The purpose of this study is (1) To determine the effect of participation in the budgetary performance of Local Government Officers Batang Hari, the data collection method used survey method was used to obtain information from respondents by using interview techniques and disseminate a list of questions and using the measurement scale Likert. The population in this study is covering the whole head of SKPD, Number 52 stratified random sampling data with the allocation of two respondents each stratum, in this case on education as strata. Data analysis tool used is multiple regression method using computer assistance through the program SPSS 20.0 for windows.The results of the analysis show participation, positive and significant effect on the performance of local government officials. The essence of Article 18 of Constitution of 1945 has mandated that areas held autonomous representative body areas, because the government will also jointed area on the basis of deliberation. The significance of the representative body is the attribute of democratization in the regional administration.Basically Indonesian State which adopts a unitary state in the implementation of government was fixed by the applicable law in order to realize the national objectives as defined in the preamble of the Constitution of 1945, with reference to the then drafted the direction of the overall state administration to establish order society, nation and state and to realize progress in all fields. Implementation of state and government in a country not only in the central government alone. Central Government giving authority to local governments to organize their own government. In the State of Indonesia is the local government is the organization of government affairs by the Local Government and Regional Representatives Council (DPRD) in accordance with the principles of autonomy and assistance with the principles of local autonomy as possible.Keyword : government, Rule of Law.

Penelitian ini memiliki tujuan untukmengetahuikemampuanmahasiswasemester empatUniversitas Batanghari (UNBARI) Jambi dalam menulis teks ekspositori fokus pada organisasi, tatabahasa, dan mekanik dan untuk mengetahui kesulitan yang dihadapi mahasiswa dalam menulis teks ekspositori. Penelitian ini adalah penelitian deskriptif. Sumber data dalam penelitian ini yaitu mahasiswa semester empat Universitas Batanghari (UNBARI) Jambi. Sampel data ini diambil secara acak dan 25 % dari jumlah siswa semester IV.Di samping itu, peneliti menggunakan tes menulis dan interview sebagai instrumen dalam penelitian ini. Data yang diperoleh dianalisis dengan menggunakan kriteria penilaian yang diambil dari para ahli dan dinilai oleh peneliti sendiri. Berdasarkan analisis tes ditemukan bahwa mahasiswa Jurusan Bahasa Inggris semester empat Universitas Batanghari Jambi mempunyai kemampuan yang rendah dalam menulis teks ekspositori berhubungan dengan isi, organisasi, tata bahasa, dan mekanik. Berdasarkan rata-rata nilai dari tes, tidak ada yang memperoleh nilai sangat bagus. ada 3 orang mahasiswa (10%) yang memperoleh nilai bagus. Ada 13 orang mahasiswa (43,33 %) yang memperoleh nilai rendah. Ada 14 orang mahasiswa (46,66 %) yang memperoleh nilai sangat rendah. Selanjutnya, berdasarkan hasil wawancara, kebanyakan dari mahasiswa mengalami kesulitan dalam isi, organisasi, tata bahasa, dan mekanik. Tetapi kesulitan yang utama adalah dari segi mekanik.Kata kunci: Analisis, Kemampuan Menulis, Teks Ekspositori.

“Human rights could generally be defined as those rights which are inherent in our nature and without which we cannot live as human biengs”Understanding as mentioned above, it is a human rights as something that became a standard of achievement for all people and nations of the world Milestones of Human Rights begins with the initiation of the Magna Carta in England in 1252 and more significantly after the initiation of the Universal Declaration of Human Rights (UDHR 1948 )Therefore, as an independent country and dignity , the rights incorporated into the formulation of Pancasila and the 1945 Constitution , and after the inclusion of human rights into the 1945 material certainly a consequence that human rights is a constitutional right guaranteed by law in Indonesia . Human Rights initiated by the western world and has been incorporated into the 1945 Constitution there are certainly differences with the Islamic concept of human rights ; among others, Human Rights in Islam Tawheed and Aqeedah born of appreciation by Allah to perfect Insan over creation. Besides, it also looked at the man in Islam similarity in accordance with his nature .keyword : Human Rights in Indonesia seen in Islamic Perspective.

