Abstract

ABSTRAKPenelitian ini mendeskripsikan dan menganalisa mengenai bentuk kerjasama pengembangan pariwisata yang terbentuk antara Negara Indonesia dan Negara Singapura. Potensi Pariwisata yang dimiliki oleh Negara Indonesi sangat indah dan kaya dengan beranekaragam bentuknya, Indonesia memiliki potensi alam,budaya,serta kekayaan dibawah laut serta yang semuanya itu dapat dimanfaatkan. Namun kenyataannya Indonesia belum mampu mengembangkan semua potensi yang dimiliki oleh Negaranya, hal ini membuat pemerintah Indonesia mengambil keputusan untuk membuka jalur kerjasama yang baru yaitu dalam bidang pariwisata. Negara Singapura merupakan negara yang lebih kecil dibandingkan dengan negara Indonesia,namun pemerintah Singapura memiliki strategi serta upaya-upaya yang selalu menguntungkan bagi negaranya dan dapat membuat negaranya lebih maju dibandingkan dengan negara Indonesia. Namun dilihat dari segi potensi pariwisata Singapura tidak memiliki kekayaan potensi alam seperti yang dimiliki oleh Indonesia. Hal ini yang membuat Negara Indonesia maupun negara Singapura memutuskan untuk melakukan kerjasama dalam bidang pengembangan pariwisata dan bentuk fokus kerjasama yang dilakukan adalah kerjasama dalam bidang wisata bahari yaitu pengembangan wisata kapal pesiar serta melaksanakan pameran loka karya dari kedua negara yang telah di sepakati dan di tandatangi oleh Presiden Jokowidodo sebagai perwakilan Indonesia dan Perdana Mentri Singapura Lee Hsien Loong dalam bentuk MoU. Peneliti menggunakan kerjasama bilateral,diplomasi pariwisata dalam teori penelitian. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana kerjasama bilateral pemerintah Indonesia dengan Singapura dalam bidang pariwisata. Metode penelitian yang digunakan dalam penelitian ini adalah metode penlitian kualitatif dengan sumber pengumpulan data primer dan sekunder. Penelitian dilakukan melalui proses wawancara dan pengumpulan dokumen dengan penjabaran deskriptif. Dari data penelitian mengenai kerjasama bilateral serta diplomasi pariwisata dalam mendeskripsikan bentuk kerjasama Indonesia dan Singapura, peneliti menemukan bahwa kerjasama yang dilakukan karena adanya kekurangan dari masing-masing negfara yaitu Indonesia kurang dalam segi SDM sedangkan Singapura dalam segi SDM, maka dengan ini Pemerintah Indonesia maupun Singapura membentuk kerjasama yang harapannya memberikan keuntungan bagi kedua negara dalam hal ini yaitu menambah devisa negara.Kata Kunci : Kerjasama Bilateral, Diplomasi Pariwisata, pengembangan pariwisata

Abstract

Penelitian ini bertujuan untuk menggambarkan peran pemerintah dalam memberdayakan usaha mikro kecil dan menengah yang ada di Karanganyar, salah satunya ialah usaha sedotan bambu di Desa Ngringo. Saat ini, persoalan yang dihadapi oleh usaha mikro kecil dan menengah yaitu penyediaan sarana dan prasarana yang terbatas, akses permodalan yang lemah, permasalahan perijinan usaha, keterbatasan pemasaran hingga pemanfaatan teknologi yang belum maksimal. Kehadiran UMKM bukan saja dalam rangka meningkatkan pendapatan tetapi juga untuk pemerataan pendapatan, sehingga inovasi usaha sedotan bambu ini dapat lebih berkembang menjadi sebuah “brand” lokal dan mampu menyediakan lapangan kerja yang baru. Oleh sebab itu peran pemerintah sangat dibutuhkan dalam memberikan pemberdayaan. Penelitian ini adalah deskriptif kualitatif yang melibatkan Dinas Perdagangan, Tenaga Kerja, Koperasi, Usaha Kecil dan Menengah, Pemerintah Desa Ngringo dan Pemilik UMKM sedotan bambu sebagai informan dengan menggunakan teknik wawancara, dokumentasi dan observasi. Hasil penelitian ini menunjukkan bahwa peran pemerintah dalam pemberdayaan usaha mikro kecil dan menengah menggunakan teori Gede Diva (2009:15), yaitu sebagai fasilitator regulator dan katalisator belum berjalan dengan baik dalam mengembangkan usaha sedotan bambu. Abstract

