Abstract

The success of a development is not only seen from the level of economic growth but also from the level of community welfare as well as a benchmark for the success of the development of a region. The Human Development Index covers three indices, namely the education index, health index, and purchasing power index. In this study one of the indicators in improving the human development index is the health index. Judging from the growth rate of the Situbondo District human development index (HDI), the health index growth during 2012-2016 remained at 0.74 and the growth of the human development index (HDI) in Situbondo was still below the growth of the human development index (HDI) in East Java Province. The formulation of the problem taken in this study is how to synthesize strategies in improving the Human Development Index (HDI) in the health sector in Situbondo District. The analytical method used uses analytical hierarchy process. The results of the analysis analysis obtained the strategy used in improving the human development index in Situbondo District in the health sector, namely health services became a priority in improving the human development index in the health sector in Situbondo District by 0.136, and both health budgets by 0.059, and the three health sector institutions by 0.018.

Abstract

This research is a Descriptive research which aims to find out how much the level of labor elasticity of tourism subsector in Lumajnag regency, to know contribution of tourism subsector to local revenue (PAD) in Lumajang Regency, and to know the growth of labor absorption in tourism sector in Lumajang regency. The type of data used in this research is secondary data in the form of time series data with the object of research on the tourism subsector in Lumajang District and data obtained from the Department of Tourism, Department of Manpower and Dinas revenue Lumajang District in 2011-2017. Data analysis method used in this research is elasticity and proportion analysis. The results of this study indicate that the ability of the tourism subsector is not much in the absorption of labor that is equal to -1.49 percent of the number of workers who have worked or categorized as inelastic. In addition, the tourism subsector also did not contribute a considerable amount during the period of 2011-2017 to the Regional Original Income of Lumajang Regency which averaged only 1.41 percent. Overall contribution or contribution given by the tourism sector from year to year during the period 2011-2017 tends to decrease.

Abstract

The trend of modern development in some countries is the decline in the contribution of the agricultural sector to GDP (gross domestic product), as a consequence of the increased contribution of the non-agricultural sector. So the development strategy that is often applied is to increase the role of the modern sector (industry and services) that have a high level of productivity. The agricultural sector, which has low productivity, often escapes the development strategy, even though the agricultural sector is a place to make a living for some poor people who are in rural areas. This study aims to analyze the effect of economic structural transformation on poverty in Indonesia. The type of data used in this study is quantitative data, in the form of time series data between 1980-2017 obtained from World Bank publications, the World Income Inequality Database, and the Central Statistics Agency. Analysis of the data used is to use VECM estimation to see the short-term relationship and the long-term relationship of each variable. The estimation results of the Vector Error Correction Model (VECM) concluded that in the long run, the agricultural sector has a negative and significant relationship to poverty, while the industrial and service sectors do not have a significant effect on poverty in Indonesia. Per capita income has a positive relationship with poverty in Indonesia. Based on the explanation, it concludes that the policy that must be implemented to overcome the problem of poverty is to develop the agricultural sector.

Abstract

East Java is a province with a number of poor people, but on the other hand, both nationally and province, there is a reduction in poverty and inequality. This study aims to examine the effect of government expenditures on reducing poverty through economic growth and increasing the Human Development Index (HDI) in East Java Province 2015-2019. This research uses explanatory research type. Research variables include independent variables in the form of government expenditure, intervening variables namely economic growth and HDI or Human Development Index, and the dependent variable, namely poverty. Data analysis was performed using path analysis. The test results show that government Expenditure (GEXP) has no effect on Economic Growth (EG). Government Expenditure (GEXP) has no effect on the Human Development Index (HDI). Government Expenditure (GEXP) has no effect on Poverty (P). Economic Growth (EG) has no effect on poverty (P). The Human Development Index (HDI) has a significant effect on Poverty (P). Based on these results, it can be concluded that poverty alleviation can be achieved if there is an increase in the quality of human resources as reflected in the HDI.

