This journal, with ISSN 2302-5808, was firstly published on March 24, 2013, in the context to commemorate the BLA (Bandung Lautan Api or Bandung a Sea of Flames)’s Day in Indonesia. The SUSURGALUR journal has jointly been organized by the Lecturers of APB UBD (Academy of Brunei Studies, University of Brunei Darussalam) and International & History Studies FASS (Faculty of Arts and Social Sciences) UBD in Bandar Seri Begawan, Brunei Darussalam, since issue of September 2013 to date; and published by Minda Masagi Press, a publishing house owned by ASPENSI (the Association of Indonesian Scholars of History Education) in Bandung, West Java, Indonesia. The articles published in SUSURGALUR journal are able to be written in English as well as in Indonesian and Malay languages. The SUSURGALUR journal is published every March and September. The SUSURGALUR journal is devoted, but not limited to, history education, historical studies, and any new development and advancement in the field of history education and historical studies. The scope of our journal includes: (1) History Education and National Character Building; (2) Political, Social, Cultural and Educational History; (3) Education, History, and Social Awareness; (4) Economic History and Welfare State; (5) Science, Technology and Society in Historical Perspectives; (6) Religion and Philosophy in Historical Perspectives; and (7) Visual Arts, Dance, Music, and Design in Historical Perspectives.

Abstract

ABSTRACT: This paper is intended to examine the historical context of research universities in Thailand. The historical examination of research universities in Thailand is conceptualized through three critical incidents in Thai modern history. In the first incident of embracing Western knowledge, the first university in the Western sense was established. The main function of the university during this period was to produce civil servants to serve the establishment of the modern bureaucracy. In the second phase of political alliance with the USA (United States of America) and the government policy of economic development, the term research had become substantially embraced, particularly within the university. And in the third phase of the forces of globalization on higher education, the research function for a number of Thai universities has increasingly emphasized for different purposes. In addition, the Asian financial crisis in 1997 has become one of the key driving factors in the reforms of higher education governance arrangements and university funding in Thailand. Finally, the implementation of the National Research University project in 2009 has triggered the university to be more proactive towards the research function. Ianya dimaksudkan untuk menguji konteks historis universitas riset di Thailand. Pengkajian sejarah universitas riset di Thailand dikonseptualisasikan melalui tiga kejadian penting dalam sejarah modern Thailand. Dalam kejadian pertama yang merangkul pengetahuan Barat, universitas pertama dalam pengertian Barat didirikan. Fungsi utama dari universitas selama periode ini adalah menghasilkan PNS (Pegawai Negeri Sipil) untuk melayani pembentukan birokrasi modern. Pada tahap kedua dimana aliansi politik dengan USA (Amerika Serikat) dan kebijakan pemerintah terhadap pembangunan ekonomi, terminologi penelitian telah berkembang secara substansial, khususnya di lingkungan universitas. Dan dalam fase ketiga dari kekuatan globalisasi pada pendidikan tinggi, fungsi riset untuk sejumlah perguruan tinggi di Thailand telah semakin ditekankan untuk tujuan yang berbeda. Selain itu, krisis moneter di Asia pada tahun 1997 telah menjadi salah satu faktor pendorong bagi kunci reformasi tentang pengaturan tata-kelola pendidikan tinggi dan pendanaan universitas di Thailand. Abstract

