The SOSIOHUMANIKA journal is published every May and November. Abstract

ABSTRACT: This paper discusses about Sabah Banking Employee Union members perception on their collective bargaining (2003-2005) on salary and payment. In their particular collective bargaining, SBEU members struggle to obtain 10 to 12 percent increament in their salary and payment. In this case, employer give them only 5% increament based on Consumer Price Indeks were lower (1.4%) during the negotition. It’s took 21 month to negotiate and finally they come to dead lock situation. Then, SBEU invites the third party from Industrial Relation Department as a mediator in their collective bargaining process. During the last stage of negotition, the employers offered more than 5% increament in salary payment but the annual bonus would be eliminated. In this case, employers would consider the performance bonus which is evaluated from workers performance annualy. SBEU could not accept the offer as the employees would lose their annual bonus and it’s difficult to regain it back later. In positive way, the employers try to introduce the Productivity Linked Wages System in their organisation but members of SBEU  disagreed with the suggestion based on saveral factors. Abstract

ABSTRACT: Religious and ethnic conflict, secession movements as well as economic downturn are among the many causes that could destabilize a country. Such incapability on the part of the government could in turn leave an impact on neighboring countries. In this context, Malaysia is, however, one of the nation-state that has a good development economically and stable condition politically since 1980s. On the contrary, instabilities in neighboring countries will give impact to Malaysia as a nation-state. By applying weak state concept, this article intends to discuss the development in neighboring nation-state i.e. Indonesia, Thailand and the Philippines and how it could threaten Malaysia’s security. In this article, “weak state” refers to the failure of those in power to provide to its people security from threat domestically or internationally, political institutions, social as well as economic facilities. Instability in one country will have spill over effects on neighboring countries in Southeast Asia region. This article also found that failures in neighboring countries government in Southeast Asia region to deal political, economic and social issues had indeed left an impact to Malaysia’s security.Key words: weak state, political instability, neighboring countries, and Malaysia’s development and security.  About the Authors: Wan Shawaluddin Wan Hassan ialah Pensyarah Kanan di Program Hubungan Antarabangsa, Sekolah Sains Sosial UMS (Universiti Malaysia Sabah). Abstract

ABSTRAK: Kajian ini bertujuan untuk menentukan status amalan etika oleh penganjur latihan dan hubungannya dengan keberkesanan latihan. Tinjauan deskriptif ini melibatkan 164 orang pegawai Gred 41 yang berkhidmat di Universiti Putra Malaysia (UPM) di Serdang, Selangor Darul Ehsan, Malaysia. Responden yang dipilih mempunyai sekurang-kurangnya lebih lima tahun pengalaman bekerja dan mestilah pernah menghadiri latihan sekurang-kurangnya sekali dalam 12 bulan yang lepas (Januari – Disember 2008). Hasil kajian mendapati wujudnya perkaitan di antara amalan etika penganjur latihan dan keberkesanan latihan. Keputusan kajian juga mendapati bahawa kebanyakan amalan etika penganjur latihan adalah sebelum dan semasa latihan. Dapatan penyelidikan ini memperkukuh teori-teori sedia ada bahawa sesebuah organisasi atau pertubuhan akan berjaya mencapai matlamatnya jika ahli-ahli yang terbabit di dalamnya memiliki semangat dan amalan etika. Amalan etika yang betul, sama ada sebelum, semasa dan selepas latihan, memberi kesan kepada “kinerja” (performance) organisasi. Pada masa hadapan dicadangkan untuk mengaji dan menyelidik lebih luas lagi mengenai perkaitan di antara amalan etika penganjur latihan dengan keberkesanan latihan. Perlu juga diambilkira faktor-faktor lainnya yang boleh membawa kepada keberkesanan latihan. Sememangnya antara amalan etika, keberkesanan latihan, dan kejayaan sesebuah organisasi atau pertubuhan memiliki perkaitan yang rapat. Lantaran itu, dalam konteks pembinaan modal insan dan pembangunan yang bersepadu di Malaysia, mempertingkatkan amalan etika dan produktiviti dalam bekerja adalah merupakan satu amalan sosial yang digalakkan kerana manafaatnya yang muktamad.Kata-kata kunci: amalan etika, penganjur latihan, keberkesanan latihan, dan kejayaan sesebuah organisasi.  About the Author: Marlisa Abdulrahim, M.Sc. is a Student of Ph.D. Programme in the Department of Professional Development and Continuing Education, Faculty of Educational Studies UPM (University of Putra Malaysia), 43400 Serdang, Selangor Darul Ehsan, Malaysia. Abstract

