JP2WD covers topics related to regional science, regional and/or rural planning, regional economics, spatial and environmental planning, regional information system, community development, and public policy. Abstract

Regionalization approach is a kind of approach to manage and to achieve the development goals based on the characteristics of a region. The development system of Malang Regency is conducted through regionalization approach which divided the area into six Development Areas (WP). Furthermore, the typology of development area in Malang Regency can be divided into three typology (urban, peri-urban and rural). This research aims to analyze factors that influence the human development index (HDI) of Malang Regency based on regionalization approach and panel regression. Data panel regression method was used in analyzing the data. The results of the research showed variables that have a positive and significant influence to the human development index in each typology of development areas of Malang Regency consisting of the number of health facilities, the number of nurse-midwife and the population density in typology I (urban); the ratio of school per students at primary school and the population density in typology II (peri-urban); and the number of nurse-midwife in typology III (rural).

Abstract

Conversion of agricultural land in urban areas is most prevalent in wetlands, thus threatening food availability and loss of multifunctional land. In the last five years, the wetland area in Bogor City has dropped dramatically to 321 ha (BPS of Bogor City, 2016). Control of the rate of conversion of wetland in Bogor City is regulated by Local Regulation number 8 year 2011 concerning Bogor City Spatial Plan (RTRW Kota Bogor) 2011-2031. However, its implementation is less effective so that there is a need for economic instruments to support it. The purpose of this study is to describe the wetland conversion in Bogor City and budgetary strategies in order to control it. Spatial analysis with overlay method was used to and resulted in a land conversion pattern which was dominated by housing area of 1 137.33 ha (47.08%) and garden 254.28 ha (10.53%). The conversion pattern was used as the basis of multiple linear regression analysis of factors affecting wetland area in Bogor City during 2000-2015 which results were: production amount (significant at α 1%); building area (significant at α 5 %); realization of Bogor City Agricultural Service budget (not significant) with R2 value = 86.6%. Wetland conversion control was conducted through budget strategies which are analyzed with Analitycal Hierrachy Process (AHP) calculation, resulting as follows: (1) socialization budget; (2) budget for formulating local regulation; (3)budget sharing with the central/provincial government; (4) streamlining the role of the private; (5) budget supervision; (6)budget for (land banking); (7) incentives and disincentives for farmers.

Abstract

Sarjana Membangun Desa (SMD), or Bachelors Builds Villages, is a program that places undergraduate degree holders to empower livestock farmers which implemented by the Ministry of Agriculture Republic of Indonesia. This program has been started since 2007 with the number of beneficiaries has reached 2,694 groups scattered across Indonesia. This study aimed to conduct a thorough evaluation of the implementation of SMD, covering from the identification of potential region, evaluation of the effectiveness of the program and the formulation of the development strategies. The results showed that SMD has not been implemented based on the region potentials. The evaluation on the effectiveness of SMD on economic, technical and institutional indicators showed that the program has not been effective in achieving its goal. The CIPP (Context, Input, Process, and Product) evaluation showed that the causes of the ineffectiveness of the program are: (1) the program has no strategic plan; (2) lack of supports and participation from local government and communities; and (3) ineffectiveness at the selection and recruitment stage, reporting, monitoring and evaluation. Based on the result of Analytic Hierarchy Process (AHP) analysis, the strategy that needs to be put as priority to improve the effectiveness of the SMD is human resources strengthening which can be implemented through training and counseling.

Abstract

Tin-mining has raised the local economy and income of South Bangka Selatan Regency, thus should have contributed to the development of infrastructure around tin-mine areas in the province. Positive impacts of tin-mining to infrastructure have not always been received by area around the tin-mine. The aim of this research is to determine priority districts for infrastructure development at post tin-mine areas in South Bangka Regency. The methods of the research were on-screen digitation, Scalogram and TOPSIS. The results of research shows that the land area of post tin-mine in South Bangka Regency covers 11,224.8 hectares, with Toboali District as the widest (5,053.3 hectares). Districts with the the most number of villages in hierarchy 1 was Toboali District (4 villages), while in hierarchy 3 was Air Gegas District (6 villages). Tin-mining has not always given positive effects to the development of regional infrastructure around tin-mine areas. Villages at Air Gegas Village and Toboali District are the priorities of infrastructure development, thus infrastructure development around tin-mining areas will be done equitable and gradually to resolve limited fund for future.

Abstract

The purpose of this research is to understand the settlement pattern and the factors that determine the selection of settlement locations on areas prone to landslides at Guntur Macan Village, West Lombok Regency. The research uses qualitative method by conducting questionnaire and in-depth interview to respondents. Mapping of community houses together with analysis on nearest neighbors in viewing the settlement patterns were conducted. Categorical frequency analysis was used to measure villagers’ perceptions that affect their choice to settle at disaster-prone areas. The result of mapping shows the existing settlement patterns are either cluster, linear or spread. The result of analysis of nearest neighbors shows T value of 1.74, which means an evenly spread pattern. Based on villager’s perception, factors determining the selection of settlement locations on areas prone to landslides are distance away from high-noises, pollution levels that do not interfere with health, and accessibility to job sites.