ABSTRACT: History teaching is defined as the transmission of historical knowledge to people who do not yet have such knowledge. As a discipline, history concerns itself with a scientific study of the past. In the age of globalization, there is a need to reassess the way schools perceive and approach the subject and teaching of history, especially when it has become part of what we call “service courses” – subjects in our schools that exist in order to satisfy the requisites of the implementing educational agency. Historical knowledge, with the current trends in education, has been contested. Also teaching history within the classroom has been challenged due to the question of practicality of historical knowledge. Some cynics argued that historical knowledge will not provide much help, especially in solving pressing issues and problems. This assumption about history’s impractical knowledge resulted to the relegation of the study of the past to the margins. Likewise, teaching history has not merited the prestige of the so-called “usable subjects”. Thus, rethinking history’s practicality and the usability of such knowledge should be incorporated with the teaching of the subject. Pengajaran sejarah didefinisikan sebagai transmisi pengetahuan sejarah kepada masyarakat dari yang belum tahu menjadi tahu. Sebagai sebuah disiplin ilmu, sejarah hirau dengan masalah kajian ilmiah pada masa lalu. Di era globalisasi, ada kebutuhan untuk menilai kembali cara sekolah memahami dan mendekati subjek dan pengajaran sejarah, terutama ketika telah menjadi bagian dari apa yang kita sebut “program layanan” – dimana mata pelajaran yang ada di sekolah kita untuk memenuhi syarat dari lembaga pelaksana pendidikan. Pengetahuan sejarah, dengan kecenderungan saat ini dalam pendidikan, telah dipertaruhkan. Juga mengajar sejarah didalam kelas telah ditantang karena masalah kepraktisan pengetahuan sejarah. Beberapa yang sinis berpendapat bahwa pengetahuan sejarah tidak akan memberikan banyak bantuan, terutama dalam memecahkan berbagai masalah dan isu yang mendesak. Asumsi tentang pengetahuan sejarah yang kurang praktis ini mengakibatkan degradasi studi masa lalu yang terpinggirkan. Karenanya, mengajar sejarah belum memiliki kelayakan prestise yang disebut "mata pelajaran siap-pakai". Jadi, memikirkan kembali pengetahuan sejarah yang praktis dan berguna harus dimasukkan dalam pengajaran sejarah.KATA KUNCI: Sejarah, pengajaran sejarah, pembangunan, sekolah, masyarakat, program layanan, pelajaran yang berguna, dan memikirkan kembali sejarah.About the Author: Assist. Abstract

IKHTISAR: Aktiviti penangkapan ikan telah mengalami sejarah perkembangan yang begitu panjang. Perkembangan ini dipengaruhi oleh usaha memenuhi permintaan dan keperluan sumber perikanan. Bermula dari memenuhi permintaan dan keperluan sara diri, sehingga membawa kepada pengkomersialan aktiviti penangkapan ikan untuk pasaran eksport. Setiap kali berlakunya perubahan dan peningkatan permintaan sumber perikanan, secara langsung, akan mengubah matlamat dan oriestasi sesuatu aktiviti penangkapan ikan. Perubahan dari segi matlamat dan orientasi tersebut telah mendorong kepada penciptaan dan pengubahsuaian teknologi penangkapan ikan, yang menjadi alat utama untuk mendaratkan sumber perikanan. Artikel ini, dengan menggunakan sorotan literatur dan kaedah penyelidikan sejarah, menunjukan bahawa perkembangan aktiviti penangkapan ikan bukan hanya terserlah dalam sesuatu kawasan atau tempat, tetapi telah merentas sempadan antarabangsa, sama ada melalui dasar imperialisme atau melalui hubungan usahasama antara nelayan dari beberapa buah negara. Dengan kata lain, perkembangan aktiviti penangkapan ikan di sesuatu kawasan telah mempengaruhi aktiviti perikanan di tempat lain. Oleh itu, perkembangan aktiviti perikanan tidak terbatas pada peringkat setempat atau serantau sahaja, tetapi lebih luas sehingga ke tahap global, yang mengakibatkan stok sumber perikanan mengalami kemerosotan ke tahap yang sangat membimbangkan.KATA KUNCI: Aktiviti Penangkapan Ikan; Perspektif Sejarah; Peringkat Global, Regional, dan Lokal; Kelanjutan dan Perubahan. ABSTRACT:  “History of Fishing Activities”. The fishing activity has experienced such a long of development history. These developments are influenced by efforts to meet the demands and needs of fisheries resources. Starting from the needs and demands of subsistence, leading to the commercialization of fishing activities for the export market. Every time there is a change and increasing demand of fishery resources will, directly, change goals and oriestasi an activity of fishing. Changes in its goals and orientation have led to the creation and modification of fishing technologies, which become the main tool for land fishery resources. This article, using the literature review and method of historical research, showed hat the development of fishing activities not only stands out in an area or place, but it was across the international border, either by imperialism or through a joint venture between fishermen from several countries. In other words, the development of fishing activities in an area already affected the fishing activities elsewhere. Abstract

