Abstract

The aim of this study was to analyse disaster risk of air transportation accidents in the national defense system perspectives and also the efforts of airport authority to manage the risk. A qualitative, narative and exploratory study was developed using risk management ISO 31000 as a method to analyse data. Interview, literature study and documentation were done to collect data. This study used purposive sampling to decide informants. It was found that Halim Perdanakusuma International Airport had a high risk in air transportation accidents. To keep the stability of national defense, the risk had to be managed through structural mitigation and non-structural mitigation

Abstract

The rapid development of global defence and security issues have brought about immense challenges for Indonesia. Improvement and development of the quality of Indonesia’s human resources within the defence area is imperative to answer such challenges. Self-sufficient defence industries (capability-based planning) in Indonesia has become the main concern of all related stakeholders in the country. Indonesia requires transfer of technology to develop its defence resources. Policies on transfer of technology are related to the capability of our leaders. Therefore, empowerment-based leadership is key to the transfer of technology policy. This paper will discuss the connections between empowerment-based leadership with transfer of technology policy as an effort to improve the quality of Indonesia’s human resources in the defence field.

Abstract

This study aims to analyze radicalism impact toward national defense. The method used is descriptive qualitative, data collection techniques such as observation, interviews, documentation, and literature. Processing of research data according Miles and Huberman. The results showed that implementation of the Territorial Development by District Military Command 0621 Bogor Regency through territorial management of Planning and Control Systems Development of Territories & Management of Territorial Development were able to map the potential and vulnerability of the area ie geography areas, demographic and social conditions so that development of radicalism could be prevented

Abstract

This research to discuss the Government's strategy to increase public acceptance toward nuclear power development plan. The purpose of this research is to obtain recommendation for government’s strategy. It is design as descriptive qualitative one with design research. The results showed there are two strategies, namely; strategies of socialization through counseling and through online media. Based on the research, it is recommended that the government should establish a Coordination Board which is under the command of (under command) specifically in the case of nuclear power plants in Jepara.Keywords: Nuclear Power Plant; Community acceptance; The government's strategy.

Abstract

State cryptographic institutions, coordinated by the State Cryptography Agency have contribute to protect the state classified information from potential threats and vulnerabilities posed by information warfare, using the methods of cryptography. State Cryptography Agency, so that need the anticipatory efforts to reduce the inhibiting factors. The research was conducted using the qualitative research methods with descriptive analysis techniques. Based on this research, it is known that the role of State Cryptography Agency in facing the information warfare is more widely available in the defense/defensive effort to protect state information, as well as there are still some factors that cannot be minimized.

Abstract

This study aims to find alternative energy in substitution high speed diesel (HSD) in the railway by measuring the economic, supply chain, and liquefied natural gas (LNG) optimization especially in Java. The economic analysis using the feasibility of investment method in LNG locomotive, supply chain analysis to simulate infrastructure of transportation and distribution LNG to identify internal and external factors affecting. The economic analysis result showed fuel saving costs up to 36%, the NPV is positive, and the IRR higher than the discount rate so the investment is feasible to held that will bring benefits for country’s revenues from using dual fuel in LNG locomotive. Supply chain analysis provide two simulation models of LNG distribution for railway that suitable to be applied in Java Island, the source of LNG coming from outside Java Island using existing LNG plant and the source of LNG coming from inside Java Island using mini LNG plant.

Abstract

This paper is intended to examine how strategic defense planning of Indonesia during strategic areas of Southeast Asia (ASEAN) 2015 - 2020. Issues that develop in ASEAN seems so complex and dynamic. Indonesia’s defense is an interesting phenomenon. Based on these timeframes we can formulate a strategic planning for future defense. The results show that besides, developing defense policy and defense planning in the form of comprehensive strengthening of structure and posture of Indonesia’s defense. Indonesia needs to strengthen its defense diplomacy towards countries in Southeast Asia by strengthening the base of posture and defense structure associated with the vision of the world maritime axis so as to achieve a sustainable Minimum Essential Force (MEF).

Abstract

Conflict South China Sea is a new road for obtaining natural resource, where some countries have conflicting claim over the Spratly Archipelago and Paracell. Indonesian Navy as a component of national strength participates in the application of national strategy into naval strategy and operationalizing in the diplomacy and multilateral exercises to enhance interoperability among navies in South China Sea region. Regional Maritime partnership is smart choice when regional stability is becoming the goal of all states to maintain regional security in South ChinaSea, Indonesian Navy need strong powerfull fleet for readiness, sea control and “world class navy” for peace in south China Sea

Abstract

Industrial development and use of biodiesel in Indonesia is currently hampered by the cost of biodiesel for export opportunities. Manufacturers prefer to export biodiesel at a better price than selling in the country. The approach used in this research is qualitative. This study has produced a system dynamics models the behavior of the biodiesel industry in Indonesia. With this model, a formulated policies and strategies can be tested through simulation run that will show or predict system behavior biodiesel industry into the future. By formulating policies and strategies in various scenarios, each of which will give the results of system behavior biodiesel industry in the future, can be selected as optimal policy formulation strategy, in the sense of providing the most appropriate behavior with the desired behavior of the biodiesel industry.

Abstract

This article is about the activity of risk assessment in developing KFX/IFX Fighters through joint development cooperation between Indonesia and South Korea for Engineering and Manufacturing Development Phase (EMDP). The Risks in EMDP found by using the Life Cycle of Weapon System. Risk assessment aims to identify, analyze and assess the level of risk as a calculation so that the program will always be on the track and the default of the project will be avoided. Moreover, this is the first experience for Indonesia to make fighters. Besides that, KFX/IFX fighters is one of our national program which aims to build the independence of defense industry and to open the road map in mastering on making fighter for PT. Dirgantara Indonesia (PT. DI).
