Abstract

Village tourism is an important element in the development of a sustainable tourism industry in Indonesia. The success of tourism village development is strongly influenced by the presence of unique attractions based on local culture, natural beauty, and social values upheld by the local community. This research will investigate the role of unique attractions, such as the Betemoe Package in Bilebante Tourism Village, in encouraging local economic growth, cultural preservation, and strengthening community social cohesion. Furthermore, some attractions, like the Betemoe Package in Bilebante Tourism Village, aim to educate tourists and offer authentic cultural and religious interactions. In addition, there has been no comprehensive research on how the integration of multi-stakeholder support, local community participation, and local wisdom-based marketing approaches can strengthen the competitiveness of tourism villages. This research uses a qualitative approach with a case study approach with observation techniques, in-depth interviews, and documentation. The main focus of the research is on the active involvement of local communities, strengthening the role of traditional culture, and local wisdom-based marketing strategies in creating authentic and meaningful tourism experiences. The results indicate that the Betemoe Package not only offers entertainment through traditional dance arts and the reading of lontar manuscripts but also educates tourists about the values of tolerance and interfaith harmony, especially between Muslims and Hindus who coexist harmoniously. These attractions have proven to be able to strengthen the cultural identity of the community while increasing collective awareness of the importance of preserving ancestral heritage. In addition, the synergy between the village government, tourism awareness groups (Pokdarwis), MSME players, and the private sector is a key factor in strengthening infrastructure, expanding promotion, and increasing the competitiveness of tourist villages. In conclusion, the development of tourist attractions based on local culture and active community participation can create a tourism ecosystem that is inclusive, sustainable, and has a real impact on the social and economic welfare of village communities.

Abstract

As of May 2025, Ministry of Home Affairs data indicates that more than 29 local governments have yet to fully operationalize the revenue module within the National Integrated Local Government Information System (SIPD RI). Furthermore, 74% of regions continue to utilize multiple fragmented financial information systems, despite the mandatory adoption of SIPD RI mandated since early 2024. This high dependency on central government transfer funds not only reflects a lack of local fiscal potential exploration but also points to structural issues in regional revenue governance (Bappenas, 2023). An analysis of Local Own-Source Revenue (PAD) trends from 2021–2025 shows stagnant contributions in many regions, with averages remaining below 20% of the total Regional Budget (APBD). While the Ministry of Home Affairs’ SIPD Grand Design for 2022–2025 targets full integration between revenue, expenditure, and accounting modules, technical and regulatory hurdles at the local level persist. Despite the existence of Ministry of Home Affairs Regulations (Permendagri) No. 70 of 2019 and No. 77 of 2020 as foundations for digital financial management, the lack of technical regulations governing a national digital fiscal system architecture has resulted in fragmented, siloed local applications. This creates risks of data redundancy, inefficient recording processes, and weak oversight of PAD achievements.

Abstract

The implementation of regional innovation serves as a strategic instrument to promote local governance reform and enhance the quality of public service delivery. In Indonesia, the Regional Innovation Assessment (Penilaian Inovasi Daerah/PID) was developed as an evaluation and supervisory mechanism for public sector innovation under the Ministry of Home Affairs. However, institutional restructuring following the establishment of the National Research and Innovation Agency (BRIN) and the transformation of the Research and Development Agency (BPP) into the Agency for Domestic Policy Strategy (BSKDN) has generated institutional uncertainty and regulatory disharmony in the implementation of PID. This study aims to analyze institutional dynamics and their implications for the implementation of the Regional Innovation Assessment from a public sector innovation perspective. The research employs a qualitative approach based on a document-based policy study, utilizing regulatory and institutional analysis. Data were collected from statutory regulations, official government planning documents, regional innovation statistics from 2018–2023, and relevant academic literature on public innovation and institutional reform. The findings indicate that PID continues to operate as an administrative practice despite lacking explicit institutional legitimacy following organizational restructuring. The misalignment between innovation regulations, BSKDN’s mandate, and BRIN’s functions has led to fragmented governance of public innovation and may weaken the effectiveness of regional innovation development. The study underscores the need for regulatory harmonization and a collaborative governance model that clarifies institutional roles in policy formulation, research coordination, and innovation implementation to strengthen an adaptive and public value-oriented regional innovation ecosystem.

Abstract

The Management of the Licensing Service Information System (SIPPERI) at the Palembang City Investment and One-Stop Integrated Services Office (DPMPTSP) has contributed to the digitization of licensing services, especially in the issuance of medical practice licenses. This study used the CIPP (Context, Input, Process, Product) evaluation model to assess the effectiveness of the system’s implementation. Data were collected through interviews with seven informants selected using purposive sampling. From the context aspect, the development of SIPPERI has answered the demands of bureaucratic reform, but the lack of understanding of information technology among medical personnel is an obstacle. From the input aspect, the digital infrastructure is quite adequate, but technical support and user training are still limited. From the process aspect, digital procedures have not been fully accompanied by optimal socialization and mentoring, thus hindering the effective use of the system. From the product aspect, SIPPERI makes administration easier, but it does not meet service time standards due to input errors and lack of technical guidance. These findings show that although SIPPERI has great potential in improving the efficiency of doctor’s practice license services, continuous improvement efforts are still needed through strengthening user capacity, increasing digital literacy, and improving the overall system to realize faster, more effective, and quality public services.

Abstract

This study examines the urgency of integrating economic intelligence into regional governance as a single entity within the domestic governance system. The main problem is the suboptimal function of economic intelligence within the Directorate General of Politics and Public Administration of the Ministry of Home Affairs of the Republic Indonesia’s structure and its operationalization by the Regional Government’s Kesbangpol Agency, which has implications for the performance of economic, social, and cultural resilience. This study aims to develop an adaptive economic intelligence integration model, analyze the impacts of this suboptimal function, and formulate strategies for strengthening institutional capacity. Using a qualitative-exploratory approach, data were collected through documentation studies, in-depth interviews with policy actors, and field observations, then analyzed using thematic analysis techniques. This study found obstacles to the transformation of economic intelligence, requiring systemic integration. The gap in human resource capacity also influences the process of technology adaptation and digitalization, and the need for regulations, including their synchronization and harmonization. In the context of strengthening institutional capacity, it is necessary to develop human resources with analytical competence, modernize digital infrastructure, and strengthen cross-institutional networks. Effective implementation of economic intelligence contributes significantly to evidence-based decision-making, regional economic resilience, and the institutional credibility of the Government and Regional Governments. The novelty of this study lies in the adaptive integration model of the Indonesian context, where multi-level government coordination mechanisms are more precise when accompanied by the implementation of competitive strategies in strengthening integrated institutional capacity from the Central-Regional Government. The study concludes that the successful implementation of economic intelligence is highly dependent on vertical-horizontal integration within the government structure. Therefore, it is recommended to formalize the Central-Regional economic intelligence function through the Kesbangpol Agency, develop an integrated information system, develop a sustainable human resource development program, institutionalize the Central-Regional Economic Intelligence Coordination Forum, and implement a performance-based monitoring system.
