Abstract

professional resources that can support all kinds of vision, mission or goals of the organization. To get members who have a high professionalism of course required a good recruitment and not just random, because how many members of an organization would be meaningless if not have adequate competence. Conversely, if an organization, although having few members but in each member has adequate competence, then the rate of development of the organization will run well then it is important that large organizations such as Muhammadiyah looking for the right pattern in recruitment cadres in order to support organizational performance. Furthermore, in this research will use descriptive qualitative research method by taking samples from three twigs in Ponorogo regency which represents the central city area, the central area and the periphery. The conclusion this research is recruitment pattern owned by the Muhammadiyah organization is Muhammadiyah educational institution, employee charity Muhamamdiyah, and the general public and there is no direct recruitment process.Orientation or encouragement of prospective members to participate in Muhammadiyah organization other than it is as a medium of learning and means of worship (non-profit oriented). This is very different from the existing recruitment theory where recruitment theory in general is on profit oriented organizations or companies.

Abstract

Perdebatan publik terkait besarnya alokasi anggaran hiba dan bantuan sosial padaAPBD Ponorogo 2013, diduga terkait dengan kepentingan elite dalam kontestasi politik tahun2014. Dengan teori ekonomi politik terutama siklus politik anggaran model Rogoff dan Sibert(1988) yang menegaskan bahwa pemilih lebih memilih politisi dan membentuk ekspektasirasional mengenai kemampuan incumbent terkait hasil kebijakan fiskal, penelitian iniberusaha mendiskripsikan bagaimana siklus politik anggaran di kabupaten Ponorogoterutama dalam kasus alokasi hiba dan bantuan sosial pada APBD tahun 2013, Datadihimpun dari dokumen, hasil observasi dan wawancara, serta diskusi terfokus denganinforman yang ditetapkan secara purposive, terutama dari unsur TAPD, Satker terkait, dananggota badan anggaran DPRD. Analisis data dengan teknik komparasi model interaktifmenyimpulkan bahwa alokasi anggaran hibah dan bantuan sosial pada ABPD Ponorogotahun 2013, terkait dengan kontestasi politik dalam pemilu tahun 2014. Pertimbangan alokasianggaran lebih pada faktor discretionary power eksekutif dan legislatif daerah. Pengelolaandana hiba dan bantuan sosial diliputi berbagai penyimpangan karena lemahnya mekanismepengelolaan anggaran. Modusnya berupa pemberian bantuan tanpa pengajuan, melebihialokasi, pemotongan bantuan, tidak adanya pertanggungjawaban, dan proposal atau bantuanfiktif. Ini terjadi karena adanya korupsi politik, yaitu ekspliotasi politik oleh eksekutif dan legislatif daerah dalam upaya memperoleh keuntungan politik tertentu. Akibatnya pengelolaan anggaran hiba dan bantuan sosial, jauh dari prinsip-prinsip transparansi danakuntabilitas yang dipersyaratkan oleh peraturan perundangan-udangan yang berlaku.

Abstract

This study aims to explain the model of village fund management based on the Village Information System (SID) in all villages in 15 sub-districts in the Wonosobo Regency, which amount to 236 villages. The study focused on the village fund management model by utilizing existing SID technology, namely the Desa Mitra Application. As well as to explain the extent to which this new model is developing and how it impacts the community. This study uses model qualitative methods, with the premier and secondary data sources, with data collection techniques using questionnaires, interviews, observation, and documentation. This study revealed that the SID-based village fund management model using the village partner application in Wonosobo District was very helpful and useful in managing village funds. Of the four stages of managing existing funds, the application of village partners plays a significant role in helping each process of managing existing funds. as in the stages of planning, corporate governance, implementation, and reporting and accountability. There are several important factors that influence the creation of the existing accountability model, namely the Government Institution in this case the Wonosobo District, the Village Government, and the existing HR. The results of this study show good results regarding the accountability of Village Funds in Wonosobo, vertical and horizontal accountability models are characteristic of the management of Village Funds in Wonosobo District by utilizing the developed SID.

Abstract

This article discusses the development paradigm that focuses on human  or people centered development. Many development paradigms have been applied in many developing countries, but the results have not been satisfactory. During this time the various paradigms emphasize economic growth, equity of development, and others, but the distortion of development appears everywhere. For example, development by emphasizes economic-growth was followed by massive environmental damage. In addition, poverty is still a portrait of people in developing countries, although the country is experiencing high economic growth. In realizing a prosperous society free of poverty, a new strategy or development paradigm that emphasizes its human factors are needed. In this case, this paradigm discusses the importance of the human element as the 'core' of development itself. If human beings are capable, have sufficient knowledge, adequate skills by themselves poverty will be reduced. Therefore, this paradigm more implies that is a 'capacity building ' of human beings so that it can become the subject of development and not just as an object of development themselves. Capacity building can be achieved through social development that emphasizes elements of education, knowledge, and skills so that they can try or do entrepreneurship and open their own job opportunities. Many cases, various development paradigms that emphasize economic growth are not able to absorb the available labor so that many are unemployed. With the ability of human or people, they have will be able to open their own business and do not depend on the provision of employment from the government. In the end they are able to alleviate self-poverty.

