Abstract

Flood disaster occurred on December 21, 2016, December 23, 2016, and January 2, 2017 in Bima city area, covering Mpunda district, Rasanae Timur district, Asakota district, Rasanae Barat district, and Raba district. The urban area is the most affected area of flash flood, mainly residential areas that are located more than 50 meters from the flood plains, with flood heights ranging from 1 to 4 meters. The main factor that caused flood disaster is high rainfall. In addition to the hydrometeorological factor, flood in Bima city was caused by various factors, including its location at a basin area, flood plains that are utilized for settlements nowadays, silting downstreams, poor management of drainage systems, reduced vegetation-cover in the upstream, and narrowing of river bodies. Looking at the problems and challenges of the hydrometeorological disaster, this research aims to recommend adaptation and mitigation for flood disaster and space utilization conversion in disaster prone areas of Bima city. Analytical methods used in this research includes participatory mapping to delineate the flood affected area, HEC-RAS and HEC-GEORAS to map and model flood hazards, and quantitative descriptive to describe data and information. Output of this research are adaptation and mitigation recommendations based on the mapping of flood hazard areas and the modeling of flood disaster prone areas.

Abstract

Bogor regency has an area of 16,945 hectares’ community-forests or 22% of the forest area in the regency. Institutional problems of community-forest management include weak interaction of actors within the organization. Since the organization is part of the institution, its existence becomes an important technical part in securing the operation of the institution. Objectives of this research on analyzing actors and the institution in the community-forest area are: (1) to determine the dominant key actors in community-forests action arena; and (2) to formulate community-forests development institutional models. Qualitative descriptive analysis of actors and institutions employs content analysis. Key actors analysis utilized ISM (Interpretive Structural Modeling) analysis methods. Results of the analysis identified seven key actors in community forest management, namely UPTD BP3K, landowners who lives outside the village, farmer landowners, land tenants, farm labors, lumbermens, and middlemen. Of the seven key actors, four key actors are the most dominant in the community-forest action arena, which are farmer landowners, farm labors, lumbermens and middlemen. There are three models of community-forest management institutions for capacity development actors, namely the institutional model related to venture capital, handling waste of resources, and coordination. This study recommends the necessity to strengthen dominant actors at site level according to the criteria of efficiency, equity, and sustainability. The policy makers need to optimize the capacity and coordination function of government agencies through the institutional coordination model.

Abstract

Population growth in coastal areas, especially as a result of migration, has put pressure on the environment, both the built environment and the community management environment in implementing sustainable livelihood strategies. This paper wishes to explain two models of community adaptation in two distinct areas, namely Morodemak Village on the north coast of Central Java, which began to recede in the management of common resources, and Kawa Village in Seram Barat coast, which is still strong in maintaining the tradition of coastal and terrestrial territorial management as a common resource. The research methodology used in this research is qualitative approach, with semi structured interview and focus group discussion. From the results of the study, it was revealed that people were able to reshape their resources based on ecological and social changes, as their adaptation strategy in sustaining sustainable livelihoods.

Abstract

This study aims to analyze economic growth of production centers of leading agricultural commodities food crops in West Sumatera Province. The data used in this study are secondary data with descriptive analysis tool by comparing the economic growth: GDP, agricultural sector and food crop subsector in West Sumatera Province before and after the establishment of production centers for food commodities. The productivity level of leading agricultural commodities in each region that has been determined tends to fluctuate and have not always increased. The rate of economic growth reflected in GDP of the food crops actually decreased significantly from 2014 to 2016. This illustrates that the establishment of production center areas has not fully been able to increase the productivity of production centers nor increase the economic growth of food crops subsector, agricultural sector and the overall economic growth rate in West Sumatera Province.

Abstract

High dependency on tin mining is an economic problem in Bangka Belitung Islands province. The peak came after the issuance of tin mining restriction law almost a decade ago, hence Bangka Belitung is currently experiencing a slowdown in the rate of economic growth on an ongoing basis. One way out of this economic problem is to rely on tourism, since the demographically and geographically Bangka Belitung is a world tourist paradise. However, bad tourism management will actually increase development losses. Therefore, this paper will discuss the influence of Bangka Belitung tourism on its economy if tourism were a leading sector as applied in Greece in recent years. In addition, the characteristics of Greece, Santorini in this case, is not much different from Bangka Belitung Islands. In getting the answer from this problem, two methods of analysis are done, namely the Strength, Weakness, Opportunity and Threat (SWOT) table and the formation of simple regression model related to tourism and economy of Bangka Belitung. The results obtained shows that Bangka Belitung's economy will grow positively due to its tourism influence, and with similar characteristics of Bangka Belitung with Santorini then the “4S tourism policy” (sun, sea, sand and seafood) can be applied in Bangka Belitung.