ABSTRACT: The Philippines, in its form, is a democratic and a republican state with Presidential in form. Thus, with its being democratic, it is in the people where sovereignty resides. It is in their hands that people signifying intentions to occupy elected positions are to be instituted to do such. While good governance is the process by which institutions conduct the affairs of the government as they manage the resources of the public in order to guarantee the realization of human rights. The study endeavored to describe and analyze the elements that determine and influence the teachers’ decision to vote for particular candidates in the Philippine 2013 midterm election, through the use of quantitative and qualitative research methods. Survey questionnaires were administered to a sample composing twenty percent of the total number of teachers per school. The study revealed that teachers’ choice did not match with the voters’ choice in the 2013 midterm election for Senators and party list. The result posts a great challenge to education as an agent of socio-political transformation. It implies that education must help people fully understand the political condition of the country; and teachers are tasked to engage themselves seriously in shaping political consciousness and attitudes among their clients.KEY WORD: Voting Behavior; Teachers; Midterm Election; Senators and Party List; Socio-Political Transformation. IKHTISAR: “Tindakan Pemberian Suara Guru-guru di Filipina Utara dan Implikasinya terhadap Pendidikan”. Filipina, dalam kenyataannya, adalah negara demokratis dan republik dengan bentuk Presidensial. Dengan menjadi negara demokratis, maka kedaulatan berada di tangan rakyat. Di tangan rakyat pula mereka yang ingin menduduki posisi wakil rakyat dipilih dan harus terus dilembagakan. Sementara itu pemerintah yang baik adalah proses dimana lembaga melakukan urusan pemerintahan karena mereka mengelola sumber daya publik untuk menjamin realisasi hak asasi manusia. Studi ini berusaha untuk menggambarkan dan menganalisis unsur-unsur yang menentukan dan mempengaruhi keputusan para guru dalam memilih calon wakil mereka dalam pemilihan umum daerah di Filipina tahun 2013, melalui penggunaan metode penelitian kuantitatif dan kualitatif. Kuesioner survei diberikan kepada sampel yang terdiri atas 20% dari jumlah guru per sekolah. Hasil penelitian menunjukan bahwa pilihan guru tidak sejalan dengan pilihan masyarakat pemberi suara dalam pemilihan umum daerah tahun 2013 untuk memilih Senator dan daftar calon partai politik. Hasil kajian ini merupakan tantangan besar bagi dunia pendidikan sebagai agen transformasi sosial-politik. Abstract

