Abstract

This study aims to analyze the implementation of the SEMESTA application policy in order to improve administrative efficiency in Ogan Ilir Regency. The research method used is descriptive qualitative research. Data collection techniques using interviews, observation and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses descriptive data analysis by following the six stages of qualitative analysis according to Creswell. This research uses Michael Howlett's Multiple Streams policy implementation theory, which includes four streams, namely the problem stream, policy stream, political stream, and program stream. Findings based on interviews, observations, and official documents show that the implementation of the SEMESTA application policy is still not optimal. Based on the analysis, problem flow and political flow are the main drivers of the policy, while when viewed from the program flow analysis, the implementation of the SEMESTA application policy faces challenges such as employee resistance to using fake GPS applications, the absence of specific regulations governing the SEMESTA application, and limited technological infrastructure, especially related to internet signals in certain areas. This study recommends increasing training and socialization, infrastructure, making special regulations for the SEMESTA application and continuous evaluation to support the sustainability of the SEMESTA policy.

Abstract

Risk-Based Business Licensing isa response to the JobCreation Law aimed at improving the investment ecosystem, business activities, and the Ease of Doing Business (EoDB) in Indonesia. This study analyzes theimplementation of risk-based business licensing policies in Ogan Ilir Regency using Charles O. Jones' implementation theory, which includes three main aspects: organization, interpretation, and application. The research method usedis descriptive qualitative through interviews, observations, and documentation. The analysis results show that the implementation of risk-based business licensing policies in Ogan Ilir Regency has been running well, as reflected in the adjustment of the organizational structure and the formation of a licensing technical team, adequatehuman resources in the licensing service sector, adequate internet networks and facilities, and good coordination between DPMPTSP in Ogan Ilir Regency and the licensing technical team. However, several challenges were identified,including budget limitations whichhave implications for the lack of policy socialization and participation in face-to-face OSS RBA training, insufficientpublicunderstanding of theOSS RBA system itself,and supporting regulations for risk-based business licensing that are still in the drafting stageand havenot yetbeen ratified.Itis necessaryfor theRegional Government to strengthen the capacity and competence of human resources, encourage the availability of budget allocations for licensing services, encourage OPD participation to accelerate the preparation of supporting regulations for risk-based licensing, and expand access to assistance by utilizing digital services through simple video tutorials for business actors.It is recommended that future research conduct a comparative study between regions to analyze patterns and best practices in the implementation of risk-based business licensing policies in Indonesia, particularly in areas facing similar challenges. Additionally, future studies should adopt a quantitative approach to measure the policy's impact on business actors.

Abstract

This study aims to determine the influence of motivation and social capital of civil servants (ASN) on Collaboration in the implementation of the One Data policy in Ogan Komering Ilir Regency. The research employs a descriptive quantitative approach, emphasizing numerical data analysis using multiple linear regression methods. The study population consists of 78 civil servants involved in the implementation of the One Data Indonesia policy in Ogan Komering Ilir Regency, making the sample a saturated sample or census. Questionnaires were collected using instruments based on a Likert scale. The study concludes that both motivation and social capital of civil servants have a significant impact on Collaboration in implementing One Data Indonesia in Ogan Komering Ilir Regency. Social capital has a greater influence than motivation, indicating that strengthening trust, social networks, and cooperative relationships should be the primary focus to enhance the quality of collaboration among civil servants and ensure the success of public policies.

Abstract

The purpose of this research is to understand and analyse the impact of regional expansion in the context of local government with a study of Musi Rawas Regency and North Musi Rawas Regency.  The research method used is qualitative research. This research focuses on three parameters that become criteria and objectives in regional expansion, namely economic growth, regional financial performance, and community welfare which are tested using the impact evaluation method, namely comparative before - after from Finsterbusch & Motz (1980) in the dimension of ‘difference between actual and expected impact’ from Langbein (1980). Data collection techniques used interviews, observation, and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses data analysis developed by Robert K. Yin (2016), namely compile database, disassemble data, reassemble data, interpret data, & conclude. The results showed that regional expansion in the parent region and DOB had an actual impact that was positive as expected through the parameters of economic growth, regional financial performance, and community welfare, but there were also unexpected and negative impacts. The positive impacts received by the community and local governments have not been proportional to the burden on the state budget for the expansion process and the transfer of funds each year to local governments. The results of this study indicate the need for strategies from the Mura and Muratara governments to improve and oversee community empowerment and regional superior commodities, infrastructure, and PAD, as well as equal distribution of teachers and health workers.

Abstract

This research aims to analyse the symbolic meaning of agrarian rituals in Kemiren Village, Banyuwangi, and its relationship with cultural resilience. Using a phenomenological approach, this research explores the perspectives of local actors in cultural, historical and social contexts. Data were collected through observations, interviews and documentation studies to understand the agricultural ritual tradition and its role in cultural preservation. The results showed that agrarian rituals have philosophical meanings that strengthen community identity as well as human relationships with nature. This ritual is also an intergenerational tool in preserving ancestral culture. The results of this study confirm the need for collaboration between the government and local communities in supporting cultural preservation through the promotion of culture-based tourism by utilising information technology. However, this research is limited to one agricultural area in the cultural heritage of Kemiren Village, so further research is needed to study more widely in other agricultural areas to obtain unique data and facts from various actors preserving agrarian rituals. As well as to encourage the development of science, future research is needed on the possibility of food security ideas contained in the customs of the ancestors, in this case agrarian ritual processions.

