<![CDATA[The purpose of this study is to look at the relationship of school leadership and teacher involvement in decisionmaking with the attitude of the teacher. This study used survey method through correlational studies. This study was designed to obtain clear information about the symptoms at the time of the study. The survey is generally done to find clear information empirically and will be used to solve a problem. Partial correlation test results provide information that school leadership a greater contribution to the attitudes of teachers carry out tasks when compared with the attitude of the teacher duty. This difference is shown by the coefficient of determination r2 y1.2> r2 y2.1 or 0.2005> 0.1683. Besides this difference is also supported by the results of testing a simple correlation between the variable and variable Y X1 X2 variable Y. This result indicated by the coefficient of determination and r2 y2 r2 y1 = 0.3940 = 0.3663. The existence of a positive relationship between school leadership with teachers' attitudes duties gives the sense that the higher the score the principal's leadership, the higher the attitudes of teachers perform their duties, and conversely the lower the score the ability of school leadership also lower the attitudes of teachers duties]]>

<![CDATA[The aim of this research was to look at the implementation of government policies in the conservation of mangrove in Pohuwato regency. This research method using a case study explanative approach. Through the process of collecting data through observation, interviews and documentation, the data processed by reducing the data and then presented to provide an overview of policy implementation by local governments. Based on the results of the research, the percentage of the evaluation context (policy) found 95% categorized as very good, the evaluation of inputs (resources) found 96.4% categorized as very good, the evaluation process (implementation) found 90% categorized as very good, product evaluation (impact) found 75% categorized quite good. Then, from each of these results concluded that 93.3% considered excellent training program. In the implementation of the policy there are several factors that influence in the preservation of mangrove forest that is communication, bureaucratic structure, availability of resources that has to do with the funds, facilities and infrastructure advice and disposition factors as the attitude of the executive to implement the policy.]]>

<![CDATA[Penelitian ini bertujuan untuk mengetahui peran perempuan pegawai negeri sipil dalam pemerintah daerah di Kabupaten Bolaang Mongondow Utara. Metodologi yang digunakan dalam penelitian ini ialah pendekatan kualitatif, yaitu menggambarkan kondisi empirik pemberdayaan peran perempuan pns di kabupaten bolaang mongondow utara. data dikumpulkan melalui wawancara, observasi, focus group discussion. data primer diperoleh dari 25 informan pejabat perempuan yang berperan dalam pengambilan keputusan, dan data sekunder berupa dokumen tertulis dari instansi pemerintahan daerah kabupaten bolaang mongondow utara dan studi kepustakaan. teknik analisis yang digunakan lebih menekankan pada analisis kualitatif. Hasil penelitian menunjukkan bahwa peran atau keterwakilan perempuan pns kabupaten bolaang mongondow utara sudah berjalan baik, buktinya penempatan disemua sektor dan optimalisasi dalam jabatan-jabatan strategis baik eselon II III IV dijajaran struktural pemerintah daerah peran perempuan sudah terwakilkan. Dari hasil penelitian ini dapat disimpulkan bahwa peran perempuan PNS Kabupaten Bolaang Mongondow Utara sudah berjalan baik, dibuktikan jabatan strategis Eselon II.III.IV dijajaran pemerintah daerah 25% peran perempuan sudah terwakilkan. Namun keseteraan gender masih perlu ditinjau kembali, melihat perbedaan jumlah pns perempuan dan laki-laki di lembaga pemerintah daerah kabupaten bolaang mongondow utara masih di bawah harapan. Faktor yang menjadi kendala perempuan PNS dalam pengambilan kebijakan dan perumusan kebijakan publik ialah faktor internal yang melekat pada pribadi pegawai, kualitas SDM. Disarankan kepada pemerintah daerah perlu untuk memberikan kesempatan yang seluas-luasnya bagi peningkatan dan pengembangan kompetensi sdm perempuan pns. Memberikan ruang/peluang bagi kaum perempuan minimal 30% dalam berkreasi dan berinovasi, agar peran perempuan pns dalam administrasi publik di kabupaten bolaang mongondow utara memiliki nilai jual yang tinggi.]]>

<![CDATA[This research aimed to find out the learning model entrepreneurship rural course based on local potential program for independent residents of learn, using research and development method. Collection the data was conducted with interview, observation, documentation and the data analyzed with descriptive quantitative. The research found this data the PKBM administrators, the course administrators, the tutors, and the residents of learn were positively appreciated the experimented model. The andragogy approach, participative method, and individual guidance were successful in creating conducive learning atmosphere, giving opportunities for the residents of learn to actively participate and grow up the entrepreneurship motivation with exploiting the local potentials among the residents of learn. Based on the statistical test, this learning model influenced significantly towards the residents of learning results.]]>