Online media is required to convey the latest information to the community. The red motorcycle division policy is one of the policies that must be communicated to the public. Solopos.com as an online media that continues to highlight the policy aims to convey information according to the objectivies of policy conducted by regent Klaten, Sri Mulyani. This research aims to analyze the viewpoint of solopos.com in framing the message of the distribution of motorcycles in the service by regent Klaten. So from the analyze can be know point of view of journalists Solopos.com in delivering the news. Framing analyze is done with Zhongdang Pan and Kosicki models with a qualitative approach. The object in this study is news related to the message behind the division of motorcycling service by regent Klaten which was loaded in Solopos.com from 23 november to 28 november 2019. The results showed that framing done by Solopos.com was a critique of Klaten regent as a regent who capitalized on his post to conduct his preterm campaign by utilizing state facilities by making the motorcycle division policy for village head, village secretary and sexy order and security in Klaten. From the policy there were political message of the regent campaign to seek support from the beneficiaries of the policy. Kata Kunci : Analisis Framing, Berita Kritik, Bupati Klaten, Solopos.com.

Abstract

Humas Polresta Surakarta mempunyai tugas penting dalam membangun citra Polri di masyarakat. Tentunya Humas Polresta Surakarta dalam hal ini harus membangun Media relations yang baik dengan pihak media supaya informasi dapat disebarkan dan diterima baik oleh masyarakat. Teori yang digunakan adalah teori dari Frank Jefkins menjelaskan prinsip umum untuk membina hubungan pers yang baik sebagai berikut : memahami dan melayani media, membangun reputasi sebagai orang yang dapat dipercaya, menyediakan salinan yang baik, bekerjasama dalam penyediaan materi, menyediakan fasilitas verifikasi, membangun hubungan personal yang kokoh. Dari keenam poin tersebut menjadi indikator apakah sudah terjalin hubungan baik antara humas Polresta Surakarta dengan Media. Metode penelitian yang digunakan adalah deskriptif kualitatif, yaitu menggambarkan fenomena dan fakta-fakta yang terjadi dilapangan dengan teknik pengumpulan data wawancara, observasi dan dokumentasi. Adapun objek penelitian adalah Humas Polresta Surakarta dengan menggunakan teknik purposive sampling dengan memilih informan yang dianggap memiliki informasi. Validitas data yang peneliti gunakan adalah triangulasi data dengan teknik analisis model interaktif Miles & Huberman. Diketahui bahwa dalam menjalankan perannya seabagai pelaku aktivitas media relations Humas Polresta Surakarta telah memenuhi 6 indikator dari teori Frank Jefkins dalam membina hubungan media relations yang baik dengan media. walaupun terdapat beberapa kendala namun komunikasi yang terjalin antara humas dengan media sudah baik. Abstract

Pelayanan publik merupakan semua aktivitas yang dilakukan oleh panitia pelayanan publik yang bertujuan untuk memenuhi kebutuhan penerima layanan. Serta Indeks Kepuasaan Masyarakat merupakan hasil penghitungan atas opini umum dalam mendapatkan pelayanan dari panitia pelayanan umum dibandingkan dengan kebutuhan menurut masyarakat. Penelitian ini bertujuan guna menganalisis indeks kepuasan masyarakat pada pelayanan pajak kendaraan bermotor di kantor Sistem Administrasi Manunggal Satu Atap (Samsat) Kabupaten Karanganyar menggunakan 9 indikator pada Peraturan Menteri Pendayagunaan Aparatur Negara Dan Reformasi Birokrasi Republik Indonesia Nomor 14 Tahun 2017 Tentang Pedoman Penyusunan Survei Kepuasan Masyarakat Unit Penyelenggara Pelayanan Publik. Metode penelitian yang digunakan adalah deskriptif kuantitatif. Teknik pengumpulan data menggunakan wawancara terstruktur dan teknik pengambilan sampel menggunakan Simple Random Sampling dengan jumlah sampel sebesar 379 responden. Analisis data dihitung menggunakan nilai rata-rata tertimbang masing-masing unsur pelayanan. Kesimpulan penelitian ini adalah Indeks Kepuasan Masyarakat pada pelayanan pajak kendaraan bermotor di kantor Samsat Kabupaten Karanganyar menunjukkan mutu pelayanan “A” serta kinerja unit pelayanan “Sangat Baik” dengan skor Indeks Kepuasan Masyarakat 88,36. Abstract