IKHTISAR: Ramai ulama Islam yang terkemudian mencampurkan penulisan akidah dengan ilmu falsafah. Percampuran ini menimbulkan kesamaran tentang fahaman akidah Tauhid. Dalam rangka menyelesaikan permasalahan tersebut, Al-Imam al-Sanusi memperkenalkan ajaran Sifat 20 menerusi penulisan “Umm al-Barahin” dan menjadi pilihan bagi kebanyakan ulama di pusat-pusat pengajian Islam. Bilakah munculnya ajaran tersebut di alam Melayu? Artikel ini cuba memecahkan persoalan tersebut. Sehubungan dengan itu, objektif artikel ini adalah untuk mengkaji kesejarahan ajaran Sifat 20 di alam Melayu. Bagi mencapaikan objektif tersebut, kajian ini menggunakan analisis kandungan melalui data perpustakaan. Dapatan kajian menunjukkan bahawa ajaran Sifat 20 telah muncul kali pertama di utara Afrika pada abad ke-15 M (Masehi) dan tersebar kemudiannya ke alam Arab. Pada abad ke-17 M, ia telah terdedah pada alam Melayu melalui penulisan beberapa orang ulama, antaranya Ahmad bin Aminuddin Qadhi, Al-Syaikh Nur al-Din al-Raniri, dan Syeikh Abdul Rauf Singkil. Pada abad ke-18 M, penulisan Sifat 20 “Umm al-Barahin” mulai diterjemahkan ke dalam bahasa Malayu oleh Syeikh Muhammad Zain Faqih Jalaluddin al-Asyi, diikuti dengan Syeikh Daud bin Abdullah al-Fatani, dan disebar-luas kemudiannya oleh Syeikh Ahmad bin Muhammad Zain al-Fatani pada abad ke-19 M.KATA KUNCI: Sifat 20, kesejarahan, “Umm al-Barahin”, Al-Imam al-Sanusi, pusat pengajian Islam, dan alam Melayu.ABSTRACT: This paper entitled “An Historical Account on the Teachings of the 20 Attributes in the Malay World”. Many of the late Islamic scholars writings mixed faith with philosophy. This mixing had created ambiguity on the notion of the belief in the unity of God. In order to address these problems, Al-Imam al-Sanusi introduced the teachings of the 20 Attributes of Allah through his book “Umm al-Barahin” which became the choice materials for many scholars in Islamic studies centers. When did these teachings emerge in the Malay world? This paper, thus, makes an attempt to resolve the issue. Accordingly, the objective of this paper is to examine the historical account on the teachings of the 20 Attributes of Allah in the Malay world. To achieve the objective, this study used content analysis through library data. The research findings showed that the teachings on the 20 Attributes of Allah first appeared in northern Africa in the 15th century and later spread to the Arab world. In the 17th century, it was exposed to the Malay world through the writings of some scholars, such as Ahmad bin Aminuddin Qadhi, Al-Syaikh Nur al-Din al-Raniri, and Syeikh Abdul Rauf Singkil. Abstract

ABSTRACT: This paper intends to discuss the utilization of virtual reading room at the UT (Indonesia Open University), and the efforts to be addressed in order to improve student access on virtual reading room services. Data obtained from observations, during five months at UT’s library service on virtual reading room, were analyzed by using descriptive analysis. The findings indicated that the number of virtual reading room visitors, since its first launching in the third week of February 2012 until May 2012, reached a number of 21,437 visitors. Therefore, virtual reading room has been utilized by UTs students in looking for the learning materials in the need of their online tutorials and exams. The availability of learning materials, in the format of full text on virtual reading room, make student’s problems in looking for learning materials can be solved. In order to improve student access on virtual reading room services, UTs libraries need to immediately upload all materials of UTs courses offered. Given the availability of learning materials related to the quality of student learning, it is recommended that there should be a research on the relationship between the utilization of virtual reading room and student learning outcomes.KEY WORD: Virtual reading room, innovation, library service, digital libraries, students of Indonesia Open University, and online tutorial and exam.IKHTISAR: “Konteks Historis untuk Pengembangan Ruang Baca Virtual sebagai Inovasi di Layanan Perpustakaan Universitas Terbuka Indonesia”. Tulisan ini bermaksud untuk membahas pemanfaatan ruang baca virtual pada UT (Universitas Terbuka) di Indonesia, dan upaya yang harus ditangani dalam rangka meningkatkan akses mahasiswa pada layanan ruang baca virtual. Data yang diperoleh dari pengamatan, selama lima bulan di layanan perpustakaan UT di ruang baca virtual, dianalisis dengan menggunakan analisis deskriptif. Temuan menunjukkan bahwa jumlah pengunjung di ruang baca dunia maya, sejak diluncurkan pertama pada minggu ketiga Februari 2012 hingga Mei 2012, mencapai angka 21,437 pengunjung. Oleh karena itu, ruang baca virtual telah dimanfaatkan oleh mahasiswa UT dalam mencari materi pembelajaran untuk kebutuhan tutorial online dan ujian. Ketersediaan bahan pembelajaran, dalam format teks penuh pada ruang baca virtual, membuat masalah mahasiswa dalam mencari materi pembelajaran dapat dipecahkan. Dalam rangka meningkatkan akses mahasiswa pada layanan ruang baca virtual, perpustakaan UT harus segera mengunduh semua bahan ajar UT yang ditawarkan. Abstract