Abstract

Abstract - Regional disparities occur because each region has different endowment factors. These factors take human resources, geographic area, development facilities, and infrastructure availability. This is reinforced by the opinion of economists from the neoclassical school, including Walter Isard (1950,63), Myrdal (1976, 56-59 and 62-65), Friedmann (1979, 221), and finally Douglass (1979, 76). The research results explain that the road infrastructure of Lintas Selatan Road in the South Malang Regency area provides positive externalities to the local economic development of coastal communities. It also increases capitalization in the coastal fisheries industry's input sector by increasing investment and increasing the number of vessels. Negative externalities occur fast and massive pull of natural resources in the coastal areas to all economic centers in Malang Raya. The availability of coastal natural resources is still in the sustainable category, although exploration has increased after constructing the South Cross Road (JLS) infrastructure. The analytical tool method used is Maximum Sustainable Yield / MSY and Economic Valuation (Contingent Valuation Method / CVM) to examine the results of the formulation of the Willingness to Pay / WTP value and the value of Willingness to Act / WTA. The attraction of the coastal area resources is described qualitatively. The Sustainable Development Paradigm is used in explaining the externalities of the Southern Cross Road (JLS) infrastructure to the development of coastal areas in the South Malang Regency. Abstract

This research aims to know the policies that help in increasing the competitiveness of the subsector crops plantations in Kabupaten Jember. Analysis tools are used to find out the strategy of increasing competitiveness in the study was Analytical Hierarky Process (AHP). RCA analysis tools produce that plantation crops with tobacco commodities have the strongest competitiveness value of 5.45. The results of this research show that cooperation between regional policy as a policy that has the highest weight of 0.82.

Abstract

Adanya kesenjangan antara daerah perkotaan dan pedesaan serta kemiskinan di pedesaan telah mendorong upaya-upaya pembangunan di daerah pedesaan. Salah satu upaya untuk melakukan modernisasi dan penguatan ekonomi perdesaan adalah dengan adanya dukungan penyediaan infrastruktur perdesaan yaitu jalan, air bersih, listrik dan prasarana kegiatan ekonomi lainnya. Dalam prakteknya, proses pembangunan perdesaan yang dilaksanakan selama ini belum berhasil mencapai tujuan tersebut, bahkan disisi lain telah menimbulkan berbagai permasalahan baru berupa kesenjangan antar kota dan desa. Hasil penelitian menunjukkan bahwa kawasan perdesaan di wilayah Kabupaten Bondowoso mempunyai beberapa klasifikasi perkembangan desa serta potensi sumber daya alamnya, yaitu : (Pertama). Kecamatan Tamanan dengan potensi ekonomi kreatif menghasilkan tiga hierarki, yaitu (a). Kelompok Hierarki I (Desa Tamanan, Desa Sukosari dan Desa Wonosuko), (b). Kelompok Hierarki II (Desa Karangmelok, Desa Kemirian, dan Desa Sumberkemuning) dan (c). Kelompok Hierarki III (Desa Mengen, Desa Sumberanom dan Desa Wonosuko), (Kedua). Kecamatan Wonosari dengan potensi agribis padi organik menghasilkan tiga hierarki, yaitu (a). Kelompok Hierarki I (Desa Wonosari, Desa Traktakan dan Desa Sumberkalong), (b). Kelompok Hierarki II (Desa Kapuran, Desa Pasarejo, Desa Tumeng, Desa Lombok Kulon dan Desa Lombok Wetan) dan (c). Kelompok Hierarki III (Desa Tangsil Wetan, Desa Jumpong, Desa Pelalangan dan Desa Bendoarum), (Ketiga). Kecamatan Sumberwringin dengan potensi agribis kopi rakyat menghasilkan tiga hierarki, yaitu (a). Kelompok Hierarki I  (Desa Sumbergading), (b). Kelompok Hierarki II (Desa Sukorejo dan Desa Sukosarikidul) dan (c). Kelompok Hierarki III (Desa Tegaljati dan Desa Rejoagung) dan (Keempat). Kecamatan Binakal dengan potensi agroindustri tape dan ikan air tawar menghasilkan tiga hierarki, yaitu (a). Kelompok Hierarki I (Desa Sumbertengah dan Desa Bendelan), (b). Kelompok Hierarki II (Desa Jeruk Soksok, Desa Binakal dan Desa Baratan) dan (c). Kelompok Hierarki III (Desa Gadingsari, Desa Sumber Waru Desa Kembangan).

