Abstract

Adagium Si Vis Pacem Para Bellum, which means who wants peace, prepare for war. Faced with the dynamics of the global and regional strategic environment affecting the defense system that must be prepared by Indonesia. China's aggressive action in the Natuna Sea is one proof that defense in the Indonesian sea is still a serious concern that must be addressed. The aim of this study is to find the best sea defense strategy, to secure the New Capital, especially in the sea area. The study was carried out in the sea area which is the responsibility of the Makassar Navy Base VI. This study uses George Edward III's public policy implementation theory, qualitative descriptive is the method used with the phenomenological approach. The results of this study show that the implementation of the transmission subfactor, communication is only limited to the internal communication of each law enforcement entity, there is no integrated operational-tactical operational nature. The implementation of the communication clarity sub-factor between law enforcement entities is also not yet optimal, due to the limited facilities and other facilities, especially related to the problem of operational-tactical communication equipment. While the implementation of the communication consistency subfactor, the existence of regulations on each entity as the operational basis at sea, makes the bureaucratic procedures ineffective and inefficient. In conclusion, the communication factor between law enforcement entities must be a priority, so that performance can be optimally effective and efficient, integrated hardware, software, and brainware must be built. An entity that can act as the main controller that can coordinate all entities related to law enforcement at sea, and see the results of research related to the entity that has the greatest potential as a controller of sea security in the Makassar region, the researchers recommend the Navy as the Command Center.

Abstract

Drug crime—i.e. narcotic drug abuse, smuggling, and trafficking—is still a serious problem for many countries. In Indonesia, it is perceived as a threat to national security and Indonesians' well-being. It is not surprising, then, if the government of Indonesia declared war on drugs to preserve Indonesia's national security. The systemic measures to address the drugs problem formulated as an integrated program consists of eradication and prevention of drug smuggling and trafficking, and rehabilitation for the victims of drug abuse. This study discusses the implementation of the program as a part of maintaining national security, as well as its constraints and obstacles. Riau Islands Province was chosen as a case study. The data collection was conducted by in-depth interviews, focused group discussion, and literature studies. In analyzing the data, it uses the theory of drug abuse prevention to organize and to interpret the findings. The result of the analysis shows that several obstacles still hinder the effectiveness of the government's efforts in combating drug crime. In the eradication of narcotic drug smuggling and illicit trafficking, the main obstacles manifest in geographical challenges, regulatory constraints, and technological shortcomings. In the prevention of drug crime, the real effectiveness of socialization as the main tool of prevention is hard to be measured and evaluated. In the rehabilitation of drug abuse victims, the main obstacles are the low awareness of the community, the limited availability of counselors and other infrastructures, and the unsupportive legal system.

Abstract

The development of information technology has a significant impact on various important aspects of life. Apart from positive impacts, there are also negative impacts that are important to know and anticipate to prevent major damage and losses. On a broad scale, namely at the national level, the development of information technology can also affect the development of national defense as it is known that the nature of Indonesia's defense is total defense, which is prepared to face the total war. Based on the explanation above, the purpose of this study is to examine the impact of the development of information technology on the implementation of Indonesia's total war strategy. The approach used is qualitative phenomenology with research data in the form of secondary data collected using literature studies. The data is then analyzed using qualitative analysis techniques. The results of the study indicate that the development of information technology has both positive and negative impacts. These impacts encourage the need for changes and adjustments to the total war strategy implemented by Indonesia. This is important to do so that Indonesia can have a stronger defense in preparation for a total war that may occur in the future.

Abstract

This millennial era that is inseparable with technological advancement, the role of media and communication become more crucial. Those two components shape up and influence human psychological development. Media and communication are two aspects that intertwined from both good and bad influence. Those good and bad stigmas are also inseparable from propaganda. The strength of propaganda depends on whether or not the socio-cultural element is accurately used to deliver the selected message. Sciences regarding social system have become more important because it is related to potential target to support the psychological operations. The psychological operations consisted of delivering a particular message or information through selected media (product) to influence or modify the behavior of the receiver (target audience). In the context of national resilience, astagatra is also known as one of the aspects that influence the success of psychological operations. Therefore, this paper will discuss the study of psychological operations from several disciplines such as communication, media, propaganda, and socio-cultural perspective. The study regarding history and development of psychological operations will be explained using critical-literacy methods strengthened by literature review. This research finds that psychological operations are one of the ways that shown to influence human mindset and trait, or behavior to a specific target audience that supported by intertwining aspects such as communication, media, propaganda, and socio-cultural aspects that significant to the success of psychological operations of a particular country.

Abstract

The energy security principle demands the fulfillment of availability, acceptability, affordability, accessibility, and sustainability. Under the financial constraints, it is very challenging to achieve. As a result, immediate decisions, often only based on the lowest cost neglecting the overall impacts, are taken. This study aims to reveal the energy provision dilemma through a literature review method and simple calculation analysis. This study intends to exemplify how to conduct an equitable analysis by comparing wind and coal power plants’ impacts from the economic, environmental, and social perspectives. This study finds that the mutually complement characteristics of NRE (New and Renewable Energy) and non-NRE (fossil energy sources) raise a dilemma in selecting the energy source, where the financial constraints exaggerate the dilemma. The study also finds that the electricity generating cost of coal is cheaper than wind, but the external costs turn over the result. Coal damages the environment more than wind, but the impacts are often neglected, and society bears the cost. A simple adsorption method could minimize the impacts, but it depends on the producers’ willingness to conduct, which eventually by the consumers’ willingness to pay the higher price. In the social aspect, both power plants have relatively more equal indirect impacts, but coal’s direct impacts are more detrimental than wind. While an energy source may excel the other, considering the specific circumstances is a must. Financial constraints aggravate the developing countries’ dilemma between achieving energy security or fulfilling the basic needs and pursuing economic growth

