Masyarakat Telematika Dan Informasi : Jurnal Penelitian Teknologi Informasi dan Komunikasii adalah jurnal yang memuat makalah ilmiah bidang penelitian informatika dan informasi. Jurnal ini di terbitkan oleh Puslitbang Aptika dan IKP, Badan Litbang SDM, Kementerian Komunikasi dan Informatika RI. Volume pertama Vol.1 No.1 Jurnal Masyarakat Telematia dan Informasi ini terbit pada tahun 2010. sampai dengan sekarang setiap terbitan memuat enam makalah ilmiah dari bidang Informatika dan Ilmu Komunikasi Sosial . Pada Edisi tahun 2016 Jurnal Masyarakat Telematika dan Informasi memfokuskan penerbitan pada naskah ilmiah di bidang teknologi informatika. Meskipun fokus jurnal Masyarakat Telematika dan Informasi mengedepankan bidang keilmuan teknik informatika , pembaca mungkin akan tetap menemukan beberapa naskah ilmiah yang terdiri dari bidang ilmu komunikasi dan sosial pada halaman back issue mulai edisi vol.1 no.1 tahun 2010 sampai dengan vol.6 no.2 tahun 2015.

Abstract

Penelitian ini bertujuan untuk mengungkapkan kondisi manajemen TI pada Dinas Sosnakertrans Kabupaten Solok, serta mengetahui target tingkat kapabilitas yang diinginkan dan memformulasikan perbaikan ukuran manajemen TI untuk mencapai target, khususnya pada domain Deliver, Service and Support (DSS). Sistem yang menjadi objek penelitian yaitu layanan pembuatan kartu AK.1 (pencari kerja) secara online. Beberapa masalah yang sering terjadi diantaranya gangguan koneksi internet, akses overload, bahkan pemadaman listrik. Evaluasi sistem terhadap COBIT 5 dipandang perlu dilakukan karena COBIT 5 tidak hanya melihat pada proses IT-nya tetapi juga tata kelola secara organisasi. Data dalam penelitian ini diperoleh dari informan yang merupakan pejabat dan staf yang terlibat langsung dalam pengelolaan TI. Data dikumpulkan melalui kuesioner dan observasi terhadap pengelolaan TI pada lingkungan Dinas Sosnakertrans Kabupaten Solok. Hasil dari penelitian ini menemukan bahwa pembagian peran dan tanggung jawab dalam pengelolaan TI belum terdistribusi dengan baik, praktek dasar pengelolaan TI khususnya pada domain DSS sebagian besar belum dilaksanakan dengan baik, dan belum ada manjemen terhadap kinerja proses dan manajemen terhadap work product sehingga TI belum dapat memperbaiki kinerja pelayanan terhadap masyarakat.

Abstract

This study aims to determine the influence of mass media on issues significant to the popularity of Obama s U.S. presidential election and the 2009-2014 exploitation of mass media effects on the formation of opinion among student activists in Makassar. This is a descriptive qualitative research. Data obtained from interviews with the informants research namely Makassar student activist who was taken from the Universitas Hasanuddin, Universitas Muslim Indonesia, Universitas 45, State University of Makassar, Alauddin State Islamic University, Makassar. The unit of analysis is the study of mass media about Barack Obama s Indonesia during the period mid 2008 - early 2009 with news of Obama s racial identity, the background of Obama and the Muslim world, and Obama s child hoodin Indonesia. The result showed that the mass media can give the slightest effect when the audience is continuously exposed. In this research found that mass media is believed by student activists to give effect to the formation of public opinion is television, internet, and newspapers. Then the social categories that same level in this group of student activists in Makassar likely to provide a uniform response to media exposure.

Abstract

The publication of Government Regulation Number: 41 year 2007 regarding the regional organization requires each region to form local ICT government institution. However, but the city of Yogyakarta conducted institutional discretion by not forming the institution. The purpose of this study was to determine why the city of Yogyakarta conducted the discretion by not maintaining the authority of Information and Communication Technology as mandated by the Government Regulation Number: 41 in 2007. The methods used in this research were descriptive and qualitative approach. Data was collected through in-depth interviews and tracking documentation. The techniques of data analysis used were data reduction, data presentation and verification. The results showed that the policy of discretion was taken because there were local capacity and necessity which were not anticipated by the Government Regulation.