PENGARUH PERILAKU KEPEMIMPINAN, IKLIM ORGANISASI DAN MOTIVASI KERJA TERHADAP KINERJA DOSENDI UNIVERSITAS SLAMET RIYADI SURAKARTA Oleh:Annas Fauzi, Dr. Winarti, M.Si.,Drs. Aris Tri Haryanto, M.Si.  ABSTRACT This study aims to determine: (1) The effect of leadership behavior on lecturer's performance at Slamet Riyadi University; (2) The effect of organizational climate on the performance of lecturers at Slamet Riyadi University; (3) the effect of work motivation on lecturer's performance at Slamet Riyadi University; (4) The effect of leadership behavior, organizational climate and work motivation simultaneously on lecturer's performance at Slamet Riyadi University. This research uses quantitative approach with survey method. The research subjects are all lecturers at Slamet Riyadi University Surakarta with a population of 120 lecturers. Sampling technique using Proportionate Stratified Random Sampling. The number of samples used amounted to 60 lecturers. Data collection techniques that used are questionnaires. Furthermore, the test instrument used the test validity and reliability test. Test prerequisite analysis used normality data test, linearity test, multicollinearity test. Then test the hypothesis using multiple regression. The results showed; (1) there was a positive and significant effect between leadership behavior on lecturer performance at Slamet Riyadi University with effective contribution of 8,07%; (2) there is a positive and significant influence between organizational climate on lecturer's performance at Slamet Riyadi University of 14.02%; (3) there was a positive and significant effect between work motivation on lecturer performance at Slamet Riyadi University of 13.21%. (4) there were positive and significant effect between leadership behavior, organizational climate and work motivation simultaneously to lecturer performance at Slamet Riyadi University equal to 35,30%. Keywords: Leadership behavior, organizational climate, work motivation, lecturer performance of Slamet Riyadi University.

Abstract

EFEKTIVITAS PELAYANAN KARTU TANDA PENDUDUK DI KECAMATAN JEBRES KOTA SURAKARTAOleh :Neri Budiarto Mia, Dr.Drs, Suwardi, M.Si., Dra. Sri Riris Sugiyarti, M.Si. The purpose of this research is to know the effectiveness of the service of the identity card (KTP) in Subdistrict Jebres, Surakarta which refers to the 10 dimensions of quality improvement services according to Vincent and other ' (1997:2).The effectiveness showed in the perception of the user/community service with service providers in other words, If there are explosives in an understanding between what is done by the officer/service providers, with the results are perceived by the user/community service, then the service can be said to be effective. The effectiveness of the Ministry can be seen from the performance of the service providers that already produce good results, and the service quality perceived by users of the service.This research uses descriptive quantitative methods. Sampling techniques using incidental sampling, the sample consists of 50 service users/community service/provider and 6 officers. Data collection techniques in the study of using koesioner. The analysis used is servqual (sevice quality) with how to compare between the perception of the users with the perception of the service provider then there is a Gap, the less the service gap between the perceptions of users and service providers the effective services.The results of the ten indicators of the quality of service, timeliness of service have the score Gap (34.6) entered on the classification of "effective", the accuracy of the service have the score Gap (34.2) entered on the classification of "effective", the politeness and hospitality of attendants have the score Gap (39.2) entered on the classification of "highly effective", the officer has a responsibility score Gap (34.4) entered on the classification of "effective", discipline officers possesses score Gap (34.2) entered on the classification of "effective", ease of access services have the score Gap (35.6) entered on the classification of "highly effective", justice officials have the score Gap (34.4) entered on the classification of "effective", the speed of the officer having the score Gap (33.6) entered on the classification of "less effective", cleanliness and tidiness the Environment Ministry has a score Gap (34.4) entered on the classification of "effective", adequate supporting facilities have the score Gap (34.4) entered on the classification of "effective".From the results it can be concluded that the services the population Sign Cards (KTP) in Subdistrict Jebres cemetery city of Surakarta located on the category either, in other words the existing Services in district of Jebres cemetery city of Surakarta has reached the level of effectiveness. Key words: effectiveness, public service, Identity Card

