Penelitian ini bertujuan untuk mengetahui dan menganalisis faktor-faktor yang mempengaruhi dan penghambat dalam pelaksanaan Impelementasi Peraturan Pemerintah Nomor 18 Tahun 2016 tentang Perangkat Daerah pada Penataan Kelembagaan Sekretariat Daerah Kabupaten Dairi. Metode penelitian ini menggunakan metode penelitian deskriptif dengan metode kualitatif. Teknik pengumpulan data melalui, wawancara dilakukan terhadap informan kunci yang dianggap benar-benar dapat memberikan informasi baik mengenai orang, peristiwa atau hal, dengan tidak mementingkan jumlah informan tetapi lebih mementingkan bagaimana relevansinya dan ketepatannya dengan penelitian yang dilakukan. Hasil penelitian memperlihatkan bahwa Implementasi Peraturan Pemerintah Nomor 18 Tahun 2016 tentang Perangkat Daerah Penataan Kelembagaan Sekretariat Daerah Kabupaten Dairi sudah berjalan namun belum optimal. Hal tersebut dapat dilihat dari beberapa aspek. Aspek pertama adalah komunikasi yang memperlihatkan bahwa komunikasi dan koordinasi internal di lingkungan Perangkat Daerah lainnya masih belum berjalan dengan baik. Kedua adalah Sumber Daya memperlihatkan masih belum terpenuhi sesuai dengan jumlah yang dibutuhkan baik secara jumlah maupun kompetensi. Aspek ketiga, adalah Sikap Birokrasi yang memperlihatkan adanya program kegaiatan sehingga perlu pembenahan dan penataan yang tidak. Aspek keempat adalah Standard Operational Prosedure (SOP) dalam melaksanakan impelementasi telah mengacu sesuai tahapan yang telah ditetapkan. Untuk SOP sesuai dengan struktur organisasi yang baru masih dalam proses penyusunan dan perumusan.

General Election is a means of popular sovereignty that is held directly, publicly, freely, secretly, honestly and fairly (overflowing and fair). Law Number 7 of 2017 concerning General Elections as a product of legal politics does not place candidates who will fight in the Election of President and Vice President in 2019 in a fair and equal position. Incumbents benefit more so that they create ambiguous interests. Thus, substantial justice as part of real democracy tends to be ignored for the sake of power. This paper uses a literature study approach. This interest bias can be avoided by placing regulations equally and fairly. There needs to be a revision of Law No.7 of 2017 so that the incumbent who will run again as a presidential candidate or vice president resigns from his position. This is to safeguard the principle of justice in the 2019 electoral process and to keep ambiguous interests from being used to gain power.

This study aims to determine the participation of rural communities in improving good governance, and the relationship village participation in promoting Good Governance. This research was conducted in the village of Aras Kabu Lubukpakam Beringin Subdistrict of Deli Serdang. Methods now used is quantitative analysis. The data collection tools used were observation, distributing questionnaires (questionnaire) and interview. The total population of 720 families, while the respondents to have taken 10% of the total population of the 72 households. The sampling technique used is that of the sample random sample randomly from different populations livelihoods as farmers, Self, and Civil Servants (PNS). Data analysis techniques used in this research is the analysis of the percentage and then the data is processed by using the correlation coefficient with the product moment formula. From the test results obtained by the hypothesis, that there is a positive relationship between community participation to improve Good Govenance at the village level Aras Kabu Lubukpakam Beringin Subdistrict of Deli Serdang. This is evidenced by the t is equal to 9.966. Values t is greater than t table that is equal to 9.966> 1.966 (with interpolation) at significance level of 5% on the degree of freedom (df) = n-2 (72-2) = 70 then Ho is rejected and Ha accepted.

Implementation of payment through blank checks is one of the modern modus operandi of crime today. Payments through blank checks can be classified and put into crime fraud. The legal arrangements for the criminal acts of payment through blank checks are stipulated in Article 378 of the Criminal Code. This means that the criminal act of payment through blank check is entered into the classification of fraud criminal acts as stipulated in Article 378 of the Criminal Code. The party involved in handling the crime of payment through blank check is the police. Because the function of the police is one of the functions of state government in the field of maintaining security and public order, law enforcement, protection, penganyoman, and service to the community. The legal liability for the perpetrator of a criminal act of payment through the blank check is punished for the act. If the act of intimidation is done intentionally, then done consciously by a sane person and known the act of fraud there is regulated in the legislation that is Article 378 of the Criminal Code, so in this capacity the perpetrators of fraud can be held accountable law.