Abstract

As a result of land conversion into infrastructure development areas, cultivated land in Namlea Village has decreased which hurts farmers' ability to earn a living. Changes in land function are the primary source of problems because they reduce farmers' production. This study aimed to determine how farmers' efforts to diversify sources of income and adapt to urban changes have affected their agricultural land. This study uses a qualitative approach, and the number of informants to be interviewed was 18 people, who were interviewed purposefully. The informants surveyed in Namlea Village, Buru Regency, were farmers, housewives, community leaders, traditional leaders, and religious leaders. The data for this study were collected through in-depth interviews and observation methods. This study concluded that the shift in farmers' livelihoods as an impact of land conversion is carried out so that farmers' productivity is decreasing, as well as farmers'. To overcome the effect of land conversion in Namlea Village, the efforts needed are to encourage diversification of farmers' income through side business training, develop sustainable agribusiness, and provide access to capital and technology for production efficiency and wise land use planning, community empowerment in decision making, and social protection programs for farmers are also important.

Abstract

This study explored the potential effects of Justin Trudeau's planned resignation on immigration reforms, U.S.-Canada trade relations, and geostrategic dynamics in North America under Donald Trump's presidency. Using a historical research approach, the study examined the political developments and policy changes during Trudeau's time in office, considering their future implications following his expected departure. The study utilized the Realist Theory of International Relations, focusing on the role of national interest and power in shaping relationships between states. The findings suggest that Trudeau’s resignation could lead to significant shifts in Canada’s immigration policies, potentially resulting in more restrictive measures aligned with conservative ideologies. In terms of trade, U.S.-Canada relations, already complicated by Trump’s protectionist stance and the USMCA renegotiation, may face greater instability, impacting the region’s economic stability. Furthermore, Trudeau’s departure could alter the geostrategic balance in North America, diminishing Canada’s diplomatic influence in trilateral negotiations with the U.S. and Mexico, as well as its position in global affairs. The study concluded that Trudeau's resignation would create a leadership gap that could challenge Canada’s policy continuity and international relationships. The study recommended among others that Canada should diversify its trade relationships to lessen dependence on the U.S., focusing on building stronger connections with emerging economies in Asia, the EU, and Africa.

Abstract

This study examined the impact of work ethics on organizational performance in the public service sectors of Delta and Rivers states. Using a cross-sectional research design, data were collected through a structured survey from a sample of 506 employees randomly selected from both states. The study was grounded in labour process theory and agency theory. Labour process theory highlights how organizations can limit employee autonomy by implementing control mechanisms to enhance work performance. Meanwhile, agency theory emphasizes the use of decision-making rights to ensure effective governance, management, and the establishment of incentives and sanctions within an organization. A systematic random sampling method was used to select survey respondents, and the data were analyzed using Pearson’s product-moment correlation and multiple regression analysis. The findings revealed that work ethics encompassing work attitude, workplace commitment, teamwork, and workplace discipline, had a significant and positive impact on organizational performance in the public services of Delta and Rivers states. Additionally, the study identified a linear positive relationship between work ethics practices and organizational performance. This indicates that work ethics not only hold sentimental value but are also critical for enhancing public service performance and sustaining service delivery in Nigeria. The study concluded that work ethics positively influence organizational performance in Delta and Rivers states' public service. The ethical principles outlined in the Nigerian public service code play a key role in guiding civil servants towards behaviors that improve organizational outcomes. As a recommendation, leaders in the public service of Delta and Rivers states, as well as across Nigeria, should prioritize staff training on workplace ethics. Such efforts would help improve employee attitudes, commitment, teamwork, and discipline, ultimately fostering better performance amidst evolving workplace dynamics. The study was limited to the public service sectors in Delta and Rivers states. It is recommended that future research expand to include other states across Nigeria to provide a more comprehensive understanding of the topic. Abstract

This study aims to identify how the Public Relations (PR) team of LLDIKTI Region III designs strategies to improve public services in the digitalization era by launching the SIL@T application. This research employs the theory of Parasuraman, Zeithaml, and Berry (1998), which consists of five indicators that serve as the foundation for developing service quality improvement strategies: Tangibles (physical form), Reliability, Responsiveness, Assurance, and Empathy. The study uses a qualitative descriptive method by conducting direct observations of the occurring phenomena. The findings indicate that LLDIKTI Region III has met the five indicators of service quality improvement, both in terms of infrastructure and direct services, as well as technology-based services through the launch of the SIL@T application. Moreover, the services provided, whether through face-to-face interactions or the SIL@T application, have received positive feedback from users.

Abstract

This study examines the political processes undertaken by local political actors in advocating for Kampung Budaya Jalawastu to be recognized as a Traditional Village in Brebes Regency. It is particularly interesting to explore how local political elites act as decision-makers in addressing administrative, cultural, and political issues while balancing their respective interests. Kampung Budaya Jalawastu is the only hamlet proposed as a Traditional Village in Brebes Regency. The research was conducted over two months (November - December) using a descriptive qualitative method, with data collected through observation, interviews, and document analysis. The data were analyzed descriptively and validated through source and technique triangulation. This study employs elite theory as its analytical framework. The results show that: (1) Local political actors serving as key decision-makers include the Traditional Leader, the Council of Elders, the Village Secretary of Ciseureuh, the Village Head of Ciseureuh, the Head of the Cultural Division at the Brebes Regency Culture and Tourism Office, and the Regent of Brebes. Each actor utilizes their power based on individual interests. (2) Collaboration among the Traditional Leader, the Ciseureuh Village Government, and the Brebes Regency Government has been productive. (3) Advocacy efforts initiated by the Traditional Leader serve as a strategy to maintain their reputation and strengthen ties with the Brebes Regency Government. (4) The advocacy process has significant economic and autonomy implications for the community. This study can inform policies on the development of Traditional Villages, particularly in managing customary forests and communal lands for indigenous communities. It also serves as a reference for formulating Traditional Village governance policies rooted in local wisdom values.
