analysis was conducted using VOSviewer to identify topic clusters, related concepts. As well as research trends. The results revealed that there are five main clusters that are dominant and relevant in the development of human resources for government officials, namely: education, HR management, technology, digital literacy, bureaucratic reform, and public service innovation. The education cluster emerged as the most dominant theme, showing the importance of literacy and continuous training in supporting the digital transformation of the bureaucracy. This research makes a significant contribution to the development of ASN capacity building policies through a data-based approach and scientific trends. In addition, these findings also serve as a strategic reference in strengthening HR management systems and technology-based governance. The limitation of this study lies in the data source that only comes from the data dimension, so that the coverage of the literature does not represent the whole of various relevant sources. Therefore, future studies are advised to combine data from various reputable databases such as Scpus, Web of Science, and EBSCO for more comprehensive results.
