Abstract

Regional head election disputes require a constitutionally stable resolution mechanism. This study aims to analyze the shift in the Constitutional Court's authority following Decision Number 85/PUU-XX/2022 and its implications for legal certainty and separation of powers through a Siyasah Qadhaiyyah perspective. A normative juridical method was applied through analysis of legislation, court decisions, and Islamic constitutional law literature. The study finds that the decision permanently establishes the Court's authority over Pilkada disputes, yet produces jurisprudential inconsistency by reinterpreting constitutional norms without formal amendment, risking legal uncertainty and judicial overreach. In conclusion, from a Siyasah Qadhaiyyah perspective, this expansion deviates from the principles of justice, trustworthiness, and balance of power, necessitating a more consistent and accountable regulatory framework.

Abstract

The modern era has brought significant changes to the world of education. Teachers are the forefront of changing social dynamics, as they are required to possess comprehensive competencies in facing modern developments and progressive social dynamics. This should be used as a study material in building positive perceptions of prospective professional teachers in facing the dynamics of modern society, especially prospective Islamic Religious Education (IRE) teachers. This study aims to describe and analyze the perceptions of prospective Islamic Religious Education (IRE) students in the UPI Science and Islamic Studies Study Program regarding the future careers of IRE teachers in the modern era. This type of research is quantitative descriptive with convenience sampling technique. Data collection was in the form of a Likert-scale questionnaire on IPAI students class of 2022-2023. This study used statistical tools in the form of average value, standard deviation, minimum value, and maximum value. The results of the study revealed that the perception of prospective Islamic Education teacher students in terms of the competency standards that teachers must have, namely: pedagogical competence, there are 68% of student perceptions of Very High, personality competence 69% in the same category, social competence 66%, professional competence 71% and one specific competency for Islamic Education teachers, namely religious competence, at 67%. Thus, this study recommends that the IPAI UPI Study Program can ensure the readiness of prospective Islamic Education teacher students to become competent and professional teachers.

Abstract

This study aims to analyze the interpretation of Quranic embryology in Surah Al-Mu'minun, verses 12–14, according to Hamka in Tafsir al-Azhar and Wahbah Zuhaili in Tafsir al-Munir, and to identify similarities and differences in their interpretive methodologies. This study uses a qualitative approach with library research and a comparative interpretation method (tafsir muqaran). Primary data were obtained from the interpretation of Surah Al-Mu'minun, verses 12–14 in both tafsir books, while secondary data came from literature related to scientific interpretation, Quranic embryology, and contemporary interpretation methodology. Data collection was conducted through documentation and analyzed using content analysis. The results of this study indicate that Hamka and Wahbah Zuhaili both interpret the stages of human creation, from conception to conception, nufah, 'alaqah, mudghah, bone formation, wrapping with flesh, and the breathing of the soul, as evidence of God's power. However, Hamka emphasizes a narrative, reflective, and social approach by linking the verses to the development of science and human values. In contrast, Wahbah Zuhaili uses a systematic, linguistic, and theological approach with an emphasis on the aspects of monotheism and human resurrection. This study concludes that the differences in interpretation are influenced by the intellectual background and methodology of each exegete. This research contributes to the development of scientific and comparative interpretations in contemporary Qur'anic studies.

Abstract

This article aims to explore Ali Harb's thoughts on the concept of Naqd al-Nassh (Textual Criticism) in Qur'anic studies. As a contemporary Lebanese intellectual deeply influenced by the post-structuralist tradition, Ali Harb offers a new perspective that goes beyond classical methods of exegesis. Through a library study of relevant journals, this research outlines how Ali Harb deconstructs text authority and religious reason considered to be frozen. The research results show that Ali Harb's version of the critique of Qur'anic reason does not aim to undermine the sanctity of the text, but rather to dismantle the thought mechanisms (epistemology) of Muslims in understanding the text so that it remains productive and relevant to contemporary reality. Ali Harb encourages a shift from "dead" reading (qira'ah mayyitah) to "productive-critical" reading (qira'ah muntijah-naqdiyah). This article also reviews the strengths and weaknesses of Harb's thought and its relevance in the context of Islamic studies in Indonesia today.

Abstract

Strategic planning in educational organizations is a process that helps institutions determine long-term goals, analyze internal and external factors, and develop steps to achieve these goals. This planning is important to ensure the adaptability and effectiveness of educational institutions in the face of environmental changes, especially in the digital era. This article discusses the definition, process, benefits and challenges of strategic planning in educational organizations. With a comprehensive approach, strategic planning helps educational organizations to adapt to technological innovations and the changing needs of society. Strategic planning is an important component in effective school management, which aims to achieve the vision and mission that have been set. This scientific work examines innovations in strategic planning as an effort to align the school's vision and mission with the needs of the school organization. This research uses a qualitative method with a case study approach in several schools that have implemented innovation-based strategic planning. The results show that innovations in strategic planning, such as the application of information technology and the participatory involvement of all school elements, can strengthen the alignment between the vision, mission and organizational needs. Thus, these innovations can improve operational efficiency and build an organizational culture that is adaptive to change. In conclusion, innovation in strategic planning not only clarifies the direction and goals of the school, but also supports the creation of a more dynamic learning environment that is responsive to future challenges.

