Abstract

Indonesia merupakan Negara kepulauan yang memiliki luas lautan yang luas sebesar dua pertiga dari luas wilayah keseluruhan. Oleh karena itu, Indonesia memiliki tingkat kerawanan yang tinggi di antaranya illegal fishing, illegal logging, illegal mining, illegal migrant, human trafficking dan penyelundupan. Sehingga Indonesia memerlukan model pengamanan laut yang mampu mengoptimalkan resource yang ada. Proses pemilihan model pengamanan laut tidaklah mudah karena harus mempertimbangkan banyak kriteria sehingga keputusan yang diambil tidak salah, maka diperlukan suatu Sistem Pendukung Keputusan (SPK) yang dapat memperhitungkan segala kriteria yang mendukung pengambilan keputusan dalam menentukan model pengamanan laut yang cocok untuk Indonesia. Metode yang digunakan dalam pengambilan keputusan adalah Fuzzy AHP (Analytical Hierarcy Process) dan Fuzzy TOPSIS (Technique For Order Preference by Similarity to Ideal Solution). Hasil penilaian prioritas model pengamanan laut diperoleh sebagai berikut: [1] Single Agency Multy Task = 0.404, [2] Multy Agency Single Task = 0.295, [3] Single Agency Single Task = 0.228 dan [4] Multy Agency Multy Task = 0.073. Oleh karena itu, penelitian ini merekomendasikan model pengamanan laut yang paling cocok dengan kondisi Indonesia saat ini adalah “Single Agency Multy Task” dengan bobot prioritas 0.404. Melalui sistem "Single Agency Multy Tasks” persoalan pengawasan dan pengamanan laut dapat ditingkatkan karena model Single Agency Multy Task menghendaki adanya satu lembaga atau badan bersifat tunggal, integratif dalam pelaksanaan pengamanan laut Indonesia.Kata kunci : Fuzzy AHP, Fuzzy TOPSIS, Keamanan Laut

Abstract

The port is a gateway region's economy. Investment performance is important that an effective and efficient port to ensure smooth supply chain needs of the region and promote economic growth. This study aims to model the port investment relationship with economic growth. Quantitative analysis and econometric modeling is used in statistical testing, studies typically classified in two areas, namely: the north and south islands of Maluku. The northern and southern regions and the increase in the loading dock term investment to drive economic growth, but the number of visits relation ship with economic growth negative influence.

Abstract

Transportation is a business transfer of cargo from point of origin to the point of destination with a conveyance or modes. In practice, transportation rarely use only one mode. The goal is to improve the effectiveness and efficiency of transport services. Because it involves more than one mode, then the exchange of information between the modes become very crucial point which is generally a weak implementation of a reliable transport and highly capable. West Seram regency (SBB) today has become "the gate" of Ceram island. In order to spur development of the region, then the function must be set up with good transportation. Therefore, the Intelligent Transportation System (ITS) as one of implementation of Information and Communication Technology (ICT) in the transport sector, should be formed or in the format became the standard, to support the implementation of development activities. Results from this study indicate that the priority of the application of ITS in SBB more focused on economic aspects. From here then prepared road map policy of application of ITS

Abstract

PT. Pos Indonesia (Persero) merupakan salah satu perusahaan yang bergerak dibidang jasa dalam mendistribusikan kiriman. Bagian ekspedisi (antaran) merupakan bagian terakhir dalam proses distribusi kiriman, harus mendapatkan perhatian khusus sehingga dapat mengatasi ketidakcapaian target kerja yaitu SWP (Standar Waktu Penyerahan) yang diakibatkan karena kegagalan yang sering terjadi dalam proses distribusi kiriman. Masalah ini dapat diatasi dengan melakukan perbaikan dalam proses distribusi. Six Sigma merupakan salah satu metode dalam sistem pengendalian kualitas. Metode Six Sigma adalah proses perbaikan secara terus menerus untuk mengurangi tingkat kecacatan/kegagalan. Pada penelitian ini dilakukan perhitungan untuk mengukur keberhasilan dan kegagalan dalam proses distribusi kiriman di bagian ekspedisi PT. Pos Indonesia (Persero) Ambon. Dari hasil pengolahan data menggunakan six sigma menunjukkan terdapat 3 jenis kegagalan dalam proses distribusi yaitu antar ulang, salah salur, dan kirim kembali dengan jenis kegagalan yang paling banyak ialah kiriman antar ulang dengan presentasi sebesar 85% yang ditinjau dari kecacatan yang dimiliki selama 5 bulan dari bulan januari-mei 2018 sebesar 8.920 kiriman, CTQ (critical to quality) yang dimiliki yaitu 3, nilai DPMO sebesar 32.851 sehingga nilai sigma yang didapat sebesar 3,34.