ABSTRAK: Peristiwa gerakan 30 September 1965 di Indonesia telah mengahiri persaingan politik antara TNI-AD (Tentara Nasional Indonesia – Angkatan Darat) dengan PKI (Partai Komunis Indonesia). Namun sampai saat ini peristiwa tersebut masih menjadi misteri dalam sejarah Indonesia modern. Pihak TNI-AD menyebut peristiwa tersebut sebagai GESTAPU (Gerakan September 30) dan memandangnya sebagai peristiwa makar yang dilakukan oleh PKI. Berbagai kajian akademik telah dilakukan terhadap peristiwa tersebut. Ada sementara kalangan yang setuju dan ada yang tidak setuju tentang keterlibatan PKI dalam peristiwa Gerakan 30 September 1965. Tulisan ini akan mengkaji berbagai perspektif tentang peristiwa Gerakan 30 September 1965 dan perubahan-perubahan politik yang menyertainya pasca peristiwa tersebut di Indonesia. Tulisan ini juga akan mengkaji tentang militer Indonesia yang setelah peristiwa GESTAPU tahun 1965 ianya muncul sebagai kekuatan yang memerintah. Dalam konteks ini TNI-AD memberi nama pemerintahan yang diusungnya dengan istilah ”Orde Baru”. Tujuan utama pemerintahan Orde Baru adalah untuk mempertahankan wujudnya nilai-nilai Pancasila dan Undang-Undang Dasar 1945. Sementara itu pemerintahan Presiden Soekarno dicap sebagai kekuatan ”Orde Lama” yang oleh pemerintahan Orde Baru digambarkan sebagai kurun waktu yang penuh dengan kegelapan, keterbelakanan, serta penyimpangan terhadap nilai-nilai Pancasila dan Undang-Undang Dasar 1945. Untuk mendapatkan legitimasi politik dari masyarakat, pemerintah Orde Baru menyelenggarakan PEMILU (Pemilihan Umum) tahun 1971 yang hasilnya dimenangkan oleh kekuatan politik dukungan pemerintah, yakni GOLKAR (Golongan Karya). Walau bagaimanapun, hasil PEMILU tersebut tidak memuaskan masyarakat karena kemenangakan GOLKAR, dalam banyak hal, didapat lewat cara-cara kekerasaan yang di lakukan oleh prajurit TNI-AD di lapangan.     Kata-kata kunci: peristiwa GESTAPU tahun 1965, kontroversi keterlibatan PKI, peran TNI-AD dalam politik dan pemerintahan Orde Baru.  About the Author: Dr. Abdul Haris Fatgehipon is a Lecturer at the Department of History Education UNPATTI (University of Pattimura) in Ambon, Maluku, Indonesia. Abstract

ABSTRACT: The process of planned change is a systematic effort to realign and redevelop educational organization in order to respond to felt needs and adapt to changing educational environments. A dynamic planned change involves determining what requires changes and when and how the changes should take place and be managed. The Ministry of Education in Malaysia has systematically planned the establishment of Smart Schools to ensure that the goals of its establishment and the implementation process are successful. Thus, the purpose of this study is to examine and describe the Smart Schools’ administrators’ perceptions on the process of planned change introduced in the Smart School system. The qualitative study uses multiple case study involving five Smart Schools. Data was gathered through semi-structured interviews. The sample consisted of school principals, assistant school principals, IT coordinators and subject heads. Results show that some of the administrators have positive perceptions and that they fully support the process of planned change in their schools. The administrators also faced problems when the planned change was introduced simultaneously within the same period of time. In each case, they could not decide which change should be given priority. The study suggests that the process of planned change can be implemented successfully with a well structured co-ordination within the components of the plan.Key words: planned change, Smart School, administrators and positive perceptions.   About the Authors: Dr. Mohd Izham bin Mohd Hamzah ialah Pensyarah di Fakulti Pendidikan UKM (Universiti Kebangsaan Malaysia). Abstract

ABSTRACT: The Yellow Old Book or “Kitab Kuning”, as the product of cultural heritage in the past, cannot be separated from the Indonesian society. In some aspects, this book could answer many religious and daily problems at certain time. However, the content of this book could ispire current situation. It is interesting to note that most of the yellow old books that are learnt in the Islamic boarding school (Pesantren) in Indonesia consist of Islamic law, especially on the “fiqh” or regulation for praying to Allah SWT. I believed that all of these kind of Islamic boarding schools in Indonesia considere the yellow old books as one their learning materials. Accordingly, “Safinah an-Najat” is one of the yellow old books that is used as reference book for these Islamic boarding schools. This book is famous among them as a beginning book to be learnt about “fiqh” by their students. This article describing the structural content of “Safinah an-Najat” book. I noted that this book consists of some important concepts and the implementation of the Islamic regulation, such as: (1) the Islamic foundation law, the basic of believing, theology, maturity, cleanse, praying, mortal remains procession, tithe and fasting; (2) the meaning of “la ilaha illallah” statement and adultness; and (3) the compulsory daily prayer. Based on the number of articles in those book of “Safinah an-Najat”, there are 29 articles (43.3%) of “shalat” (Moslem praying), 17 articles (25.4%) of fasting, 6 articles (8.9%) of mortal remains procession, 2 articles of tithe, and 1 article (1.5%) for each of Islamic foundation law, the basic believing, theology and adultness. So it is absolutely clear that “Safinah an-Najat” is a book to introduce the implementation on individual praying obligation rather than the social obligation of Islamic ummah. Abstract