<![CDATA[This research is conducted in Modelidu Office end aimed at investigating the procedure of public service in that office.the result shows that (1) the procedure in composing certicate of birth including proposing the certificate end providing the formulir.then,the proposing process by the society is good enough end not complecated,the monitoring process is running very well,the registration book is filled very good.(2) the factors that influence are from that people in society who are not parcitipated actively and their awareness is not good enough in composing certificate of birth.The Factors that support the system are the clear policy.the service is done by procedures in that office. Penelitian ini dilakukan di kantor desa Modelidu. Tujuan dari penelitian ini adalah untuk mengetahui prosedur pelayanan publik di Kantor desa Modelidu Kecamatan Telaga Biru Kabupaten Gorontalo. Hasil penelitian ini menunjukkan bahwa 1) Prosedur penanganan pelayanan pembuatan pengantar akta kelahiran di kantor desa Modelidu Kecamatan Telaga Biru Kabupaten Gorontalo mencakup: a) pengajuan permohonan akta kelahiran dan Pemberian formulir permohonan oleh petugas pelayanan. Pengajuan permohonan oleh masyarakat sebenarnya dalam pengajuannya tidak susah dan tidak berbelit-belit. b) Pemerikasaan berkas oleh petugas pelayanan. Pemerikasaan berkas tidak ada masalah, petugas telah melaksanakan sesuai dengan prosedur yang ada yakni mengecek satu persatu kelengkapan persyaratan mulai dari surat kelahiran, kartu keluarga, ktp, ijazah. c) Pengisisan buku register dan buku ekspedisi. Proses pengisian buku registrasi dan buku ekspedisi, petugas tidak mengalami masalah. d) Penyusunan surat permohonan yang ditandatangani oleh kepala desa . Penyusunan surat pengantar permohonan pembuatan pengantar akta kelahiran tidak ada masalah. 2) faktor penghambat yang banyak dihadapi oleh petugas adalah dari masyarakat itu sendiri yang kurang partisipasi dalam kesadaran untuk melengkapi persyaratan dalam pembuatan Pengantar akta kelahiran. factor pendukung dalam prosedur pelayanan pembuatan pengantar akta kelahiran yakni adanya hukum yang jelas, petugas yang menangani sudah sesuai dengan SOP yang telah ditetapkan di Desa]]>