Abstract

Smooth access to ships and ports can reduce logistics costs, therefore transportation is seen as the lifeblood of the regional economy. The decrease in logistics costs (B_L) is a function of ship visits (Call) with available loading and unloading capacity (Q_bongkar), unloading performance (K_B/M) is the ability and efficiency of the use of loading and unloading labor (TKBM) at the port including loading and unloading equipment. loading at a port in an area, the efficiency of logisticBL logistics transport costs can improve the transportation performance of the archipelago and this condition will have a derivative impact on the purchasing power of the people in the islands. The results of the study obtained parameters 0 = -1.102, 1 = 0.001046, 2 = 0.00005, 4 = + 08970, 4 = 0.000000 where the increase in logistics costs can affect Call, Q_bongkar, Performance_B/M, GRDP_unggulan, if B_L increases by 1% will have an impact also for all existing parameters. if performance_B/M = + 08970. then B_L has a fairly good correlation with improved loading and unloading performance at the port and has a significant effect on cargo which has a strong impact on price declines in encouraging purchasing power and economic growth

Abstract

Violation of the law at sea is one indicator to measure the security level of a country. To maintain security stability at sea in Indonesia, the Government needs to forecast the number of violations of the law at sea to determine the next policy. Forecasting is a picture of events that will occur in the future. The method used to predict law violations in the Indonesian seas is the Triple Exponential Smoothing (TES) Hold-Winters, the TES method is a pretty good forecasting method for long-term, medium-term and short-term forecasting. The processed data is data on law violations in the Indonesian seas from 1996 to 2019 from the Indonesian Maritime Security Agency. The results obtained from this study are the results of the analysis of the level of accuracy of the MAD, MSE, MAPE, MSE and RMSE data to find the smallest error value. The results of the study have predicted the number of law violations at sea in Indonesia in the next five years will decrease with forecasting values ​​(94 86 79 71 61) with a constant value of alpha = 0.9, beta = 0.2, and theta = 0.1 and the average value absolute percentage error (MAPE = 3,%) and mean root error value (RMSE = 6.38). The contribution of this research can be considered by Bakamla to set up a joint operations strategy with other institutions that have legal authority in the Indonesian seas.

Abstract

Indonesia has several institutions to maintain maritime defense and security, but maritime security is not only determined by the number of authorized agencies but by many factors. This study aims to assess the factors and sub-factors that affect Indonesian maritime security. To achieve the research objectives, the method used is the Analytical Hierarchy Process (AHP) with six factors and twenty-nine sub-factors. The process of collecting data through questionnaires and interviews with several experts, the results of the questionnaire were taken with a Geometric Average, after which it was calculated according to the stages of the AHP method. The findings of this study produce priority factors that affect maritime security, first are defense and security factors (0.37), second is political and legal factors (0.24), third is economic factors (0.16), fourth are technological factors (0.11), fifth are social and cultural factors (0.07) and sixth are environmental factors (0.04). The contribution of this research is a consideration for the Government to determine policies towards improving maritime security in Indonesia.Keywords: Analytical Hierarchy Process, Determining, Maritime Security

Abstract

Pembangunan infrastruktur sangat berpotensi untuk memberikan kontribusi pada pembangunan suatu daerah khususnya wilayah yang memiliki potensi sumber daya alam bagus. Ambon New Port (ANP) adalah pelabuhan baru di Ambon untuk mendukung terwujudnya Lumbung Ikan Nasional (LIN) di wilayah Indonesia Timur, serta untuk meningkatkan kesejahteraan masyarakat dan kinerja perikanan di wilayah tersebut. Penelitian ini bertujuan untuk mengukur kesiapan infrastruktur yang ada di wilayah Ambon New Port khususnya di wilayah Pangkalan Pendaratan Ikan (PPI). Kriteria yang digunakan dalam penelitian ini adalah kemudahan akses menuju ANP (K1), ketersedian infrastruktur kapal dan angkutan darat (K2), Jarak lintasa minimum menuju ANP (K3), minimum biaya operasional (K4), infrastruktur penunjang cold strorage (K5), kesiapan energi listrik (K6), dan ketersediaan muatan ikan (K7). Metode yang digunakan dalam penelitian ini adalah kombinasi Analytic Hierarcy Proces (AHP) dan Simple Addictive Weight (SAW). AHP digunakan untuk menentukan bobot prioritas pada kriteria sedangkan SAW digunakan untuk melakukan perangkingan alternatifnya. Hasil penelitian merekomendasikan kriteria yang perlu diprioritaskan adalah pengembangan transportasi laut dan Kemudahan akses menuju ANP (K1= 17%), kedua adalah minimum biaya operasional (K4=15%), ketiga kesiapan energi dan ketersediaan infrastruktur kapal atau angkutan darat (K2=14%). Alternatif wilayah yang perlu di prioritaskan supaya segera mampu mendukung Ambon new Port sebagai lumbung ikan nasional pertama adalah (A1=0.852) yaitu PPI Amahai, kedua adalah (A2=0.879) yaitu PPI Piru, karena kedua PPI tersebut memiliki infrastruktur yang masih kurang dibandingkan dengan PPI yang lain sehingga sangat direkomendasikan untuk dibangun infrastrukturnya sehingga mampu mendorong percepatan Ambon new Port sebagai Lumbung Ikan Nasional.
