This journal, with ISSN 2302-5808, was firstly published on March 24, 2013, in the context to commemorate the BLA (Bandung Lautan Api or Bandung a Sea of Flames)’s Day in Indonesia. The SUSURGALUR journal has jointly been organized by the Lecturers of APB UBD (Academy of Brunei Studies, University of Brunei Darussalam) and International & History Studies FASS (Faculty of Arts and Social Sciences) UBD in Bandar Seri Begawan, Brunei Darussalam, since issue of September 2013 to date; and published by Minda Masagi Press, a publishing house owned by ASPENSI (the Association of Indonesian Scholars of History Education) in Bandung, West Java, Indonesia. The articles published in SUSURGALUR journal are able to be written in English as well as in Indonesian and Malay languages. The SUSURGALUR journal is published every March and September. The SUSURGALUR journal is devoted, but not limited to, history education, historical studies, and any new development and advancement in the field of history education and historical studies. The scope of our journal includes: (1) History Education and National Character Building; (2) Political, Social, Cultural and Educational History; (3) Education, History, and Social Awareness; (4) Economic History and Welfare State; (5) Science, Technology and Society in Historical Perspectives; (6) Religion and Philosophy in Historical Perspectives; and (7) Visual Arts, Dance, Music, and Design in Historical Perspectives.

Abstract

IKHTISAR: Pada asalnya, tujuan undang-undang Harta Intelektual adalah untuk memberikan perlindungan bagi menggalakkan inovasi. Dalam masyarakat Brunei, rangkai-kata “Harta Intelektual” mungkin suatu yang baru, walaupun epistemologi dan ontologinya sudah lama dikenal oleh bangsa Melayu; dan tambahan pula, dalam masa yang sama, agama Islam memberi pengiktirafan kewujudannya. Harta Intelektual atau IP (Intellectual Property) bermaksud sesuatu yang mengandungi semua barang yang berpunca dari latihan akal manusia dengan daya kreatif, yang boleh menghasilkan penemuan baru yang dihasilkan sebagai bahan cipta. Perubahan minda dan pengaruh global mempengaruhi transformasi perkembangan Harta Intelektual di Negara Brunei Darussalam. Justeru, dalam kertas kerja ini, kami akan membincangkan perkembangan Harta Intelektual di Brunei Darussalam, dan seterusnya mengkaji pengetahuan generasi kini berkenaan pengetahuan, konsep, perundangan, dan kepentingan Harta Intelektual. Perolehan awal kajian menunjukkan bahawa sebahagian besar generasi kini masih kurang mengetahui dan memahami mengenai konsep, perundangan, dan kepentingan Harta Intelektual di Negara Brunei Darussalam. KATA KUNCI: Harta intelektual, pengiktirafan, latihan akal manusia, daya kreatif, penemuan baru, bahan cipta, dan generasi belia di Brunei Darussalam.   ABSTRACT: “Intellectual Property: A Preliminary Study in Brunei Darussalam”. Originally, the purpose of Intellectual Property law is to provide protection for promoting the innovations. In Brunei society, the phrase of “Intellectual Property” (IP) is perhaps something new, although its epistemology and the ontology have long been known among Malays; and furthermore, its existence is recognized by Islam. Intellectual Property can be defined as something that encompasses all things that result from the efforts of human reason through creativity that generate new findings and ideas that are then copyrighted. A change of mindset and global influences is affecting and transforming the development of Intellectual Property development in the country of Brunei Darussalam. Thus, in this paper, we will discuss the development of the Intellectual Property in Brunei Darussalam, and further examine the current generation’s awareness and understanding regarding knowledge, the concept, and legalities of Intellectual Property. Abstract

