Abstract

Indonesia and Timor Leste have had an irrelevant relationship related to the history of Seroja Operation on 7 December 1975 when the TNI, formerly known as ABRI (Armed Forces of the Republic of Indonesia) carried out a total military operation in order to keep Timor Leste for not separate from Indonesia, while later it caused losses where many TNI and Falintil- Forças De Defesa De Timor Leste (F-FDTL)’s personnel were killed in the war. Time passed, now the relationship between both countries is getting better due to the efforts from the Indonesian and Timor Leste’s parties, especially the national armies, had been done. To solve the conflict between those countries, defense diplomacy is needed. In this article, the writers tend to describe how both armed forces conduct defense diplomacy so Indonesia and Timor Leste’s relationship is getting better, indeed now both countries have done some collaborations in some aspects in the economy and military. Later, the writers will analyze more to find out the best conflict resolution that had been done by both armed forces, and the existence of each State Leaders’ participation. It is clearly stated that by utilizing defense diplomacy through visiting state leaders, having an official meeting, holding military cooperation such as doing exchange troops are some best ways of conflict resolution that can be done by Indonesia and Timor Leste to create a better relationship.Keywords: Defense Diplomacy, Conflict Resolution, Indonesia National Army (TNI), F-FDTL, Timor Leste

Abstract

Indonesia has several institutions to maintain maritime defense and security, but maritime security is not only determined by the number of authorized agencies but by many factors. This study aims to assess the factors and sub-factors that affect Indonesian maritime security. To achieve the research objectives, the method used is the Analytical Hierarchy Process (AHP) with six factors and twenty-nine sub-factors. The process of collecting data through questionnaires and interviews with several experts, the results of the questionnaire were taken with a Geometric Average, after which it was calculated according to the stages of the AHP method. The findings of this study produce priority factors that affect maritime security, first are defense and security factors (0.37), second is political and legal factors (0.24), third is economic factors (0.16), fourth are technological factors (0.11), fifth are social and cultural factors (0.07) and sixth are environmental factors (0.04). The contribution of this research is a consideration for the Government to determine policies towards improving maritime security in Indonesia.Keywords: Analytical Hierarchy Process, Determining, Maritime Security

Abstract

This paper studies Chinese coercive diplomacy by first analyzing the South China Sea (SCS) issue from the perspective of China national interest which has Belt & Road Initiatives (BRI) political agenda (formerly known as OBOR). Through BRI, China will be a counterweight to the world economic power in countering US hegemony. This paper aims to describe the coercive form of China diplomacy which has been implemented through both phenomena and to analyze China coercive diplomacy using theory and relevant concept. To achieve those goals, this paper employs qualitative research method as well as national interest and neorealism theory. The findings of this paper suggest that, in reflection of China-Sri Lanka bilateral experience, BRI is one of debt-track diplomacy of China commodities in maintaining energy and economy security. This paper is expected to be one of the studies about South China Sea which can see BRI more in the opportunities it brings

Abstract

In the current security concept, there are some changes to the current security object. This is due to the increasingly broad understanding of security objects.  This study examines the emergence of cyber issues as a new threat to state security. Cyber actions in the virtual world are developing along with the rapid technology development. Moreover, the state policy on cyber issues is considered as a new threat to individual security. The development of that state security issue is being debated among the theoreticians of international security studies. The concept of securitization explains the phenomenon of cyber issues and receives the attention of many states. Securitization carried out by the United States on Cybercrime issues becomes the initial trigger in viewing cyber actions as a new threat to state security. The object of this paper is more focused on State policy in dealing with cyber threats. Afterward, state policy in facing the cyber threat is seen from the perspective of human security from UNDP. Therefore, there is a debate about the desired security object. State actions to reach state security are then considered as individual privacy security. So, international security now does not only focus on state objects but also on individual, environment, economy, and identity. Thus, every action taken in securing an object does not pose a threat to other security objects.Keywords: Cybercrime, State Security, Human Security, Securitization

Abstract

This study aims to explain the latest phenomenon that economy and defense must be mutually aligned so that people's welfare increases. The main priority is not only improving the economy but also in providing adequate security and defense so that economic actors can carry out their economic activities optimally. The method used in this study is a qualitative study, which has a focus on how to get data and literature that has deep meaning. From this method, we want to get a relationship between the defense and the economic sectors so that both areas must be equally seen as necessary in the ideals of improving social welfare, with the realization that the development of defense and economic programs must go hand in hand.