This research entitled “Influence of Training Upon Productivity of Government Teachers in SMPN 15 Kota Jambi”. Objectives of this research are to know the training activity, and productivity of the teachers. Survei was used as method of this research. The data was collected by using questioner which given to every government teachers. For analizing data, verificative method was used to proof that training influence upon productivity of the teachers. Influence of training upon the teachers productivity were analized by means of simple regression. The result of this research shows that according to the teachers training activity and productivity of the government teachers in SMPN 15 were good. Moreover, training have influence significantly upon the teacher productivity.Keywords : Training, productivity and teacher

This is an experimental study, where the experimental class was taught by Problem Based Learning (PBL) method – assisted by Vee diagrams using virtual media lab and control class was taught by direct instruction methods without the use of virtual media. This study aims to find out the responses of students toward the methods and media used and the effect of the use of the PBL method assisted by Vee diagram in thermo chemical material using virtual media lab to the students’ skill on science process.The populations in this study were students of Chemical Education who took Thermo chemical subject in the second semester of academic year 2012/2013. Sampling technique in this study was non-random sampling technique based on purpose. Data collection techniques for measuring the science process skill used analytical test methods and observations (observation), while the response of students toward the methods and media used can be determined from the questionnaire.This study found out that there are differences in improvement of science process skills of students who were taught by PBL method with students who are taught by the direct method. The results data analysis is also parallel to the student responses related to methods and media used. Where 92 % of students were interested in learning patterns and 94 % of students responded if the learning pattern is very beneficial for them so, indirectly it can measure the extent to which attitudes of students in the learning process skills .Keyword : Problem Based Learning, Diagram Vee,Virtual Lab, Termokimia.

In preparation to meet the external evaluation conducted by BAN-PT, it is necessary to evaluate the internal quality (EMI) at the University of Batang (Unbari). Evaluation of internal quality (EMI) is a systemic activity of higher education quality assurance in higher education by universities (internally driven), to oversee the implementation of higher education by the universities themselves on an ongoing basis (continuous improvement). Evaluation of internal quality (EMI) aims to help universities and government development programs towards meeting set SNPT, and avoid the gap between the results of the internal evaluation with external evaluation. With EMI conducted is expected to provide benefit in facilitating the mapping quality higher education, facilitate resource sharing and partnership between PT and with other institutions (government, industry, and society), as well as facilitate feedback mechanism that is coaching and development by the government and as an ingredient reference for stakeholders involved in mapping quality higher education. EMI planning process begins with the first step to form the EMI team to conduct outreach programs in the Faculty of Teacher Training and Education (LPTK) and other Faculty (Non-LPTK) in Unbari environment. Then the next process and how to fill the training conducted EMI involving all faculties in Unbari and proceed with filling EMI. The evaluation was conducted after all the programs from starting up with the socialization process of filling EMI. Internal Quality Evaluation Results (EMI) in both the EMI and EMI LPTK Non-LPTK of 10 standards that have been set from the overall average of 48,20 this suggests that the overall aspect of the necessary minor repairs and improvements to all aspects of continuous, mainly on standard research, community service standards, and standards for the cooperation of the three standards below the average figure of 40. From the results of the recommended first EMI, EMI results LPTKs and Non-LPTK need to be followed by monitoring and evaluation (M & E) is constantly. Second, EMI must be implemented consistently in the Unbari. Third, The Foundation and all the elements of leadership needs to give particular support infrastructure and financing, and the fourth needs to be increased empowerment of human resources, especially lecturers in order to better understand and participate in the implementation of quality assurance both internal and external.Keywords: Quality Assurance System, Internal Quality Evaluation, University of Batanghari

PENGARUH TERAPI MUSIK TERHADAP PERKEMBANGAN KOMUNIKASI ANAK AUTIS DI KIDDY AUTISM CENTRE KOTA JAMBI TAHUN 2011 Susi Widiawati

Based on data center Kiddy autism therapy Autism Centre in 2008-2010, it is known that the number of children who have autistic children has increased from 43 in 2008 to 51 children in 2009, in 2010 as many as 56 children and from January to July 2011, 47 children . While the results of observations conducted on 12 children with autism aged 3-5 years, it is known that the second child has a communication disorder the child has a mild and 10 moderate communication disorders.The object of the research is the autistic child is in school autism Autism Center Kiddy many as 10 children aged 3-5 years.The study design used is a pre-experimental design with pre-test and post-test one group design. The statistical test used is dependent T test. Sampling in this study by means of purposive samplingFrom the results, the communication development of children with autism before music therapy with a mean of 3.00, median 3.00 standard deviation of 0.00 and minimum and maximum values from 3.00 to 3.00, while the development of children's communication after the music therapy mean 2.70, median 3.00, standard deviation of 0.48 and minimum and maximum values from 2.00 to 3.00. Known of the effect of music therapy on the development of communication in children with autism Autism Center Kiddy City of Edinburgh, with a p-value = 0.001 (p <0.005)Kiddy Autism Center should maximize the application of music therapy on children with autism to overcome communication developmental disorders experienced by children. Then do approach the parents of children with autism in order to implement music therapy at home.Keywords: music therapy, the development of communication.