Abstract

Tujuan penelitian ini adalah untuk menguraikan secara rinci tentang survivalitas para pedagang warung kopi lesehan jalan baru di Kota Ponorogo. Penelitian ini mengambil lokasi di Jalan Singodimedjo atau sering disebut dengan jalan baru. Penggalian data dan informasi menggunakan teknik wawancara secara langsung yang dipandu dengan kuesioner dan metode penentukan responden menggunakan metode random sampling. Penelitian ini lebih bersifat eksploratif sehingga dalam melakukan analisis data menggunakan metode Analisis Deskriptif. Berdasarkan hasil penelitian dapat disimpulkan bahwa: a) Pedagang warung kopi lesehan jalan baru di Kota Ponorogo merupakan salah satu jenis usaha yang termasuk dalam golongan sektor informal pedagang kaki lima yang mempunyai ciri dan karakteristik tertentu dan juga digolongkan sebagai bentuk wirausaha; b) Pedagang warung kopi lesehan jalan baru saling membangun kepercayaan dan saling bantu diantara mereka, dan hal ini dapat menjadi pondasi untuk berjalannya modal sosial diantara mereka; c) Usaha warung kopi lesehan jalan baru telah ditekuni sampai bertahun-tahun dan menunjukkan bahwa usaha tersebut masih mampu bertahan dan telah mampu menghidupi keluarga mereka. Secara umum, hasil usaha digunakan untuk mencukupi kebutuhan hidup sehari-hari, memperbaiki rumah, dan untuk biaya pendidikan anak. Selain itu, juga mereka gunakan untuk membeli barang konsumtif lainnya, misalnya televisi, hand phone, baju atau pakaian, dan kendaraan sepeda motor; dan d) Fenomena semangat pedagang warung kopi lesehan jalan baru di Kota Ponorogo dalam berusaha dan sekaligus mengembangkan usahanya tersebut sesuai dengan teori The Need for Achievement yang dikembangkan oleh David Mc Clelland.

Abstract

After successfully proclaiming the proclamation of independence, the Indonesian people made an agreement to ratify the Pancasila as the basis of the Indonesian nation. The Pancasila values were explored directly from the noble values possessed by the Indonesian people before Indonesian independence. This paper through library research concludes that the Pancasila historically underwent its dynamics since the Old Order government until the Reform Era, especially in its ideological process among plural Indonesian society. The ideology of Pancasila has been confronted with other ideologies, such as communist ideology and Islamic ideology which seeks to create an Indonesian nation in accordance with each ideology. Although the teachings of Islam are not contrast to the Pancasila, but the political movement of some Indonesian Muslims to establish an Islamic state or Khilafah in Indonesia clearly contradicts the spirit of Pancasila because Indonesia is a nation achieved by agreement of all Indonesian people with their various religions. Therefore, the Indonesian Muslims (as well as other non-Muslims) must prove their main role in maintaining the continuity of Pancasila and the unity of Indonesia with its Bhinneka Tunggal Ika. Besides, the Government leaders of Indonesia together with all Indonesian society must practice the holy values of Pancasila, maintain the unitary of the Indonesian nation, and realize a prosperous Indonesia based on the Pancasila.

Abstract

This is the result of research that aims to explain the legal and political civilization civilized in Isla philosophical perspective. With literature study method and the philosophical approach of the data collected, verified and analyzed. The results showed that as the core of the Islamic civilization which can affect all aspects of human life and therefore civilization should become a legal political concept in accordance with Islamic values that have alignments to the virtues of the world of human life and the hereafter. Political law as a legal way to achieve legal establishment have made many disalahgunkan for maneuvering behind the legality of the law. The necessity to fix the legal politics only interest-oriented materialistic secular with Islamic philosophy, as with the values of Islam that comes from God as the highest authority over all can be transformed into a real life human being, so that the safety and happiness of the world and the hereafter can achieved.

Abstract

In much feminist literatures show that women often have been underneath men power. This study aims to analyze about women representation in film “Marlina si Pembunuh dalam Empat Babak”. The method is critical discourse to see hidden contexts in this film with a gender perspective. Some scenes show that woman had a choice to protect herself. The main character of this film, Marlina tried to give a poison and murdered the thieves who want to robber and rape her. Those Marlina’s acts were different if we comparing with women stereotype that existed. Women were described as a second person, gentle and depend on men. The feminist movement in this film show women’s emancipation in social life, struggle to protect her body and family problems in Sumba’s woman.

AbstrakPonorogo menurut banyak kalangan merupakan sub etnik kebudayaan Mataraman yang meliputi Madiun, Magetan, Ngawi, Pacitan dan Trenggalek. Namun berdasarkan analisa penulis Ponorogo merupakan sub etnik kebudayaan sendiri yang tidak termasuk dalam wilayah kebudayaan Mataraman. Melainkan sebuah Etnik tersendiri Kebudayaan Jawa Etnik Panaragan. Artikel ini menjelaskan tentang kebudayaan Jawa Etnik Panaragan sehingga memiliki ciri khas tersendiri sebagai sub etnik budaya sendiri di Jawa Timur.Kata Kunci: Kebudayaan, Jawa dan Etnik Panaragan
