Abstract

A large number of regions compete for regional innovation. However, in fact, many of them are trapped in a collection of innovations without thinking about the sustainability of the regional innovations it self. This study aims to provide an overview of how the City of Bandung can continue to find new innovations without ignoring the innovations that have existed before. The study was conducted with a qualitative approach, where data were obtained through interviews and literature searches. The results of the study show that the sustainability of innovation in an area can be done not only by creating a new innovation that has never been implemented in the area, but can be done by updating or developing innovations that have been applied before. The results of this study can be a consideration for other regions when designing innovations.  Therefore, innovations are not only made for assessment but also for sustainability and beneficial to society.

Abstract

Innovation has been popular in industry and services owned by the private sector. Currently, many innovations have also been carried out by the public sector. However, there are still few studies that discuss public sector innovations that have been carried out by provincial, district and city governments. Therefore, this article attempts to answer the question what is the typology innovation? what is the category of innovation carried out by local governments in Indonesia? how is the distribution of local governments that have made innovations? This study uses qualitative methods by conducting secondary data analysis. The data analysis technique used has four stages, namely data collection, data reduction, data presentation and the last step is drawing conclusions. The results of innovation data analysis conducted by the public sector including local governments from 2014 to 2022 show that the number of innovations carried out continues to grow rapidly. The typology of innovation analyzed in this study shows that the four major types of innovation carried out by local governments are process technology, social innovation, new services and administration. The categories of innovation that are mostly carried out are in the fields of health, administration, governance, education, community empowerment, economic growth and employment opportunities. The distribution of innovations implemented by the provincial government is visible in the form of a map dominated by the provinces on the island of Java except for Banten. To implement the innovation in all regions, it starts with a common understanding of the importance of innovation. Moreover, the political will of regional leaders to improve public services is very important.

Abstract

Decentralization, which was voiced louder after the reform, in fact, still leaves residue. Among them are the uniformity of decentralization and the desire for federalism which has always existed but is challenging to execute. On this basis, the right solution is through asymmetric decentralization, which currently applies to special autonomous regions and does not solve the above problems. For this reason, this research seeks to examine the proper concept of asymmetric decentralization and present a solution in the form of regional sectoral law innovations. This research is a normative juridical law research with a conceptual approach. The data were obtained from secondary data with various legal materials related to the theme. Furthermore, the authors analyzed these data qualitatively to produce objective conclusions. In conclusion, asymmetric decentralization can also be applied to non-special autonomous regions with specific geographical, economic, administrative, and cultural aspects as basic reasons. The entrance does not need to be amended because it is enough to reconstruct regional sectoral laws and innovate to add specific government affairs.

Abstract

The massive and rapid spread of the COVID-19 virus has become a terrible terror for the world community. Various literatures prove the importance of leaders at the lowest level of government (: village heads) as the front guard to break the chain of COVID-19 spread. In Maluku Province, Bapa Raja is not only a traditional leader and community leader who is highly respected by the village community because he was successfully elected through the Village Head Election (Pilkades) mechanism, but also, Bapa Raja must have a royal or sultanate lineage. This study analyzes the collaborative innovation approach to Bapa Raja leadership during the COVID-19 crisis in Maluku Province, known as Bumi Raja-Raja. The research method used a qualitative approach with data collection techniques of observation, literature study, FGDs, and in-depth interviews in 2020-2023. The results showed that Bapa Raja has succeeded in becoming the prominent driving figure in the village in presenting relevant and practical innovations in handling COVID-19 in Maluku Province through integrating, finding, defending, and triggering innovations. Collaborative solid innovation between the government and various stakeholders and active community participation based on local wisdom is the key to success in facing the challenges of the COVID-19 pandemic. This study recommends that the Central Government cq, the Ministry of Home Affairs, make Bapa Raja a role model for other regions due to the success of public services through a collaborative innovation approach in handling the COVID-19 disaster.

Abstract

This article is the result of research that offers a new perspective in looking at the development of innovation and digital transformation in public services in regional government through a Triple Disruption perspective. One of them is the Smart Kampung in Banyuwangi, where services to the community can run effectively and efficiently not only focused on the district center, but also evenly to the marginalized layers of society through a technological approach. So far, disruption has only been seen from a technological perspective, but in a world that is so dynamic, disruption develops in conditions affected by the presence of the past Covid 19 pandemic and the increasingly urgent need for a green economy. This research aims to….Research with this qualitative approach. This researchwill look at the role of government and community actors in encouraging digitalization efforts in the public sector, especially in villages and the effectiveness of Smart Kampung policy innovations in Banyuwangi in efforts to accelerate digitalization in villages in the Triple Disruption era.

Abstract

Sumedang Regency is one of the Regional Governments that has a high commitment in innovating digital services. However, digital service innovations carried out by the Sumedang Regency Government have never been reviewed from an open government perspective. This research aims to explain superior digital innovations and how far these innovations have encouraged the realization of open government. This research uses a case study approach through interviews and documentation studies. Then the data is analyzed by simplifying the data, compiling the data, and drawing conclusions. The research results show Sumedang Regency is not only capable of innovating digital. Through superior digital services, Sumedang Regency has been able to realize transparency in information and regional performance, participation in public services, and collaboration in handling stunting. These findings can be a reference for other regional governments who want to realize open government through digital innovation.