IKHTISAR: Penubuhan USIA (United Sabah Islamic Association atau Pertubuhan Islam Seluruh Sabah) pada tahun 1969 telah memberikan impak yang besar terhadap umat Islam Sabah, terutama dalam bidang pendidikan serta dakwah. Situasi ini sangat bertepatan kerana kekuasaan Sabah di bawah kepimpinan Tun Mustapha bin Datu Harun selaku Ketua Menteri Sabah. Gerak kerja USIA boleh dirumuskan kepada konsep 3P, iaitu Pendidikan, Pengislaman, dan Pembangunan. Kemuncak kepada kejayaan USIA apabila Donald Stephens (Tun Fuad Stephens) dan keluarganya memeluk Islam pada tahun 1971. Gerakan peng-Islaman yang dilakukan USIA berjaya meningkatkan populasi penduduk Islam di Sabah sehingga 60 peratus pada pertengahan 1970-an. Tindakan USIA ini tentunya mendapat bantahan keras daripada kumpulan bukan Islam. Usaha bukan Islam, bersama mereka yang kecewa dalam USNO (United Sabah National Organization), akhirnya berjaya mengubah landskap politik Sabah pada tahun 1976. Dalam Pilihan Raya DUN (Dewan Undangan Negeri) Sabah pada tahun 1976, USNO tersungkur dengan tewas mengejut kepada BERJAYA (Parti Bersatu Rakyat Jelata Sabah) di persada politik Sabah, sekali gus menghentikan cengkaman USNO terhadap USIA.KATA KUNCI: Pendidikan, pertubuhan USIA, parti USNO, peng-Islaman, pembangunan, parti BERJAYA, dan masyarakat Sabah.ABSTRACT: This paper entitled “The Role of USIA in Education, Preaching, and Politics in Sabah, Malaysia, 1969 – 1976”. The USIA (United Sabah Islamic Association), established in 1969, has made a tremendous impact on Muslims in Sabah, especially in education and propagation. This situation is suitable because the power under the leadership of Sabah, Tun Mustapha bin Datu Harun as the Chief Minister of Sabah. USIA can be formulated within the framework of the concept of 3P, namely: Education (Pendidikan), Islamization (Peng-Islaman), and Development (Pembangunan). The highlight of the success of the USIA when Donald Stephens (Tun Fuad Stephens) and his family converted to Islam in 1971. Islamization movement done successfully by USIA has increased the Sabah Islamic population up to 60 per cent in the mid-1970s. This course of USIA action has been protested by non-Muslim groups. Non-Muslims efforts among those, who disappointed in the USNO (United Sabah National Organization), finally succeeded in changing the political landscape of Sabah in 1976. Abstract

IKHTISAR: Serbuan tentara Amerika Serikat dan sekutu-sekutunya, terutama Inggris, ke Irak pada bulan April 2003 – lebih dari sepuluh tahun yang lalu – dan berhasil menggulingkan pemerintahan Saddam Husein yang berkuasa sejak tahun 1979, nampaknya merupakan fenomena “sejarah itu berulang”. Sebagaimana ditunjukkan oleh analisis dalam tulisan ini bahwa kekuatan-kekuatan luar yang sering menyatroni, dan bahkan juga menduduki, daerah Irak bukanlah fenomena baru mengingat, di antaranya, kedudukan yang strategis serta keluhuran peradaban dan kekayaan sumber daya alam yang dimiliki oleh Irak. Jadi, dalam perspektif sejarah, Amerika Serikat dan Inggris bisa saja berdalih ingin memberikan hukuman kepada Saddam Husein dengan menyerbu dan menduduki Irak. Namun, di balik serbuan terhadap Irak itu ada kepentingan penguasaan sumber daya alam yang kaya, khususnya minyak. Dan Amerika Serikat – sebagai negara adi kuasa – nampaknya ingin juga memberikan pelajaran kepada negara-negara lain di dunia agar jangan macam-macam dengan negeri Paman Sam itu kalau tidak ingin “di-Saddam Husein-kan” seperti yang terjadi di Irak pada tahun 2003.KATA KUNCI: Amerika Serikat, Inggris, Irak, pendudukan, Saddam Husein, kekayaan alam dan peradaban, serta sejarah itu berulang.ABSTRACT: “Where there is Sugar, there are Ants: Reviewing the United States Army’s Occupation Action towards Irak in 2003”. Invasion of the United States Army and its allies, especially Britain, to Iraq in April 2003 – more than ten years ago – and succeed to overthrow the government of Saddam Husein who has had the power since 1979, seems to be a phenomenon of "history is repeating". As indicated by the analysis in this paper that outside forces were frequently invading, and even occupy, parts of Iraq is not a new phenomenon considering, among other things, strategic position and sublime civilization and wealth of natural resources owned by Iraq. So, in a historical perspective, the United States and Britain could be argued that they want to inflict punishment againts Saddam Husein so that they invaded and occupied Iraq. But, behind the invasion of Iraq was interested in mastery of rich natural resources, especially oil. Abstract