Abstract

The pattern of communication and social structure on villagers in borderline of West Kalimantan, generally are more dominant to be influence and construct by media and culture of Malaysia. Those conditions influence the response of people towards government policy and access to information through the communications infrastructure on the border. The purpose of the research are to explain, the responses of people, and factors that influence the integration of information technology infrastructure, social communication institution, and community resources as a supporting component of “Desa Informasi”. This qualitative research is using single case study methodology with emic perspective. Primary data are gathered from FGD and interview with informant. Secondary data are from literature study, document and other publicity material. The technique to process the data are using classification based on the structure of the theme, summarized and analyzed. Unit analysis of social communication institution. The results showed that: the villagers of Jagoi still not optimal in responding to the idea of rural development information, because they never receive information about the village concept comprehensively through socialization. Whereas the factors that influence the development of “Desa Informasi” in rural Jagoi, are because the ICT’s infrastructure and internet, institutions of social communication, community resources, and its uses to access information as community’s needs that had economic value to support the idea of “Desa Informasi” development, which still not integrated yet.

Abstract

Knowledge management works to increase the organization’s ability to learn from their environment and combines the knowledge to business processes. However, to implement KM in an organization is not always easy and successful. Some literatures mention the aplication of KM was failed because of low KM. Some well preparation and readiness is required to make KM successful implemented. The measurement of readiness level is the first step to do. The research is aimed to find of the readiness by implementing Knowledge Management. The measurement is conducted by grouping the KMCSF into some Knowledge Management aspect. The method used to measure the level of KM is by mapping the KMCSF with KM infrastructure. The result shows that KM readiness at Politeknik Negeri Sriwijaya reaches 62,63% . It means that POLSRI is on the third level of KM, which means that POLSRI gets the predicate “ready” (accepted). To be concluded, POLSRI is ready to implement KM.

Abstract

Artikel ini menjelaskan hasil dari studi kasus  yang menggambarkan interaksi universitas-industri-pemerintah pada inovasi incubator bisnis di Universitas Gajah Mada (UGM), Yogyakarta. Contoh ini dikaji dalam konteks pengetahuan berbasis ekonomi. Tujuan utama adalah untuk mengidentifikasi peranan efektif  UGM  dalam mendorong inovasi dan kewirausahaan  regional  dengan dinamis. Analisis kasus ini menegaskan bahwa  adanya relevansi model Triple Helix untuk memahami realitas dengan cara yang mudah dan praktis. Tercatat bahwa interaksi dan aliansi  didirikan cenderung bertautan dalam membentuk komunikasi, jaringan dan  organisasi. Akhirnya, Universitas diyakini memiliki peran penting sebagai  kekuatan pendorong untuk  keragaman jaringan dan menjalin hubungan.

Abstract

There are two main ideas in this article, how deconstruction and reconstruction models can be used in human communication process, especially in understanding marginalized communities that all this time are powerless in sounding their existance. The emerging of deconstruction has become an attached character of post-structuralism that criticize the determinations of structuralism. Structuralism approach always accentuate the binary opposition, a pair of related terms or concepts that are opposite in meaning, so it create levels of hierarchy, resulting inferior culture and the correctness is only for the dominant and powerful ones. Through the language perspective, deconstruction try to point out the limitations of construction in the form of writing, and try to involve the power of spoken language as a cultural convention that deserved to get the attention. On the other side, representation accuracy can be a model to object who presumed wrong doing. In other words, representation can be a prevention mechanism to human behavior that violate the community signs; so that the wrong doings can not be happenned again. Nevertheless, disciplinary or punishment form resulting from representation is not to omit the violation, but to avoid the recurrence of an event.

Abstract

The need for transparency of data for a variety of public access, as well as guarantee the legal basis of the disclosure made significantly Open Government should be implemented in Indonesia. To support the Open Government thing to consider is the stability of access by the user, while the stability of access is influenced by two main issues, namely the specification of hardware (servers) and network.To optimize the server, we conducted a study of the technique In Memory Computing which is one technology that is rapidly growing in the era of Big Data Processing are included in clumps of High Performance Computing. Such technology is needed in areas that require very high computational intensity, because it has the ability to overcome the bottleneck that occurs in the system, especially on the permanent storage media such as Hard Disk Drive (HDD) and Solid State Disk (SSD). In this scientific study, carried out the design of hardware that can be applied to minimize the bottleneck that occurs and maximize the use of In Memory Computing technology, including the design of the specification as a central processing server to the network design specification required, so that can be easily done escalation when needed.

Abstract

The purpose of this paper is to provide a description of the role and benefits of social media applications for micro, small and medium enterprises (SMEs). The research used mix-method, quantitative-qualitative methods to obtain data. Quantitative data obtained by questionnaire survey while the qualitative data obtained by in-depth interviews with owners or managers of SMEs as the respondents. The results of this study indicate that the majority of SMEs have used and take advantages of social media applications for their business. The perceived benefits of SMEs, among others is as a means of promoting products or services, expand access to new customers, facilitate business transactions with customers and suppliers as well as to increase sales. The research gives practical implication for improvement of the government policy to encourage the involvement of SMEs in the digital economy through infrastructure development and facilitate cheap service cost and Internet access, particularly in remote areas.Keywords: social media applications, SMEs.
