Abstract

Decentralization, which was voiced louder after the reform, in fact, still leaves residue. Among them are the uniformity of decentralization and the desire for federalism which has always existed but is challenging to execute. On this basis, the right solution is through asymmetric decentralization, which currently applies to special autonomous regions and does not solve the above problems. For this reason, this research seeks to examine the proper concept of asymmetric decentralization and present a solution in the form of regional sectoral law innovations. This research is a normative juridical law research with a conceptual approach. The data were obtained from secondary data with various legal materials related to the theme. Furthermore, the authors analyzed these data qualitatively to produce objective conclusions. In conclusion, asymmetric decentralization can also be applied to non-special autonomous regions with specific geographical, economic, administrative, and cultural aspects as basic reasons. The entrance does not need to be amended because it is enough to reconstruct regional sectoral laws and innovate to add specific government affairs.

Abstract

The massive and rapid spread of the COVID-19 virus has become a terrible terror for the world community. Various literatures prove the importance of leaders at the lowest level of government (: village heads) as the front guard to break the chain of COVID-19 spread. In Maluku Province, Bapa Raja is not only a traditional leader and community leader who is highly respected by the village community because he was successfully elected through the Village Head Election (Pilkades) mechanism, but also, Bapa Raja must have a royal or sultanate lineage. This study analyzes the collaborative innovation approach to Bapa Raja leadership during the COVID-19 crisis in Maluku Province, known as Bumi Raja-Raja. The research method used a qualitative approach with data collection techniques of observation, literature study, FGDs, and in-depth interviews in 2020-2023. The results showed that Bapa Raja has succeeded in becoming the prominent driving figure in the village in presenting relevant and practical innovations in handling COVID-19 in Maluku Province through integrating, finding, defending, and triggering innovations. Collaborative solid innovation between the government and various stakeholders and active community participation based on local wisdom is the key to success in facing the challenges of the COVID-19 pandemic. This study recommends that the Central Government cq, the Ministry of Home Affairs, make Bapa Raja a role model for other regions due to the success of public services through a collaborative innovation approach in handling the COVID-19 disaster.

Abstract

This article is the result of research that offers a new perspective in looking at the development of innovation and digital transformation in public services in regional government through a Triple Disruption perspective. One of them is the Smart Kampung in Banyuwangi, where services to the community can run effectively and efficiently not only focused on the district center, but also evenly to the marginalized layers of society through a technological approach. So far, disruption has only been seen from a technological perspective, but in a world that is so dynamic, disruption develops in conditions affected by the presence of the past Covid 19 pandemic and the increasingly urgent need for a green economy. This researchwill look at the role of government and community actors in encouraging digitalization efforts in the public sector, especially in villages and the effectiveness of Smart Kampung policy innovations in Banyuwangi in efforts to accelerate digitalization in villages in the Triple Disruption era.

Abstract

Sumedang Regency is one of the Regional Governments that has a high commitment in innovating digital services. However, digital service innovations carried out by the Sumedang Regency Government have never been reviewed from an open government perspective. This research aims to explain superior digital innovations and how far these innovations have encouraged the realization of open government. This research uses a case study approach through interviews and documentation studies. Then the data is analyzed by simplifying the data, compiling the data, and drawing conclusions. The research results show Sumedang Regency is not only capable of innovating digital. Through superior digital services, Sumedang Regency has been able to realize transparency in information and regional performance, participation in public services, and collaboration in handling stunting. These findings can be a reference for other regional governments who want to realize open government through digital innovation.

Abstract

Dengue fever (DHF) is a health problem in Indonesia and is characterized by the highest case of death in children. Therefore, strengthening student flick monitors (Sismantik) with the innovation OPAT SIHAT (Optimize Integrated Flick Monitoring with Sismantik Hebat) which combines four forms of innovation (4K) namely Comic Kotak Petik (Flick Monitoring Detective Group), DHF awareness calendar, flick monitoring card, and local wisdom as a medium for health education is the answer in increasing the effectiveness of integrated DHF vector control. This study aims to develop effective innovations in integrated dengue vector control in elementary school students; by reviewing knowledge and attitudes towards integrated dengue vector control before and after the OPAT SIHAT innovation intervention. The subjects were fifth and sixth grade students at SDN Cibedug 01 (rural) and SDN Kaum Pandak 02 (urban). The sample size was 179 respondents divided into 2 treatment groups and a control group for each location. The type of research used is a true experiment with a 2 x 1 factorial design and using a pre-test post-test control group design. OPAT SIHAT innovation (X1) as an independent variable with two interventions (Indonesian and Sundanese versions), while the dependent variables are knowledge (Y1) and attitude (Y2). The results showed that there were significant differences before and after the intervention of the Indonesian version of the OPAT SIHAT innovation on both variables in both locations (p-value <0.05), while the Sundanese version of the OPAT SIHAT innovation showed significant differences on both variables only in rural areas (p-value <0.05). Thus, the implementation of the Indonesian version of the OPAT SIHAT innovation needs to be expanded to schools in both rural and urban areas through the involvement of Sismantik.