IKHTISAR: Sekitar tahun 1950-an sehingga pencapaian selepas kemerdekaan Negara Brunei Darussalam, pada tahun 2010-an, terdapat empat dasar pendidikan yang telah muncul. Dasar-dasar itu adalah Dasar Pendidikan 1954, Dasar Pendidikan Negara 1962, Dasar Pendidikan 1972, dan Dasar Dwi-Bahasa 1984. Sementara itu, falsafah Melayu Islam Beraja (MIB), sebagai cara hidup rakyat, telah diisytiharkan semasa pencapaian kemerdekaan. Kajian ini akan melihat hubungan secara tersurat dan tersirat dalam konteks falsafah MIB. Dalam hubungan tersurat boleh dilihat dari segi Melayu, maka langkah-langkah untuk memartabatkan bahasa Melayu sebagai bahasa pengantar di sekolah-sekolah. Dari segi Islam pula memasukkan pendidikan ugama ke dalam kurikulum pembelajaran di sekolah-sekolah. Sementara itu, hubungan dengan Raja pula terdapatnya matalamat dasar pendidikan supaya melahirkan generasi muda yang taat kepada Negara dan Raja. Raja juga berperanan dalam mengembang-majukan pendidikan negara. Manakala hubungan tersirat boleh dilihat secara umumnya bahawa Islam memang menggalakkan umatnya untuk menuntut ilmu dunia dan akhirat, serta ianya juga menggalakkan untuk menguasai lebih dari satu bahasa.    KATA KUNCI: Kemerdekaan negara Brunei, dasar negara, Melayu-Islam-Beraja, makna tersurat dan tersirat, peran kerajaan, dan pendidikan.ABSTRACT: This paper entitled “Education Policies of Brunei Darussalam, 1950 – 2010: The Emergence and Relationship with the Philosophy of MIB (Malay Islamic Monarchy)”. Around the 1950s until the attainment of Brunei Darussalam’s independence, in late 2010, there were four education policies have emerged. The policies are Education Policy 1954, the National Education Policy 1962, the Education Policy 1972, and Policy Multilanguage 1984. Meanwhile, the Malay Islamic Monarchy (MIB), as a way of life, when our independence was declared. This study will examine the relationship explicitly and implicitly in the context of the MIB philosophy. Relationship can be expressed in terms of Malays, then the steps to uphold the Malay language as the medium of instruction in schools. In terms of Islamic religious, its education incorporates learning into the curriculum in schools. Meanwhile, there was a relationship between the King with education policy objective to inculcate obedience to the State and the King. King also plays a role in propagating forward in education. Abstract

IKHTISAR: Di Terengganu, Syeikh Abdul Malik (Tok Pulau Manis) berperanan sebagai penasihat kerajaan sewaktu pengasasan kesultanan Terengganu pertama. Keadaan ini diperkukuhkan lagi dengan kehadiran Syed Abdul Rahman bin Muhammad al-Idrus (Tok Ku Paloh) sewaktu pemerintahan Sultan Zainal Abidin III. Dengan menggunakan pendekatan sejarah, kertas ini menyorot kembali peranan Tok Ku Paloh dalam bidang dakwah dan pendidikan di Terengganu. Kegiatan Tok Ku Paloh dalam dakwah dan pendidikan berkait rapat dengan tarikat Naqsyabandiyah sebagai metodologi dalam pengajaran keagamaan. Usaha Tok Ku Paloh mendapat kerjasama sepenuhnya dari Tuanku Sultan dalam usaha mewujudkan kerajaan Melayuwiyyah-Islamiah. Hasil kerjasama erat Tok Ku Paloh dan Sultan menyebabkan institusi kesultanan dan Islam semakin kukuh. Sewaktu mereka berdua masih hidup, usaha British untuk campurtangan di Terengganu melalui Perjanjian Bangkok menghadapi kebuntuan. Umumnya, usaha Tok Ku Paloh bersama Baginda Sultan dalam kegiatan dakwah dan pendidikan berjaya memberi kesedaran kepada orang ramai mengenai kepentingan kedaulatan Islam dan Melayu terus terpelihara.KATA KUNCI: Tok Ku Paloh, tarikat Naqsyabandiyah, kegiatan pendidikan dan dakwah, Sultan Terengganu, serta kedaulatan Islam dan Melayu.ABSTRACT: “The Contribution of Tok Ku Paloh in Preaching and Education in Terengganu, Malaysia”. In Terengganu, Sheikh Abdul Malik (Tok Pulau Manis) serves as a state adviser during the first founding of the Sultanate of Terengganu. This is reinforced by the presence of Syed Abdul Rahman bin Muhammad al-Idrus (Tok Ku Paloh) during the reign of Sultan Zainal Abidin III. With historical approaches, this paper highlights the activities of Tok Ku Paloh in preaching and education in the state of Terengganu. Tok Ku Paloh activities related to the Naqshabandiyya groups as religious teaching methodology. Tok Ku Paloh efforts get a full cooperation from His Majesty in order to create the state of Melayuwiyyah-Islamiyyah. The result of good collaboration between Tok Ku Paloh and the Sultan of Terengganu caused Islamic institutions in the state were strengthened and established. When both figures still existed, the British effort to intervention in Terengganu via Bangkok Agreement was deadlock. SUSURGALUR journal will provide a peer-reviewed forum for the publication of thought-leadership articles, briefings, discussion, applied research, case and comparative studies, expert comment and analysis on the key issues surrounding the history education and historical studies in general and its various aspects. Analysis will be practical and rigorous in nature. Abstract

