ABSTRACTÂ Â Â Â Â Â Â Â Â Â Â Â Â Â Â This study aims to provide an overview of how Harian Joglosemar framed a fact related to the 2015 local election into an editorial during the campaign period of August 25 - December 6, 2015. Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â The type of research used in this study is descriptive qualitative. Technique of collecting data using documentation method. And the data analysis technique used is Pan and Kosicki framing analysis, which is to test the editorial into syntactic, script, thematic, and rhetorical structure.Â Â Â Â Â Â Â Â Â Â Â Â Â Â The results of this study indicate that the framing picture conducted by Harian Joglosemar is criticized but feels like a wishy-washy in writing an opinion on an editorial themed on Election of Solo 2015.Keywords: Framing analysis, Local Elections, Editorial, Joglosemar

ABSTRACTThis study aimed to address the attempt of eradicating Illegal, Unreported, and Unregulated (IUU) Fishing in Arafuru Sea during President Joko Widodoâs reign. This research was intended to find out how Indonesiaâs attempt is in eradicating IUU Fishing during President Joko Widodoâs reign. Indonesiaâs strategic condition with abundant resource in fishing sector encounters very significant decrease in fish stock; it is because the illegal fishing commonly occurring in Indonesian broad waters. The threats coming from foreign ships disrupt Indonesian maritime sovereignty and security. This research was conducted using geopolitical theory related to geostrategy and maritime security. The research method employed in this study was a qualitative research method. The data used was secondary data. Techniques of collecting data used were documentation and library study with descriptive elaboration. From the analysis on the attempt of eradicating Illegal, Unreported, and Unregulated Fishing in Arafuru Sea during President Joko Widodoâs reign, the author found that the Policy of Eradicating Illegal, Unreported, and Unregulated Fishing during President Joko Widodoâs reign included establishing Task Force 115 in securing the sea, developing Ministerâs Regulation No.56 of 2014 about moratorium of ex-foreign ship license, Minister Regulation No.57 of 2014 prohibiting the transshipment in the mid of sea. Abstract Â Â Â Â Â Â Â This research was conducted with the aim of describing the quality of Service Passports at the Immigration Office grade 1. This research is a descriptive qualitative research that describe the State of the real in the Immigration Office grade 1 passport services in Surakarta. Quality of service is the level of conformity of desire or the demands of customers by implementing a more responsive service to achieve customer satisfaction. Data collection techniques used in this research, i.e., interview, observation and documentation. The informant is determined using a purposive sampling technique by choosing which is considered research problem in knowing, the selected informer is the Kasubsi Insarkom of the immigration and Passport service users at the Immigration Office grade 1 Surakarta is Tri Widodo, Ferry and Tiara. Data analysis techniques using interactive model. The results of this research, service passport at the Immigration Office grade 1 Surakarta already qualified. Passport services based on quality assessment indicators that have been used, namely the first tangibles (direct evidence) as seen from the existence of the facility as well as the supporting infrastructure is already good. Reliability (reliability) reliability employees already well because employees have gotten training-previous training in order to provide a maximum service.Â Responsiveness (responsiveness) seen from the dexterity in delivering appropriate services officer in the SOP and has the motto of the Ministry is PASTI (Professional, accountable,Â synergy, transparent, innovative). Assurance (assurance) gives employees the ability to foster a sense of trust towards the services provided by trying to improve the quality of service through the spread of kuisoner. Empaty is a form of caring employees in facilitating the service of the complaint via email and twitter.Keywords: quality of, public services.