Indonesia seeks to shape perception of international Muslim society through tourism that brings Islamic value, cultural value, and universal value that is believed to be more readily accepted by the society as well as the belief that tourism is an activity that will facilitate the communication process between government and the society. The explaination of public diplomacy by Indonesian government through Halal Tourism will be done with the englighten of the Halal Tourism campaign activity and its development. By using the theory of public diplomacy and nation branding, this research make use of qualitative method with primary data document-based research and explained by descriptive method. Through analysis of Halal Tourism campaign activity, the researcher concludes that the public diplomacy by Indonesian government through Halal Tourism campaign towards the Middle East’s Muslim society was established to embed, to emerge, and to evolve the positive image of Indonesia.  In the progress, public diplomacy through Halal Tourism reinforce Indonesian position in Global Muslim Tourism Index, escalate Indonesian achievement in World’s Halal Tourism Award, and increase the number of Muslim tourist arrival.  Key word: Soft Power, Public Diplomacy, Halal Tourism, Indonesian Image

PENGARUH KLAIM REOG PONOROGO OLEH MALAYSIA TERHADAP HUBUNGAN BILATERAL INDONESIA-MALAYSIA Satrio Suryo NegoroDra. Chirsty Damayati, M.siDrs. GPH. Dipokokusumo, M.siThis thesis discusses the effect of Malaysia’s claims for Reog Ponorogo on Indonesia-Malaysia bilateral relation. National culture gives a nation the typical characteristic; Reog Ponorogo is a dancing cultural art belonging to Indonesia. Reog is a national culture and soft power that can be used by Indonesia to affect other countries; therefore Indonesia defends soft power it has verily. Indonesia as a national power and herewith Indonesia emphasizes on soft power as it is a very useful power to cooperate with other countries. Because Reog Ponorogo is very attractive, it makes Malaysia claim it as their culture. In this case, the research employed national cultural theory, national and bilateral relationship. And the method employed was qualitative method by collecting primary and secondary data from books, journal and literature, and interview. In this presence of cultural claim, Indonesian government initiated to register the cultures it has to UNNESCO in order to be recognized by other countries. In this case, the claim for Indonesian culture by Malaysia affected Indonesia-Malaysia bilateral relation in which both of them had established much cooperation in many sectors; this case impacted on, among others: mistreatment against Indonesian workers in Malaysia, inhibited investment of both countries leading to the decreased economic income, decreased number of Indonesian workers going to Malaysia annually, reduced number of student exchanges between countries and no cooperation between students studying in Malaysia an those studying in Indonesia. The theories employed by author were diplomacy, Government to Government, and negotiation approaches. The author employed a descriptive qualitative approach; the data employed consisted of primary and secondary data from a variety of sources related to Indonesia Government Diplomacy to Saudi Arabian about the increase of Indonesian Hajj quota. The method of collecting data used was interview and document study. From the result of research, it could be concluded that Indonesia conducted diplomacy with Saudi Arabian using bilateral diplomacy including Government to Government Negotiation, non-government negotiation with Hajj travel agent, and multilaterally in OKI forum.Keywords: Bilateral Diplomacy, Multilateral Diplomacy, Negotiation, Hajj Quota