SUSURGALUR journal will provide a peer-reviewed forum for the publication of thought-leadership articles, briefings, discussion, applied research, case and comparative studies, expert comment and analysis on the key issues surrounding the history education and historical studies in general and its various aspects. Analysis will be practical and rigorous in nature. The SUSURGALUR journal, with Print ISSN 2302-5808, was firstly published on March 24, 2013, in the context to commemorate the BLA (Bandung Lautan Api or Bandung a Sea of Flames)’s Day in Indonesia. Since issue of September 2013 to date, the SUSURGALUR journal has jointly been organized by the Lecturers of APB UBD (Academy of Brunei Studies, University of Brunei Darussalam) and the Lecturers of International and Historical Study Program FASS (Faculty of Arts and Social Sciences) UBD in Bandar Seri Begawan, Brunei Darussalam; and published by Minda Masagi Press as a publisher owned by ASPENSI (the Association of Indonesian Scholars of History Education) in Bandung, West Java, Indonesia. Abstract

Ikhtisar: Pendidikan teknikal dan vokasional di Malaysia dan Indonesia mempunyai sejarahnya yang tersendiri. Di Malaysia, pendidikan teknikal dan vokasional sebelum merdeka menonjolkan imej pertanian dan kemahiran teknikal yang bersifat manual untuk melatih pelajar Melayu bagi mengisi jawatan di jabatan-jabatan di bawah negeri-negeri Melayu Bersekutu. Selepas kemerdekaan (1957), pendidikan ini terus berkembang dan beberapa pembaharuan telah dilaksanakan untuk meningkatkan imej pendidikan vokasional. Manakala di Indonesia, perkembangan yang hampir sama berlaku, namun perbezaan yang ketara adalah dari segi pembiayaan pendidikan teknikal dan vokasional di peringkat menengah di mana terdapat banyak SMK (Sekolah Menengah Kejuruan) Swasta di Indonesia. Terdapat konsep-konsep baru dalam pendidikan teknikal dan vokasional, sama ada di Malaysia mahupun di Indonesia. Implikasi sorotan ini adalah untuk mengenalpasti pembangunan modal insan di negara-negara Nusantara dari perspektif daya saing dan persediaan menghadapi kesan globalisasi. Kata kunci: Pendidikan kejuruan, kualiti modal insan, identiti negara-bangsa, serta negara Malaysia dan Indonesia. Abstract: The technical and vocational education in Malaysia and Indonesia has its own history. In Malaysia, the technical and vocational education before the independence is projecting the image of agriculture and technical. The education is aims to train the Malay students to fill the vacant positions at any states in Malaysia. After the independence of Malaysia (1957), technical and vocational education continues to grow, and some changes have been implemented to improve the image of the education. While in Indonesia, similar developments occurred, but a significant difference is in terms of financing the technical and vocational education due to there are many private Vocational High Schools (SMK) in Indonesia. Hence, there are new concepts in technical and vocational education whether in Malaysia or in Indonesia.