Abstract

Fundamentally, tracer projectile material based on pyrotechnic composition, and where the pyrotechnic was generally composed of fuel, oxidizer, and binder. The tin (Sn) material is one of the candidates for fuel material because tin has a low melting point, so this composition can ignite at low temperature, while the copper oxide (CuO) can emit the orange-red spectrum. This study aims to evaluate the thermal and spectrum character of Sn-CuO-AG-based composition. The characterization data of these samples was evaluated by tests of morphology and phase, enthalpy change, calorie energy, and spectrum emission. Based on this data, the 17Sn-68CuO-15AG sample was emitted a strong red color too, but this sample has a high or the longest exothermic process. Furthermore, the 27Sn-58CuO-15AG sample has emitted a weak red color with medium exothermic energy. Generally, the 22Sn-63CuO-15AG is more suitable than the two other compositions for the tracer projectile composition of ammunition, this material emits a strong red spectrum and low-calorie energy.

Abstract

Radicalism has become a real threat faced by all countries in the world, including Indonesia. This condition occurs because radicalism is the origin ideology of terrorism which has been confirmed as an extraordinary crime for the world. So, the Indonesian government needs to pay special attention to counter the radicalism issue which is now growing rapidly in Indonesia. This article was written to analyze the Government, the Indonesian National Armed Forces (TNI), and the Indonesian National Police (Polri) roles in countering radicalism issues in Indonesia through good governance concept. This article is written based on the result of phenomenology research used literature study approach of various literature that is relevant to the research topic. Based on the study, the results show that the countering process of radicalism issues conducted by the government of the Republic of Indonesia has not been well managed, because there is no strong legal basis concerning radicalism in Indonesia. Additionally, the weak synergy between the TNI and the Polri, which is tasked to countering radicalism issues, is also become an obstacle for eradicate radicalism issues in Indonesia. Therefore, optimizing the role of the Government, TNI, and Polri are needed by prevention, mapping, detention, and contra radicalism actions. On the other hand, those three parties must strengthen their synergy and cooperative in performed their roles in maintaining public security and national security from the dangers of radicalism.

Abstract

People who live in Indonesia's border area have conflict potential due to its condition that lagging in development, low level of welfare and human resources, and the access that is far from the central government. Therefore, this study outlines and develops the concept of civic education that aims to create ‘smart’ and ‘good’ citizens to create peace. Communities are based on local wisdom that is distinctive in society, especially communities who live in border areas. This study presents qualitative data from field research in the Indonesia-Malaysia border in Central Sebatik District, Nunukan Regency, North Kalimantan Province, which has polarization between different ethnic groups, religions, and citizenship. The results show that people who live in villages with different ethnicities, religions, and nationalities were able to live side by side peacefully. Those ethnic groups and religions are Bugis, Muslim, Timorese, Catholic, and Malaysian Bajau,  which originated from religious values and tribal values that were believed can be developed in the Community Civic Education and has the potential to present defense resources at the border area.

Abstract

Grounding Pancasila is the driving force and energy to make Pancasila in the concept of political, economic, social, cultural, as well as mental and spiritual development. The study aims to analyze the power of Pancasila as a basic assumption of Indonesian to respond to recent challenges faced by this country. This study employs a deconstruction approach that aims to describe how Pancasila become Indonesia's Basic Principles. The historical methods are heuristics, verification, interpretation, and historiography. Sources of data obtained are reading Soekarno's thoughts through his work "Under the Flag of Revolution". Soekarno's formulation of Pancasila thought was rooted in a sense of nationalism that wishes the Indonesian people to live side by side in peace and prosperity, and integrate all elements. This study concludes that as a basic philosophy (philosophische grondslag), Pancasila becomes a basic guideline for the Indonesian people in looking at the reality of the universe, humans, society, nation, and state about the meaning of life and the basis for Indonesian people to solve problems faced in life and our existence.

Abstract

Work-life balance is important for individual psychological well-being, including for Indonesian soldiers in the UN Peacekeeping mission. Balancing these two factors will positively affect psychological well-being. Fisher, Bulger, & Smith once stated that when work interface with life it can affect work-life balance. Critical to individual psychological well-being as it is, scale developed to assess this construct in the Indonesian military population has never been reported. This study was aimed at examining the validity and reliability of a work-life balance scale specifically developed for use in Indonesian military population in the operation field. This study seeks to confirm the underlying dimensions of work-life balance by testing the hypnotized model employing Confirmatory Factor Analysis (CFA). The participants consist of 100 Indonesian soldiers. The results show that the work-life balance scale (25 items) has a high reliability (α = 0.889). Further analysis resulted that the model was fit to the data (X2 = 248.37; p = 0.092; RMSEA = 0.035; CFI = 0.98; and SRMR = 0.068). It was concluded that the 4 dimensions were the four major valid dimensions, and this study indicate that testing the model using multigroup samples of different demography as well as rank and cultural background is warranted.