Abstract

A military observer is a military officer from a certain country who is deployed as part of a United Nations Peacekeeping Mission. The purpose of this study is to define an ideal competency model for the UN military observers of the Indonesian military by considering certain characteristics embedded in superior military observers that distinguish them from the non-superior ones. This study applied several data collecting techniques such as behavioral event interviews, observation, and library study. Two types of analysis, namely: content analysis and discriminant analysis are utilized to create data weighting and to discover the differentiating characteristics. From this study, it can be concluded that there is a very close and significant relationship between the competency and performance of the UN military observers from Indonesia. Those in the superior category do have three strong differentiating competencies, namely: initiative, relationship building, and impacts and influence production. And then this study also found an ideal competency model for a UN military observer, where the model consists of the three competencies plus eight other competencies, namely: team working, self-controlling, local language skill, local culture knowledge, vehicle driving skill, military knowledge and skills, diplomacy and negotiation skills, and administrative skills.Keywords: Competency, Competency model, Military observer, Recruitment, UN Peacekeeping

Abstract

Globalization always lead to various kinds of influences, both negative nor positive, on the national character. In Indonesia, globalization has caused a significant degradation of national character which ended by the poor national character of the Indonesia’s young generation. In order to minimalize this impact, the Indonesian government has launched a program, named State Defense Awareness Programme (Program Pembinaan Kesadaran Bela Negara), in order to perform the mental revolution program and building the national character of Indonesia’s young generation, which has influenced by the negative effect of globalization. But until now, the Indonesian citizens are still not convinced that State Defense Awareness Programme can be an appropriate means in building the national character of Indonesian citizens. This condition was supported by the emergence of negative stigma related to State Defense Awareness Programme, which ultimately reduces the level of people participation in the program. This article was written by using a systematic approach and contribution analysis method. The results of this study are expected to be a consideration for the Indonesian government and citizens in implementing and joining this program. Based on the analysis result, it can be concluded that State Defense Awareness Programme has a significant contribution towards national character building of Indonesia’s young generation. A comprehensive and integrated implementation of this program will produce citizens or state defense cadres who has highly character of nationalism, patriotism, solidarity, skill, collaboration, discipline, leadership and so on, especially for Indonesians who are born and grow up on border areas or foreign country and have experienced a significant shift of state defense awareness. This program will also produce resilient, militant, and nationally awareness citizens based on the State Defense, Pancasila values and the 1945 Constitution norms.

Abstract

Schools are an essential avenue for youth to learn about disaster resilience A critical success factor for the uptake of disaster resilience learning in schools is the ability to embed learning activities in school programs that are linked to relevant curriculums. The introduction of Disaster Preparedness School (DPS) hoped students were able to identify disaster resilience learning and face the disaster occurring. In 2009, the government started developing a pilot project by combining the curriculum disaster education to the curriculum of Disaster Preparedness School (DPS). The purpose of this study was to analyze the cause of inhibition and make a strategy to solve the problem. This study used a literature review approach and source of data search from the literature that obtains via the internet in the form of results of an online library of local, national, and international, and also from books and related regulations. The results of this study are: a) The cause of inhibitions included four indicators like program target inexact, program of socialization less strength,  program goal less power, monitoring program less document incomplete;  b) The strategy to the development program of DPS would be successful under following conditions: 1) insertion curriculum of disaster mitigation education into several subjects, and into extracurricular activities that exist in schools. 2) conducting DPS Program by proper training that has been done by the ways:  right participant, the subject that relates to a local disaster, functional modules, good time setting, monitoring equipment, done routinely and systematically, and also involving the whole stakeholder.

Abstract

Folklore is a construction of local wisdom that grows and develops into the basis of the values of social functions. The social function of the political meaning in folklore can be used as the country’s resilience reflection, like democratic learning and strengthening the figure of the statesman. The social reality that was constructed in folklore can be a gap between the real and imaginary condition in the text. This study dug out the interrelatedness between the reflection of folklore as the forming of the resilience nation’s character and characteristic of Indonesian’s diversity. This study uses a qualitative description method and literature sociology and politic approach. The corpus data are “Mentiko Betuah” (Aceh) and “Raja Negeri Jambi” (Jambi) story. The results of the study indicated that the social reflection of both (stories) can be the basis of the building social resilience to counter radicalism, to grows up tolerances, mutual solidarity, democracy, and the integrity of anti-kleptocratic statesman. The method of the study is a qualitative description. The data of the study are sentences and written expressions in “Mentiko Betuah” (Aceh) and “Raja Negeri Jambi”’s story (Jambi). The results of the study indicated that tolerance and plural values were depicted in “Raja Negeri Jambi” and “Mentiko Betuah” were needed to be maintained. The threat of disintegration of the nation through the inculcation of narrow and shallow ideologies have poisoned people’s perspective, especially millennial society.

Abstract

The existence of the Indonesian Diaspora abroad cannot be separated from the development of the global environment. The global constellation dynamically moves ahead with the complexity of inter-correlation and inter-implication multi-dimensional of the state, with non-military, military, and hybrid potential threats. The rapid progress of transportation and information technology, and cyber technology well as has become escalating turbulence over global dynamics. This context is an urgency for Indonesia to utilize Indonesian Diaspora for national interests and national defense. This paper aims to analyze the empowerment of Indonesian Diaspora in strengthening diplomacy for national defense. The author uses a qualitative approach by raising the theory of empowerment and diplomacy elaborated with the rights and obligations of defending the country upon the Indonesian Diaspora. Various data and information from literature and other open sources are used in this paper. Some of the emerging phenomena related to the Indonesian Diaspora are contested with the development of public diplomacy practices correlated with challenges and threats in the approach of national security and defense. The conclusion portrays the importance of continuing the empowerment of the Indonesian Diaspora in strengthening efforts to fight for and protect national interests, including national defense.