So important is the role of the campaign to be able to attract and convince voters, where the more massive and intensified campaigns are carried out, the greater the campaign funds needed. With large funding, election participants have a greater opportunity to convince voters. When the campaign requires large funds, what will be a problem is the legitimacy of the sources of funds collected, for which there is a need for rules that can overcome the problem. For this reason, the General Election Commission (KPU) has made legal regulations to ensure that campaign funds used by election participants come from legitimate sources. Campaign funding arrangements start with the creation of special accounts for campaign funds, arrangement of funding sources and restrictions on the number of donations. Campaign funds must be submitted to the Election Commission as a form of accountability through campaign finance reports. This campaign fund report was then audited by the Public Accountant Office (KAP) which was formally appointed by the KPU to ensure that the reports submitted fulfilled the compliance aspects or not. The administrative sanctions are given for each violation related to the use and reporting of campaign funds. With a series of rules above, it is expected to be able to encourage transparency and accountability of election fund campaign campaign reports.

This study aims to determine (1) the development of land use, (2) growth in population and the development of rural infrastructure covering housing, transport, health, water supply, electricity, telecommunications in Desa Bandar Setia 2004-2009. This research is descriptive qualitative data collection techniques using observation and documentation. The population in this study are all Desa Bandar Setia region that includes the physical condition of the area, population, and infrastructure located at Desa Bandar Setia well as a sample. Data processing techniques performed through descriptive method qualitative comparative analysis of 2004-2009 Desa Bandar Setia systematically. The results showed that the development of land use for settlements grew 7 ha (1.94%), reduced wetland 6 ha (1.67%), dry land reduced by 2 ha (0.53%), highways incremented by 1 ha (0.28%); total population of 7,377 inhabitants experiencing growth or a growth rate of 11%; development of infrastructure for housing permanent and semi-permanent increase 849 units, housing non-permanent decreased 212 units, transport increased 772 units, health facilities especially clinic / dispensary increased 3 units, provision of safe water increased 827 units, customer electricity network increased 1,120 units (7.78%), and telecommunications increased 563 units.

Penanggulangan bencana merupakan salah satu bagian dari pembangunan nasional yaitu serangkaian kegiatan penanggulangan bencana sebelum pada saat maupun sesudah terjadinya bencana. Penelitian ini bertujuan untuk mengetahui bagaimana sebenarnya peranan Badan Penanggulangan Bencana Daerah (BPBD) dalam penanggulangan kasus bencana di Medan dan mencari kepastian dan kebenaran masalah tersebut di atas dan sekaligus mencari jalan untuk pemecahannya berdasarkan pengetahuan ilmiah, sehingga dapat diterapkan secara sederhana mungkin. Penelitian ini menggunakan metode deskripsi kualitatif sebagai metode analisis data yang mengambil lokasi penelitian di Medan Medan. Data dikumpulkan berdasarkan dengan wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Peristiwa bencana alam seperti kebakaran, Badan Penanggulangan Bencana Daerah Kota Medan (BPBD) telah menunjukkan tugas dan fungsinya dengan memberikan bantuan logistik. Kebakaran yang sering terjadi di Medan yang dipicu kepadatan rumah yang cukup tinggi, padatnya jumlah penduduk dan tertumpu pada satu lokasi juga penyebab kebakaran diakibatkan sarana-prasarana yang dimiliki oleh umumnya penduduk. Pemicu kebakaran yang terjadi adalah hubungan arus pendek atau korsleting listrik dan penyebab lain seperti kompor gas.

The village is the smallest area in the Indonesian government structure that currently has a significant role and function in every social activity, both in the political, social, economic and legal contexts. The purpose of this study is to explain how the role of the village head and village apparatus in the implementation of regional head elections. This research uses a qualitative method with case studies. Data were obtained through in-depth interviews with village heads, village officials, community leaders, and also through literature studies. This study draws the conclusion that the role of the village head is very important in the implementation of regional head elections, particularly in relation to increasing the number of participation and managing potential conflicts in the community in the contestation of the campaign by the campaign team even though the election was carried out by only one pair of candidates against the empty box. The campaign will still be carried out by the winning team of candidates, at the same time the process of socialization and the program to increase voter turnout will also continue to be carried out by village officials in collaboration with election commision.