ABSTRACT: The system of British Resident government was introduced in Brunei on early twenteeth century. By implementing this system, Brunei is one of nation in Southeast Asian countries which be ruled by British indirectly. Similar with other British ruled regions in Southeast Asia, especially to Malay peninsula’s case, the Sultanate of Brunei has also to receive the advises on social, economic and political matters from British Resident. Exceptly is concerning on the Islamic religion matters. As its consequences, the Brunei faced the changes not only in social, political and economic field but also in management of government and in regulation of Land Code. The later case indicates that regulating on land in Brunei traditionally was also changed by modern Land Code respectively in early twentieth century. However, this paperwork tries to explain how the signing of 1905/1906 Supplementary Agreement resulted in the formulation of Land Code 1907. The signing of this agreement shows that the British were concerned with Brunei’s survival which was very much affected by the land issues in Brunei. With the Land Code 1907, the boundaries of the Sultanate were made clear and subsequently played its roles in improving and sustaining Brunei’s economy. In one way or another, the Land Code was responsible for increasing in revenue through income from rubber plantation, and oil and gas industry. Thus, it acts as a catalyst for the development in Brunei and Brunei was able to transform from an economically unstable country to a country which is blessed with prosperity. All of these achievements are achieved due to the endless effort of the government in implementing the Land Code in Brunei. Abstract

ABSTRAK: Persoalan hak asasi manusia merupakan suatu isu yang sering menjadi perdebatan semenjak berakhirnya Perang Dunia II (1939-1945). Pengisytiharan Deklarasi Hak Asasi Manusia pada tahun 1948 oleh Pertubuhan Bangsa-bangsa Bersatu bertujuan untuk menetapkan satu nilai umum berkenaan hak asasi agar dapat dihormati dan dipatuhi oleh negara dan masyarakat antarabangsa. Walau bagaimanapun, nilai dan sifat kesejagatan deklarasi tersebut terus menjadi perdebatan dan pertikaian. Artikel ini secara khususnya akan membicarakan serta menhujahkan bahawa adalah sukar untuk seluruh masyarakat antarabangsa yang berbilang bangsa dan agama bagi mencapai kesepakatan berkaitan kesejagatan hak asasi tersebut. Terdapat pelbagai isu yang sering diperdebatkan berkaitan hal tersebut. Persoalan-persoalan yang selalu diperdebatkan ialan pengertian hak asasi itu sendiri, kecenderungan persoalan tersebut kepada pemikiran Barat, persoalan kedaulatan, kepelbagaian budaya dan konflik nilai, serta kelemahan yang terdapat di dalam Pertubuhan Bangsa-bangsa Bersatu bersabit penyelesaian pelbagai isu-isu hak asasi diperingkat antarabangsa. Negara Malaysia pun memiliki wawasan dan dasar mengikut acuan sendiri yang bersabit dengan isu-isu hak asasi manusia ini.Kata-kata kunci: kesegajatan Deklarasi Hak Asasi Manusia 1948, kepelbagaian nilai dan budaya, serta penyelesaian isu hak asasi di peringkat bangsa dan antarabangsa.  About the Authors: Rizal Zamani bin Idris, M.A. is a Lecturer in International Relations at the School of Social Sciences UMS (Malaysia University of Sabah). Abstract

ABSTRACT: Human development and training program are one of the important aspects in developing an organization and to improvise and upgrade the performance of their personnel. However, a few research found that 55 billion have been allocated by an organization for the purpose of conducting formal training, but only 10% training transfer occurred at workplace. This was supported by the previous research that indicated multi millions Ringgit were spend every year in training and adult education, but the increase in performance at workplace was only 10%. This article reviews the literatures related to training transfer. It will also identify the factors that influence and hinder the process of training transfer to happen. Training transfer has also influenced by these factors such as: (1) individual factor; (2) working environment factor or organizational culture, (3) organizational support factor; and (4) training design factor. This article also explores adult education theories and motivation theories. It is hoped that related to literature review on training transfer could assist us in understanding the relationship among the effective training transfer related to factors that could allow the process of transferring training to be continuously implemented and improvement can be done from time to time.