Abstract

Agrarian conflict in Pari Island of Seribu Islands, Jakarta has been undergoing for more than twenty years. The conflict involves main parties, in which the locals are diametrically opposed to local government-backed tourist corporations. This inductive qualitative study explores the historical information of the conflict and constructs a theoretical proposition at the mezzo level concerning the cause of this conflict by using an analytical tool from Lefebvre's concept of "production of space" and "accumulation by dispossession" by Harvey. The purpose of this study is to obtain a theoretical explanation at the intermediate level on the relation between abstract space production, dispossession and rural urbanization in favor of the tourism industry. The result shows, the production of abstract spaces, dispossession and urbanization located in a linear path for the production of capital space that turn social space into a space of capital accumulation, transforms agrarian resources into commodities and creates landless free labor for the future modern tourist industry. This study also shows that imbalanced contestation of spatial conflicts in Pari Island potentially marginalize local communities, furthermore, converting insular space into exclusively private-based industries is inappropriate because corporation has geographically expansive tendencies. Thus, policy makers are advised to support the life of differential spaces so that the diversity and particularity that exist in Pari Island can live together. It is this action that will overcome the damage caused by the production of abstract spaces and dispossession in the past and become the solution to the agrarian conflict in Pari Island.

Abstract

Nowadays, tourism village development has become an alternative for local economic development and been applied in many regions, including at Kliwonan Village in Sragen Regency, as a part of Sragen Batik Cluster. Kliwonan Village has development potentials viewed from its geographical and accessibility aspect. Viewed from geographical aspect, Kliwonan Village is approximately 10 km from Sangiran Museum, which was established as a National Tourism Strategic Area (KSPN). Moreover, viewed from the accessibility aspect, Kliwonan Village is easily accessible since is approximately 8 km from Solo-Kertosono toll exit. In order to be developed as a batik tourism village, a comprehensive review of supply and demand is needed. Based on that, this research aimed to explore the development potentials of Kliwonan Village as a batik tourism village based on the aspects of supply and demand in order to contribute recommendations for Kliwonan Village’s development in the future. This research used mixed method, incorporating qualitative method to analyze tourism supply-side, community characteristic, and policy, as well as quantitative method to analyze tourism demand-side. This research indicates that Kliwonan Village has the potential to be developed as a batik tourism village. However, it is still not ready since there are some elements in the supply-side that need improvement or development, namely accessibility, amenity, information and institution.

Abstract

The province of North Sumatera, as one of advanced provinces in Sumatera Island, is expected to boost economies of other provinces. However, good economic level in North Sumatera Province has not been followed by equitable distribution of income between regions within. The value of Williamson Index shows the disparity that occurred in North Sumatera Province is still quite high. Nevertheless, someday relatively backward regions could catch up with relatively developed regions, so that inter-regional income levels may reach a relatively similar level, which is called economic convergence. This research aims to identify the tendency of economic convergence among regions in North Sumatera Province and to analyze the variables that influence the economic growth in order to realize economic convergence by using panel data regression approach. The result of the research shows the tendency of economic convergence in North Sumatera Province, while the variables that influence the economic convergence are capital expenditure, Human Development Index (HDI) and open unemployment rate.

Abstract

Coastal and small islands are faced with various significant challenges. The trend shows that the region suffered largely from habitat destruction, changes on natural processes of ecosystems andpollution. Coastal and small islands regions became increasingly complex as conflicts of interest occur, both within the community and at the government level. Thus, activities to be placed within this region should consider the compatibility between needs and the region’s ability in providing resources. This study aims to develop a management strategy for unpopulated islands in utilization of natural resources. The research was conducted through descriptive evaluative method, using spatial analysis to obtain suitability between the waters and the carrying capacity of the area usingArcGIS 10.3. On the other hand, management strategies were formulated using Analytic Hierarchy Process (AHP) model. The ecological potentials of Nusa Manu and Nusa Leun Islands covers diving, snorkeling tours, mangrove tracking and beach tourism, grouper fish aquaculture within floating netcages and fishing grounds. The potentials are suitable and can be utilized for various activities with priority on conservation-based marine ecotourism. This management strategy sides with the people, opens employment opportunities and able to encourage economic growth while maintaining the sustainability aspects of natural resources.

Abstract

Depok City can only manage about 56.22% from total of 1,286 tons of its daily solid waste. The amount increases everyday that it becomes more concerning to apply solid waste management. The objective of this research is to analyze solid waste management based on the carrying capacity and the storage capacity of waste infrastructures in Depok City. Methods of this study were the suitability between supply and demand of domestic solid waste and the waste infrastructures, Integrated Risk Based Approach (IRBA) and literature study. This study shows that Depok City government has a good system in solid waste management but still needs to improve the quantity and capacity of the infrastructures. Garbage banks can reduce 20% of the inorganic waste and the Organic Waste Processing Unit (Unit Pengolahan Sampah Organik/UPS) has low index carrying capacity of 0.26, which can reduce 3.64% of organic waste. The IRBA shows that Cipayung landfill has moderate danger. The numbers of waste infrastructures required at each district in Depok City shall be equipped, so that the amount of waste disposed to Cipayung landfill can be reduced.