AbstractProgram broadcast âSiaran Kumpulan Inspirasi Sahabatâ is one of the programs in RRI Pro 2 Yogyakarta, this program is usually called the program of Kisah. The âSiaran Kumpulan Inspirasi Sahabatâ Â program is a program that aims to inspire RRI Pro 2 Yogyakarta listeners. Media radio is the main capital exposure of radio to the audience and the stimulation connected to the audience. The success of a radio station is inseparably influenced by the program broadcasted, such as the program broadcast âSiaran Kumpulan Inspirasi Sahabatâ in RRI Pro 2 Yogyakarta.The problem in this research is how the production process of the program âSiaran Kumpulan Inspirasi Sahabatâ in RRI Pro 2 Yogyakarta. With the purpose of research is to describe the production process of the program broadcast âSiaran Kumpulan Inspirasi Sahabatâ Â in RRI Pro 2 Yogyakarta. âSiaran Kumpulan Inspirasi Sahabatâ bring resources who will make the recording process in order to get good results. The program of âSiaran Kumpulan Inspirasi Sahabatâ is broadcasted directly without presenting the speakers, the speakers present only with the recording in other words only played the recording.The theory used in this research is the Production Process of Broadcast Program by using theory from Morrisan.This research method is descriptive qualitative research type, data collecting technique using interview, observation and documentation. As for the validity of data using triangulation of data, in this study the authors use interactive data analysis technique is the analysis model that requires 3 components of data reduction, data presentation and conclusion.The result of the research of the production process of the âSiaran Kumpulan Inspirasi Sahabatâ is known that the pre-program production of the story is the discovery of an idea inspired by Kick Andys broadcast program on Metro TV and in pre production is also determined for the selection of resource persons. The next process is a production process where in this process there are 3 stages of the resource person will conduct a recording session of his personal story, then will enter the editing and mixing stage conducted by the team RRI Pro 2 Yogyakarta. The last process is post-production that will perform the evaluation, evaluation in the story program is done twice before and after the show story program.The conclusion of this research is the production process of broadcast program of âSiaran Kumpulan Inspirasi Sahabatâ Â well organized, in the process of editing and mixing done carefully so as to reduce the noice and obstacle in recording process. ABSTRAKArtikel penelitian ini bertujuan untuk membahas mengenai diplomasi yang dilakukan Pemerintah Indonesia dalam membebaskan WNI sandera Abu Sayyaf Group pada tahun 2016. Aksi teror yang dilakukan Abu Sayyaf Group dengan melakukan penculikan, penyanderaan dan pembunuhan yang bertujuan mendapatkan uang tebusan untuk mendanai persenjataan dan kegiatan teror dan bertujuan membentuk kekhalifaan ISIS di Asia Tenggara. Peneliti menggunakan pendekatan diplomasi bilateral dan diplomasi multilateral sebagai teori. Metode penelitian yang digunakan dalam skripsi ini adalah metode penelitian kualitatif dengan sumber pengumpulan data primer dan sekunder. Penelitian berbasis proses wawancara dan penggumpulan dokumen melalui penjabaran secara deskriptif. Dari penelitian dari diplomasi yang dilakukan Pemerintah Indonesia dalam upaya membebaskan WNI sandera Abu Sayyaf Group. Peneliti menemukan bahwa dengan dilaksanakan diplomasi bilateral yang efektif dengan terlibatnya pemerintah Indonesia â Filipina melalui KBRI Manila dan KJRI Davao terlibat dalam proses negosiasi yang diimplementasikan dalam kerjasama Patroli terkoordinasi (PHILINDO MC) dan dibukanya askes pendidikan Muslim Indonesia â Filipina. Pemerintah Indonesia melalui KBRI Kuala Lumpur dan KJRI Kota Kinabalu â dan Malaysia menghasilkan pendekatan dengan tokoh â tokoh komunitas Filipina di Sabah, dengan memberikan akses dan informasi. Diplomasi yang dilakukan Kemlu melalui dan berbagai jajaran Kementerian dan diplomasi multilateral. Pemerintah Indonesia dapat mebebaskan WNI melalui kerja sama trilateral anatara Indonesia â Malaysia â Filipina dengan menghasilkan patroli bersama yang efektif mecegah dan mengurangi aktivitas kegiatan penculikan dan pembebasan sandera yang dilakukan Abu Sayyaf Group.Kata kunci: Diplomasi Indonesia, Diplomasi Bilateral, Diplomasi Multilateral, Abu Sayyaf Group

ABSTRACTÂ The population control and Family Planning office of Surakarta City is the implementer of government regulation number 87 year 2014 about family planning program. The phenomenon of government regulation number 87 of 2014 in Surakarta City in terms of the implementation of Family Planning Program in field conducted by Family Planning Counselor is an important issue considering the regulation is made in the framework of population development and familyÂ development. Interest to examine the implementation of Family Planning program at the sub-district level implemented by the Banjarsari sub-district coordinator.The purpose of this study is to evaluate the implementation of public policies developed in the community by describing how government regulation number 87 of 2014 on population development, and family information system mentions.In this study, researchers used the theory of policy evaluation by William Dunn. There are six indicators that can be used in evaluating Dunns program policies, namely effectiveness,Â efficiency,Â adequacy,Â equity,Â responsiveness, and appropriatenessÂ Â Â Â Â Â Â Â Â Â Â The research method that is deployed descriptive method with qualitative approach Therefore in informant selection is using a purposive method. Author also uses techniques such as, observation, interviews, and documentation for data collecting.The results of this study show the lack of socialization conducted by extension field family planning (PLKB) district Banjarsari in the implementation of family planning programs clearly and thoroughly then the limited human resources (SDM) so that socialization is not done thoroughly to the community and still lack of participation from local communities in playing an active role in participating in family planning programs. This study makes the researcher understand the difficulty of making a measure of public policy acceptable for the benefit of society. With the existence of government regulation concerning effort to arrange child birth, distance and ideal age of birth, regulate pregnancy, through the promotion, of protection and assistance in accordance with the reproductive rights to realize that quality family.Â Keyword : Program Evaluation, Family Planning