Abstract

Bogor city is facing very serious congestion problems. Rearrangement of the spatial structure of the urban growth centers could improve the city's transportation system. This study aims to map the density of traffic, analyze the hierarchy of growth centers, analyze the spatial interactions and formulate alternative arrangement of the centers of the new activities. The study was conducted through descriptive analysis, Schallogram method, the Spatial Gravitation Model and TOPSIS. Schallogram analysis is used to analyze the hierarchy level of service. The Gravity Model is used to analyze the interaction between the regions. TOPSIS analysis is used to identify priority areas and new growth centers. This study analyzed data on the volume of vehicles, facilities area, population, road length, road network maps, and spatial plan (RTRW). The areas in the city center had the highest traffic density and the highest hierarchical. While suburban areas tend to have the lowest hierarchy. Based on the results of gravity model analysis, the areas with the highest attraction located in the city center and extends along the corridor to the north and the south. While the production area spread around the suburbs. Based on the analysis TOPSIS recommend new growth centers, namely Margajaya, Cimahpar, and Bojongkerta.

Abstract

Regencies in the northern coast of Central Java must transform their development priorities, based on their local potential resources and optimize their new sources of growth. Jepara, a costal regency located in northern coast of Central Java province, has a coastline of 82.73 km and 16 sub-districts consisting 9 coastal sub-districts and 7 inland sub-districts. The concentration of population in coastal areas causes the coastal sub-districts to be more developed than the inland sub-districts. The objectives of this study were (1) to analyze the level of sub-districts’ development based on their infrastructures and facilities and (2) to analyze stakeholder perception on coastal area development of Jepara. The methods used for analysis were scalogram analysis method and AHP (Analytical Hierarchy Process). The result of study showed that Kedung, Jepara, Keling and Karimunjawa sub-district are coastal sub-districts whith level I on hierarchy which means they are high development areas. The result of stakeholder perception analysis showed infrastructure availability as the main priority for coastal area development, nautical tourism as the main activity that shall be developed in coastal regions, and Karimunjawa sub-district as the main priority for development in Jepara regency.

Abstract

Regional-based development of the marine and fisheries sector has undergone a change in its way of thinking from mainland-oriented to marine-oriented with the concept of sustainable development. In the Regional Spatial Plan (RTRW) of South Sulawesi Province 2009 until 2029, the southern Regional Development Unit (SWP) covers Jeneponto regency, Bantaeng regency, Bulukumba regency and Selayar Islands regency, which have very potential marine and fisheries sector. This research aims to determine the potential of the marine and fisheries sector in the southern SWP of South Sulawesi Province, to determine the hierarchy of development centers of marine and fisheries sector in the region, and to understand the regional-based development strategies of marine and fisheries sector. The methods used are quantitative analysis utilizing Location Quotient (LQ), Shift-Share, Scalogram, and Strength Weakness Opportunity Threat (SWOT) methods. Results of the analysis shows that leading sector in Jeneponto regency is fishponds, in Bantaeng regency is sea cultivation, in Bulukumba Regency are sea cultivation, fishponds and ricefields, mean while in Selayar Islands regency is capture fishery. As for development centers of the marine and fisheries sector, in Bulukumba regency is classified as hierarchy 1, Bantaeng regency as hierarchy 2, Selayar Island regency as hierarchy 3, and Jeneponto regency as hierarchy 4. Development strategy of marine and fisheries sector at the southern SWP South Sulawesi Province is based on the region and local economy.

Abstract

Jabodetabek and Bandung Raya metropolitan region experienced an urban expansion phenomenon that caused the two metropolitan regions to become increasingly connected by a corridor and form a mega-urban region caused by the conurbation process. Purwakarta regency is one of the regions in Jakarta-Bandung corridor that experienced the impact of Jakarta-Bandung conurbation process. This study aims to analyze the level of regional development, to analyze land cover change that occurred, and to predict Purwakarta Regency land use/land cover in 2030. Regional development analysis is done by using the Scalogram method based on Potential Village data of year 2003 and 2014. Land cover change analysis is done through spatial analysis by overlaying land cover Landsat Satellite Image of year 2000 and 2015. Land use/land cover prediction in 2030 is conducted through spatial modelling of Cellular Automata Markov method. Purwakarta Regency experienced an increase in regional development within the period of 11 years (2003 to 2014), which is marked by a decrease in the percentage of the number of villages that are in hierarchy III and increase in the percentage of the number of villages that are in hierarchy II and I. In general, within 15 years (2000 to 2015) Purwakarta Regency has increasing number of built-up area and mixed gardens, meanwhile dry land, forest, paddy field, and water bodies tend to decrease. The results of CA Markov analysis show that the built-up area is predicted to continue to increase from 2000 to 2030, meanwhile paddy fields and water bodies will continue to decrease.

Abstract

This study aims to understand the base commodities of food crops in agricultural sector development at Wuluhan District, Jember Regency, to understand the distribution of agricultural support facilities in each village, and to determine strategies for food crop-based agriculture area development at the area. This research is a quantitative descriptive research with analysis conducted in 2011-2015 using Location Quotient, Scalogram and SWOT analysis techniques. Location Quotient analysis results show that base commodities during 2011-2015 are corn and sweet potato. Scalogramresults show that Wuluhan District has agricultural facilities and infrastructures in the criteria ofhierarchy III and hierarchy IV. Based on the results of SWOT analysis on leading commodities of the food crop subsector in Wuluhan District, the development strategy is in quadrant I or is an aggressivestrategy. Aggressive strategy in this study is used as a strength in utilizing opportunities from region’s potential in order to develop agricultural areas through the role of farmers or farmer groups’ institution, farmer business credit, human resources, and mutual cooperation systems for rice fieldwatering or irrigation.