Ikhtisar: Bisa dikatakan bahwa pers membentuk sejarah dan sejarah juga membentuk pers itu sendiri. Pers berperan dalam menyampaikan berbagai informasi tentang peristiwa di sebuah negara-bangsa. Ia sebagai alat komunikasi, penyampai ide, dan buah pikiran seseorang atau kelompok tertentu kepada orang atau kelompok lain. Pers, khususnya surat kabar, merupakan fenomena penting pada masa pergerakan nasional di Indonesia. Pers pergerakan terdiri dari pers Belanda, pers Tionghoa, dan pers Bumiputera. Khusus tentang pers Tionghoa, secara umum dipandang mampu memberi inspirasi bagi perkembangan kesadaran berbangsa di kalangan warga keturunan Tionghoa di Hindia Belanda (Indonesia sekarang). Pers Tionghoa pun berpotensi membangkitkan kesadaran kolektif, yang menjurus kepada upaya membangkitkan kesadaran kaum Tionghoa tentang arti pentingnya “nasionalisme”. Karenanya melalui pers, keterlibatan etnis Tionghoa ke dalam dinamika pergerakan nasional Indonesia secara sadar telah menjadi bagian dari masyarakat Indonesia yang terus bergerak dalam mencari dan menemukan jati dirinya sebagai bangsa Indonesia.Kata kunci: Pers, surat kabar, etnik Tionghoa, nasionalisme Indonesia, dan sejarah pergerakan nasional.Abstract: It can be said that press creates the history and, vice versa, history constructs the press. Press has a role in delivering various informations about the events in a nation-state. It is as communication tool, the conveyor of ones or particular groups idea or thought to other. Press, especially newspaper, is an important phenomenon in the period of national movement in Indonesia. The press concerned with national movement in that era was that of Dutch, Chinese, and “Bumiputera” (Indonesian people). Specifically for Chinese press, it is generally assumed to be able to give inspiration for the development of national awareness among Chinese descendants in Dutch East Indies (Indonesia nowadays). The Chinese press is potential in inspiring collective awareness that leads to the effort of generating Chinese people awareness about the importance meaning of "nationalism". Abstract

IKHTISAR: Pendidikan sejarah, bagi negara multi-etnik dan multi-bahasa seperti di Malaysia, memerlukan perhatian khusus dari pemerintah karena ia bisa dijadikan sebagai sarana untuk menanamkan semangat “esprit de corp” atau rasa persatuan antara sesama warga negara. Sementara itu, pendidikan sejarah di Malaysia menempuh era baru apabila mata pelajaran sejarah dijadikan subjek wajib lulus oleh Kementerian Pendidikan Malaysia untuk ujian SPM (Sijil Pelajaran Malaysia) menjelang akhir tahun 2013. Tetapi untuk pelaksanaan yang bijak, rencana pengajaran sejarah di sekolah-sekolah harus membereskan beberapa masalah, seperti perancangan kurikulum yang semrawut, isi silabus dan materi buku pelajaran yang tidak seimbang, serta pendekatan yang membawa persepsi bahwa sejarah Malaysia tidak inklusif untuk semua suku. Ikut dibicarakan adalah langkah-langkah yang harus diambil agar pengajaran sejarah di sekolah berdasarkan prinsip dan metode sejarah yang nenekankan objektivitas dan pencarian kebenaran. Makalah berikut ini membicarakan isu-isu pengajaran sejarah di sekolah-sekolah dan coba membahas persoalan-persoalan pendidikan sejarah serta memberikan saran-saran untuk mencari jalan keluar dengan tujuan menyelesaikan masalah-masalah tersebut demi peningkatan kualitas pengajaran dan penelitian sejarah.KATA KUNCI: Pendidikan sejarah, negara-bangsa Malaysia, guru, siswa, dan kurikulum, serta objektivitas dalam sejarah. ABSTRACT: This article entitled “History Education in Malaysia Today: Which Far it Relevant to Development of the Nation?”. History education, for a multi-ethnic and multi-language country such as in Malaysia, require special attention from the government because it can be used as a means to instill the spirit of "esprit de corp" or a sense of unity among the citizens. Beside, education in Malaysia has now reached a new turn when passing the history subject is made compulsory for all secondary school students sitting for the School Certificate Examinations. This requirement which was first implemented for candidates who sat for the said examinations towards the end of 2013, however, means that a review of the history curriculum and syllabus is needed in order to ensure that the bureaucrats involved in the drafting of a new curriculum and syllabus understand the proper notion of the historical method and the correct understanding of historical concepts such as objectivity and the search for truth. Also needed is the conscious effort at ensuring the writing of school textbooks are free from bias and ideological propaganda in order to demonstrate inclusiveness for all Malaysians. The following article attempts to demonstrate the weaknesses inherent in the present state of affairs in regard to history teaching in secondary schools and to propose certain steps in order to promote a better understanding of the concept of historical inquiry and enhance the quality of history teaching in schools.  KEY WORD: History education, nation-state of Malaysia, teachers, students, and curriculum, and objectivity in history.About the Author: Profesor Emeritus Dr. Ahmat Adam ialah seorang ilmuwan dan sejarawan independen dari Malaysia, yang pakar tentang sejarah pers di Indonesia. Abstract