Abstract

This research aims to explain Independent Village Innovation through the integration of agile governance and sustainable development in village governance. The main focus of the research is on the efforts of the governments of Lobuk Village, Sumenep Regency, East Java and Srimulyo Village, Bantul Regency, Yogyakarta in development innovation through the principles of agile governance. The agile governance approach emphasizes the responsiveness and flexibility of governments that move quickly and agilely in administering government, services and development. Qualitative research method with a case study approach. Data were collected through in-depth interviews, policy document analysis, and participatory observation. The number of informants was 10 people, including village heads, village officials, businesspeople, village youth, community leaders, and experts in policy and development. The results of the study explain the success of village development innovation through the integration of agile, adaptive, and sustainable governance. The agile governance approach encourages a flexible and responsive government in meeting public needs and implementing development. The achievements that have been made are service digitization, high community participation, economic growth, education improvement, infrastructure fulfillment, and accessibility of public mobilization. This research has implications as a guide for village governments in optimizing development strategies to achieve sustainable goals at the local level.

Abstract

Digital transformation has transformed the governance approach into digital governance, essential in improving performance and service quality in various sectors, including the toll road industry. This article explores the implementation of digital governance in toll road traffic services in Indonesia. The research method uses a qualitative approach with data collection techniques through observation, literature studies, focus group discussions, and in-depth interviews with a study time of six (6) months from September 2023 to February 2024. The study results show that toll road users face various problems in toll road traffic services in Indonesia, such as severe traffic congestion, over-capacity rest areas, dirty toilets, lack of gas station facilities, and lack of information about congestion points and alternative routes. As an Indonesian state-owned enterprise engaged in toll road operations, PT. Jasa Marga Tbk. launched the Travoy application to provide practical solutions for toll road users to get the necessary information services, facilitate the search for rest areas, and reduce congestion by managing traffic distribution. The study results confirm the importance of continued investment in digital technology and effective data processing to ensure the satisfaction and convenience of future toll road users.

Abstract

The shift towards digitalization has become a crucial factor in advancing various sectors of life in this modern era. One sector significantly affected is local governance, with the Tuka Tuku Purbalingga Program serving as a tangible example of digital innovation implementation to enhance public services and bolster the local economy. Faced with the low interest of Micro, Small, and Medium Enterprises (MSMEs) in this program, this research aims to identify strategies needed to introduce Tuka Tuku as a digital platform for selling products to MSMEs in Purbalingga. Through an exploratory qualitative approach, where qualitative research is employed to investigate phenomena in the field, purposive sampling method is used to select informants for this study. The analysis employed is Interactive Analysis involving data collection, reduction, presentation, and conclusion drawing. The research findings indicate that out of the three digital transformation strategies identified according to Westerman’s theory-customer experience, operational processes, and business model - not all have been fully implemented in the Tuka Tuku Purbalingga Program. Overall, this research concludes that the digital transformation process among MSMEs in Purbalingga is still in its early stages. Despite some positive steps taken, there are still several challenges to be addressed. Digital transformation is not merely about technology utilization but also involves changes in mindset, business models, and the enhancement of required skills.

Abstract

The Bantar village innovation program has been implemented since 2015. By 2021, the number of Bantar villages will have reached 710 in the city of Jambi. The aim of the program is to improve welfare through independent development amidst the minimal APBD. The government motivates the community by holding competitions to realize independent development while facing economic and social problems. This program will bring many benefits; however, in reality, only a few Bantar villages are sustainable out of the 710 Bantar villages spread across the city of Jambi. This anomalous phenomenon does not occur in RT 19, Paal Merah Village, District, Paal Merah, Jambi City. The Bantar village program in RT19 remains sustainable. Therefore, this article will focus on discussing the poverty factors of the Bantar village innovation program RT 19 Kampung Bersinar through the asset-based community development (ABCD) approach. Qualitative research design with a case study approach and data collection techniques in the form of observation, interviews, and documentation. As a result, internal factors, namely the role of the facilitator, become the main force in mobilizing society and, finding community assets or potential through the Discovery, Define, Dream, Design, and Destiny stages in line with the formation of human, social, cultural, political, ABCD approach, external factors should not be ignored to explain the phenomenon. l and financial capital. So, both internal and external factors are very important in realizing a sustainable Bantar village innovation program.

Abstract

Endemic and the incessant development of technology and information have had a new impact on governance. This paper provides evidence of how the village government is able to adjust to this. The adaptation process, although it takes a long time, can be successfully carried out. Various advantages such as effective leadership, competent village officials to technologically literate people are supporting factors for the implementation of smart villages in this village. Our research method is a qualitative method with data collection techniques, namely primary data with interviews and secondary data. Primary data collection was carried out by means of interviews while secondary data collection was carried out by collecting data available online, either through websites or social media. There are several reasons why smart villages can be developed in Mojowarno Village, including: the leadership of the village head who is very persistent, then the creativity of village officials and the third, namely the majority of people who are already literate in technology. On the basis of this argument, public service innovations in Mojowarno Village can continue.