<![CDATA[Implementation of e-government to achieve good governance is the procurement of goods / services government electronically or e-procurement. This research purpose to know the Transparency of Procurement of Goods and Services with LPSE in Kab. Toraja Utara. Type of research is descriptive qualitative. Research results show Transparency, procurement administration, the determination of the prospective provider in the process of opening the offer has not been transparent because only the committee and the offering owner can see it. Accountability in Procurement of Goods and Services has been effective because all data stored properly and can be accounted for. Efficient cost and budget (budget ceiling with winning bidding bid of 10-12%). Monitoring is accomplished by access in the LPSE portal to see the results of monitoring and evaluation of procurement of goods and services performed Penyelenggaraan e-government untuk mencapai good governance adalah pengadaan barang/jasa pemerintah secara elektronik atau e-procurement. Penelitan ini bertujuan untuk mengetahui Transparansi Pengadaan Barang dan Jasa dengan LPSE di Kab. Toraja Utara. Jenis penelitian adalah penelitian kualitatif. Hasil Penelitian menujukkan Transparansi, administrasi pengadaan, penetapan calon penyedia pada proses pembukaan penawaran belum transparan karena hanya panitia dan pemilik penawaran yang dapat melihatnya. <![CDATA[This study aims to determine the Implementation of Sustainable Development Program Pt. Vale In Reducing the Impact of Environmental Damage in Sorowako Village, Nuha District, East Luwu Regency in 2017 and describes the supporting factors in the implementation. This research method is descriptive qualitative by using primary and secondary data. The data is then analyzed descriptively qualitative that is analyzing all data that succeed in collecting writer and hereinafter presented in the form of sentence in accordance with result of interview from some informant which previously have specified. The results of this study indicate that the implementation of sustainable development program Pt. Vale in reducing the impact of environmental damage in Sorowako Village, Nuha sub-district, East Luwu district has been running smoothly in accordance with the existing stages and regulations and supported by several supporting factors and obstacles in its programs, so that the Implementation of Sustainable Development Program Pt. Vale In Reducing the Impact of Environmental Damage In Sorowako Village, Nuha Sub-district, East Luwu Regency has been running well. Penelitian ini bertujuan untuk mengetahui Implementasi Program Pembangunan Berkelanjutan Pt. Vale Dalam Mengurangi Dampak Kerusakan Lingkungan Di Desa Sorowako Kecamatan Nuha Kabupaten Luwu Timur tahun 2017 serta menggambarkan faktor-faktor pendukung dalam pelaksanaan. Metode penelitian ini adalah deskriptif kualitatif dengan menggunakan data primer dan sekunder. Data tersebut kemudian dianalisis secara deskriptif kualitatif yaitu menganalisis semua data yang berhasil di kumpulkan penulis dan selanjutnya ditampilkan dalam bentuk kalimat sesuai dengan hasil wawancara dari beberapa informan yang sebelumnya telah di tentukan. Hasil penelitian ini menunjukkan bahwa implementasi program pembangunan berkelanjutan Pt. Vale dalam mengurangi dampak kerusakan lingkungan di Desa Sorowako kecamatan Nuha kabupaten Luwu Timur telah berjalan dengan lancar sesuai dengan tahapan dan peraturan yang ada dan ditunjang oleh beberapa faktor pendukung dan penghambat dalam program-programnya tersebut, sehingga Implementasi Program Pembangunan Berkelanjutan Pt. <![CDATA[The aim of this research to know the leadership style of village head in governance, development and people services in the village of Tolinggula Pantai, to know the factors that effecting of the leadership implementation of village heads in sub-district of Tolinggula. This research used interview method, documentation technique and observation. This research focus on the office village of Tolinggula Pantai Sub-district of Tolinggula at North Gorontalo regency. Based on the result of research that performance village head of Tolinggula Pantai enter in good category that like as his authority. The factors that determine the quality of service does not become an obstacle to giving people services to the people considering many facilities and equipment are lacking. The conclusion that the village head of Tolinggula Pantai has a good service to its people. Peranan pemerintah khususnya pemerintah desa yang bersentuhan langsung dengan masyarakat, seharusnya menjadikan pemerintah di desa khususnya pimpinan desa dalam hal ini kepala desa lebih memperhatikan cara pelayanan di desa, agar supaya pelayanan kepada publik atau masyarakat benar – benar berjalan dengan baik. Adapun yang menjadi tujuan penelitian ini untuk mengetahui gaya kepemimpinan kepala desa dalam penyelenggaraan pemerintahan, pembangunan dan pelayanan kemasyarakatan di Desa Tolinggula Pantai. Penelitian ini menggunakan metode wawancara, teknik dokumentasi, dan pengamatan. Penelitian di pusatkan pada kantor Desa Tolinggula Pantai Kecamatan Tolinggula Kabupaten Gorontalo Utara. Berdasarkan hasil penelitian tersebut, menurut peneliti bahwa Gaya kepemimpinan kepala desa Tolinggula Pantai sangat baik atau dapat dikatakan pemimpin yang kharismatik dan pemimpin yang kooperatif. Dari cara kepala desa memberikan saran kepada staf desa Tolinggula Pantai, menerima saran, menyambut masyarakat yang kebetulan bertemu di tempat pelayanan sampai dengan cara mensosialisaikan program bantuan kepada masyarakat. Kepala Desa Tolinggula Pantai berusaha semaksimal mungkin untuk dapat melayani masyarakat meskipun berada diluar jam kerja.]]>

<![CDATA[The article discusses the partnership of local governments and non- governmental Organization in the Management of the House of Talent Homes in the City of Makassar. This type of research is qualitative where data is collected by observation, interview, and documentation and then analyzed descriptively qualitative. The informants in this study were 8 people. Partnership process carried out by the Office of Social Affairs and Non-Govermental Organization. In managing home of talent homes through sereval stages of partnership patterns, namely caunter-productive predictions, where there is a bad communication that is constrained in educating Street Children, then a semi-productive partnership where the partnership pattern still seen carrying out their respective roles and function, the partnership aims to Educate persons with Social Welfare Problems to become trained and skilled social agents through sereval stages of partnership patterns to produce productive partnerships Artikel ini membahas tentang Kemitraan Pemerintah Daerah dan Lembaga Swadaya Masyrakat Dalam Pengelolaan Rumah Hati Rumah Bakat Dikota Makassar, jenis penelitian ini adalah kualitatif dimana data dikumpulkan dengan metode observasi, wawancara, dan dokumentasi kemudian dianalisis secara deskriptif kualitatif. Informan dalam penelitian ini 8 orang. Peroses kemitraan yang dilakukan Dinas Sosial dan Lembaga Swadaya Masyarakat, dalam pengelolaan Rumah Hati Rumah Bakat melalui beberapa tahapan pola kemitraan yaitu kemiraan kontra produktif, dimana pada terjadi sebuh komunikasi yang kurang baik sehingga terkendala dalam mendidik Anak Jalanan, selanjutnya kemitraan semi produktif yang dimana pola kemitraan masih terlihat menjalankan peran dan fungsinya masing-masing,, Kemitraan bertujuan untuk Mendidik Penyandang Masalah Kesejahteraan Sosial agar menjadi agen sosial yang terlatih dan terampil melalui beberapa tahap pola kemitraan sehingga menghasilkan kemitraan yang produktif.]]>