This journal, with ISSN 2302-5808, was firstly published on March 24, 2013. Since issue of September 2013, the SUSURGALUR journal has jointly been organized by the Lecturers of APB UBD (Academy of Brunei Studies, University of Brunei Darussalam) and the Lecturers of International and Historical Study Program FASS (Faculty of Arts and Social Sciences) UBD in Bandar Seri Begawan, Brunei Darussalam; and published by Minda Masagi Press as a publisher owned by ASPENSI (the Association of Indonesian Scholars of History Education) in Bandung, West Java, Indonesia. This journal is published twice a year i.e. every March and September.

Abstract

This journal, with ISSN 2302-5808, was firstly published on March 24, 2013. Since issue of September 2013, the SUSURGALUR-JKSPS journal has been joining publication between ASPENSI (the Association of Indonesian Scholars of History Education) in Bandung with APB UBD (the Academy of Bruneian Studies, University of Brunei Darussalam) and History Program FASS (Faculty of Arts and Social Sciences) UBD in Bandar Seri Begawan, Negara Brunei Darussalam. This journal is published twice a year i.e. every March and September.

Abstract

IKHTISAR: Folklor merupakan salah satu dari aspek budaya sesuatu masyarakat yang berhubung-kait dengan alam kehidupan dan persekitaran mereka. Ia biasanya diwarisi secara turun-temurun dari satu generasi ke satu generasi yang lain. Folklor di kalangan masyarakat buta huruf akan berkembang menerusi tradisi lisan dan pengajaran secara tidak formal. Bagi yang mengenal tulisan, ia akan tersebar dalam bentuk tulisan, di samping dalam bentuk lisan serta pengajaran. Dalam masyarakat Melayu Brunei, memang terdapat imej telur dan ayam, yang terjalin dalam folklor berbentuk cerita dan bukan cerita. Makalah ini cuba meneliti bagaimana imej telur dan ayam sebagai haiwan peliharaan dan bahan makanan kepada masyarakat Melayu Brunei, dan mempunyai hubungan dengan folklor dan sejarah negara. Imej telur boleh dilihat dalam folklor bentuk cerita, yang digambarkan oleh “Cerita Awang Semaun”, tentang asal-usul keturunan Sultan-sultan Brunei berasal dari telur dari kayangan. Imej telur juga boleh dilihat melalui nyanyian kanak-kanak yang ada unsur erotik dan menghibur. Manakala imej ayam dalam folklor bentuk cerita boleh dilihat dalam hubungan Brunei dengan Majapahit di Jawa, serta Perang Saudara pada abad ke-17 Masihi di Brunei. Imej ayam juga memperlihatkan adanya unsur-unsur kepercayaan kepada masyarakat Melayu Brunei. KATA KUNCI: Folklor, tafsiran sejarah, imej telur dan ayam, masyarakat Melayu Brunei, cerita dan bukan cerita, serta sejarah negara.    ABSTRACT: “Images of Egg and Chicken in Brunei Malay Community: Its Relationship with Folklore and History”. Folklore is one of the cultural aspects of a community that relates to the nature of life and their environment. It is usually inherited from one generation to another generation. Folklore in the illiterate people will grow through the oral tradition and informal teaching. For those who know writing, it will spread in writing, as well as in oral form and instruction. In Brunei Malay community, there are the images of egg and chicken, which were embedded in folklore a story and not the story. This paper attempts to examine how the images of egg and chicken as breed animal and food to Brunei Malay community, and have a relationship with the folklore and history of the country. Image of egg can be seen in the form of folklore stories, illustrated by “Stories of Awang Semaun”, about the origins of the Sultans of Brunei descent derived from eggs of heaven. Image of egg can also be seen through childrens songs that have elements of erotic and entertaining. While an image of chicken in folklore story form can be seen in the relationship between Brunei and Majapahit in Java, as well as the Civil War in the 17th century AD in Brunei.