Abstract

This study aims to determine the implementation of the learning program in TK pgri satu atap neglasari. In detail, the objectives of this study are: (1) to determine the preparation of learning programs/plans, (2) to determine the implementation of learning programs, (3) to determine the evaluation of learning. This study uses a qualitative method, which reveals the data in the form of words from the informants and the objects studied as they are. To answer the research objectives, the data collection techniques in this study used interviews, observations, and document studies. While the analysis technique used is data reduction, data exposure and drawing conclusions. Then the data assurance technique consists of triangulation (cross checking), between methods and triangulation of data between informants. The implementation of the teaching program in TK pgri Satap Neglasari was carried out by three teachers as informants and observing 22 students in class B. There were three findings of this study, namely: First; The preparation of the learning program at the Pelangi Kualuh Hulu Kindergarten in Labura Regency has been prepared by the principal together with the teachers, as evidenced by the daily learning implementation plan, daily learning activity schedule, which also found support for the 4-day RPPH document. Second; The implementation of learning takes place in two study groups class A and class B which are managed by two teachers and one principal with pre-learning activities, initial learning activities, core learning activities, and closing activities. Third; learning evaluation is carried out at the closing time allocation as the final process to assess the student's achievement of the competencies specified as in the lesson plan.

Abstract

This research intends to examine the problematics and its solutions in early childhood developmental (AUD) at TK Aisyiyah jampang kulon. This study uses a qualitative approach with type of case study. The collecting data uses observation, interview and documentation. While data analysis uses data reduction, data presentation and verification. The results of research that early childhood education is primal period and only comes one time and can’t be repeated. Teachers and parents are obliged to behold physical development of the child, both teachers and parents efforts to stimulate for children. Therefore, as parents must be understand growing and developmental cognitive and psychomotor of their children, and also should understand what children need according to their age, without having forces or violence.

Abstract

This research aimed to instil authentic character education within the Islamic Cultural History course at the Islamic Senior High School (Aliyah) level. The hope is that students will become creative and independent individuals, able to contextualise each material from the Islamic Cultural History course into their own lives, according to their own needs. In its implementation, the research employed a qualitative descriptive method with a phenomenological approach. For data analysis, the Miles and Huberman theory, which consists of four stages data collection, data condensation, data display, and data verification was implemented. The results indicate that the instillation of authentic character education in the Islamic Cultural History course at the Islamic Senior High School (Madrasah Aliyah) level is found through several aspects: first, efforts to establish interaction between educators and students; second, the empowerment of learning methods aligned with efforts to develop students' authentic character; third, efforts to involve students in learning activities; and fourth, emphasizing students' contextualization of the Islamic Cultural History course material within their daily lives.

Abstract

This study aims to assess the effectiveness of budget management and reporting at the Surakarta City DPRD Secretariat for the 2023–2024 period. This study focuses on the application of government accounting standards in recording financial reports, the conformity between the planned budget and its realization, and the identification of the types and causes of budget deviations that arise. In addition, the study also examines the extent to which the budget is used effectively in supporting the implementation of institutional tasks and functions. The method used is a descriptive qualitative approach with data collection through triangulation techniques, which include in-depth interviews, non-participatory observation, and documentation studies of the Budget Realization Report (LRA) and Notes to the Financial Statements (CaLK). Data were obtained from key informants who have direct responsibility in the process of preparing and evaluating financial reports.

Abstract

This article analyzes the efforts to realize the discourse of the Islamization of Contemporary Science. The researcher explores Wan Daud's ideas on the intellectual and cultural traditions of Islamic science in the Malay-Nusantara archipelago by attempting to analyze the relevant Islamization framework to address the problems of globalization and secularization. The flow of globalization has the potential to obscure and shape the identity bias of a civilization. This runs in accordance with the spirit of Eurocentrism which has a truth-claim neutral attitude towards the nature of knowledge, but on the other hand, it actually strengthens the secularization process, thus impacting Western superiority. This problem is also felt by the Malay-Nusantara civilization. Currently, it faces significant challenges due to the influence of secularization and modernity under the heading of globalization, especially on aspects of culture and intellectual traditions. In this context, the idea of Islamization emerges as a potential solution to overcome the problems faced by Muslims in this century. Islamization consists of two main processes: self-liberation and self-return (devolution) to the natural nature of humanity which is their origin. Based on the above discourse on Islamization, the researcher observes that Wan Daud understands the context of Malay-Nusantara Islamization as a transformative effort encompassing various aspects, from theology and religious dogma to culture, thought, and civilization. This research observes that Wan Daud's framework emphasizes the liberation of reason and the restructuring of thought through language and science, with the ultimate goal of returning to one's natural state. Within this framework, Islamization is not merely viewed as a religious adaptation to modernity, but rather as an effort to renew and revitalize the intellectual culture of Muslims, making it a foundation for developing a just and civilized civilization in accordance with the teachings of the Qur'an and Sunnah.