ABSTRACTÂ This thesis is entitled WTOâs National Treatment Principle (A Case Study on Trade Dispute of WTO DS477 / DS478 Indonesia â Importation of Horticultural Products, Animals and Animal Products). World Trade Organization, as an organization and an international trade regime, has any regulation in its trade agreement that is bonding to its member countries, including Indonesia. In 2014, Indonesia was involved in trade dispute with United States of America and New Zealand because Indonesian foreign trading policy governs agricultural trading particularly Horticultural Product, Animal and Animal Product import considered as adverse and breaking WTOâs National Treatment principle. This research aimed to explain the enactment of National Treatment principle justifiable or not justifiable by WTO panel during the session. The research method used was a quantitative research; technique of collecting primary data used was interview with RIâs Trading Ministry and library research on book, journal or document relevant to the study. The theories employed were International Organization, International Regime, and Trading Liberalization. The result of research showed that WTO panel, in this case, declined to enact this principle as the infringement by Indonesia; it proved that there was a difference of interpretation on national treatment principle between United States of America and New Zealand to maintain their national interest, so did Indonesia. The conclusion was that the main problem of this dispute was different interpretation on WTO agreement as the trading instrument among WTOâs member countries in protecting their national interest.Â Â Keywords: WTO, Trading Regime, National Treatment.

AbstractResearch on the performance of the officials Secretariat DPRD Kota Surakarta, aims to describe how the performance of the officials Secretariat REGIONAL city of Surakarta. This event will be based on research by the DPRD Secretariat employee performance in carrying out the tasks and functions, which are listed on the Mayor of Surakarta Regulations No. 27c Year 2016. Research method in this research is descriptive qualitative. The collection of data in this study through observation, interview and documentation. Technical analysis data analysis techniques used are interactive.This research uses the theory of Soedarmayanti (2010) about performance measurement and use Regulations the Mayor No. 2016 year 27C about the position, Organization, duties, functions, the Device Work Area of the city of Surakarta. In the theory of performance measurement indicators is divided into 4 indicators, among others, work achievement, skills, behaviors, and cooperation. The overall Performance of the employees of the Secretariat REGIONAL city of Surakarta is already good enough. As a suggestion from the aspect of 4 need for a work placement in accordance with the educational background. Then the level of discipline or leadership officer should also be improved because an employee of the Secretariat has been implementing REGULATION (Peraturan Pemerintah) No. 53 years 2010 chapter I and chapter II of the discipline of civil servants. Need for resolute action to indisipliner actions performed repeatedly. Furthermore need enhanced sense of responsibility employees remain in working in spite of labor contracts that helped him.Â Keywords: Performance, Employees, The Secretariat.

Abstract: Does Organizational Communication has a significant influence on Work Motivation for Teachers and Non-Teaching Staff at SMK Negeri 1 Purwodadi? This research was conducted at SMK Negeri 1 Purwodadi with the subject of Teachers and Non-Teaching Staff at SMK Negeri 1 Purwodadi with the number of 40 people. The research method used in the research is quantitative research, type eksplanatif. . The result of the research is known that organizational communication yields regression coefficient 9.75 and significant level of 9.75> 3.25. For the coefficient of determination generated r2 coefficient value of 0.450. So it can be interpreted that as much as 45% can be explained by organizational communication to work motivation of teachers and employees. The remaining 55% are explained by causes outside the organizational communication variable. The conclusion of organizational communication has a positive and significant effect on teacher work motivation and employees.Â Keywords : Organizational Communication, teacher, staff, motivation to work

Dengan menggunakan analisis interaktif model Miles dan Huberman, hasil penelitian menunjukkan efektifitas penggunaan smartphone di SMK Muhammadiyah 5 Surakarta mendukung aktivitas belajar siswa dalam hal meningkatkan wawasan siswa di bidang tata busana, dan juga memudahkankan siswa dalam belajar, mengerjakan tugas maupun mencari materi pelajaran.Kata kunci : Efektivitas, Penggunaan Smartphone, dan Aktivitas Belajar