Abstract

Tujuan penelitian yang dilakukan di Kabupaten Jember adalah untuk mengembangkan ekonomi wilayah kecamatan di Kabupaten Jember dengan mengidentifikasi tipologi dan sektor berpotensial serta menganalisis kontribusi dari sektor tersebut. Data sekunder time series yang bersumber dari BPS Kabupaten Jember tahun 2014-2017 berperan sebagai penunjang penelitian ini. Analisis tipologi klassen, DLQ dan Shift Share Esteban Marquillas akan digunakan sebagai alat analisis untuk mendapatkan hasil yang akan diuraikan pada bab pembahasan. Hasil analsis data menggunakan ketiga alat tersebut menghasilkan bahwa Kecamatan Kaliwates, Sumbersari dan Patrang merupakan wilayah cepat maju dan cepat tumbuh. Akhir tahun 2014 menunjukkan bahwa Kecamatan Puger Wuluhan, Ambulu, Tanggul, Bangsalsari dan Sumberbaru jika dilihat dari pertumbuhan PDRB yang terus meningkat beberapa wilayah tersebut masuk dalam kategori kuadran I. Wilayah yang masuk dalam kategori daerah tertinggal adalah Kecamatan Panti. Hasil penelitian menggunakan analisis DLQ menunjukkan bahwa sektor bangunan memiliki keunggulan dari pada sektor lain dan sektor yang dahulunya basis pada masa yang akan datang tetap berpotensial adalah sektor pertanian. Hasil analisis terakhir menggunakan analisis SSEM menghasilkan bahwa Kecamatan Jombang merupakan daerah analisis yang memiliki tujuh sektor yang memiliki keunggulan kompetitif.

Abstract

This study aims to determine the institutional performance of BUMDESA in Jember District. This research uses explanatory method. Data and information required consist of primary data that is data obtained from questionnaire or interview and secondary data that is supporting data obtained from related institution. The unit of analysis is Institutional BUMDesa in Jember District. The results of this study indicate that (1). Institutional governance is a key determinant of business success of each type of BUMDesa. This is because each type of business BUMDesa not stand alone but has a linkage chain with other factors that greatly affect the sustainability of the business. This linkage is like a link and when this chain breaks up the effort undertaken by BUMDesa will be affected, (2). The sustainability of BUMDesa is strongly influenced by the scale and business scope. BUMDes that run internal business (serving the needs of local people (such as basic needs, tractor rental) with local reach and scale, are generally at low risk so as to be healthy and sustainable, of course that the BUMDesa is managed with sufficient managerial capacity and (3) The growing community of social solidarity and local wisdom is much stronger and more sustainable than the BUMDES that were born because of government intervention from above because local wisdom parallel with the wealth of social capital and political capital is a very influential factor durability and sustainability of BUMDesa.

Abstract

Rural development becomes important as an effort to minimize disparitiesbetween regions. The purpose of this study is to analyze the economic potentialin rural areas and design policies in Banyuwangi Regency, especially in thesouthern part. The method used to analyze data is Location Quotient (LQ)analysis. Sampling data taken in 10 districts in Banyuwangi Regency. TheBanyuwangi Regency was chosen because it was included in the largest foodgranary in East Java. The analysis shows that each sub-district has a superiorsector each, namely certain commodities that have a competitive advantagecompared to other districts.
