Abstract

The study examines the contribution of financial inclusion and community capacity building on pro-wildlife conservation behavior among rural households at the Northern Periphery of Dja Biosphere Reserve, the east region of Cameroon. The data were elicited through the survey questionnaire administered on a sample of 279 households involved in the program of conservation in the areas. The study used a cluster sampling approach in grouping proximity villages into four zones and a purposive sampling technique was used in selecting the households. The objective was achieved empirically using three-stage maximum likelihood estimation techniques; factor analysis, confirmatory factor analysis and structural equation modeling. The result shows that financial inclusion and community capacity building had a significant positive effect on pro-wildlife conservation behavior. The magnitude of the effect of financial inclusion on pro-wildlife conservation behavior was even larger than the magnitude of the effect of community capacity building. The findings suggest that financial inclusion and community capacity building had the tendency to reduce the decline in wildlife stocks as it promoted friendly behavior towards wildlife and its habitats. The study, therefore, recommends policies that support financial inclusion and community capacity building that are essential for sustainable conservation since it promotes pro-wildlife conservation behavior.JEL Classification: G20, O15, Q57

Abstract

Inequality still becomes popular issue in the establishment of developing countries. Aside from the income inequality, the human development inequality is considered as an interesting topic for further study, in terms of resuming the solution. The purpose of this study is considered as specific in identifying the human development gap between origin and new regencies in Eastern Indonesia as well as the determinant. This study uses a positivist perspective with a deductive approach. Secondary data with cross-section types used in this study covers regencies and cities in Eastern Indonesia. This study uses the econometrics methodology using regression analysis with a dummy variable. The results showed there were differences in human development index between origin and new regencies in Eastern Indonesia. The human development index in the new regency is lower than in the origin regency. The results support the Myrdal’s Theory, which explains the gap in human development disparities among regions due to the significant backwash effects. Fiscal decentralization has a role in reducing the gap in human development in origin and new regencies, yet insignificant for the economic growth. Poverty lowers the impact on increasing human development in the origin regencies but does not occur in the new regencies.JEL Classification  H30; I32; O15

Abstract

Visitor satisfaction is fascinating to learn because this is always a significant positioning in developing tourism destination. This study aims to analyze visitor satisfaction and formulate the agrotourism development strategy. The research survey was conducted in Purwosari Agrotourism, Mijen District, Semarang City, Indonesia.  A total of 100 visitors and 20 people were purposively selected to address research objective. Visitor satisfaction is evaluated using the 7P marketing mix approach. The analysis method uses the Importance Performance Analysis and Customer Satisfaction Index to analyze visitor satisfaction; and Strength, Weakness, Opportunity, and Threat (SWOT) analysis to formulate development strategy. The results showed the location, transportation, promotion, and physical evidence (parking area, toilets, and information boards) are the main priority attributes of improvement. The response of visitors was in the satisfied category with a total Satisfaction Index of 73.39%. The development strategy of Purwosari Agrotourism shows the SO (strength and opportunity) strategy approach, which means being in a favorable position with aggressive strategy recommendations.  The strategy includes the innovation of tourism products, collaboration with other tourism objects to create tour packages, and expand product marketing networks.JEL Classification: Q13; R58; Z32

Abstract

National parks can be sensitive state-property areas since the surrounding communities generally need the parks' resources for their livelihood. This paper focuses on inequality and transaction costs in PAMSIMAS (Community-Based Water Supply and Sanitation), a water sector program in Indonesia’s rural and peri-urban areas. The method used is a case study of PAMSIMAS in Tajuk, a village adjacent to Mount Merbabu National Park in Semarang Regency, Central Java. The data were gathered from documentary studies, in-depth interviews, and observations, and were analyzed using transaction cost economics and institutional analysis. This study found that the rules of PAMSIMAS, especially water pricing mechanisms, enhanced water availability but could not diminish the uncertainty of water access and transaction costs born by water users. Inequalities of endowment, power, and information among the hamlets affected how PAMSIMAS was run. Mobilization of water resources is related to property rights, which should be well-defined. Still, there was an overlapping property institution of Mount Merbabu National Park forest and its water resources; thus, the water user groups had to bear different transaction costs. The study provides suggestions for providing broader 'rules of the game' in rural water management, recognizing local conditions and prospects, acknowledging community rights to resources, and developing inclusive community participation.JEL Classification D23; P48; Q15

Abstract

Indonesia faces the combined challenges of a high prevalence of active smokers and an increased financial burden of smoking-related Non-Communicable Diseases (NCDs) on National Health Insurance (NHI). This study aims to assess the importance of increasing cigarette prices for NHI funding. It was a cross-sectional study conducted through a phone survey. The survey was administered to 1,000 respondents aged 18 and over from various telecommunications operators in Indonesia. We performed the multivariate analysis and the framework of the importance of increasing cigarette prices for funding NHI. The result shows that the majority of the public supports the increase of cigarette price for funding NHI except for active smokers at Odds Ratio=0.529. The importance of increasing cigarette prices for funding NHI is supported by society, able to reduce the prevalence of active smokers, and it raises the government’s tax income. With the current strong public support, cigarette prices should be increased which will then be tagged to fund the NHI consistently. This is also seen as a means to compensate the high NCD-related claims of the NHI which are caused by smoking behavior.JEL Classification  H51; I13; I18

Abstract

The proliferation of new region in Indonesia is one of the most challenging issues related to regional autonomy, financial management and poverty reduction. The purpose of this study was to analyze the relationship between government expenditure and poverty linked to the regional economic activity and labor absorption. The study used a quantitative research by means of time series data collected from the new proliferation areas in Central Kalimantan, including Pulang Pisau, Katingan, East Barito, Seruyan, Gunung Mas, Murung Raya, Sukamara, and Lamandau.  The analysis method used the path analysis to estimate statistical parameters indicating relationship between variables. The research result shows that poverty significantly affects on government expenditure in the new eight regency in Central Kalimantan province. Poverty has also had an impact on government expenditure through the provision of employment and Gross Regional Domestic Product (GRDP).  The local government is expected to manage more effectively regional finances that focus on community economic activities.  The policy also opens  investment opportunity to increase economic activity and create jobs based on the prominent regional product such as agriculture, plantation and mining sectors. Investment can increase employment and indirectly reduce poverty.JEL Classification  H72; I38; J21

Abstract

The financial information system for local Government or SIPKD regulation in Indonesia are mandatory. There have been several innovations on it, but in practice mostly they were not effective in term of user acceptance due to several obstacles. This study investigates the modified Technology Acceptance Model (TAM) theory proposed with the institutional strengthening theory on the user performance of SIPKD. Supported by the sample of 556 SIPKD users from the Lampung Provincial Government, the results showed that all constructs are associated in accordance with the theory and concept of TAM. The quality of training had a dominant effect on the ease of use and usefulness. Related to the reinforcement theory, the results showed that facilitating conditions and incentives affect the performance of SIPKD users. Meanwhile, institutional pressure did not show its role to improve the performance of users. The main findings revealed that the TAM model becomes more perfect when imbued with the reinforcement theory. These results suggest that information system acceptance is higher when reinforcement theory is able to manipulate the cognitive of users to further improve their individual performance.JEL Classification E60; H83; M48
